2017-2018 Nminatin Guidelines fr Selectin t the Canadian Alpine Ski Team and Develpment Team Effective Octber 17, 2016, Aussi dispnible en français I. GENERAL PRINCIPLES 1. The Nminatin Guidelines utline the prcess applicable t all Athletes cnsidered fr nminatin t the Canadian Alpine Ski Team ( CAST ) and the Develpment Team. 2. The bjective f the Nminatin Guidelines is t select Athletes at each level mst capable f achieving success at the highest level f internatinal cmpetitin based n the criteria applicable fr CAST Athletes and ther Athletes (Parts III, IV, V and VI). 3. The Nminatin Guidelines shall be interpreted and applied in accrdance with the principles f prcedural fairness and natural justice. II. DEFINITIONS 4. ACA means Alpine Canada Alpin. 5. Athlete means a Federatin Internatinale De Ski/ Internatinal Ski Federatin ( FIS ) carded Athlete that is a Canadian resident r citizen as defined in the Citizenship and Immigratin Act (Canada). 6. CAST means the Canadian Alpine Ski Team, including Athletes active n the A, B, and C teams. 7. CAST Alpine Staff refers t the discipline Head Caches fr the mens and wmens teams, Directr, Sprt Science, Chief Medical Officer Dmestic Sprt Directr and the Alpine Directr. 8. CAST Cach means any ne f the fllwing: the discipline Head Caches fr the mens and wmens teams, the Dmestic Sprt Directr, the Alpine Directr and any ther cach that may be designated as a CAST Cach, frm time t time, by ACA. 9. PSO Athletic Directr means Prvincial Sprt Organizatin Athletic Directrs identified by the Dmestic Sprt Directr. 10. Caches Discretin means the exercise f discretin by the CAST Alpine Staff t nminate r nt-nminate, an Athlete t the CAST based n varius cnsideratins, including withut limitatin, an evaluatin f technical skiing abilities, previus mtivatin and perfrmance, attitude and cmmitment, meeting expectatins f the athlete agreement, utstanding results, event quality where tp results were achieved, achieved results at apprpriate level f

cmpetitin, general level f physical fitness, injury histry and athletic ptential. Any Athlete in the Canadian alpine ski racing system may be nminated r nt nminated t the CAST under Caches Discretin, based upn all r sme f the abve-mentined cnsideratins.. 11. Caches Selectin Meeting means a meeting f the CAST Alpine Staff called fr the purpse f making recmmendatins fr nminatin t the CAST A, B and C teams and the Develpment Team pursuant t these Nminatin Guidelines. 12. Develpment Team means Athletes brn 1997 r yunger, selected fr participatin in the Develpment Team in accrdance with these Nminatin Guidelines. 13. Cmpetitive Seasn means all FIS events between August 1, 2016 and April 15, 2017. 14. FIS Rankings means the rankings set ut in the FIS Ranking List which is prduced by the FIS exclusively fr the Natinal Sprt Organizatin s ( NSO ) fr their use in making team selectins fr their natinal and develpmental teams. The FIS Ranking List cntains rankings fr each discipline and is prvided t the NSO by the end f April 2017. 15. Seasn End Evaluatin Frm pursuant t Part III means the written frm prepared and submitted by the CAST discipline head caches at the cnclusin f the previus Cmpetitive Seasn. The Seasn End Evaluatin Frm shall set ut the technical evaluatin, perfrmance evaluatin and achievement gals f each Athlete, which shall be a cnsideratin by the CAST Alpine Staff and the TSAC in making their recmmendatin and nminatin selectins. 16. Team Selectin Advisry Cmmittee pursuant t Part III means a cmmittee cnstituted by ACA that may include f the fllwing: I) Integrated Supprt Team ( IST ) representative; II) III) ACA Ski Pl representative; CSA Representative; IV) ACA Alpine Directr and ACA Dmestic Sprt Directr V) Other individuals selected by ACA in its discretin 17. TSAC Nminatin Meeting pursuant t Part III means the annual meeting f the TSAC that ccurs at the cnclusin f the Caches Selectin Meeting usually in April 2017, wherein the TSAC review the recmmendatins f the CAST Alpine Staff, ensure that the Nminatin Guidelines have been applied crrectly. 18. Wrld Cup Start List ( WCSL ) refers t the first Wrld Cup Start List published by FIS which includes the results f each Wrld Cup Finals events.

