PURPOSE This procedure describes the steps for safely operating bicycles and tricycles in the BASF Port Arthur facility. 2. DEFINITIONS 2.1 Bicycle Administrator On site nested maintenance manager 2.2 Bicycle Program Manager 3. SCOPE Plant operations director Assure the safe use of bicycles and tricycles in the BASF Port Arthur facility. To establish the proper method for obtaining a bicycle that meets facility requirements; to identify the owners of those bicycles in the facility and discard those bicycles/tricycles in bad condition. Establish riding rules within the BASF facility. In each case within this policy where Bicycle is noted, the same will apply to Tricycles. 4.1. General Requirements 4.1.1. All bicycles should be inspected by the user prior to each use. The bicycles must meet the minimum safety standards listed in the Minimal Safety Standards section below. 4.1.2 All bicycles should be parked in areas where they will not interfere with vehicle and or pedestrian traffic as explained in the Designated Bicycle Parking Areas section below.

Procedure No.: PA-020-0062 Page: 3 of 10 4.1 General Requirements cont d 4.1.3 Riding a bicycle in the BASF Port Arthur facility is a privilege that comes with individual responsibilities. If you operate a bicycle, you MUST adhere to this procedure. 4.1.4 All new bicycles within the BASF Port Arthur facility will be registered as per the requirements in the Management of all BASF Port Arthur Bicycles section below and the Registration/Approval form. 4.1.5 The Bicycle Administrator has the authority to manage or purchase bicycles as per this policy. 4.1.6 The Bicycle Program Manager provides support and guidance as needed to the administrator and provides guidance as to any disciplinary actions taken. 4.2 Management of all BASF Port Arthur Bicycles 4.2.1 Bicycles cannot be purchased unless authorized by the individuals appropriate department Manager. An individual may complete the Registration/Approval Form and obtain approval from his or her department Manager. The approved form must then be emailed or hand delivered to the site Bicycle Administrator. Before purchasing a new bicycle, the Administrator will attempt to locate a spare bicycle; if one is located, that bicycle will be issued to the requestor. 4.2.2 Bicycles must be of a specific industrial type and standard such as, but not limited to, the following brands: Industrial, Workman, or Rugged Cycles. 4.2.3 All bicycles will be specifically identified to an individual or department by a number placed on the bicycle. Any attempt at removing or changing this number without reporting the change to the Bicycle Administrator or designee will result in disciplinary action.

Procedure No.: PA-020-0062 Page: 4 of 10 4.3 Traffic Safety 4.3.1 Hard hats that provide an approved dual protection factor from falling objects and side impact are available at Hagemeyer for those who want to be protected from both hazards. 4.3.2 Bicycles shall not be ridden between parked cars or in congested process areas. Riders must stay within normal roadways, on the right side of the road (travel with the flow of traffic) when traveling in all locations outside of process areas. 4.3.3 In process areas, bicycles shall not be ridden in areas that are obstructed by narrow paths between equipment or where valve stems protrude into the path. 4.3.4 Bicycles shall not be driven recklessly. 4.3.5 Bicycle riders must obey all traffic regulations and signs in the BASF Port Arthur facility. 4.3.6 Bicycle riders must warn other traffic when stopping or turning by giving the required hand signals with the left hand and arm. 4.3.7 When passing parked vehicles, riders should be conscious of doors being opened. 4.3.8 Only one rider per bicycle and said rider must ride on the bicycle s regular seat. 4.3.9 Do not hitch a bicycle to a motor vehicle. 4.3.10 Keep at least one hand on the handlebars at all times. Carrying items in your hands while riding a bicycle is not allowed. Secure all items in the basket; use straps if necessary. 4.3.11 If there is not a stop sign in place at a crossing or an intersection, STOP, look both ways and wait for motor vehicles or pedestrians to pass. 4.3.12 STOP and look both ways when riding out into open areas/roadways from process areas, process equipment, or when crossing a street or road.

Procedure No.: PA-020-0062 Page: 5 of 10 4.3 Traffic Safety cont d 4.3.13 Motor vehicles and pedestrians have the right of way; wait for them to pass. 4.3.14 Bicycles shall be parked in a bicycle rack where available and shall not obstruct any entryway for pedestrians or traffic. 4.3.15 Bicycle riders shall remain seated at all times when riding / pedaling. If the rider rises off the seat (standing position) to coast or pedal, an uneven amount of force is placed on the pedals, crank arms, and drive shaft. 4.4 Minimal Safety Standards NOTE: Failure to comply with Traffic Safety rules and the Minimum Safety Standards will result in disciplinary action per Human Resource policy and/or the Contractor company policy for violation of Safety Rules. 4.4.1 The Rugged brand name bicycle has a maximum weight limit of 300 pounds for the rider and a 50 pound weight limit for the basket. 4.4.2 The Industrial and Worksman brand name bicycle has a maximum weight limit of 400 pounds for the rider and a 20 pound weight limit for the basket; the rear saddle baskets can carry up to 25 pounds each. 4.4.3 The Summit/Workman Tricycles are built with a maximum weight limit of 500 pounds. The rear tool box is designed for heavy items small enough to fit in the box. The total weight of the rider and the box contents cannot exceed 500 pounds. 4.4.4 Riders who elect to use the dual Hard-Hat/Side Impact protection MUST keep the supplied chin strip attached while riding. The strap does not need to be attached when NOT riding the bicycle. This helmet is designed for safely working in the plant and riding a bicycle.

