JUNIOR TOUR The South Central Section PGA Junior Tour will provide youth in Arkansas, Oklahoma & Kansas broad opportunities to experience the game of golf, develop their talent as players and themselves as individuals. The SCSPGA Junior Tour will uphold the high degree of professionalism necessary to motivate young men and women to strive for personal integrity, honor and ideals. The Junior Tour will provide participants experience necessary to move into the upper-echelon of junior golfers and to the SCSPGA Players Tour. The SCSPGA Junior Tour is open to SCSPGA Junior Tour members ages 9-18 as of June 1, 2011; and consists of competitive one day tournaments in Arkansas, Oklahoma & Kansas throughout the summer. Juniors who are 18 are eligible provided they have not attended a regular semester of college and do not reach their 19 th birthday prior to September 1, 2011. IS THE JUNIOR TOUR RIGHT FOR YOU? The SCSPGA Junior Tour is open to any junior golfer between the ages of 9-18, as of June 1, 2011; and is designed to introduce young golfers to competition, the Rules of Golf and the benefits of the game. The SCSPGA suggests that if you fall into any of the following categories, that you take advantage of the Junior Tour. You are 9-18 years old. You want to improve your competitive skills. You want to play with juniors of equal ability and similar age. You want to learn or improve your knowledge of the rules of golf. You would like to meet other children interested in the game of golf. You aspire to improve the quality of your golf game in order to advance onto the SCSPGA Players Tour Junior Tour HOW DO I BECOME A JUNIOR TOUR MEMBER? Online registration will begin March 1, 2011 at www.southcentral.pga.com Membership registration must be done online. Telephone registration will not be accepted. Payment of $75 membership fee may be made with Visa, MasterCard or American Express. All communications will be done via e-mail, so please be sure you register with a valid e-mail address. Juniors will be able to view their tournament schedules, withdrawals and/or add additional tournaments online by accessing their accounts. 2010 members can register using their 2010 username and password $75.00 MEMBERSHIP BENEFITS Eligibility for all SCSPGA Junior Tour events A $10 gift certificate to any recognized SCSPGA facility pro shop A USGA Rules of Golf Book SCSPGA Junior Tour Golf Cap & Bag Tag (must be registered by May 1 st to receive) Award certificates will be distributed at each event for top 3 finishers within each age division while the personalized awards will be mailed directly to top finishers home address. BlueGolf Membership, providing on-line statistical analysis and scoring HOW DO I ENTER A JUNIOR TOUR EVENT? $45 per 18-HOLE event. $30 per 9-Hole event. Includes green fees & range balls. Tournament Entries are processed on a first-come, first-serve basis.

Registration for tournaments will open on March 1, 2011, and must be done online at www.southcentral.pga.com. Tournament registration is open for all SCSPGA Junior Tour Members who have passed mandatory rules quiz. All registration will close at 11:59 PM 4 days prior to event. Payment of entry fee may be made with Visa, MasterCard or American Express and will be processed on the date of the registration excluding the Tour Championship (See Tour Championship) Telephone entries will not be accepted.. Juniors will be able to access their confirmed tournament schedules on-line by accessing their account. Because of this online feature, the SCSPGA will not mail any tournament confirmations. Event field size is limited to the availability and capabilities of the host facility. WAITING LIST POLICY If a tournament field is full, additional registrations will be placed on a waiting list. Juniors on the waiting list will gain access into the tournament field in the event of a cancellation. The open spot will be filled according to a first come, first serve basis for those members on the waiting list in the age division where the cancellation occurred. AGE DIVISIONS Boys: Girls: 9-11 (9 holes; 2,200 2,600 yds.) 9-11 (9 holes; 1,800 2,300 yds.) 12-14 (18 holes; 6,000 6,400 yds.) 12-14 (9 holes; 2,250 3,000 yds.) 15-18 (18 holes; 6,600 7,000 yds.) 15-18 (18 holes; 5,700 6,300 yds.). RULES OF PLAY 1. USGA Rules of Golf shall govern all play and may be supplemented by Local Rules at individual facilities. a. SCSPGA Junior Tour Amendment 1: Max score on any particular hole is 10. 2. Rules of Golf violations shall be determined by tournament officials, as prescribed by the USGA Rules of Golf. The Rules Committee will consist of Host Professionals and the SCSPGA staff when applicable. 3. All competitors must walk. Caddies are not permitted. 4. Advice may not be given (Rule 8-1). 5. All competitors must exchange scorecards with fellow-competitors. 