STEVE TROXLER COMMISSIONER State of North Carolina Department of Agriculture and Consumer Services State of North Carolina Department of Agriculture and Consumer Services Dear Horse Show Exhibitors, This year we mark a significant milestone in the life of the North Carolina State Fair, as we celebrate the 150th edition of this great event! From the very first fair held on a small plot of land about a mile east of the State Capitol Building in 1853, through the trials of wars that prevented us from holding a few fairs, to today s event that draws more than 1 million people annually, the fair is a tradition that celebrates who we are as a state and our agricultural industry. Like the fair, this industry has grown significantly, and still remains vital and dynamic. Along the way, the equine industry has been an integral part of the State Fair. I couldn t be more proud that you are part of our rich tradition, drawing horses and riders from around the country to compete for more than $140,000 in prize money in a variety of classes and riding disciplines. The State Fair has always reflected the future of the agricultural industry and economy. First as a way for farmers to learn about the newest production techniques, and continuing today as a way to highlight our state s leading industry, which is an $84 billion economic driver for our state. That doesn t just happen. It takes a tremendous amount of personal dedication from people like you to continue to grow our industry. Engaging agricultural and equine programs and shows are more important than ever. We must look to the next generation to carry the mantle of agriculture s continued growth. What better way to spark the imaginations of future industry leaders than through the excitement they find here at the N.C. State Fair? It gives me great hope for the future of our industry as I visit with young people who are not just preparing to lead, but who are already charting our next 150 years. This year, the State Fair runs Oct. 12-22. I hope you will take time to discover all the State Fair has to offer, from the thrills on the midway to the hard work of your fellow exhibitors in our competition buildings. Be on the lookout for our mascot, Casey Cardinal, as you take in all the sights and sounds of the fair. He ll be handing out a limited amount of exclusive 150th State Fair memorabilia each day. Also, make sure you look through our daily schedule for all the activities we have planned to celebrate this special milestone. As a reminder, we will have fireworks displays from 9:45-10 each night of the fair. Fireworks will be launched from The Wolfpack Club/Carter-Finley Stadium property on Trinity Road. Rules and Regulations 1. This show is held under the current rules and specifications of the USEF, FEI, and the current rules and specifications of the NAL, WIHS, VHSA, NCHJA, MHSA and SCHJA, and their rules will govern, except that the rules and regulations of the North Carolina State Fair Horse Show shall take precedence where there is any conflict, and the decision of the Show Manager shall be final. The North Carolina State Fair Horse Show reserves the right to amend or change rules at any time prior to the show, and due notice given to the Exhibitor of any change. Exhibitors are responsible for knowledge of Show Rules. PLEASE NOTE LATE ENTRY PENALTY RULES 2. All entries received later than September 29, 2017, will be accepted at the regular entry fee, plus a $40 per horse post entry penalty. All monies, including stall money, will be refunded if you notify the horse show office by noon the day before the hunter jumper show starts for any cancelled horses, with the exception of a $40 office fee per horse and late entry fees. No late penalty will be charged for added classes for horses already entered in the show. Entries will not be taken over the phone. 3. Exhibitor may transfer entry fees from one class to another on the same horse and from horse to horse when completed with show secretary prior to classes involved. In the event of a sale of, or injury to a horse after the closing date of entries, Show Management will permit an Exhibitor to enter another horse, however, the new entry must be given another number. Legal proof of sale, designating the name and address of the purchaser will be required. 4. The show reserves the right to limit the number of entries accepted in any division, section or class. Entries will be accepted on a first come, first served basis. 5. For Horse Show purposes the term Exhibitor when used herein refers to the owner or lessee of a horse when entered in a class where the merits of the horse are to be considered. Please give full descriptions as requested on the Entry Blank. ALSO, GIVE COMPLETE MAILING ADDRESS and Social Security numbers. Show Management cannot be responsible for errors in Entry Blank. 