Procedure No.: PA-020-0062 Page: 6 of 10 4.4 Minimal Safety Standards cont d 4.4.5 Each rider should inspect his or her bicycle before each use. The rider must ensure: There are no loose bolts Handlebar is secure and functional Cranks and foot pedals are tight and functioning properly Seat is adjusted to the proper height for rider and is secured tightly Tires are properly inflated and in good condition Chain is tight and lubricated and the proper guard is in place Brakes are adjusted properly and wheels roll true Each bicycle shall include brakes that will skid the braked wheels on dry, level, clean pavement 4.4.6 Bicycles will not be ridden if there are any defects that might present a safety hazard. 4.4.7 Bicycles will have reflectors on the wheels and rear and they MUST be visible. 4.4.8 Tools and/or any items that can fall through the bicycle basket cannot be carried in the basket unless a means is utilized to prevent the item from falling. 4.4.9 When carrying boxes or any items that may fall from the basket, the rider MUST get a Bungee cord form the tool room to secure the item. DO NOT hold items in place with your hand. 4.4.10 The bicycle basket cannot be used to transport heavy or large loads. NOTE: DO NOT place items or tools in bicycle basket if they cannot safely fit in or on the basket securely without causing a hazard for the rider. 4.4.11 Bicycle riders MUST NOT: Ride a bicycle carrying large or long objects that create a safety hazard for the rider or pedestrians. Remove or alter in any way the assigned bicycle number.

Procedure No.: PA-020-0062 Page: 7 of 10 4.5 Bicycle Inspection and Maintenance 4.5.1 In addition to the riders inspection before each use, ALL site bicycles will be inspected on a bi-annual basis. The first inspection time frame will be from June 1 st through June 30 th. The second inspection will take place from December 1 st through December 31 st. 4.5.2 Individuals who will have a bicycle assigned to their name and/or wish to ride bicycles assigned to a department MUST also register in the program. 4.5.3 The bi-annual inspections will be completed by the Bicycle Mechanic at the bicycle repair shop located East of the Fire Station. Stickers will be placed on the license plate indicating bicycle has passed inspection. 4.5.4 Each person with a bicycle registered in their name will be responsible for bringing the bicycles to the repair shop (Fire Station) within the designated time. 4.5.5 Per the Bicycle Manager s authority, failure to bring the registered bicycle in for inspection will result the loss of bicycle riding privileges for one month. At the end of this time frame the bicycle will be returned to the owner. If the owner wishes to relinquish riding privileges, the bicycle will be placed in the loaner pool for other riders. 4.5.6 Bicycles assigned to a department will be picked up for inspection by an assigned team who will assist in gathering bicycles that belong to a department (not an individual). 4.5.7 Bicycles not brought into the shop for inspection will be confiscated by an assigned team as noted in 4.5.6. 4.5.8 Bicycles that are unsafe to ride MUST be brought to the site bicycle repair shop located East of the Fire Station. 4.5.9 Old bicycle parts MUST be brought to the site bicycle repair shop located East of the Fire Station. 4.5.10 Bicycles that cannot be repaired and parts that are unsafe to use in repairs MUST be discarded. The bicycle repair shop will have a designated location in which to dispose of these items.

Procedure No.: PA-020-0062 Page: 8 of 10 4.5 Bicycle Inspection and Maintenance cont d 4.5.11 Each Thursday (not falling on a Holiday) the Bicycle Mechanic will be at the bicycle repair sea can located East of the fire Station to handle any needed repairs. NOTE: It is important to follow the three steps detailed below for ALL Rugged Cycles. This can be done by the bike owner/rider or can be brought to the bicycle repair sea can located East of the fire Station on any repair Thursday. These steps MUST be done quarterly or upon hearing a creaking sound while pedaling. All Rugged Cycle shaft drive system bolts are 4 mm Allen. Torque required - 8 ft-lbs (approximately two fingers of pressure). 1. Tighten left side mounting bolts. -Using a 4 mm Allen Wrench, tighten mounting bolts to two fingers of pressure. 2. Check shaft housing bolts. -Check housing bolts using a 4 mm Allen Wrench. -Tighten to two fingers of pressure. 3. Grease front and rear gear boxes (NOTE the update) -Inject 3 to 5 pumps of grease in both the front and rear gear boxes. NLGI 2 Marine Grease is preferred or any good EP rating grease. Riders shall remain seated at all times while operating a Rugged Cycle. As stated in section 4.5.15. Standing while riding or pedaling places an uneven amount of force on the pedals, crank arms and drive shaft. 4.5.12 The Bicycle Administrator or his designee is the only individuals authorized to order replacement parts. Bicycles or bicycle parts CANNOT be ordered unless approved by the Bicycle Administrator. 4.6 Designated Bicycle Parking Areas 4.6.1 Designated bicycle rack and/or painted and posted as Bicycle Parking.

Bldg., etc.) and NOT in a rack or in a designated painted area, MUST be out of the way of pedestrian traffic and cannot obstruct paths where vehicles may travel. 4.7 Bicycle Approval/Request/Registration Form 5. RESPONSIBILITIES The Bicycle Approval/Request/Registration Form is attached to the procedure and can also be found in Documentum under the Health and Safety Forms Templates Checklists folder. 5.1 Bicycle Administrator To manage or purchase bicycles and/or purchase replacement parts and enforce disciplinary action as needed. 5.2 Bicycle Program Manager Provides support and guidance as needed to the administrator. 6.
