World Sports League & Spartanburg Convention & Visitor s Bureau Welcomes you to the 2015 WSL / COMBAT Youth Baseball Eastern World Series June 30 - July 5 Tyger River Park SPARTANBURG, SOUTH CARLOLINA ENTRY FEE: $695.00 DEADLINE: Wednesday, June 24, 2015 TOURNAMENT INFORMATION ENTRY PROCEDURE: Sign up online at www.wslbaseball.com and pay with a credit card or fill out the entry form, include check or money order, have it in our hands no later than June 24th. Can be mailed to: World Sports League 911 N.E. Macedonia Church Rd Lee, FL 32059 REFUND POLICY: No refund if you drop out of the event after the deadline. If you drop out before the deadline Full refund minus a 10% Administrative Fee. Once the tournament starts and inclement weather arrives, if you play 1 game, 50% refund, if you play 2 games no refund will be given. If the entire tournament is lost due to weather than a 100% refund will be given. ROSTERS: Must be online at www.wslbaseball.com prior to the June 24th entry deadline. Also bring a copy with you to team check in. GAME TIMES: Brackets will be available online at www.wslbaseball.com, Friday, June 26th after 5:00pm. Brackets will not be mailed, faxed, or emailed out. Official bracket will be at Tyger River Park. All teams must be available to play by 8:00am Tuesday, June 30th. MANAGER S MEETING & OPENING CEREMONIES: Monday from 1:00pm - 4:00pm team check in. DIVISIONS: 6U - 7U - 8U - 9U - 10U - 11U - 12U - 13U - 14U - 15U - 16U CLASSES: Select (AA & Below) & Elite (AAA & Higher) CONDITIONS: The tournament director reserves the right to change formats, dates, times, location, etc to complete the event due to inclement weather or anything beyond our control. UNIFORMS: Similar shirts w/ unique numbers on the back. If caps are worn, must be a like. No protesting of uniforms will be allowed. BALLS: Baseballs will be supplied. FORMAT: 5 Game Minimum! Pool play into elimination brackets. ACTIVITIES: Manager s Social, Skills Challenge, Fireworks Show - See Flyer in this packet LODGING: See hotel page with in this packet. Teams that require overnight lodging must stay at one of these host resorts/hotels. Travel form must be turned in at team check in. Teams not staying in an approved resort/hotel will not be placed on the bracket! INSURANCE: Teams must submit proof of insurance at team check in. Rosters will be online however also bring a copy of roster to team check in. PROOF OF AGE: Proof of age eligibility does not need to be turned in but must be on hand should the need arise to check birth certificates. Age eligibility protests will cost a non refundable fee of $100.00. Maximum roster size is 15 players. Players may not be added to a teams roster after the deadline. Players may not reach their next birthday before May 1st to be eligible. DESIGNATED HITTER: A hitter may be (not mandatory) designated for any one starting player (not just pitchers) and all subsequent substitutes for that player in the game. A starting defensive player cannot be listed as a designated hitter in the starting lineup. A DH for said player shall be selected prior to the start of the game, and his name shall be included on the line up cards presented to the umpire - in - chief and to the official scorer. Failure to declare a DH prior to the game precludes the use of a DH in that game. If a pinch hitter or pinch runner fir the DH is used, that player becomes the new DH. The player that was the DH may re-enter as the DH under the re-entry rule. A DH and the player for whom he is batting are locked into the batting order. No multiple substitutions may be made that will alter the batting rotation. The role of the DH is terminated for the remainder of the game when: A) The defensive player, or any previous defensive player for whom the DH batted, subsequently bats, pinch hits, pinch runs for the DH B) The DH or any previous DH assumes a defensive position ROSTER BATTING & EXTRA HITTER: No roster batting in World Championship Play. Teams may bat 1 Extra Hitter (EH). The EH may hit in any place in the batting order and is considered eligible for re-entry under the re-entry rule like any regular position player. The EH rule allows ten (10) individual players to hit in the batting order. Once the EH is indicated on the line up card the EH cannot be eliminated at the discretion of the coach/manager. The EH is eligible to be put into the game defensively at any time. If this happens, the batting order does not change. MINIMUM PLAYERS: Teams must start play with a minimum of 9 players. If a team drops to 8 players due to injury, no penalty must finish with a minimum of 8 players. If you drop to 8 players due to an ejection and have no legal substitute, game will be declared a forfeit. BASE & MOUND DIMENSIONS: 8U 40/60, 9U 43/65, 10U 45/65, 11U/12U 50/70, 13U 54/80, 14U & up 60/90 TRIPS TO MOUND: NFHS Rules used for this. There is no per inning count. On the third trip to the mound during the game you must change your pitcher. Every trip to the mound after that you must make a pitching change.

PITCHING LIMITATION: No restrictions! LENGTH OF GAME: 8U through 12U games will be 6 innings. Also a 1:45 minute time limit. No new inning will begin after time limit has expired. In pool play the game may end in a tie. 13U - 16U will play 7 innings. 1:45 time limit. No new inning will begin after time limit. In pool play game may end in a tie. Elimination bracket will also have 1:45 time limit, no new inning will begin, exception a tie game will be played out until we have a winner. No time limits will be enforced in the championship game! RUN RULE: 15 Runs after 3 innings, 10 Runs after 4 innings, 8 runs after 5 innings RE-ENTRY RULE: All starters may re-enter once, including the pitcher and the DH per NFHS Rules. Offensively the player must be placed in the original batting position. Defensively, the pitcher must be placed in another defensive position, but is not permitted to return to the mound. Non starters are not permitted to re-enter. GRACE PERIOD: No grace period, game time is forfeit time. All team are required to be ready to play up to 20 minutes ahead of your scheduled game time if game are ahead of schedule. METAL SPIKES: Prohibited in 12U and younger. Permitted only in 13U - 16U, exception no metal spikes for the pitcher s on the portable mounds. HOME TEAM: Determined by a coin flip SLIDE RULE: Players do not have to slide at any base, but MUST avoid malicious contact. The result of malicious contact will result in the runner being called out and ejected for that game. Runners will not be permitted to jump or leap over another player to avoid a tag or play. This will result in a player being called out. SCOREKEEPING: Home team book will serve as the official scorebook. EJECTIONS: If a player, coach, manager is ejected for disorderly conduct, they will be out for the remainder of that game and must serve a 1 game suspension as well. A second ejection for that same player, coach, or manager will result in permanent disqualification from the event. PROTEST: No protest, umpire decision is final. Only interpretation of tournament rules are allowed to be questioned during the game and will be handled by an official assigned as Umpire in Chief. COURTESY RUNNER: Team may use a courtesy runner for both pitcher and catcher at any time. The runner may only be used once per inning. A players re-entry status is not effected by this rule. Last batted out will be used or a player who has not entered the game. BALKS: 8U through 10U, one warning per pitcher. 11U and up no warnings will be given. OFFENSIVE CONFERENCE: Limit of 2 per half inning. BATS: All bats must have 1.15bpf or BBCOR.50 Certified Stamp. Anyone stepping into the box with an illegal bat will be called out. Manager will be ejected and suspended for the next game. If a second players steps into the box with an illegal bat, team will be ejected from the tournament. TIE BREAKER RULES - POOL PLAY: Head to Head, Fewest Runs Allowed, Run Differential, Coin Flip.
