NIRSA Flag Ftball rules will be in effect fr anything nt cvered in these rules. The Intramural Sprts Prgram reserves the right t rule n any instances nt specifically cvered in these rules. FLAG FOOTBALL IS A GAME OF MINIMAL CONTACT. CONTACT MUST BE AVOIDED AS MUCH AS POSSIBLE BUT REMEMBER THAT CONTACT WILL OCCUR AND NOT ALL OF IT WILL BE ILLEGAL. ROSTERS 16 player limit fr Men s, Wmen s, and C-Rec teams. Players may play fr ONLY ONE single sex team whether Greek r Independent. Players may, hwever, play fr ONE C-Rec team and ONE single sex team. Players are nt fficially n a team until they have checked in and signed a waiver. Once a player has played fr a team that is the team, he r she shall be n fr the remainder f the seasn. T be eligible fr the playffs, a player must play in at least ne regular seasn game. In the playffs, rsters shall be frzen t include nly thse players wh played in at least ne regular seasn game. N additins shall be made during the playffs. Teams may add players thrugh the final game f the regular seasn r until their team limit has been reached whichever cmes first. Once the rster limit is reached the rster is frzen. PLAYERS MEN S AND WOMEN S TEAMS The maximum number f players n the field at ne time is 7. A team must have a minimum f 5 players t start the game. Once started, the game may cntinue with less than five players as lng as the team has a chance t win. CO-REC TEAMS (Updated C-Rec Rules) The maximum number f players n the field is 8 (4 men and 4 wmen). A team must have a minimum f 5 players t start the game Teams with seven (7) players shall be 4 men and 3 wmen, r 4 wmen and 3 men. Teams with six (6) players shall be 3 men and 3 wmen, 4 wmen and 2 men, r 4 men and 2 wmen. Teams with five (5) players shall be 3 men and 2 wmen r 2 men and 3 wmen Five (5) players are required t avid a frfeit. Once started, the game may cntinue with less than five (5) players as lng as the team has a chance t win. EQUIPMENT The flag belt is f ne-piece cnstructin, and will fall cmpletely ff when pulled. The belt must be clipped with the clip in frnt and a flag dwn each hip and in the back. Intramurals will prvide each team with 10 flag belts. It is illegal t tie r tamper with the belt. Teams may play with their wn ftballs, but the Intramural Department can prvide game balls. The nly restrictin fr leagues is that Men will be required t use a regulatin size ftball. The fllwing equipment shall be cnsidered Illegal: Pants r shrts with any BELT (s), Belt Lp (s), POCKET(s) r expsed drawstrings. Headgear cntaining any hard, unyielding, r stiff material, including billed hats. Jewelry f any kind including earrings, finger rings, wedding rings, necklaces, watches, etc. Pads r braces wrn abve the waist. Shes with metal, ceramic, screw-in r detachable cleats. Exceptin: Screw in cleats are allwed if the screw is part f the cleat. Shirts r jerseys, which d nt remain, tucked in. Any hd n a cat, sweatshirt, r shirt, which des nt remain tucked in. Hard leg and knee braces which are nt cvered. Twels must be placed in between the cnes during play. Twels cannt be n player s waist. Teams are respnsible fr their twels.