6. There will be no refund of entry fees after noon the day before the hunter show where a horse or pony is withdrawn for any reason other than illness or injury. Illness or injury must be sustained by a certificate signed by a licensed veterinarian and forwarded to the Show Secretary within 48 hours following examination. After arrival on the Show Grounds horses or ponies withdrawn for reason of illness or injury must be sustained by a signed certificate from the Official Show Veterinarian, and must be in the hands of the Show Management prior to noon Sunday, October 8, 2017. Scratches prior to noon, September 29, 2017, do not require a veterinary certificate to receive refund of all entry fees and stall fees. An Office Processing fee of $40 per horse will be deducted from all refunds. 7. STABLING INFORMATION There will be 485 permanent stalls with permanent sliding doors available. Half of the stalls will be on a shed-row with 10 overhang and half will be on the inside with a 12 aisleway. An additional 102 stalls with swinging doors are located under the new open air permanent shelter with asphalt floor. Stalls will be available Monday, October 2, 2017 at noon and must be vacated Monday, October 9, 2017 by 8:00 a.m. 8. Trailers and vans will be allowed to park next to barns for unloading and loading only. Parking will be in designated areas only. This will be strictly enforced. This is necessary for fire and safety regulations and for exhibitor safety and convenience. State Fair Police enforce this by issuing citations. 9. PRIOR TO DEPARTURE all accounts must be settled. A $25.00 charge will be made on all returned checks when necessary to contact the Exhibitor for collection. Open checks are required for all accounts. 10. USEF AMATEUR CERTIFICATION - Every person who has reached his 18th birthday and competes in classes for amateurs under USEF rules must possess current amateur certification issued by the Association. This certification, which must be renewed annually, will expire on November 30, and must be available for inspection or the competitor must have lodged with the Show Secretary, at least one hour prior to such class, an application for such certification provided by the Association. Forms may be obtained from the Horse Show Secretary. Certification will be issued only on receipt of the application properly signed, and is revocable at any time for cause. In the event that a person holds an unrevoked certification but does not have it in his immediate possession the Show Secretary may accept a signed statement to that effect which must be submitted to the USEF. Copy of Amateur Certification must accompany entry blank. 11. Beginning December 1, 1982, management shall not permit an animal to be shown in a performance class at a USEF Member Show in any division or section that requires a Measurement Card unless the owner is in possession of a Measurement Card or Certified Card issued by the USEF bearing the date of 1982 or later or unless he possesses a copy of a valid Measurement Form and, except at a Local Member Show, shall not give out an exhibitor s number for an animal showing in a division or section that requires a Measurement Card before the above requirements have been complied with. Measurement will take place at designated times posted in the show office. 6

12. The age of a Junior Exhibitor is maintained the entire year per appropriate sanctioning organization rules. HARD HATS (approved ASTM headgear) must be worn by all juniors while mounted on the show grounds. All other riders must wear approved ASTM headgear when mounted. 13. ALL ENTRY BLANKS must be SIGNED by the rider, owner or agent, as well as the trainer. A trainer is defined as Any adult or adults having the responsibility for the care, training, custody or performance of a horse. Said person must sign the Entry Blank of any recognized show, whether said person be an owner, rider, agent, coach or minor, as well as trainer. Where a minor exhibitor has no trainer, a parent or guardian must sign and assume responsibility of trainer. The name of the trainer must be designated as such on the Entry Blank. It shall be the responsibility of Show Management to see that Entry Blanks contain all the required information. Negative Coggins Certificate must be attached to entry blank for all out-of-state horses. (See Rule 18) 14. HORSE SHOW NUMBERS A number will be assigned each horse at the time the entry is received, which number will stand for the entire State Fair Horse Show and must be displayed whenever the horse is in the ring. 15. PREMIUMS - Premiums will be paid by check to the person designated on the entry blank. Check to be mailed within 30 days after the close of the N.C. State Fair Hunter/Jumper Horse Show. No attempt will be made by Show Management to obtain addresses which are not complete, legible, or correct on entry blank. A SS# is required before any check may be written. 