Practice areas will open at 6:15 a.m. Range balls are complimentary and will be available on the practice range. Registration will be located in the lower level Belfry beginning at 6 a.m. Players are required to check-in prior to their start time. You may use the locker room but individual lockers are not available. GROOVE STANDARDS: It is a requirement that a player s clubs conform to the groove specifications provided in the Rules of Golf. See separate memo attached to this document for specific details. RANGEFINDERS: GOLF BALLS: CADDIES: TRANSPORTATION: DRESS CODE: The use of Distance Measuring Devices is permitted. Only brands of golf balls on the most current USGA List of Conforming Golf Balls may be used. The One-Ball Rule is in effect. A player may provide his own caddie. Pull/push carts are not permitted. Transportation is prohibited during the round. Players and caddies shall walk at all times during the stipulated round unless otherwise specified by the Committee. Pull/push carts are not permitted. Players and caddies must be neat in appearance with respect to clothing and personal grooming. The Committee in charge will decide whether this requirement has been met, and has authority to withdraw the entry of a player who does not comply.

FOOTWEAR: SPECTATORS: QUALIFIER PLACES: LOWEST SCORE: CHAMPIONSHIP: Shadow Ridge is a spikeless club and, therefore, spiked shoes will not be allowed. Penalty for breach of the spikeless rule is disqualification. Spectators are allowed and encouraged. Per USGA guidelines, the use of golf carts for spectators is prohibited regardless of reason. There are 40 sides competing for 2 spots. Silver medals, if a tie, duplicate medals will be awarded. Date: Thursday, August 7, 2014 To: 2014 U.S. Senior Amateur Championship Contestants From: Craig Ames, Official-in-Charge Re: Grooves Condition of Competition In Sectional Qualifying as well as in the Championship proper, the player s clubs must conform to the groove and punch mark specifications in the Rules of Golf effective from January 1, 2010. The Condition of Competition is available for review on the entry application. The USGA and The R&A have created a reference resource called the Informational Club Database to assist golfers in determining whether their irons, wedges, hybrids and fairway woods comply with the Rules of Golf effective from January 1, 2010 and are permissible for play under the groove condition of competition, which is in effect for all USGA Amateur Championships. It is the player s responsibility, not the USGA s responsibility to ensure that his clubs conform. Waiting until the day of the competition is the fault of the player. The Committee is under no obligation to test the club the competitor may play. However, if it is later determined that the club is non-conforming, including after the competition has closed, the player will be disqualified.

LOCAL RULES AND CONDITIONS OF COMPETITION FOR 2014 USGA CHAMPIONSHIPS The Rules of Golf as approved by the United States Golf Association govern play. See applicable Championship or Qualifying round Notice to Players and Entry Application for additional Local Rules and Conditions. Complete text of Rules and Appendix I may be found in the 2012-2015 Rules of Golf. Unless otherwise noted, the penalty for breach of a Local Rule or Condition is: Match play Loss of hole Stroke play Two strokes LOCAL RULES Out of Bounds Defined by inside points, at ground level, of white stakes and fence posts. Rule 27-1b. Water and Lateral Water Hazard Stakes and Lines When a water hazard or a lateral water hazard is defined on only one side, it is deemed to extend to infinity. When a water hazard or lateral water hazard is bounded by out of bounds, the hazard margin extends to and coincides with the out of bounds line. Ground Under Repair Defined by white lines. Fire ant hills, sod-covered trenching for temporary cables and French drains are deemed to be ground under repair. Rule 25-1. (Note: For a player whose ball is in a water hazard and is affected by a fire ant hill see Decision 1-4/10.) Ground under repair may include areas of unusual damage, including areas where spectators or other traffic has combined with wet conditions to affect materially the ground surface, but only when so declared by an authorized member of the Committee. When immediately adjacent to an obstruction, such an area is part of the obstruction. Seams of Cut Turf (Sod Seams) The Local Rule as prescribed in Appendix I is in effect. Immovable Obstructions Include plastic bumpers on roads and paths and mats secured to the ground with spikes when the bumpers or mats cover cables. White-Lined Areas Tying Into Artificially-Surfaced Roads and Paths have the same status as the roads and paths, that of obstructions. Wood Chips and Mulch are loose impediments, unless otherwise provided for in the Notice to Players. Embedded Ball Through the Green Local Rule as prescribed in Appendix I is in effect. Integral Parts of the Course include cables, rods, wires or wrappings when closely attached to trees; artificial walls and pilings when located in hazards, unless otherwise provided for in the Notice to Players. Temporary Power Lines and Cables Local Rule as prescribed in Appendix I is in effect. Temporary Immovable Obstructions Local Rule as prescribed in Appendix I is in effect. CONDITIONS List of Conforming Driver Heads Optional Condition as prescribed in Appendix I is in effect. List of Conforming Golf Balls Optional Condition as prescribed in Appendix I is in effect. Limitation on Golf Balls ( One-Ball Rule ) Optional Condition as prescribed in Appendix I is in effect. Pace of Play See separate memorandum to players for pace of play guidelines, when applicable. Discontinuance of Play Optional Condition as prescribed in Appendix I is in effect. All practice areas are closed during suspension for a dangerous situation until the Committee has declared them open. Players who practice on closed practice areas will be asked to cease doing so; failure to comply may result in revocation of entry. Note: A suspension for a dangerous situation will be signaled by one prolonged airhorn note. All other types of suspension will be signaled by three consecutive airhorn notes, repeated. Resumption of play will be signaled by two short airhorn notes, repeated. Practice Prior to and after his round in stroke play, a player may practice on the designated practice areas. Rule 7-1b applies to other practice in stroke play, and Rule 7-1a covers practice before the round in match play. Transportation Optional Condition as prescribed in Appendix I is in effect. Close of Competition The competition is deemed to have closed when the trophy has been presented to the winner or, in the absence of a prize ceremony, when all scores have been approved by the Committee. The result of a match is considered to have been officially announced when the Committee has approved the result as posted on the public scoreboard.