THE SEASON Fr league play, each team will be scheduled fr fur (4) regular seasn games. Teams with 3.0 r better sprtsmanship rating and a.500 r better recrd will advance t the playffs Team availability will be accmmdated as much as pssible fr the regular seasn. During the playffs, teams will be able t select their psitin in the playff bracket. Since teams are able t select bracket psitin, games will nt be rescheduled due t unavailability. Decisins n rainuts will nt be made until at least 3pm n game day. Rain-ut league play games will nt be rescheduled except under extreme circumstances. Rainut turnament games will be rescheduled as quickly as pssible. GAME TIME AND LENGTH The game are 4, 10-minute quarters with a 3 minute halftime intermissin Between quarters, teams will switch ends f the field. The psitin change is nt cnsidered a time-ut. An fficial time-ut will be called, the ball will be mved and play will resume. Frfeit Rule: 10-Minute Rule is in effect: 7 pints being awarded t the prepared team at the start f the clck in a single gender game and 10 pints in a C-Rec game. After 5 minutes have passed the prepared team will be awarded 7 additinal pints in a single gender game and 10 in a C-Rec game ttaling 14 and 20 pints respectively. After 10 minutes elapse, the game is frfeit. During the first three quarters, the clck will run cntinuusly and nly stp fr timeuts. During the 4 th quarter, the clck will run cntinuusly until the final 2 minutes Under 2 minutes, the clck will stp fr dead ball situatins. The clck shall run during extra pints except within the final tw minutes f the 4 th quarter. Mercy Rule: Men s and Wmen s: Pint differential is 19 pints at 2 minute mark r under 2 minutes, game will end. C-Rec: Pint differential is 25 pints at the 2 minute mark r under 2 minutes, the game will end. The ball must be snapped within 25 secnds f the ball being marked ready fr play. N half shall end until the ball is dead and all penalties are reslved. Timeuts: Each team has 2 timeuts per half (N Carry Over) Time-uts will nt exceed ne minute. Each team has ne time-ut fr the entire vertime perid. Caches and spectatrs are nt permitted n the field during time-uts. BEGINNING A GAME: Each game shall begin with a captain s meeting and a cin tss/ther means f selectin. The visiting team captain shall call the tss. The winner f the cin tss shall receive the ptin f: Becming the ffense Becming the defense Chsing the end f the field t defend At the 10 minute mark f each half, the teams shall switch ends as if between quarters Deferring the chice until the secnd half f play The first pssessin f the game shall begin n the apprpriate 14 yard line. There are n kick-ffs. HALF-TIME: The team deferring their chice t the secnd half shall select frm the fllwing: Becming the ffense Becming the defense Chsing an end f the field t defend OVERTIME TIE BREAKER COIN TOSS A cin will be flipped by the referee t determine the ptins. The visiting team captain shall call the tss. There will nly be ne cin flip during vertime. If additinal vertime perids are played, the field

captains shall alternate chices. The winner f the tss shall be given ptins f ffense, defense r directin. The lser f the tss shall make a chice frm the remaining ptins. All vertime perids are played tward the same gal line nce it is chsen. TIE BREAKER Each team will be given 4 dwns frm the same 10-yard line. The bjective will be t scre a tuchdwn. If the first team scres they will chse a pint after ptin, and the secnd team will be given 4 plays t scre. If the defense intercepts the ball, the ball is called dead. If they d nt scre a tuchdwn the ball will be placed n the 10-yard line fr the intercepting team, and vertime shall cntinue. Each team is entitled t ne time-ut per vertime perid (includes all vertime perids). Overtime will cntinue until a winner is determined. Fuls and resulting penalties and are administered similar t the regular game. Team A shall be awarded a new series f dwns when the penalty fr defensive pass interference r rughing the passer is accepted. Dead ball fuls fllwing a tuchdwn are penalized n the try. Live ball fuls cmmitted by either team after the defense gains pssessin during a try r vertime shall be enfrced at the succeeding spt. Dead ball fuls fllwing a successful try will be penalized frm the succeeding spt, the 10-yard line, if accepted. SCORING: Men s and Wmen s Scring Tuchdwn = 6 pints Safety = 2 Pints Try fr pint after: 1 pint frm the 3 yard line 2 pints frm the 10 yard line 3 pints frm the 20 yard line. If a try is intercepted by the defense it is dead, and they cannt return the try. SCORING: C-Rec Scring If a male scres a tuchdwn nt invlving a female