C H E S A P E A K E B E A C H Bay Breeze Thrd Quarter 2016 Hello Chesapeake Beach, We are n the dog days of summer. The smell of suntan loton and kds playng n the surf are n the ar. We are so blessed to lve n such a dverse and beautful place. I love seeng my buddy Beetle The Mayor of Chc s Beach and lstenng to hs stores of our neghborhood. Just last week I was n HK wth Beetle and he told me about the 10 pound bass he caught n Lake Joyce n 1958. There t s, hangng over the bar, over the taps. Beetle sad t s the real McCoy except for a glass eye. I loved walkng nto Za Mare s and talkng wth Bll and Mary Ellen, catchng up on old tmes and remnscng about our kds. Tme sure does fly. I love the fact there s such a bond n our communty. We are lke famly. We feel for our neghbors. We hope for ther best welfare. There are many that are sufferng. We have some fghtng cancer. Some who have fallen and broken bones. Some neghbors have lost pets. Some are dealng wth ssues that break your heart. That s why we need to love thy neghbor as thy self. Try to put yourself n your neghbor s shoes. Try to gan perspectve before you judge. When I became the Presdent of the Chesapeake Beach Cvc League, I had been the Vce Presdent for 3 years. We met every other month and the actvtes that were beng created by the cvc league were fewer. The meetngs often tmes were flled wth endless confrontatons and dvsve banterng amongst members who opposed resdental zonng. I was powerless and could not sway our membershp to navgate to a more peaceful agenda. Therefore when I was asked to be Presdent at frst, I declned. I felt there was a local government that had the resources and power to manage these resdental zonng ssues wthout strrng up our communty. After all s that not why we pay taxes? In a world of chaos and dsharmony I would rather brng us together. That has been my polcy and contnues to be my polcy. Wth that understandng the executve board was formed and I agreed to become Presdent. We have seen many great thngs occur n our lttle nook of Vrgna Beach over the past few years. We changed our meetngs to restaurant establshments, so we could eat and have an adult beverage f we so desre. Now many other cvc leagues have followed our lead. We meet every month whch allows our members to better get to know each other. We have had several new events: CXB Auto Show, CXB Low Rent 5K Race and the CXB Low Rent Paddleboard Race. We mantaned our tradtonal events such as the Communty Clean Up, the Summer Pcnc and the Holday Party. If one were to research the other cvc leagues n Vrgna Beach you would be hard pressed to fnd any others that have done the same amounts of communty actvtes as we have. I feel that t has been worth t. There have been trals and trbulatons but I stll feel t has been worth t. There are stuatons that affect the entre communty and these are a vastly dfferent set of crcumstances. Sdewalks for nstance are terrbly needed along Lookout Road because t s a tragedy watng to happen. The cvc league has made ths a prorty. As everyone s aware our beaches are beng dmnshed by the eroson of many storms over the years. Somethng needs to be done soon. The cvc league has made ths a prorty as well. Wth both of these ssues we have had to consder the rghts of ndvdual property owners. The cvc league s not ndfferent. We want what s best for the entre communty. But we reserve the rght to determne what a communty ssue s. To advocate one way or another and dametrcally oppose another resdent s the path to endless meetngs of our hstronc past. The cvc league wll reman neutral. We expect our local government to do the job that we the ctzens have elected and pad them to do. Shalom! Our ablty to nform our communty of what s happenng n the neghborhood has played a sgnfcant role n our success. The awesome BAY BREEZE newsletter has been a key n our ablty to nform our communty. And a specal thank you to Commonwealth Brewery for hostng and Chad Hutchens for charng ths great neghborhood event. RESCUE ME Chesapeake Beach Volunteer Rescue Squad The CBCL s excted to be able to donate to the Chesapeake Beach Volunteer Rescue Squad wth money we rased from the Low Rent 5K. The Rescue Squad volunteers generously helped wth the success of ths event. The Vrgna Beach Volunteer Rescue