U.S. AMATEUR FOUR-BALL CHAMPIONSHIP SECTIONAL QUALIFYING Shadow Ridge Country Club, Omaha, Nebraska Tuesday, August 26, 2014 NOTICE TO PLAYERS (This information supplements the Local Rules and Conditions of Competition for 2014 USGA Championships) Groove Standards: "The player's clubs must conform to the groove and punch mark specifications in the Rules of Golf that are effective from January 1, 2010. *PENALTY FOR CARRYING, BUT NOT MAKING STROKE WITH, CLUB OR CLUBS IN BREACH OF CONDITION: Stroke play Two strokes for each hole at which any breach occurred; maximum penalty per round Four strokes. Match play or stroke play If a breach is discovered between the play of two holes, it is deemed to have been discovered during play of the next hole, and the penalty must be applied accordingly. *Any club or clubs carried in breach of this condition must be declared out of play by the player to his opponent in match play or his marker or a fellow-competitor in stroke play immediately upon discovery that a breach has occurred. If the player fails to do so, he is disqualified. PENALTY FOR MAKING STROKE WITH CLUB IN BREACH OF CONDITION: Disqualification. Exception: Ping Eye2 irons manufactured before March 31, 1990 with a groove spacing to groove width ratio of 2.3 to 1 are permitted for play under the Rules of Golf, even in certain competitions when the Condition Requiring Clubs Conforming with Groove and Punch Mark Specifications Effective January 1, 2010 is in effect. It is the player's responsibility to refer to the condition of competition posted for the specific competition in which the player is playing to ensure compliance with the above exception and to provide proof of the date on which the club was manufactured. If the player cannot provide such proof, the club must conform with specifications described in Appendix II, 5c(i)." Putting Greens: Holes #13 and #17 The portion of the putting green between the green stakes is deemed to be a Wrong Putting Green. If a player s ball lies within this area he must take relief. The player must lift the ball and place it, without penalty, at the nearest point of relief that is not in a hazard. The nearest point of relief may be off the putting green. Ground Under Repair: Prepared Plant and Flower Beds are deemed to be ground under repair even though not so defined by white lines. Plant Beds adjacent to immovable obstructions have the same status, that of obstructions. Out of Bounds: Out of Bounds is defined by perimeter fences in addition to white stakes. Hole #1 Out of Bounds is defined by the curbing of the entrance road along the left side. A ball is out of bounds when it lies beyond the curbing. Hole #7 Out of Bounds is defined by the curbing of the street behind the green. A ball is out of bounds when it lies beyond the curbing. Hole #8 Out of Bounds is defined by the curbing of the street behind the green. A ball is out of bounds when it lies beyond the curbing even Hole #10 Out of Bounds is defined by the curbing of the street behind the green. A ball is out of bounds when it lies beyond the curbing even Hole #16 Out of Bounds is defined by the curbing of the street behind the green. A ball is out of bounds when it lies beyond the curbing even Hole #17 Out of Bounds is defined by the curbing of the street along the left. A ball is out of bounds when it lies beyond the curbing even Water Hazards and Lateral Water Hazards: Hole #1 The Lateral Water Hazard near the tee is defined by the curbing of the cart path between the red stakes. Hole #16 Water Hazard on hole #17 is deemed to be lateral water hazard during play of the 16th hole. Play-Off: In the case of a tie for the last qualifying place or for any of the two alternates places, concerned players shall immediately play-off hole-by-hole until the places are determined. The play-off will take place on hole #18 unless otherwise notified by the Committee. Scoring Area: Scoring Area A scorecard is deemed to be returned when the player has left the scoring table. Pace of Play Memorandum The Nebraska Golf Association uses Group Pace of Play Guidelines for its Championships and USGA Qualifiers. This policy has produced very positive results in terms of reducing the length of rounds. As long as you keep up with the group ahead of you (within 14 minutes) your group will NEVER be in jeopardy of being out of position. Always look ahead not behind. Each group will be given a fixed amount of time in which to play 4 or 5 holes within each of the four (4) check points. Times will be reflected on the score cards. Each group will be required to complete each check point hole based on the allocated time or within 14 minutes of the group ahead. Posted signs and atomic clocks will be located on all check point holes. Check points will generally be located at the 4th, 9th, 13th and 18th greens. A check point will be considered missed if: the hole is not completed (flagstick in the hole) within the allocated cumulative time and the group has not completed the hole within 14 minutes of the group ahead. If a group misses a check point all players within the group will be informed by the check point official as follows: 1st missed check point *warning 2nd missed check point liable to a one stroke penalty 3rd missed check point liable to a two stroke penalty 4th missed check point liable to disqualification * If a group clears the 3rd check point and has not missed any other check points, but is out of position at the 4th check point, each player in the group is liable for a one stroke penalty if the Committee views that no effort was made by the players to complete their round within the allotted time for the final check point. If a group misses two or more check points a player(s) may request a review before signing and returning his score card. A review will be successful if there is evidence the player was: delayed by the Committee delayed because of a circumstance beyond control of the player or group delayed because of another player in the group Review and application of the penalty will only occur in the scoring area, not during the stipulated round. Discussion of the situation with the check point official will only cause further delay of the group. A player concerned about a non responsive (slow) fellow competitor in his group, who is delaying play, should request a Rules Rover to monitor the group in case the group is or becomes liable to penalty under these guidelines. You, your fellow competitors and caddies can help by having your yardages and being ready to play when it is your turn.
