U9 - U12 have 6 field players + 1 goalie. U13-U18 have 5 field players + 1 goalie. U9 - U12 use a size 4 ball. U13 and older use a size 5 ball. Games consist of two 24-minute running clock halves. Teams will have a three-minute warm-up time and a three-minute half time. All players must have uniforms of the same color. The visiting team shall be responsible for providing an alternate uniform color, in case of a conflict. Game start times range from 6:15-10:15 pm on Friday, 7 am - 10 pm on Saturday, and 7 am - 7 pm on Sunday No gate fee charged. Schedule requests accepted. Two full service concession stands available. No outside food or drink allowed. Large mezzanine level available to watch the games. Lounge furniture/tv s on the mezzanine level. Entire facility is Wi-Fi equipped. Gate Fee: No gate fee will be charged during league games. Length of Season: Winter I league will begin the weekend of October 23 and should conclude the weekend of December 18. Winter II league will begin January 2 and should conclude the weekend of March 4. Time of Games: Game times will range from 6:15 10:15 pm on Friday, 7 am - 10 pm on Saturday and 7 am 7 pm on Sunday. Game times may rotate from week to week depending on the number of teams and the availability of fields. Individual Registrations: If you would like to sign up as an individual to be placed on a team, or if you are in need of some players to fill your roster, please call Jamie at 913-826- 2853 to be placed on the list or to receive some names. Uniforms: All players must have uniforms of the same color. The visiting team, as designated by the schedule, shall be responsible for providing an alternate uniform color, in case of a conflict.

Equipment: Game balls will be provided by the home team. U9 U12 use a size 4 ball. U13 U18 use a size 5 ball. Standings: Standings of the leagues will be posted at www.newcenturyfieldhouse.com. These standings will be updated weekly. If the standings are incorrect, please email Jamie at jamie.kempfe@jocogov.org. League Awards: Awards will be given to individuals of the teams finishing 1 st or 2 nd place in their league. Awards that are typically given out are t-shirts, trophies, and medals. The league has the right to switch up the awards from season to season. Game Location: All league games will be played at New Century Fieldhouse 551 New Century Parkway New Century, KS 66031. Practice Facilities: If your team is in need of a practice facility, we will attempt to accommodate your team at New Century Fieldhouse. Please call 913-826-2850 for pricing, availability and reservations. Turf time goes quickly in the winter time, so I suggest calling early. Game Schedules: Each manager will receive an email with their game schedule about one week prior to the league starting. The full schedule will also be posted online at www.newcenturyfieldhouse.com before the league starts. Conflict Form: Each team will be allowed to fill out a conflict form. This form gives teams an opportunity to put down one date or weekend over the course of the season where you know you will not be able to have a full team, and this date will be excluded from your schedule. If your team has no conflicts, please put down no conflicts on the form. This form is intended to prevent forfeits due to a conflict. This form must be turned into the office at New Century Fieldhouse by October 2 for Winter I and November 20 for Winter II. Please note re-scheduling games is almost impossible as the turf is utilized all day and night during the late fall/winter months. So, it s crucial you submit your conflict dates in a timely manner.

What division did your team play in the outdoor league? What was your outdoor record? These answers will help us know where to place your team. We will do everything in our power to split up the recreational teams from the premier teams, but it may not be 100% possible. Your team is allowed 1 conflict for each winter indoor season. A conflict can be one date or an entire weekend. This date will be excluded from your schedule. All other dates will be available and games cannot be rescheduled from the available dates. If you have a time request or time conflict, please list that as your conflict, and we ll do the best we can when scheduling. CONFLICT DATE WINTER I: CONFLICT DATE WINTER II: Form must be turned in to New Century Fieldhouse by Oct 2 for Session I and November 20 for Session II. JOHNSON COUNTY PARK AND RECREATION DISTRICT New Century Fieldhouse Girls/Boys Indoor Soccer League Rules GENERAL: 1. FIFA Laws of the Game shall apply except as amended herein. See age specific rules for details. 2. Lack of knowledge of these Rules will not relieve any coach, team official, parent or player of a team from the responsibilities and possible penalties herein. ALL CLUBS, TEAM OFFICIALS, PARENTS AND PLAYERS, BY PARTICIPATING IN New Century Fieldhouse PLAY, AGREE THAT THEY ARE BOUND BY THESE RULES. AGE SPECIFIC RULES: 1. All players must be born on or after August 1 st of the specified year. a. U9 August 1, 2006 b. U10 August 1, 2005 c. U11 August 1, 2004 d. U12 August 1, 2003 e. U13 August 1, 2002 f. U14 August 1, 2001 g. U15 August 1, 2000 h. U16 August 1, 1999 i. U17 August 1, 1998 j. U18 August 1, 1997 THE BALL: 1. U9 U12 will use a size 4 soccer ball. 2. U13 and up will use a size 5 soccer ball. 3. U12/U13 leagues combined will play with a size 5 soccer ball. LEAGUE ROSTER: 1. League roster must be turned in before the first league game. 2. Player(s) may be added to the roster prior to the start of the second league game. 3. Player(s) may only be deleted from the league roster prior to the first league game. 4. A guest player may play on your team at any time in order to help prevent forfeits. FIELD PLAYERS: 1. U9 U12 have 6 field players + 1 goalie 2. U13 - U18 have 5 field players + 1 goalie MINIMUM PLAYERS TO START GAME: 1. U9 U12 4 players 2. U13-U18 3 players 3. A FORFEIT WILL BE AWARDED IF A TEAM HAS FAILED TO FIELD THE MINIMUM NUMBER OF PLAYERS WITHIN SIX (6) MINUTES OF THE GAME START TIME. If minimum # of players is not met at game start time, the game clock will start and a goal will be awarded for the opposing team for every two minutes that passes where the team does not have enough players. When three goals are scored this way, the game will officially be considered a forfeit, and the game clock will stop. If a team can field minimum # of players within the grace period, then the teams may complete their game with the remaining game time. a. Additional Reasons for Forfeits i. Not enough players to start or continue a game. ii. If 3 red cards are given to one team in one game. iii. Misconduct of players, coaches and/or spectators. iv. Using non-rostered players. v. Benches clearing during a fight. b. Forfeits are scored as a 3-0 win/loss 4. Referees will not referee forfeited games. Players with signed waivers may use the field time for practice or scrimmage. PLAYER EQUIPMENT: 1. Players must have jerseys of a like color and style. 2. Color conflict visiting team is required to change team colors. 3. Shin guards are REQUIRED and must be totally covered by socks.