6. Upon completion of a round, competitors must proceed immediately to the designated scoring area and return their scorecards. All scorecards must be signed by the player and the marker. Failure to submit a scorecard will result in disqualification. 7. Doubt as to Procedure Rule 3-3: In stroke play, if a competitor is doubtful of his rights or the correct procedure during the play of a hole, he may, without penalty, complete the hole with two balls. After the doubtful situation has arisen and before taking further action, the competitor must announce to his marker or a fellow-competitor that he intends to play two balls and which ball he wishes to count if the Rules permit. The competitor must report the facts of the situation to the Committee before returning his score card. If he fails to do so, he is disqualified. 8. At the discretion of the SCSPGA staff, competitors not able to maintain a reasonable pace of play and/or not knowledgeable about the rules of golf and golf etiquette may be asked to take part in private educational efforts. CODE OF CONDUCT The SCSPGA expects all Junior Tour members, parents and spectators to conduct themselves in an orderly manner. Violations of the Code of Conduct include, but are not limited to, cheating, abusive language, club throwing, disrespect toward Junior Tour volunteers, officials or staff members, abuse of the golf course in any manner, noncompliance with the dress code, or any other conduct deemed unbecoming of a SCSPGA Junior Tour member.

Based upon the severity of a violation, the SCSPGA may enforce on the individual involved a 2-stroke penalty, disqualification and/or suspension from Junior Tour tournaments. Cheating will result in immediate disqualification and suspension from the Junior Tour. SPECTATOR GUIDELINES Parents, relatives, friends, and other spectators are welcomed and encouraged to come out to the golf course to watch the exciting competition. The following guidelines have been established to ensure a level playing field for all contestants. Spectator carts may be permitted during tournament rounds. Spectator carts are considered a privilege and may not be offered at certain events. *Please check the Tournament Information page to determine if spectator carts will be available at a specific event. The host club s rules and regulations regarding spectator carts take precedence over SCSPGA Players Tour policy. Carts must stay on the cart path at all times except in case of weather evacuation. Spectators need to stay clear of the playing areas (tee boxes, fairways, greens) and should walk on the cart paths or in the rough areas. When driving in carts, please be courteous to other players by ceasing to drive while others are preparing to hit. Keep a proper distance from the players a minimum of 50 yards is recommended. Parents and spectators cannot walk with players during tournament play and are encouraged to remain one shot ahead of the group. Do not give advice to any player. Talking to competitors during tournament rounds is not allowed, as it could be perceived as giving advice resulting in a two-stroke penalty on the player. (Please refer to USGA Rule 8-1 for definition) Spectators are not permitted to give rulings to competitors only SCSPGA Players Tour Rules officials are authorized to give rulings to competitors. Cellular phones, beepers, and other electronic devices are permitted, but should be set to silent or vibrating mode so as not to disrupt the players. Under no circumstance will pets of any kind be allowed on the course. SPECTATOR CARTS Spectator carts may be available for rental on a first come, first serve basis at the discretion of each host facility. Where spectator carts are permitted, all carts should remain on cart paths at all times. DRESS CODE Appropriate golf attire is required at all SCSPGA Junior Tour events and programs. Juniors not dressed in appropriate attire will be asked to change clothes. The following are examples: Appropriate Attire: (Boys) Collared shirts with sleeves; (Girls) Collared shirts with or without sleeves or acceptable fashion tees; hemmed shorts; golf slacks; golf or tennis shoes with socks. Hats/visors must be worn with brim forward, males must remove hat/visor while indoors. Inappropriate Attire: Tank tops; Short shorts; T-shirts; cut-offs; swimsuits; blue jeans; slacks or shorts with holes; cleated, open-toe or sandal shoes; clothing bearing offensive slogans, language or pictures. HOST FACILITY RULES & REGULATIONS Each facility may have additional rules and dress code requirements. It is the responsibility of the parent(s)/guardian(s) and participant to be aware of such policies and adhere to them. The SCSPGA Junior Tour will abide by all rules and regulations set forth by a host facility and require that its participants do the same.

