1. Rules FUTSAL COMPETITION RULES & REGULATIONS (Updated on 22 January 2013) 1.1 According to the Laws/Rules established by Fédération Internationale de Football Association (FIFA, http://www.fifa.com) and 1.2 Governed by the SYOF General Rules and Regulations 2013 as seen below. 2. Eligibility 2.1 All participants must be youths aged 17 and below. 3. Team Composition 3.1. The team composition shall consist of a minimum of 6 participants and up to a maximum of 8 participants for Futsal. All team must have a representative appointed as team manager of the team. 3.2. The age eligibility and the list of events are as follows: 4. 4.2 Format of play shall be confirmed once the entries are finalised. 4.3 Competition will consist of a Preliminary Round and Subsequent Rounds (Knockout) 4.4 The match shall consist of two (2) periods of seven (7) minutes playing time, without any break (except finals and semi-finals). 4.5 Finals will consist of two (2) periods of 10 minutes with a one (1) minute break in between. 4.6 Players & Substitutions 4.6.1 There can only be a maximum of 5 players, including the goalkeeper, on the pitch at any one time. 4.6.2 Each team will need a minimum of 4 players, including the goalkeeper, at any one time for the match to proceed. 4.6.3 Teams are allowed to make unlimited substitutions and at any point in time. 4.6.4 A player who has been substituted may return to the pitch as a substitute for another player 4.6.5 Play will not be stopped for substitution of players to occur. (With the exception of goalkeepers). 4.6.6 Procedures of substitution (except for goalkeeper): 4.6.6.1 Substitution(s) must occur in front of the team bench. The incoming player can only enter the pitch when the substituted player had exited the pitch. 4.6.7 A goalkeeper may change places with any other player, subject to the referee s consent. 4.6.7.1 A yellow card shall be awarded to a player who acts in a careless, reckless or excessively forceful manner, and any other manner that the referee deems to be disruptive to the progression of the match. 4.7 Yellow card and Red card 2 nd Singapore Youth Olympic Festival 2013 2
4.7.1 A yellow card shall be awarded to a player who acts in a careless, reckless or excessively forceful manner, and any other manner that the referee deems to be disruptive to the progression of the match. 4.7.2 A player shall be awarded a red card if he: 4.7.2.1 Receives a 2nd yellow card in the same match. 4.7.2.2 Committed a serious foul play or shows violent conduct that is disruptive to play. (E.g. deliberately charging at an opposing player with the intention of knocking him down rather than attempting to win the ball). 4.7.3 Uses offensive, insulting or abusive language or gestures. 4.8 Only the registered team manager and players are permitted to sit on the bench during the match. 4.9 The following scoring system shall apply for the Award of League Points: 4.9.1 3 points for a win 4.9.2 1 point for a draw 4.9.3 0 point for loss 4.10 In the event of a tie in league points; 4.10.1 For tie between 2 or more teams, the winner shall be the team winning the most number of goals/matches/games. 4.10.2 In the event that the Tie is still unresolved between two teams, the team which had won the match, between the two teams concerned would be ranked higher. 4.11 In the semi-finals and the finals, if the match ends in a draw, kicks from the Penalty Mark shall be used to determine the winner. (Re: FIFA on Kicks) 5. Walkover 5.1 Teams are expected to report to the respective pitches 10 minutes before their scheduled playing time. Teams which failed to do so may result in a walkover. 5.2 No grace period will be given to any teams. 2 nd Singapore Youth Olympic Festival 2013 3
5.3 Teams with less than 4 players, including the goalkeeper, on the pitch due to reasons such as expulsion of player(s) and/or injured player(s), shall not be allowed to continue the match, and the match shall be abandoned. 5.4 In the event of a walkover or an abandoned match in the round robin stages, a score of 3-0 and 3 points shall be awarded to the opposing team. 5.5 In the event of a walkover or an abandoned match in the knock-out stages, the opposing team shall be declared the winner of the match and progress to the next round of the competition. 5.6 In the event that both teams force a walkover or abandonment of match, both teams shall not be awarded with any points and the match is deemed to be abandoned. 6. Disqualification 6.1 A player who receives a red card shall not be allowed to continue the match and shall be banned for the next game. 6.2 If the offence committed is deemed to be excessively violent and/or unruly, and unnecessary, the organising committee of the SYOF Challenge reserves the right to disqualify the player / team for the rest of the competition. The team that is expelled from the competition will not be able to get back their registration fee. 6.3 The Organiser reserve the right to disqualify team(s)/participant(s) at their discretion and take further disciplinary action that could be in the form of a term ban in Singapore Youth Olympic Festival 2013. 7. Equipment and Attire 7.1 Players of each team shall wear numbered jerseys of the same colour. 7.2 Goalkeepers must wear jerseys of a different colour from the team. 7.3 It is compulsory for all players to wear appropriate shoes and shin guards. 7.4 All players are to remove all accessories, such as watch, necklace, bracelet, prior to each match. 7.5 Bibs will be provided for each team (only when jersey colour clashes). 2 nd Singapore Youth Olympic Festival 2013 4
7.6 The Organiser shall decide the competition equipment (i.e. Size 4 ball, scoreboard) to be used for this competition. 8. Reporting 8.1 Participant(s) must bring along and produce either his/her 8.1.1 valid Singapore pink or blue identity card or 8.1.2 valid passport, student pass with NRIC number Failing which, he/she will not be allowed to compete in the match. 8.2 Participant(s) who are non-singapore Citizens residing in Singapore must bring along and produce one of the following valid passes: 8.2.1 Student s Pass; 8.2.2 Passport 8.3 The team manager shall undertake to submit the players identity cards and team line-up sheet to the presiding Competition Official 20 minutes before the scheduled time of play. 9. Competition Jurisdiction 9.1 The Organiser reserves the right to interpret or amend the rules and regulations of the competition at any time. Notifications of such changes will be posted on the competition website. All participants are advised to visit the competition website frequently for any notices or changes to draws or schedules. 9.2 While reasonable precautions will be taken, the Organiser, their servants and agents will not be responsible or in any way liable for any death, disability, personal injury, loss of property or any other loss howsoever arising from any cause whatsoever at any time during the course of this competition. 9.3 A first aid team will be provided in-case of emergency. 2 nd Singapore Youth Olympic Festival 2013 5