16. The Management reserves the right to combine classes, or, to cancel any class in which a sufficient number of entries is not received. 17. This show will follow the Rules and Regulations of the Drugs and Medications Rule of the USEF. USEF Drug testing fee for all horses entered in the show is $8 per animal (total USEF Fee is $16). Information regarding the use of medication will be available through the USEF Steward. The Medication Statement must be filed with the Steward within 1 hour after medication is administered or 1 hour after the Show Steward returns to duty if administered at a time other than show hours. 18. HEALTH REGULATIONS The State Fair Horse Show of North Carolina requires that all horses over 6 months old must be in possession of a current negative Coggins certificate (EIA). Negative Coggins Certificate must be current and issued within 12 months. A copy of a current 12 months negative coggins test certificate must be attached to entry blank for all horses. A State Health Official will be checking entries not in compliance. Trailer mates and other horses not showing must be listed as not showing on the entry blank and a current negative Coggins must be presented when picking up show packet. They will be charged a $100.00 non showing fee. A copy of the Coggins Papers must be displayed on the front of each stall (or horse trailer if a ship-in). Horses not in compliance will be returned home or placed in quarantine! DO NOT COME TO SHOW WITHOUT CURRENT COGGINS ON EVERY HORSE! COGGINS MUST ARRIVE WITH HORSE OR PONY. 19. FEED AND BEDDING - Grain, hay, shavings, and straw will be available on the Show Grounds. Orders for hay and grain will be taken between 9 a.m. and 4:00 p.m. daily. Straw or shavings may be purchased. If late arrival is anticipated, bedding orders should be arranged for ahead of time. 20. The Management reserves the right to itself of refusing any and all entries and to return any entry fees before or during the Show without explanation or recourse to the Show for liability or compensation. Also to reserve the right to prohibit any person from attending or showing a horse in the ring and to remove any owner or stable employee or horse from the ring or from the grounds without liability of any kind. 21. The North Carolina State Fair, through its Horse Show management, reserves the right to itself, to interpret all questions and conditions, in regard to, or arising out of, or incident to the Show without claims for damage or recourse of any kind. All questions in these rules and regulations shall be decided by the Management, the decision to be final. 22. A rotating jumping order will be established for all classes over fences. All horses must be ridden in the posted order. Riders or trainers who have conflicts due to classes in more than one ring at the same time should inform the starter prior to the conflict so that necessary adjustment can be made to the order to go. AT NO TIME WILL ANY RING BE HELD UP OVER THREE (3) MINUTES DUE TO CONFLICTS. MANAGEMENT WILL IMPOSE THE ONE MINUTE RULE AND/OR A DOTTED LINE IN COURTESY CIRCLE IF WARRANTED. 23. The judges will select and mark Reserve one more horse than the number of awards in any class to provide the contingency of disqualification. In case of any horse being disqualified, the winner of the next succeeding prize in that class shall take the prize that had been awarded to such disqualified horse, and any other horses placed move up likewise, including the horse marked Reserve. 24. No Exhibitor shall approach the judge in regard to a decision unless he first obtains permission from the Show Steward or Show management who will arrange an appointment at the proper time and place, and under no circumstances while any session of the Show is in progress. Judges Cards are confidential and may only be seen by permission of the judge. 7