Squad has reled on donatons from t s begnnng. The frst Vrgna Beach Volunteer Rescue Squad started n 1952 after attorney J. Peter Holland III came on to a car accdent at 24th street and Atlantc Avenue and was unable to receve tmely help because the fre department's ambulance was dsabled. Holland gathered people n the communty to start a volunteer rescue squad. The group took a trp to Fredercksburg, who already had a workng volunteer system. The group went to the cty and receved $500 to start the rescue squad. On May 1, 1952, Prncess Anne-Vrgna Beach Rescue started operatons. In the 1960s the cty found the need for more rescue squads and requested the new squads operate wthn the fre departments. All of us remember, not to long ago, when the Rescue Squad was hghly vsble n ts locaton on Pleasure House Rd. The cty of Vrgna Beach generously bult a beautful new staton on Greenwell Road and Shore Drve. However, accordng to Brttany Coutcher, the Captan of the Chesapeake Beach Volunteer Fre and Rescue Department, they mss beng able to nteract wth the neghbors. Captan Coutcher encourages everyone to stop n at the Greenwell Road locaton and take a tour. Captan Brttany Coutcher Brttany Coutcher has been a member of the Rescue Squad snce 2001 and has seen a lot of changes over the years, not just ther relocaton. The constant declne of equpment s a hgh concern of the squad. Most recently they have had to retre 2 of the 3 ambulances due to age. A 1999 and 2003 ambulances were retred due to hgh mleage and t was not feasble to keep them n servce. Currently, they are watng to hear f they wll be awarded a State Grant to help purchase another ambulance. Ther hope s n tme to replace the thrd ambulance as well. It s clear that the squad reles on and apprecates the generosty of those who donate durng ther bannual fund drves. The Chesapeake Beach Volunteer Fre and Rescue Department wll contnue to respond to your calls for servce for many years to come thanks to communty support. Wth money rased from the CBCL 3rd Annual Low Rent 5K we were able to donate to the Frank W. Cox Hgh School PTSA for the 25th Annual All-Nght Alcohol & Drug-Free Graduaton Celebraton. The graduates enjoyed an evenng (and mornng) on the Sprt of Norfolk on Saturday, June 18th. The event s an after-hours party for the senor students followng ther graduaton ceremones. It s the fnal opportunty for them to share laughter and fun n a safe envronment wth ther fellow classmates. The Alcohol & Drug Free Grad Party has proven to be a successful way of provdng our teens wth a safe and secure way to celebrate. The Sprt of Norfolk crused down the James Rver at the All Nght Graduaton Celebraton, from 10:00 p.m. untl 5:00 a.m. Durng the cruse the senors partcpated n games, entertanment, musc and dancng. Throughout the nght food and beverages were served and gfts and Przes were awarded. All transportaton to and from the Sprt of Norfolk were provded. C X B N E I G H B O R H O O D Communty News What s The Buzz Vrgna Beach Mosquto Control Fles Into Mosquto Season The Publc Works Mosquto Control Bureau has begun ts summer actvtes to reduce mosquto populatons throughout the cty. Every year, crews treat and control the mosquto populaton n order to combat some of the dseases transmtted by mosqutos: West Nle vrus, Eastern equne encephalts, Chkungunya vrus, malara and added to ths year s watch lst the Zka vrus.the most effectve way to keep the Zka vrus and all the other mosquto borne llnesses out of Vrgna Beach wll be for people to TIP and TOSS the standng water n all contaners at least once a week and elmnate any other standng water n ther back yards and local communty. Resdents can take a number of steps to prevent or lmt mosquto actvty and the transmsson of dseases: Turn over or remove contaners n your yard where ranwater collects, such as potted plant trays, buckets, or toys. Empty brd baths once a week. Remove old tres from your yard. Elmnate standng water on flat roofs, boats, and tarps. Clear obstructons n dtches so they flow and dran. Fll n puddles wth sol, or a mxture of sand and gravel, or dg dranage dtches to dran puddles. If puddles or dtches cannot be draned or flled n, treat standng water wth mosquto larvcdes (dunks or granules) that can be purchased at any hardware