III. CAST NOMINATION PROCESS 19. The Athletic Directr fr the Prvincial r Territry Sprt Organizatin ( PTSO ) in each prvince, r any CAST Cach may identify an Athlete fr nminatin by prviding the fllwing materials t the Alpine Directr and Dmestic Sprt Directr prir t April 1, 2017: I) Cmplete FIS race results frm the Cmpetitive Seasn; II) III) IV) FIS Rankings in all disciplines since FIS carding; Medical histry fr the previus three seasns; Athlete tracking spread sheets fr each athlete (vlume and athletic character) V) Fitness testing results frm the previus three seasns. The CAST Alpine Staff shall cnsider the list f identified athletes and, at its sle discretin, prepare a final list f invitees t a CAST spring training camp. All CAST Athletes shall be cnsidered fr nminatin t the CAST. CAST Athletes cnsidered fr Caches Discretin shall be ntified and have a reasnable pprtunity t review and prvide written cmments appended t the Seasn End Evaluatin frm prir t the Caches Selectin Meeting. 20. The CAST Alpine Staff shall meet as a Caches Selectin Meeting and shall make recmmendatins fr nminatin t the CAST A, B and C teams and the Develpment Team. 21. The Alpine Directr shall prvide the members f the TSAC with the Seasn End Evaluatin frms fr each Athlete and the minutes f the Caches Selectin Meeting, including withut limitatin, the applicable criteria used, previus results cnsidered, any specific infrmatin applicable t Athletes recmmended fr nminatin under Caches Discretin, and any ther relevant cmments, finding r cnclusins f the CAST Alpine Staff arising frm the Caches Selectin Meeting (the Athlete Selectin Package ). The Athlete Selectin Package and the CAST Alpine Staff s recmmendatins fr nminatin shall be prvided t the TSAC at least tw (2) days in advance f the TSAC Nminatin meeting. 22. At the TSAC Nminatin Meeting the TSAC shall review the CAST Alpine Staff recmmendatins and determine if the Nminatin Guidelines have been applied reasnably t each Athlete cnsidered. If the TSAC is satisfied that the Nminatin Guidelines have been applied reasnably then they shall accept the CAST Alpine Staff recmmendatins. In the event that TSAC determines that the Nminatin Guidelines have nt been applied reasnably t any Athlete, the TSAC shall advise the CAST Alpine Staff in writing f their findings and shall require the CAST Alpine Staff t cnduct a secnd assessment f the Athlete. The CAST Alpine Staff shall prvide the TSAC with minutes f the secnd assessment, including applicable criteria and previus results relied n, any cmments related t their secnd

assessment and their decisin fr, r against, recmmending the Athlete fr nminatin t the CAST and Develpment Team. The minutes shall be prvided t the TSAC within tw (2) days f the secnd assessment. The TSAC shall nt apprve a CAST Alpine Staff recmmendatin f an Athlete t the CAST A, B r C teams r Develpment Team unless they are satisfied that these Nminatin Guidelines have been reasnably applied. 23. Nminatins shall be frwarded by the CEO t the Bard f Directrs f ACA (the BOD ) fr final ratificatin. 24. The Alpine Directr- CAST within seven (7) days f the BOD ratificatin shall ntify, by telephne r e-mail thse Athletes selected t CAST and Develpment Team. Thse athletes cnsidered but nt selected, will be cntacted by the Alpine Directr- CAST r his designee, in persn r via telecnference, such as Skype, s that the Athlete receives cmmunicatin mst effectively and persnally. 