passer, the pint value is 6. If a female player scres a tuchdwn r thrws a legal frward pass and a tuchdwn is scred by any Team A player, the pint value is 9. Try fr pint after: 1 pint frm the 3 yard line 2 pints frm the 10 yard line 3 pints frm the 20 yard line. C-Rec GAME (Updated C-Rec Rule Belw) The ffensive team must have at least ne (1) player n their scrimmage line at the snap. A Team A male runner cannt advance the ball thrugh Team A s scrimmage line. There are n restrictins after a legal frward pass A female passer may cmplete a legal frward t a male receiver behind their team s scrimmage line and that male may advance the ball thrugh the line f scrimmage. There are n restrictins: during a run by a male runner nce the ball is beynd the Team A r K scrimmage line; during a run by a female runner; and after a change f pssessin. A female passer may thrw t any receiver n any play whether designated OPEN r CLOSED. During an OPEN play, a male passer may thrw t any receiver. During a CLOSED play, a male passer may cmplete a legal frward pass nly t a female receiver. If a male receiver catches a pass frm a male passer n a clsed play, it is a ful fr Illegal Male Receptin (5 yards frm previus spt and lss f dwn; the next dwn remains clsed. Whether the penalty is accepted r declined, the next dwn shall remain clsed. During the ffensive team s pssessin there may nt be tw cnsecutive legal frward pass cmpletins frm a male passer t a male receiver. This rule applies t the Try. If a male passer cmpletes a legal frward pass t a male receiver, all ffensive plays becme CLOSED until OPENED. T OPEN a CLOSED play, the next legal frward

pass cmpletin must invlve either a female passer r a female receiver fr psitive yards. The spt where the ball becmes dead by rule must be beynd the Team A scrimmage line (range ball sptter). There are n ther restrictins cncerning a male passer cmpleting legal frward passes t a female receiver, r female t female, r female t male. Three things are necessary t OPEN a CLOSED play: A legal frward pass. A female passer r receiver. Psitive yards gained n the play. All three must be present in the play t OPEN the CLOSED play. If ne is missing, the play remains CLOSED. Penalties have n bearing n whether the next frward pass cmpletin is pen r clsed. If a team is 25 r mre pints ahead when the 2-Minute Warning fr the secnd half is annunced, the game shall be ver. If a team scres during the last tw minutes f the secnd half and that scre creates a pint differential f 25 r mre pints, the game shall end at that pint. All ther NIRSA Flag Ftball rules apply. DOWN AND LINE TO GAIN In a series f 4 dwns, the ball must be advanced acrss the next zne line t gain. The line t gain is always the bundary f a zne and crssing this line cnstitutes a first dwn. The fllwing fuls carry a lss f dwn: Illegal frward pass. Intentinal grunding. Illegal Backward pass. Illegally secured flag belt (ffense). The fllwing fuls result in an autmatic first dwn: Rughing the passer. Illegally secured flag belt (defense). OFFENSIVE PLAY At the beginning f each half and after scres, the ffensive pssessin will begin n the 14 yard line unless mved due t penalty. All players are eligible t receive a frward pass. Only the center must be n the line f scrimmage at the time f the snap fr the ffensive team. All players must begin play with a flag belt. PENALTY 5 yards frm previus spt. When a player unintentinally lses a flag belt, he r she is cnsidered dwn when tuched with ne had between the shulder and knee by a defender. The ball carrier must make an attempt t avid the defensive player. Runners shall nt flag guard by using their hands, arms, r the ball t deny the pprtunity fr an ppnent t pull r remve the flag belt. Ball carriers may hand the ball frward at any time withut penalty. All players must be set befre ne ffensive player may be in mtin, but nt in mtin tward the ppnent s gal line. If such player starts frm their backfield, that player may nt be in mtin tward the ppnent s gal line when the ball is snapped. Other ffensive players must be statinary in their psitins withut mvement f the feet, bdy, head r arms. PENALTY Illegal mtin, 5 yards frm the previus spt. The ffensive team must have at least ne player n their line f scrimmage befre the snap. PENALTY Illegal Prcedure, 5 yards frm the previus spt. Offensive players are respnsible fr retrieving the ball after a scrimmage dwn. The snapper will bring it frm the huddle t the team A Scrimmage line. A twel may be placed under the ball r in between the cnes. Failure t retrieve the ball will result in a Delay f Game penalty, 5 yards. The ffensive line f scrimmage will be marked by an range ball sptter.

