1.1 Posted Speed through detour work zone Is the posted speed in the work area reasonable considering the work activities, equipment movement, revised geometrics, road surface condition, lane and shoulder widths 1.2 Roadway Surface Have all sections of roadway being utilized by construction vehicles been swept at the end of shift? 1.3 Pedestrian and Cyclists Have special measures been implemented to convey pedestrians or cyclist through the work zone? 1.4 Stopping sight distance and vehicles queue hazards Consider whether queues are located in an area that could be hazardous. Hazards can be created by a variety of situations. Is there sufficient sight distance for stopping based on the proposed posted speed? In curves, has the barrier shy distance been implemented to accommodate the appropriate stopping sight distance for the minimum design speed? 1.5 Restricted Periods Has the Traffic Control Measures been installed and removed during Non-Restricted Periods? 1.6 Impact on Local Roads Will the operation impact local roads? For example, will closing a freeway entrance ramp require modifications to operations on municipal roads? If so have the municipalities been notified? 1.7 Intersection traffic control Is the intersection traffic control adequate to accommodate the possible laning reductions or detoured traffic? 1.8 Advisory signing and traffic impacts extend beyond work zone Will traffic queues extend beyond the work zone on Highway 1? If so has additional signing considered and effectively located to ensure that the travelling public is queued Page 2

onto cross streets only. 1.9 Signage Conflicts Are there potential conflicts between permanent signs and signals and temporary traffic control signs used for the project? Should signal operations be changed? Should some permanent signs be shrouded? 1.10 Traffic Control Signs - Are all of the traffic control measures in accordance with the Traffic Control Manual for Work on Roadways, Traffic Management Guidelines for Work on Roadways? 1.11 Public Advisory Signing (CMS) Have Changeable Message Sign (CMS) been installed in the appropriate locations? 1.12 Lanes affected by the construction Have the lanes affected by the work been closed off properly? Location and limitation of work zone area Have all installed signage identifying the following: - The location of the work zone using landmarks where applicable? 1.13 - Access or intersections affected by the work zone or by the traffic control devices required for the project? - Travelled lanes affected by the phased detour alignment? - Resultant lane configuration including widths? - Location of restricted lanes? - Posted speeds? 1.14 Traffic control devices Have all traffic control devices been installed in accordance with the standards contained in the Traffic Control Manual (TCMWR)? Page 3

1.15 Construction Signage Are all installed signs the proper size and reflectivity for the area they have been installed in? 1.16 Vertical clearance Does the traffic control operation channelize traffic where a minimum of 5m of vertical clearance of overhead structures been established? 1.17 Closed by barrier shoulder Do the detour alignments have minimum paved shoulder where concrete median barriers divide roadbed? 1.18 Removal of Safety Devices- If the work activity requires that safety devices be removed does this create a hazard that must be mitigated? Examples of safety devices are: CMS, guardrail, crash attenuators, lighting, temporary pavement markings, signage, and traffic signals. 1.19 1.20 Construction Ingress and Egress Have deceleration and acceleration lanes been utilized for construction access for daytime operations? Have all drivers been instructed to turn on their hazard lights and rotating beacons and slow down prior to accessing the work zone? Temporary paved detour condition during construction Will the detour roadway surface be passable for running traffic? Pavement milling may cause difficulties for motorcycles and cyclist. 1.21 Equipment/Materials Storage Will storage of equipment or materials at the work area create a hazard? A hazard could be a physical obstruction created by an object stored too close to the travelled roadway. 1.22 Load restrictions as a result of construction Should restrictions on the types of vehicles using the roadway be imposed during construction? 1.23 Noise levels created by work activities - Will local residents or business be Page 4

negatively impacted by noise created by work activities? Will municipal bylaws be a consideration? 1.24 Public Access to Work Area Does the work area and or construction access create a hazard for normal use of the roadway or right-of-way by the public during non-working periods? If so, has it been signed appropriately, monitored by TCP? Night-time Work Have the night-time safety considerations been addressed to ensure that the work zone is safe for the travelling public and workers? 1.25 Consider the use of additional traffic control devices optimized for night -time work, work area lighting, traffic control supervision and visual screen barriers. 1.26 Bus Access Will the work zone impede bus access through the work zone? Will the work zone affect bus stops? If not, has adequate temporary signing, temporary signals or temporary signal timing changes been proposed? CRB / CMB Are concrete roadside barriers effectively located to segregate work zone area from detour alignment (where they are needed by code)? 1.27 Are the traffic barriers used for temporary detours and lane shifts continuous or adequately protected by terminals, flares or impact attenuators to current Ministry standards? 1.28 Temporary pavement marking Have temporary pavement markings or raised pavement markings been used where traffic control operations exceed more then one shift? 1.29 Drop Off Have barriers or a 3:1 slope off the edge of the existing roadway been utilized where a drop off in excess of 600mm? Have drop offs that are less than 600mm been properly delineated and signed? 1.30 1.31 1.32 Traffic Contol Layouts Have the traffic operations been installed as per the simon traffic control layout or the TCM? Coordination with Other Work Has work been planned with and around an outside contractor who has requested to work in the Simon work zone and have they been told about our obligation to the TMP for Restricted Periods and Permissible Delays? Completed Sections if New Roadway Have completed sections of new roadway adjacent to the existing highway that are not being used for any staging purposes been separated from traffic with traffic drums and class 1 barricades installed at a 50m alternating spacing? 1.33 Personal Protective Equipment Are all TCP s wearing the appropriate Personal Protective Equipment? 1.34 Visual Barrier Screen Has visual barrier been installed to segregate an active construction work zone where construction lighting is a distraction to vehicles? 1.35 Traffic Counts Have traffic counts been completed prior to and during implementation of the Traffic Control Measures Work zone obstructs local road access Are the work zone areas probable to obstruct local road access? 1.36 Section 2 Full Closure and Permissible Delays Schedule 4 / Part 4 TMP Section 2.1, 2.3 Page 6

2.1 Public Notification Has a communications plan been developed for this design to contact all impacted third parties? 2.2 Schedule Has full closure dates and times been planned on the 3 week lane closure schedule? 2.3 Permissible Delays Have the permissible delays and restricted periods tables and times been incorporated into the design? Section 4 4.1 4.2 Incident Management Plan Schedule 4 / Part 4 TMP Section 4 Does the stage specific Incident Management Plan identify a need for the adequate resources available on each work zone area to ensure safe passage is provided within 20 minutes of fire/ emergency service notification and life or death catastrophic access (code 3 access)? Does the stage specific Incident Management Plan identify the types of assistance to a driver of any motor vehicle that is stopped within the each section construction limits, i.e. travel information, pushing of vehicles to safe designated refuge area, arrangement for towing assistance and placement of safety flares and cones.