25. ACA reserves the right in its sle and abslute discretin t limit athletic rster size fr the CAST and Develpment Team due t availability f financial resurces regardless f nminatin criteria achieved. IV. NOMINATION CRITERIA FOR CAST ATHLETES 26. Athletes shall be cnsidered fr nminatin n the fllwing basis: I) Fr the A Team, an Athlete will be cnsidered fr nminatin by meeting, at a minimum, the fllwing perfrmance criteria: Men (i) Tp 15 WCSL (DH, GS, SL and SG); r (ii) Tp 7 WCSL (AC); r (iii) Tp 30 WCSL in 2 events.(excluding AC); r (iv) A medallist in any WC Race; r, Wmen (i)tp 15 WCSL (DH, GS, SL and SG); r (ii)tp 7 WCSL (AC); r (iii)tp 30 WCSL in 2 events (excluding AC); r (iv) A medallist in any WC Race; r, II) Fr the B Team, an Athlete will be cnsidered fr nminatin by meeting, at a minimum, the fllwing perfrmance criteria: Men (i) Tp 30 WCSL (DH, GS, SL and SG); r, (ii.) tp 45 WCSL in 2 events (excluding AC);r (iii)tp 15 WCSL (Alpine Cmbined);r Wmen (i) Tp 30 WCSL (DH, GS, SL and SG); r, (ii.) tp 40 WCSL in 2 events (excluding AC); r (iii)tp 15 WCSL (Alpine Cmbined); r

(v.) Tp 50 WCSL, WR r tp 60 FIS ranking (DH, GS, SL and SG) fr age 92 and yunger; r (vi.) Nr Am series verall Winner fr age 95 and yunger; r (vii.) Wrld Junir Champinships medallist; (v.) Tp 40 WCSL, WR r tp 50 FIS ranking (DH, GS, SL and SG) fr age 94 and yunger; r (vi.) Nr Am series verall Winner fr age 96 and yunger; r (vii.) Wrld Junir Champinships medallist; ***There is an expectatin that B team athletes will demnstrate frward prgress year t year twards A Team perfrmance criteria. Athletes will be evaluated individually n a case-by-case basis yearly pst seasn, t clearly evaluate frward prgress, future perfrmance gals and determinatin f team status. The CAST Alpine Staff shall cmplete the individual evaluatins and reserves the right t nt-nminate an Athlete pursuant t Caches Discretin. III) Fr the C Team, an Athlete will be cnsidered fr nminatin by meeting, at a minimum, the fllwing perfrmance criteria: Men brn 1994 r yunger (i.) Tp 80 FIS ranking in SL, GS, SG r DH; r (ii.) Tp 120 FIS ranking in an average f tw events (excluding Alpine Cmbined); r (iii.) Tp 2 Nr/Am series discipline ranking and better than Tp 100 FIS discipline ranking; r (iv.) Winner Nr/Am series AC and better than tp 75 FIS SC rank. Wmen brn 1995 r yunger (i.) Tp 75 FIS ranking in SL. GS, SG r DH; r (ii) Tp 95 FIS ranking in an average f tw event (excluding Alpine Cmbined) (iii.) Tp 2 Nr/Am series ranking and better than Tp 85 FIS event ranking (iv.) Winner Nr/Am series AC and better than tp 75 FIS SC rank. Men brn 1996 r yunger ((i.) Tp 120 FIS ranking in SL, GS, SG r DH; r (ii.) Tp 140 FIS ranking in an average f tw events (excluding Alpine Cmbined); r (iii.) Tp 2 Nr/Am series discipline ranking and better than Tp 130 FIS discipline ranking; r (iv.) Winner Nr/Am series AC and better than tp 75 FIS SC rank. Wmen brn 1996 r yunger (i.) Tp 90 FIS ranking in SL. GS, SG r DH; r (ii) Tp 120 FIS ranking in an average f tw event (excluding Alpine Cmbined) (iii.) Tp 2 Nr/Am series ranking and better than Tp 90 FIS event ranking (iv.) Winner Nr/Am series AC and better than tp 75 FIS SC rank.