PULL CART POLICY Pull carts will be allowed at SCSPGA Junior events so long as the host facility allows them. Pull carts will not be allowed during tournaments at facilities prohibiting their use. It is up to each participant to check with the host facility to see if pull carts will be allowed. POINT SYSTEM In order to determine a South Central Section PGA Junior Tour boys and girls Player of the Year, a summer-long points system has been established. The points accumulated under the system will also help determine the participants in the season-ending Tour Championship. The points awarded under the system are detailed below. First-place ties will be broken by sudden-death playoffs. Points for all other ties will be split between the tied competitors. The Player of the Year will be awarded in each division to the player with the most accumulated points throughout the Junior Tour season. Junior Tour members may earn points, based on the schedule below. Boys & Girls Junior Tour Events 1st 400 2nd 300 3rd 275 4th 250 5th 225 6th 175 7th 150 8th 100 9th 80 10th 70 11th 60 12th 50 13th 40 14th 30 15th 20 16th and lower 10 for participation Boys & Girls Tour Championship 1st 800 2nd 600 3rd 550 4th 500 5th 450 6th 350 7th 300 8th 200 9th 160 10th 140 11th 120 12th 100 13th 80 14th 60 15th 40 16th and lower 20 for participation TOUR CHAMPIONSHIP REGISTRATION POLICY The 2011 Junior Tour Championship will be held on August 1-2 at Rose Creek Country Club in Edmond, OK. Renowned golf architect Arthur Hills' championship course is a masterpiece and is the center of the Rose Creek community. Players of every skill level will enjoy Arthur Hills' links style layout and immense practice facility. The fairways stretch through naturally rolling terrain, tree-lined creeks, and native grasses. Over 50 strategically placed bunkers add extra beauty and challenge, while water comes into play on 12 holes. Registration for the Tour Championship will be open from March 1, 2011 until July 28, 2011 to all SCSPGA Junior Tour members interested in participation. Registrants are not guaranteed spots in the tournament. On July 29 SCS staff will add registrations into the field based on accumulated Player of the Year Points until each age division has filled its available field size. If all registrations with Player of the Year points have been added into the field and tournament spots remain open, remaining spots will go to registration on a first come, first serve basis within their specific age division. Specific age division field sizes will be proportional to age division percentages in overall SCSPGA Junior Tour membership. Registrants will not be charged tournament entry fee until they have been added into the Tour Championship field.

AWARDS Award certificates will be distributed at each event while personalized awards will be mailed directly to top 3 finishers within each division: Ties and points for first place will be broken by sudden-death playoffs. All other ties will split points and awards for all other positions will be presented accordingly (i.e., all second-place finishers will receive a second- place award; all third-place finishers will receive a thirdplace award, etc.). Boys 9-11; 12-14 & 15-18 1st through 3rd place Girls 9-11; 12-14 & 15-18 1st through 3rd place Player of Year awards will be presented immediately following the completion of play at the Junior Tour Championship. WITHDRAW, REFUND & NO-SHOW POLICY Prior to the tournament deadline, a player may withdraw from tournaments online by accessing their account. A player can have their full tournament fee transferred to another event that has tournament spots remaining and that has not passed the registration deadline. A player that withdraws after the tournament deadline may receive a refund or transfer minus a $15 administration fee. A player that is a no-show to an event is not entitled to an entry fee refund. A player is entitled to a full refund at any time prior to the event if he or she: 1. Qualifies for an AJGA event over the same dates 2. Qualifies for any USGA national championships over the same dates 3. If an injury is sustained leading up to the event. Documentation from a doctor is required. 4. If a player has a death in the family. During the Tournament Upon commencement of play, any withdrawals for reasons other than family or medical emergencies will not be considered acceptable. For example, withdrawing because of poor play or being out of the running is not acceptable. Players that No Show after a round of play will receive a warning from the SCSPGA Junior Tour and may be: 1. Be suspended from entering the next event or; 2. Be withdrawn from the next event. A player that is disqualified during a tournament is not entitled to a refund. Site Transfer For typical SCSPGA Players Junior events, a player may transfer his/her registration fee to a different event should they need to withdraw if they meet ALL of the following requirements: 1. The tournament they wish to transfer to is currently open to registration. 2. The registration deadline for the tournament they are withdrawing from has not passed. Please note: No refunds are given for withdrawing from a tournament. Tournament credits cannot be applied to another junior golfer. Tournament credits or refunds will be given for tournaments cancelled due to inclement weather