store. Addtonally, people who spend a lot of tme outdoors should take precautons to avod mosquto btes, ncludng: Wear long, loose, lght colored clothng, long sleeves, and a hat. Use an approprate nsect repellant and follow label nstructons. A judge has ruled that Chc s Beach s publc, makng t easer to complete a replenshment project there. The cty has mantaned Chc s Beach at least snce the early 1900s, Chrs Boynton sad durng the frst day of the hearng. It s been on the cty s lst for replenshment snce at least the early 1990s, and the cty has referred to the beach as publc n old documents, Boynton sad. Wthout a rulng affrmng the beach s publc, the cty can t get money ntended to help wth storm protecton and restoraton projects, sad Phll Roehrs, cty coastal manager n the cty s publc works department. A replenshment project wll not begn mmedately at Chc s Beach, Roehrs sad before the hearng. The project has yet to be planned or funded, he sad. It was a great effort wth more than 50 frends and neghbors n attendance. Lynnhaven Rver Now, Great Outdoor Provsons Co., Wld Rver Outftters and Ebbng Tdes Eco Tours were also sponsors of the event. We collected over 40 bags of trash and had a great tme dong t! Our next cleanup was on Saturday, July 9th at 9:00 a.m. It was a very productve day. Eght neghbors helped to collect 300 pounds of trash along Pleasure House Road and Pleasure House Lake. But on Saturday, June 4th although t threatened to ran, the clouds parted, the humdty burnt off and the sun came out. The day turned out to be wonderful. We moved the pcnc from years past on the lawn behnd HK on the Bay to Bayvlle Park. There was a nce breeze, and wth the shelter coverng, we were very comfortable. The hundred or so neghbors agendng had a fantas-c -me wth DJ Ed Robnson spnnng tunes and Mke Clfford cookng the food! Lots of fun and fellowshp wth the Grl Scouts showng off ther new LGle free Lbrary that they have sponsored for the neghborhood. TJ Moran and Joe Ruteck have some fun pckng raffle prze wnners. Bayvlle Park turned out to be an excellent loca-on: Tables wth benches were n place and we dd not have to scramble to fnd them and carry them to and from the park. Park workers emp-ed all the trash and kept the area around the pcnc ste neat. They also provded upon our request, 2 corn hole game sets and a soccer ball, football, and volleyball. These were at no charge. They also pcked them up and brought them back to storage. There were bathroom facl-es avalable. Happy Raffle Prze Wnners! B A Y B R E E Z E Lttle Free Lbrares by Charlee Gown I would lke to send a great bg shout-out of thanks to all of the members and frends of our cvc league for your enthusastc support of our Lttle Free Lbrary project. We are offcally on the map along wth the other 44,000 lttle lbrares around the world! (check out www.lttlefreelbrary.org) We have secured three (yes, 3!) locatons for our lbrares and are workng on others. So what ARE these Lttle Free Lbrares? They are custom-bult boxes wth 2 shelves, an upper one for adult books and the lower for chldren's books. All books (and magaznes) are donated. The dea s to encourage lteracy and opportuntes for everyone to read AND to create communty engagement n lteracy based on a Take a book, Leave a Book phlosophy. There s no check-out requred. It s purely an honor system and you are encouraged to pass along books you read to others or return them to a lttle lbrary, and to donate books to the lbrares. Each lbrary has a steward that tends to the box, makng sure t s kept stocked and orderly. But they are SOOOO much more than lttle boxes of books. Please read on... The Lttle Free Lbrary organzaton began n 2010, the branchld of a man n Wsconsn, Todd Bol, who bult the frst Lttle Free Lbrary for hs front yard as a trbute to hs mother, a former teacher and lfelong reader. Today that sngle, small dea has grown nto a cultural phenomenon. As I sad earler, these lttle lbrares now number over 44,000 and are n natons all over the world. LttleFreeLbrary.org was honored wth a Lbrary of Congress award n 2012. Ths concept has brought neghborhoods together, folks talkng to each other more than they ever had. I have experenced ths nteracton n our own lbrary at Buoy 44 when I wtnessed beach vstors from NY fndng