25. The North Carolina State Fair, The Management of this Show and the State of North Carolina will in no way be responsible for any loss or damage that might occur, and it will be condition of the entry that each exhibitor shall hold the Horse Show and its Management blameless for any loss or accident to any animal, person or property that may occur from sickness, fire and otherwise at this Show. 26. Champion and Reserve Champion Awards:In all Hunter Championships the titles will be awarded to two of the four horses who have accumulated the most points over fences. In addition to these points, only those four horses shall receive full points for Under Saddle classes, and appropriate points for Model classes.usef championships will be awarded on a point basis of10-6-4-2-1-1/2. 27. Dogs and cats are not allowed on the horse show grounds unless they are under leash. NO DOGS WILL BE ALLOWED IN THE HORSESHOW ARENA OR RESTAURANT BUILDING. ANY LOOSE PETS SUBJECT TO IMPOUNDMENT AND FINE PER WAKE COUNTY ORDINANCE. Impounded animals may be picked up at the Wake County Animal Shelter (772-3203) located on U.S. Highway 70 East at Garner, NC. State Fair Management has indicated a willingness to suspend judging until the dog rule is honored. MOTORIZED VEHICLES 28. Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the compe tition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 29. Management reserves the right to move any classes to other rings when it is deemed beneficial to the operation of the show. 30. USEF MEMBERSHIP STATEMENT Life, senior active and junior active members shall be eligible to participate in all classes at Regular competitions, Eventing Competitions at the Preliminary Level, Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon the payment of a $30. Show Pass Fee. Only one rider per horse or pony. To be shown over a modified hunter course of 8 fences with fences set at 3. The course must include a combination which counts as one fence, at least two changes of direction, and two spread fences. There must be five exhibitors to fill the class. Four or more riders must return for additional testing as determined by the judge(s). The additional testing will count 25%. 225 THIS Children s Medal Entry Fee: $40 Open to all Junior members of the USEF and CEF who have never competed in a National Equitation Finals with fences at 3 6 (i.e. USEF Medal, ASPCA Maclay; USET, CET, or CEF Finals; WIHS Capital Cup). To be shown over a minimum of eight fences 2 9 to 3 in height, spread not to exceed fence height. The course may be either a Jumper or Hunter type course and must include at least two changes of direction and a combination. Water obstacles (i.e. water jump, Liverpool) are not permitted. The course may be either a Jumper or Hunter type course and must include at least two changes of direction and a combination. Water obstacles (i.e. water jump, Liverpool) are not permitted. The top 4 riders, or 20% of the first round competitors, whichever is greater, are required to perform at least two individual tests from USEF Tests 1-19. An open numerical Scoring System must be used in the first round, with each rider s score to be announced at the completion of their round. 227 Marshall & Sterling U.S. Pony Medal Class Entry Fee: $40 Open to Junior members of the USEF who have not yet reached their 18th birthday, on ponies 14.2 hands and under. Riders entered in this class cannot enter into an USEF Medal Class at the same show. Suit-ability of a pony to rider will be emphasized. To be shown over a course of not less than six obstacles 2 3 for ponies not exceeding 12.2 hands; 2 6 for ponies over 12.2 hands and not exceeding 13.2 hands; and 3 for ponies over 13.2 hands. If an in and out is used, the suggested distance for small ponies is 20 ; for medium ponies 22 ; and for large ponies 24. The distance must be altered for each height division. Judges can require Tests 1-9. Only one rider per pony. To fill a class six competitors must complete the course. This class must be judged as one class, with all height sections run consecutively. 228 Short Stirrup Equitation On The Flat Entry Fee: $35 Open to junior riders eligible to compete in the Short Stirrup Hunter division. To be shown at a walk, trot and canter. Tests 1-8. 229 Short Stirrup Equitation Over Fences (Not to exceed 2 ) Entry Fee: $35 230 Low Children's Adult Equitation on the Flat Entry Fee: $35 231 Low Children's Adult Equitation Over Fences (2 6 ) Entry Fee: $35 232 NCHJA Children s Medal Class Entry Fee: $40 Open to Junior members of the NCHJA. Must be a member before entering the Class. To be shown over a hunter type course of not less than eight fences 3 in height and one-third of the obstacles must be oxers. The course must include at least one change of lead and two of the following: bending line, roll-back turn, or long approach to a single jump. Only one rider per horse. Four competitors to fill the class. Three competitors must complete the course. 25% or a minimum of three, whichever is greater, shall be invited to show both ways of the ring; being judged on seat, hands, guidance, and control of the mount. The flat phase of selected contestants shall count 50%. Judges may ask contestants to perform USEF tests 1-19. Course must be approved by the judge and steward. Contestants in the NCHJA Children s Medal Class are not eligible for the NCHJA Pony Medal Class or the E.J. Haun Memorial Equitation Class at the same show. 233 WIHS Pony Medal Entry Fee: $35 25
