SLALOM TECHNICAL COMMITTEE (STC) WORKSHOP BEECHWORTH 2 MAY 2009: DAY ONE 1. APOLOGIES FOR ABSENCE Apologies for absence from the workshop were received from Danielle Woodward, Helen Brownlee, Wayne Harrison and Richard Fox. 2. ATTENDEES Graeme Caudry, Mike Druce, Steve Etheridge, Peter Grant, Kate Lawrence, Sue Lyons, Sam Lyons (AC representative), Gill Milne, Sue Natoli, Chris Thompson,. Sue Lyons thanked Gill Milne on behalf of the STC for hosting the workshop at Beechworth. 3. MINUTES OF MEETINGS HELD ON 6 JANUARY 2009 Gill Milne proposed and Sue Natoli seconded that the minutes of two meetings held at Mole Creek, Tasmania on 6 January 2009 be accepted. 4. MATTERS ARISING FROM THE MINUTES Item 1 STC Meeting Noted that an inventory is required of the equipment located at Penrith. Item 3 Insurance of Equipment Noted that the insurance of equipment matter had been resolved. Other Items The STC congratulated the athlete organisers of the AUSCAS ceremony. Steve Etheridge will talk with Greg Doyle about the TeachNSW sponsorship of canoe slalom. Mike Druce will set up links with the Head Coach of each state. Contact has been established and meeting times are being arranged. 1
5. CORRESPONDENCE There has been correspondence about the name of the Slalom Technical Committee. Agreed that the Committee is happy to be dual branded as STC and Canoe Slalom Aus. Jim Aitken, Mayor of Penrith, congratulated the STC on the very successful running of the Australian Open. Keith Lyons is unable to continue as the coach of the Wilderness Group. He communicated his thanks to Steve Etheridge and the STC for their support over the last four years of the program. He volunteered to continue work on the CSAus Wiki and support the production of Officiating resources. 6. TERMS OF DELEGATION The discussion of the STC s Terms of Delegation noted the following about the draft Terms of Delegation submitted to them by Australian Canoeing: MEMBERSHIP Add Danielle Woodward as the ex-officio AC Board member in the list of Committee names. DEFINITIONS National Teams Definition should read 'Slalom Team or Group' HP Definition should include all Australian Teams and not just Senior (Junior etc.) POINTS OF CLARIFICATION 3. The Technical Committee consists of the following members (as of 1 March 2009): 5.5 Change in all boat classes to international classes. 5.6.1 Change Event Agreement to be Host Agreement. 5.8.2 official training courses should be accreditated with the Sports Commission 5.8.3 To read Support and encourage programs that help 5.10.2 To read 'ratification by the board via approval by TC' 5.10.4 Note the need to clarify employees roles and consider using an alternative word for appoint. Suggest After discussion with the High Performance Director, communicate recommendations for National Teams, Coaches and Managers for appointment by the Board. 2

EVENTS 2008-2009 REVIEW: NATIONALS, AUSTRALIAN OPEN AND SELECTION RACES NATIONALS IN TASMANIA STC ran the event and Peter Grant was central in this process The 2009 Nationals provided an opportunity to identify a model for running the event. AC to invoice TAS for the License fee: Action Sam Lyons to follow up with AC AUSTRALIAN OPEN AND SELECTION RACES Noted personnel required to run the Scoring System Mains power failure at the Event Shed Limited work space and demonstrated need for additional tent space Difficult to attract nominations for course designers Scheduling issues: o Not enough time to run a full race o Qualification issues for Australian paddlers at the Open o Better agreement with PWS about training times in the lead up to races o Ensure bookings are locked in Require entry fees to be paid before events Develop an Event Website with specific event information Ensure equality of access to any video service provided Clear definition of the protest period SELECTION The discussion of Selection principles was based on a paper circulated by Sue Lyons to the STC. This paper provided feedback about 2009 Selection procedures from STC members and from athletes consulted by Kate Lawrence (Athlete Representative on the STC). The paper took into account also advice given by state technical committee chairs at a meeting held in Mole creek on 6 January 2009. Mike Druce reported: Preference for two venues and the need to be guided by what is good for development of the sport. A three or four race format over two weekends is ideal Race format should mirror international race format 4