common grounds wth natves of Chc s Beach all because of ths lttle lbrary! Ths sense of communty s mportant to me and I beleve t s to you, too. So when I saw my frst lttle lbrary whle vstng famly n San Antono, TX over the Chrstmas holdays, I knew t was somethng that would be a good ft for our specal communty. Our frst lbrary ste was gracously offered by our frend and cvc league sponsor, Stephen Mchaels at Buoy 44. The Sandcastle s a really beautful beachy lbrary located as you enter that property. It was bult and donated by Grl Scout Troop 212, led by Krstna Martn and Abbe Novaro. We proudly presented t at our annual pcnc at Bayvlle Park n June and t s a beauty. It has been a huge success to locals and vstors alke. I am the steward for ths lbrary. Our second lbrary wll be gong n at the Commonwealth Brewng Company, ste and lbrary donated by the owner, Jeremy Bgge, another cvc league sponsor and frend. It s a true orgnal, also custom made from a beer barrel! Ths one wll be gong n soon, hopefully by the tme you read ths. The steward for ths lbrary s Steve Zaller, who works at the brewery and s a local lbraran. Our thrd lbrary was bult and donated by Bran Large and Howard Sykes, frends of our cvc league. Melssa & Ned Grffth, actve cvc league members, have gracously offered a spot on ther property at the corner of Lookout and Chubb Lake for ths lttle lbrary. And there s already a bg rock there that makes a great lttle sttng area! The steward for that lbrary s Abby Novaro. Hopefully by the tme you read ths, that one wll also have been nstalled. I hope you wll support and seek out our lttle lbrares, and encourage readng n your famly. The lbrares are all located n areas that are easly accessble and safe. There are other lbrares n Va Beach, most located at elementary schools (Thoroughgood, Shelton Park, Pembroke to name a few). So on a daly walk or trp to the beach please stop and pck up a book or magazne. You may even meet a neghbor you ve never met before! Go pck up some new bedtme stores for the lttle ones and encourage your teens to drop by and check out some good readng, too! There s somethng for everyone! B A Y B R E E Z E Shore Drve Communty Coalton (SDCC) meets the last Monday of every month at 7:30 pm at the Ocean Park Fre/Rescue Staton. The publc s nvted to attend and comment. The meetng on July 25 saw Master Polce Offcer Jm Prce attend. He was there to talk about the VB Tow Advsory Board that he oversees. Long story short, a ctzen can have a vehcle towed from ther property f ther egress/ngress s blocked. A ctzen would have to call a tow company that s wllng to tow the errant car. Bayfront Advsory Commsson (BAC) meets the thrd Thursday of every month at 3:30 pm at the Vrgna Beach Resort Hotel and Conference Center. The publc s nvted to attend and comment. At ther meetng on July 21, the BAC voted to concur wth the Sandbrdge Cvc League recommendng that "Event Houses" n the cty be lmted to 2 events per year, wth other restrctons as well. The Beach and Waterways Commsson held hearngs the week of July 18 gatherng ctzen nput and wll report to the Cty Councl. The Beaches and Waterways Commsson has voted 7-2 to allow renters of "Event Houses" to host 2 events per year wth 50-100 people. If you would lke to speak before Cty Councl on ths or any other matter, please follow ths procedure: Agenda nformaton may be requested from the cty clerk. A ctzen who wshes to address the councl concernng an agenda tem must regster wth the cty clerk or deputy cty clerk at 385-4303 pror to the meetng. B A Y B R E E Z E In Chc s Beach Natonal Nght Out s a communty-polce awareness-rasng event across the Unted States. The event has been held annually snce 1984 and s sponsored by the Natonal Assocaton of Town Watch. The event s meant to ncrease awareness about polce programs n communtes, such as drug preventon, town watch, neghborhood watch and other ant-crme efforts. On the early evenng of Tuesday, August 2nd, on the lawn by Jr. Market, Melssa Pullng organzed our Chc s Beach Nght Out. There were polce lghts flashng, srens howlng and fre engnes rollng n. It was qute a spectacle for the those n attendance. Polce and Fremen joned n the fun by nvtng everyone to check out ther vehcles and equpment. A few brave souls were even handcuffed.
