Mr. Frost is from Cuyahoga County & his term will expire Jan.2016. The Board has spent much time and had many discussions on how best to grow & improve our program. All welcome to Vote & Attend Some of the new improvements to the program are: *All Best of Ohio races will be run at Belterra Park, October 11 & carry a purse of $150,000 each. *Eight stake races have been added to the program: Tall Stack, First Lady, Catlaunch, Diana, Ohio Debutante, Loyalty, Emerald Necklace & Cardinal Stakes *Scratch time for stake races shall be at the normal time of the track hosting the race. *A horse may be nominated to more than one stake on the same race day & may be entered in more than one stake but must declare in only one by normal scratch time of host track. *In order to enter a horse in any Ohio stake, a horse shall have but not limited to. 1) the required number of published workouts 2) a gate card 3) be tattooed. * Allowance other than lifetime conditions, shall be written at least once per month & will add $3,000 to the purse. This complies with the law, twenty - five per cent of the total moneys to be paid from the Fund for stakes shall be allocated to races for only accredited horses. Also, any surplus remains in the Fund & is budgeted for distribution the following year. Thoroughbred Fund continued A public hearing was held this month regarding some new rules. These are expected to pass in the next 30 days. Yearly renewal cost for broodmares-$25.00. The initial registration fee will still be $100. A date will be re-instituted to when a mare must be in the state. That date will be August 15 & she has to stay until she foals. Explanation: A mare enters the state by August 15 & stays until she foals. She may then leave after foaling & breed outside the State but she will have to be back in Ohio by August 15 to qualify her foal as an Ohio bred. An accredited Ohio bred will remain the same. The stallion & mare are both in the State & registered & the mare foals in the State of Ohio, never leaving. North American International Catalogue Standards Committee (NAICSC) The North American International Catalogue Standards Committee (NAICSC) establishes the requirements for non-listed black type races in sales catalogues produced in North America that are compliant with guidelines required by the Society of International Thoroughbred Auctioneers (SITA). In 2012 NAICSC announced that effective January 1, 2014 additional quality control requirements would be implemented for races in North America eligible for non-listed black -type in SITA catalogues. The new requirements include the addition of a minimum Race Quality Score (RQS) for individual age/sex divisions. The race quality score (RQS) combines information from four different speed figures for the top four placed horses in each black-type race to produce a single metric. The four speed figures are provided by Bloodstock Research Information Services (BRIS), Daily Racing Form (Beyer), Equibase and Thoro- Graph. The RQS was developed using over 10,000 black-type races over a five-year period and includes day-of-year adjustments for twoyear-old and three-year-old races to accommodate improving performances of maturing horses. The RQS reports the quality score on the 0 to 100 scale. The non-listed Black-Type races are divided into six age/sex categories for the purposes of determining black type using the RQS. They are: 2yo males, 2yo females, 3yo males, 3yo females, 3 and up males and 3 and up females. Each age/sex category has a minimum RQS that must be achieved in order for a stakes race to be awarded black type.