27. In the event an Athlete des nt meet the criteria threshlds set ut in paragraph 25 (I), (II) and (III) the Athlete may still be cnsidered fr nminatin t the CAST A, B r C teams based n Caches Discretin. The CAST Alpine Staff shall have the sle discretin t recmmend fr nminatin any Athlete t the CAST A, B r C teams under Caches Discretin. Any nminatin based n Caches Discretin may require the Athlete t meet individualized criteria thrughut the Cmpetitive Seasn in rder t remain n the CAST A, B r C teams. V. NOMINATION CRITERIA FOR CONSIDERATION TO THE DEVELOPMENT TEAM SELECTION 28. Athletes eligible fr cnsideratin fr the Develpment Team shall be selected in accrdance with this plicy and be brn in 1997 r yunger. 29. A Caches Selectin Meeting shall cnsider Athletes fr the Develpment Team Selectin based n a Qualifying Race ranking list (the Q-List Rankings ). The Q-List Rankings will be based n the fllwing calculatins: I. In each Qualifying Race, the results shall be calculated based n the FIS Penalty Ranking System, as defined in the FIS Rules and race pint frmulas.; II. III. IV. The ranking in each discipline shall be based n the best tw results. In the event an Athlete has nly ne result in a discipline, a 10 pint additin penalty shall be applied against the single result; and, The Q-List Rankings shall be cmpiled as an average f the Qualifying Race results in the tp tw disciplines- ne f which MUST be SL r GS- fr each Athlete. Fr the Cmpetitive Seasn, the Qualifying Races are as fllws: Men: Date SITE NAT DH SL GS SG AC Dec. 5-9 Lake Luise, AB CAN 7,8,9 Dec. 11-18 Panrama, BC CAN 17,18 14,16 11,12 13 Jan. 2-5 Stwe, VT USA 2-3 4-5 Jan. 7-10 Mt. The CAST Alpine Staff strngly recmmends 45 starts r less fr Athletes. 30. Immediately fllwing the Canadian Champinships, the Dmestic Directr r the Alpine Directr shall prepare the Q-List Rankings fr all Athletes wh participated in the 2016/17 Qualifying Races. 31. Befre April 1 st (r the end f the Qualifying Races cmpletin), 2017 the Q-List Rankings will be distributed t all the PSO s. 31. Athlete Cnsideratin t the 2017 Develpment Team Selectin will be based n the fllwing: I) Q-List Rankings - the number f Athletes cnsidered t the Develpment Team based n the Q-List Ranking shall be limited t a maximum f twenty (20), n mre than 10 male and 10 female Athletes;

II) III) Scuting Reprt The Scuting Reprt shall be cmpleted by the Athletic Directr, Dmestic Sprt Directr, CAST Head Caches and PSO Athletic Directrs in advance f athlete nminatin. Caches Discretin cnsideratins: Athletes brn 97 - tracking twards C Team criteria, Nr-Am cmpetitiveness Athlete maturity and preparedness t enter a Natinal Team Prgram Health and Physilgical cnsideratins Head t Head cmpetitin cnsideratin IV) Only athletes ranked as fllws will be cnsidered fr selectin: Ranking in the tp 45 (nt including Super-Cmbined) f the Wrld Junir ranking (WJR) list prduced frm the 13 th FIS Ranking in the tp 15 f the athlete s age grup and yunger n the WJR list, excluding super-cmbined rankings; Ranking in the tp 25 f the athlete s age grup and yunger n the WJR list and tp 2 f the athlete s age grup and yunger in the best discipline in the Natinal FIS rank frm 13 th FIS will be cnsidered fr final selectin. 32. ACA s Alpine Directr, Dmestic Sprt Directr and the CAST Head Caches will finalize the list f Athletes wh will be cnsidered t the 2017 Develpment Team Selectin by n later than April 16, 2017. The apprximate number f Athletes cnsidered t the Develpment Team Selectin will be up t 20 Athletes frm the Q-List Rankings. 33. The CAST Alpine Staff and PSO s Athletic Directrs will evaluate the Athletes at the Develpment Team Evaluatin Meeting based n supplied dcumentatin (Vlume tracking sheet, Fitness testing results and Athlete Character tracking sheet and Medical Histry) and the Scuting Reprt. ACA will use best effrts t annunce the final selectin f the Develpment Team fr 2017/18 n r befre May 15, 2017, and will fllw the same prcess as set ut in paragraphs 18-24 abve. V. ATHLETE DE-SELECTION 35. If during the seasn, an Athlete fails t achieve results in training r cmpetitin cmmensurate with immediate peers, is unlikely t be rehabilitated frm injury within a reasnable perid f time, r fails t meet any ther expectatins, standards r guidelines that is material t the Athlete s perfrmance r participatin n the CAST r Develpment Team, then the ACA Alpine