Making the published performance percentage twice at any part of the selection is adequate demonstration of ability and potential Need to re-analyse performance percentages ACTION: Mike Druce to undertake this as soon as possible Need to quality assure the technical organisation of events Age rulings in selection policies can be targeted at a particular phase of the Olympic cycle to give the Senior team opportunity for renewal Nominate once for selection subject to an audit of the cost implications of such a change in procedures. ACTION: Sam Lyons to investigate the cost implications for AC and STC. Sue Lyons It is impossible to have all principles adhered to. We can select which principles to use depending on the year If there are three races on two venues then one race from Penrith must count. Graeme Caudry Publish Selection principles early. CALENDAR FOR 2010, 2011 SELECTION Timing and venues still to be decided but at present the preferred option is Oceania and Brady s in April 2010. GENERAL Agreed to try to include a series of races that includes Australia and NZ OCEANIA The Oceania Championships will be in Australia probably for the next two years to bring the rotation round to have Olympic qualification in NZ in 2012. NATIONALS 2011 It was agreed that in principal Nationals should be rotated through member states and that NSW should be invited to host the 2011 Nationals. ORGANISATION OF 2010-2011 RACES 5
July Selection Race 4 - Sue Natoli will organise this race. World Masters Games - Sue Natoli will organise this race but will be away in September. She will try to get a replacement and it was suggested that Heather Caesar and/or Louise Natoli might be interested in taking on the role. Sam Lyons volunteered his services too and Gill Milne indicated that she would help with this event. Organisers will be required for two races in 2011. ACTION: To be discussed at September meeting. HIGH PERFORMANCE The NTS has taken the place of the Junior B team. Arrangements for the Senior Development group are to be determined and confirmed. ACTION: Graeme Caudry to follow this up with Danielle Woodward. 6
3 MAY 2009: DAY TWO 9. SELECTION RACE 4 IN JULY 2 people needed to help Gill Milne has volunteered her help Geoff Jones to be asked to assist with the event. Jonathan and Beth Ross can help but will need early notification if they are required. Graeme Caudry volunteered to travel up on the Friday prior to the race ICF OFFICIALS COURSE Sue and Gill to discuss the need for a course and set a date for any course required. 2010 NATIONALS MOU Noted that the MOU had been held up by Australian Canoeing s processes Sue Natoli and Peter Grant to complete the MOU STATE TECHNICAL COMMITTEES 7

WOMEN IN SPORT $10,000 grant available from Australian Sports Commission subject to success in the application process Gill Milne to submit the application with help from Chris Thompson Submit an application for event management and have Sue Natoli mentor the next generation of event managers Deadline for applications is 30 June 2009 People to ask to be involved - Heather Caesar, Kate Slater, Karen Fegan, Ordette Webster, Susie Wharton, Kate and Elena Etheridge. DEVELOPMENT TEAM Earlier this year the Selection panel proposed the formation of a Development Group to compete at International and World Series races in 2009. The athletes identified were: C1M: Christian Fabris, Kynan Maley and Jack Pead K1M: Sam Lyons, Mark Nicholds, Ben Jones, and Ben Miller K1W: Susie Wharton This group would be self funded and attached to Team 22 but not coached by Team 22 coaches. Action: Graeme Caudry and Danielle Woodward to write to paddlers to find out the level of interest in this group. Action: Sue Lyons to talk to Danielle about providing funding for water and coaching in July. Discussed how to share information about international race opportunities with athletes who had not been selected for Australian representative teams, squads or groups. Noted that athletes must contact Australian canoeing about their intention to race in international events. Action: Sam Lyons to write web article to let athletes know about International Races and the procedures required. 8
10. OPERATIONAL PLAN STC members to submit operational plans for their area of responsibility no later than 5 May 2009. 11. MEETINGS AUGUST MEETING OF STC EXECUTIVE Agreed to hold a meeting of the STC Executive on 22 August in Melbourne. Attendees: Sue Lyons, Gill Milne, Sue Natoli, Peter Grant and Mike Druce. 7 NOVEMBER MEETING OF STC COMMITTEE To be held at 11:30 a.m. on 7 November (Southern Zone Race) in NCE building. JANUARY MEETING OF STC AT 2010 NATIONALS Agreed to hold the STC meeting and a meeting with state technical committees at Eildon to coincide with Nationals. Aim to have a meal to end meetings. This meal may be supported or self-financed subject to the availability of funds. Timing of meetings to be confirmed by Peter Grant. 12.