BLOCKING The ffensive screen blck shall take place withut cntact. The screen blcker shall have his/her hands and arms at his/her side r behind his/her back. Any use f the hands, arms, elbws, legs r bdy t initiate cntact during an ffensive player s screen blck is illegal. A blcker may use his/her hands r arms t break a fall r t retain his/her balance. A player must be n his/her feet befre, during and after screen blcking. PENALTY Illegal Cntact, 10 yards frm the spt f the ful. Use f hands by the Defense. Defensive players must g arund the ffensive player s screen blck. The arms and hands may nt be used as a wedge t cntact the ppnent. The applicatin f this rule depends entirely n the judgment f the fficial. A blcker may use his/her arms r hands t break a fall r maintain his/her balance. PENALTY Illegal Cntact, 10 yards frm the spt f the ful. FLAG GUARDING INCLUDES: (Updated Rule Belw) A runner shall nt flag guard by using hands/ his/her hands, arms, r the ball t cause cntact between the runner and an ppnent that denies the ppnent the pprtunity t pull r remve the flag belt Swinging the hand r arm ver the flag belt t prevent an ppnent frm deflagging. Placing the ball in pssessin ver the flag belt t prevent ppnent frm deflagging. Lwering the shulders in such a manner, which places the arm ver the flag belt t prevent an ppnent frm deflagging. Fla Guarding = 10 yard penalty DEFENSIVE PLAY The line f scrimmage fr the defense will start 1 yard frm the ball, and will be marked by a yellw ball sptter. Cntact will nt be allwed anywhere. Interpretatins are similar t the blck and charge in basketball. Rugh tactics will be penalized as Illegal Cntact (10 yards frm the spt f the ful). In extreme r repeated cases, the player will be ejected. PUNTING The ffensive team must declare punts NO QUICK KICKS. After a team has annunced they will punt, they must punt. Exceptin: a. If either team calls a time-ut b. A penalty ccurs anytime during this dwn which results in the kicking team having the right t repeat the dwn. N player frm either side may crss the line f scrimmage until the kick. PENALTY Illegal Prcedure (5 yards frm previus spt) The kicker must kick the ball immediately. PENALTY Delay f Game (5 yards) The punter cannt kick the ball t himself/herself r t any ther member f their team. PENALTY Illegal Kicking (10 yards frm previus spt) A kicking team player may gain pssessin but nt advance a muffed punt that has nt tuched the grund. N player frm the kicking team may interfere with a receiving team player attempting t catch the kick. PENALTY 10 yards frm the spt f the ful and 1 st dwn fr the receiving team Once a punt crsses the gal line, it is dead and the receiving team will get the chice f a tuchback r first tuching by the kicking team. DEAD BALL The ball becmes dead: Anytime the ball carrier tuches the grund with any part f the bdy except the hands r feet. (NOTE: The ball is cnsidered a part f the carrier s hand.) Anytime the ball r ball carrier ges ut f bunds.

When a frward pass, backward pass r fumble strikes the grund r is simultaneusly caught by ppsing players. When a tuchdwn, tuchback, safety r successful Try is made. When the ball strikes the grund after first tuching by the kicking team. When a punt ges untuched and cmes t rest with n players attempting t play it r a player frm the kicking team catches the punt beynd the neutral zne. CONDUCT (Retain infrmatin in dcument, updated & current infrmatin, erase this line when updating rules) It is the desire f the Campus Recreatin and Wellness Unit that all participants display gd sprtsmanship. Any player ejected frm a game fr any reasn shall be suspended frm ALL Intramural play until they cntact the Intramural Directr. If players are fund t be participating befre being reinstated they will be suspended frm all Intramural activity fr the remainder f the semester. PROTESTS There will be n prtest invlving fficial s judgment in games that are fficiated by the Intramural Staff. Prtests f rule interpretatin must be made befre the start f the next dead ball situatin. T prtest, the prtesting team must begin the prcess immediately fllwing the event in questin. The supervisr s decisin is final.

Prtests can be made withut team time-uts. A rejected prtest in this case will result in an unsprtsmanlike cnduct penalty n the team captain. In nn-fficiated games, any and all disagreements between teams must be settled by the players. Disagreements nt reslved within reasn r in a timely manner, Intramural Staff will intervene and decide t reslve the disagreement and their decisin is final. Eligibility prtests are permitted.