Directr may in their sle discretin, de-select a CAST Athlete frm the CAST r Develpment Team. The ACA Alpine Directr shall be respnsible fr ntifying the Athlete by telephne and e- mail, that they have been deselected frm the applicable team. Upn ntificatin the deselected Athlete is n lnger a CAST r Develpment Team Athlete. VI. APPEAL PROCEDURE 36. All disputes arising frm r related t team selectin r deselectin n the CAST r Develpment Team shall be submitted exclusively t the Appeal Officer, the Hnurable Neil C. Wittmann, Chief Justice f the Curt f Queen s Branch f Alberta, and reslved definitively in accrdance with this plicy and applicable Alberta and federal law. 37. An Athlete, wh wants t appeal the team selectins shall, within three (3) days f the public annuncement f the team selectin, serve the ACA Alpine Directr with a written ntice f appeal setting ut the grunds and written submissins fr the appeal and the rder sught frm the Appeals Officer (the Ntice f Appeal ). Within five (5) days f receiving the Ntice f Appeal the ACA Alpine Directr shall frward the Ntice f Appeal t the Appeals Officer. 38. Within five (5) days f receiving the Ntice f Appeal, ACA shall serve the Athlete and the Appeal Officer with a written reply t the Ntice f Appeal setting ut ACA s written respnse t the appeal and a cpy f the recrd f the selectin decisin (the Reply t Appeal ). 39. Upn receipt f the dcuments set ut in paragraphs 39 and 40 abve, the Appeal Officer shall, in a timely manner, fix an appeal date. Where feasible, the Appeal Officer shall cnsult with the parties prir t fixing the appeal date. 40. An appeal may be held in persn, electrnically r in writing, r a cmbinatin f them. The frm f the appeal will be determined exclusively by the Appeal Officer. Where feasible, the Appeal Officer shall cnsult with the parties when determining the frm f the appeal. 41. Once the date and frm f the appeal have been set, the Appeal Officer shall deliver t the Athlete and ACA a written ntice f the hearing f the appeal setting ut the time, place, frm and purpse f the appeal and a statement that if any party des nt participate the appeal prcess may prceed withut them. 42. The Appeal Officer shall nly grant an appeal if ACA made an errr f law r prcedure that made the team selectin r de-selectin substantially unfair r if ACA made an unreasnable decisin. 43. If the Appeal Officer decides that a grund f appeal shuld succeed, the Appeal Officer can: I) vid, vary r cnfirm the selectin decisin; r II) III) make any decisin that shuld have been made, based n the standard f review; r refer the matter back t ACA fr a new decisin that crrects any errrs r missins.

44. The Appeal Officer shall deliver a written decisin and reasns t the Athlete and ACA. 45. The Appeal Officer may rder a party t pay a reasnable amunt t reimburse the ther party fr csts incurred by the successful party in the appeal 46. Except where the Appeal Prcedure f the Athlete Agreement applies, all decisins f the Appeal Officer are final and nt pen t further appeal r interventin by any curt r prcess. 47. The ACA Athlete Cuncil Chair-persn will be an available resurce t any athlete pursuing an appeal. VII. FINANCIAL LIMITATIONS 48. Ntwithstanding anything cntained in these Nminatin Guidelines, ACA has the sle discretin and the exclusive right t limit the number f Athletes selected t bth the CAST A, B and C teams and Develpment Team due t limited financial resurces. ACA may at their sle discretin invite athletes t CAST under special invitee status.