4. Indoor turf, flat soled soccer shoes or molded soccer cleats are allowed (NO SCREW-IN CLEATS, NO TOE CLEATS). 5. Goalkeepers must wear colors that distinguish them from all other players and referees. 6. No jewelry of any kind allowed. NO EXCEPTIONS. 7. Cast, knee braces, anything except shin guards made of rigid material must be covered with at least ½ inch of foam and must be approved by the center referee. All edges must be completely covered so they do not show. 8. Protective head gear and goalie helmets are optional. DURATION OF THE GAME: 1. U9 & Above Teams will play two, 24 minute halves, separated by 2 minute halftime. a. The clock shall be stopped for serious injuries. b. If time expires after a foul was called in the box, the team will still be allowed to kick the PK. c. League games and tournament pool games can end in a tie. d. During league or tournament PLAYOFFS only, a tie will be decided by: i. 3 minute golden goal (first team to score wins) ii. If game is still tied after extra time then the following applies: 1. PK s a. U9 and above players on field, shots taken from designated PK spots 2 yds from the top of the box. iii. If game is still tied: 1. PK s sudden death with players on field. 2. Duration of games may be shortened based on unusual circumstances and at the discretion of the NCF league or building supervisor. START OF PLAY: 1. A kick off will start the game and restart the game after a goal has been scored. 2. Teams will change direction at half time and alternate kick off. 3. A goal may be scored directly from a kickoff. 4. The ball does need to go forward on the kick off. GOALKEEPERS: 1. Outdoor FIFA rules apply when passing back to the goalkeeper. 2. Goalkeeper may slide tackle only if the ball is inside the penalty box. 3. Goalkeeper may throw, punt, or roll the ball the entire length of the field without penalty. 4. If Goalkeeper hits the ceiling with the ball and the ball bounces back to Goalkeeper, he/she may not use hands directly from the ceiling. Ball has left the goal box and has returned into goal box from Goalkeeper s own touch violation. The Goalkeeper may play ball without using hands. If goalkeeper uses hands when balls returns from a punt, kick or throw from goalkeeper, an indirect kick will be given to the opposing team from the spot of the foul. A penalty kick WILL NOT be given for this infraction. SUBSTITUTIONS: 1. Teams may substitute on their own possession, and on opponent s substitution. 2. Substituting players must enter/exit field in a location defined by the referee. 3. Any player may change places with the goalkeeper, provided the referee is informed before the change is make, and provided also that the change is made during a stoppage of the game. 4. Substitute players are to remain in the player bench area. 5. A player receiving a yellow card must be immediately substituted. The player may re-enter play during the next substitution opportunity for that team. CEILING/OUT OF BOUNDS: 1. If the ball touches the netting, it is considered a dead ball and will be placed according to the following guidelines. 2. If the ball touches the netting directly above the playing field, the ball shall be placed on the turf, within a 3 feet radius of where the ball initially touched the netting. The team that did not touch the ball last shall restart play. 3. If the ball touches the netting above the goal box area, and was last touched by the offensive team, the result will be a goal kick. If the ball was last touched by the defensive team, the result will be a corner kick. A whistle must signal the restart. 4. A throw-in, corner kick, or goal kick will be awarded when the ball goes out of bounds. A throw-in may not go directly into the goal. 5. Player has 5 seconds to put ball back into play. OFF SIDES: 1. Off sides will not be called in the 4 v 4 leagues.

