QUEEN MARY SAILING CLUB OPEN MEETING Queen Mary Reservoir, Ashford Road, Ashford, Middlesex, TW15 1UA, UK Organising Authority: Queen Mary Sailing Club NOTICE OF RACE 1. RULES 1.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing 2017-2020. 1.2 The bye-laws of Queen Mary Sailing Club will apply and may be found at www.queenmary.org.uk. NOTE: Dogs (with the exception of guide dogs) are not permitted on the club s land. 1.3 Not used. 1.4 Racing Rules will be changed as follows: Adequate personal flotation devices shall be worn by all crew members at all times when afloat and flag Y will not be shown. This changes rule 40. Failure to comply with this requirement will result in disqualification without a hearing. This changes rule 63.1. The Sailing Instructions may change other racing rules. 1.5 The Exoneration Penalty and the Advisory Hearing and RYA Arbitration of the RYA Rules Disputes Procedures will be available as detailed in the RYA Racing Rules Guidance 2017-2020, December 2016. The Exoneration Penalty shall be 30% of the number of boats starting the race or 3 places, whichever is greater. 2. ADVERTISING 2.1 Advertising will be allowed in accordance with the Class Rules of the competing classes. 2.2 Boats may be required to display advertising chosen and supplied by the organising authority. 3. ELIGIBILITY AND ENTRY 3.1 The event is open to all boats of the International 2.4mR Class, where the helm is a member of the International 2.4mR Class Association and a member of an RYA affiliated sailing club. This shall be stated on the entry form under Home Club. 3.2 Eligible boats may enter by completing the attached form and presenting it, together with the required fee, at the race office. 4. NOT USED 5. FEES 5.1 Required fees are as follows: Class Fee International 2.4mR 30 6. NOT USED 7. SCHEDULE 7.1 Registration will begin at 9:30 on the first day of racing. 7.2 The race briefing will be at 10:30. Int l 2.4mR Int'l 2.4mR Open Meeting NOR 2017 2

7.3 Racing will take place as follows: Day Race No. Time of Warning Signal Saturday 1 11:55 2 & 3 ASAP after Races 1 & 2 Sunday 4 10:55 5 & 6 ASAP after Races 4 & 5 8. MEASUREMENT Each boat may be required to produce a valid measurement certificate at registration. Random measurement checks may be carried out during the event at the discretion of the Race Committee. 9. SAILING INSTRUCTIONS The Sailing Instructions will be available from the Race Office at registration. 10. NOT USED 11. THE COURSES The courses to be sailed will be displayed on the official notice board. 12. NOT USED 13. SCORING 13.1 Three races are required to be completed to constitute a series. 13.2 When fewer than three races have been completed, a boat s series score will be the total of her race scores. 13.3 When four or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 14-17. NOT USED 18. RADIO COMMUNICATION Except in an emergency a boat that is racing shall not make voice or data transmissions and shall not receive voice and data communications not available to all boats. 19. PRIZES Prizes will be awarded to the integer of the square root of the number of entries. RISK STATEMENT Rule 4 the Racing Rules of Sailing states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone. Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: (a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; (b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; (c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; (d) Their boat is in good order, equipped to sail in the event and they are fit to participate; Int l 2.4mR Int'l 2.4mR Open Meeting NOR 2017 3

(e) (f) (g) The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities; The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; It is their responsibility to familiarise themselves with any risks specific to this venue or this event drawn to their attention in any rules or information produced for the venue or event and attend any safety briefing held for the event. 21. INSURANCE Each boat is required to hold adequate insurance and in particular to hold insurance against third party claims in the sum of at least 2 million. 22. MEMBERSHIP AND LIABILITY 22.1 All visiting competitors will be deemed temporary members of Queen Mary Sailing Club during the event and as such shall abide by all the Club s rules and bye-laws. 22.2 Members of the Club, their guests and visitors may use the Club premises and other facilities of the Club entirely at their own risk and implicitly accept that: the Club will not accept any liability for any damage to or loss of property belonging to members, their guests or visitors to the Club; the Club will not accept any liability for personal injury arising out of use of the Club premises or any other facilities of the Club, or out of participating in any race organised by the Club, whether sustained by members, their guests or visitors or caused by the said members, guests or visitors, whether or not such damage or injury could have been attributed to, or was occasioned by the neglect, default or negligence of any of the officers, committees or servants of the Club. 22.3 Before inviting any guests or visitors onto the premises or to participate in events organised by the Club, members will draw attention to this rule. 23. LOCAL RULES (derived from the Bye-laws of Queen Mary Sailing Club) 23.1 Buoyancy: Each boat shall be fully equipped with sufficient buoyancy to enable it to float and to support its crew if capsized or holed. Personal flotation devices shall be worn by all crew members at all time whilst afloat, on the pontoons or on the sloping banks. 23.2 Protective clothing: Between 1st November and 31st March, full body wetsuits or dry-suits shall be worn by all competitors at all time whilst afloat. These do not constitute a personal flotation device. 23.3 Keeping Clear: Boats shall keep clear of barges and motor vessels that are restricted in their ability to manoeuvre. When a boat finds herself unable to keep clear of such a vessel she may use propulsion, such as paddling or rocking, provided she does not gain a significant advantage in the race (rule 42.3(h)). 23.4 Parking: Boats associated with cars parked on the upper (clubhouse) level during a race may be disqualified from that race without a hearing. This changes rule 63.1. 23.5 Invasive Species: In accordance with Environment Agency guidelines and to prevent the spread of invasive species, QMSC is adhering to the CHECK CLEAN DRY principle.