2. Off sides will be called on full field leagues ages U9 U18. FOULS: 1. FIFA outdoor soccer rules apply to all infractions, including but not limited to: kicking, pushing, tripping, hand balls, etc Thus, we will play direct and indirect kicks depending on the foul. 2. No slide tackling Slide tackling will be defined as anything other than the feet touching the ground when attempting to take the ball away from an opponent. Players may slide to save balls from out of bounds the rule is no tackling. 3. Goalkeepers may slide inside the penalty box. FREE KICKS: 1. The following applies to all restarts: a. Indirect and direct kicks will be given according to FIFA rules of the game. b. Ball is in play when it makes contact with the initial player. c. Opposing players shall be 5 yards from the ball. d. Player taking a kick cannot play it again until someone else touches the ball. e. If an opponent refuses to move back 5 yards on referee s request, he may be given a yellow card for unsportsmanlike conduct. f. If a player taking the kick delays for longer than five (5) seconds after having been signaled to do so by the referee, the opposing team will be awarded the kick. YELLOW CARD POLICY: 1. A player receiving a yellow card must be immediately substituted off the field and may reenter at the next substitution opportunity for that team. 2. A player receiving two yellow cards in a single game will result in a red card. (see below) RED CARD POLICY: 1. Players receiving a red card in a game will not be allowed to play the remainder of the game and the player s team will play a man down for the remainder of the game. 2. Players receiving a soft red card (two yellow cards in single match) will be allowed to play next game with referee s note of approval. Referee can note that player punishment should be enforced as a hard red. 3. Players receiving a hard red card will miss the remainder of the game and will be automatically suspended from the next game in the season. 4. If the person is ejected in the last game of the season, said person shall be prohibited from playing/coaching in the first game after he/she registers for another season. 5. The following are red card eligible offenses: a. Foul and abusive language. b. Persistent infraction of the rules after receiving a yellow card. c. Violent conduct (including, but not limited to: spitting, threatening, continued rough play, etc.) will be suspended as outlined above and in addition, will be suspended one additional game and subject to further disciplinary action as decided by the complex management. d. Assaulting a referee, participant or spectator will be suspended indefinitely from all activities at the New Century Fieldhouse. e. An assault shall be defined as an attempt to commit a battery upon a person; and an act which is close to accomplishment shall be sufficient to constitute an assault upon a person. Local authorities will be notified. f. Any player or coach who accumulates three cautions (yellow cards) during league matches per session will be suspended for one league game. Should a coach of a team be unable to control a player s or spectator s actions after a red card is issued, the coach will also be suspended as outlined above. g. A player or coach accumulating three red cards over a one year period will face serious disciplinary action, possibly banning them from New Century Fieldhouse for life. h. Any team that clears the bench will automatically forfeit the game and score will be recorded as a 3-0 loss. i. Team Probation Any incidents occurring for a two-month probationary period will be grounds for suspension from New Century Fieldhouse for 1 year. j. No refunds will be given to suspended players or teams. k. If for any reason an official/referee or employee of the New Century Fieldhouse asks that a person leave the facility, the person must leave the property or authorities will be notified. l. Fighting: Zero Tolerance Policy Anyone fighting will be ejected from said game and suspended for a minimum of two games and up to permanently. Anyone

threatening or stalking another player, coach, staff, referee or spectator will also be ejected and reported to the local authorities. REFEREE AUTHORITY 1. Referee authority applies to enforcing the laws of the game; anything outside of that he/she must consult with New Century Fieldhouse management. All calls are the judgment of the referee, and are final. Any and all calls made by the referee are not subject to protest. If a referee has given 3 red cards within the game, he or she is to halt the game and contact the New Century Fieldhouse management. At which point, NCF management has the discretion to terminate the game. The referee has the ability to present a red card, prior to, during and after a game. It is the sole authority of the NCF management to determine player/team suspensions. LEAGUE STANDINGS POINT SYSTEM: 1. New Century Fieldhouse indoor soccer leagues will abide by the following rules with regards to standings a. Standings will be determined by points b. Win = 3 points c. Tie = 1 point d. Loss = 0 points e. Red card by player, coach, manager or spectator = -1 point 2. League games that end in a tie score after regulation play shall remain a tie game. DIVISION STANDINGS TEAM TIES: 1. Any divisions ending in a tie at the end of league season shall be governed by the following tie breaking system in order: a. Head to Head results between tied teams b. Most Wins c. Fewest goals allowed d. Goal differential max of 3 goals per game e. Coin flip LEAGUE FEES: All teams must pay the full balance at the time of registration to secure a spot in the league. If a team removes itself from a league, all fees paid shall be forfeited. If JCPRD drops a team from a league, all fees paid shall be forfeited. No refunds or game credits shall be given for the following: 1. Forfeited games 2. Inclement weather 3. Stoppage of game due to player and/or spectator misconduct or injury.
