Execuive Summary This policy analysis repors he resuls of a sudy of boh own and Georgeown relaed o he s of a Road Die sysem implemened in each communiy in 2012. The sudy ook ino accoun various economic indicaors such as unemploymen raes and ax revenues. This sudy also gahered informaion from business owners/managers whose businesses are locaed adjacen o srees where a Road Die was pu ino place in 2012. This inpu was gahered via a elephone survey covering he owners percepions on he s of he Road Die in he communiy on his or her own business. The key findings of his sudy are: 1. There is lile evidence ha he Road Die had a derimenal on businesses in erms of heir cusomer volume, revenue, and livelihood. 2. Afer he Road Die was implemened, business owners perceived heir cusomers o have safe access o he business fron and repored lile difficulies in ruck deliveries o heir sores and lile difficuly in cusomer parking and access. 3. The Road Die did no seem o affec eiher unemploymen raes or ax revenues in eiher communiy. 4. The Road Die seemed o negaively affec he wo communiies sudied in erms of a perceived increase in raffic on he par of business owners. 5. Overall, business owners hink ha he Road Die had a negaive impac on he communiy as a whole, bu for reasons oher han is economic consequences. 2

Inroducion The purpose of his paper is o analyze he s of a Road Die, which has been recommended o he Ciy of Danville by he Kenucky Transporaion Cabine (KYTC), on own, KY and Georgeown, KY in order o deermine wheher a Road Die would be a beneficial opion for he Danville communiy. Generally-speaking, a Road Die is undersood o mean a resriping of he lanes in a road o decrease he number of lanes. Road Die supporers argue ha his will resul in slower raffic and hus an improvemen in he pedesrian and vehicular safey environmen. 1 Opponens cie concerns abou an increase in raffic congesion and a decrease in economic produciviy for businesses locaed adjacen o he roadways affeced by he Road Die. This sudy has colleced economic indicaors for each communiy ha include boh unemploymen raes and ax revenues on a ciywide and saewide basis. Addiionally, his sudy analyzed responses o elephone surveys of businesses in boh own and Georgeown. (A full copy of he elephone survey scrip is included in Appendix A and a full reporing of survey responses is included in Appendix B.) Wha is a Road Die? Why is his necessary? According o KYTC, he purpose of he roadway die is o simplify raffic paerns in downowns ha do no need high capaciy roadways. pedesrian safey indicaors. 2 By increasing he safey for pedesrians and vehicles in downown Danville, he Road Die aims o improve overall communiy safey and qualiy of life for residens. Why Georgeown and own? We evaluaed Georgeown and own a he reques of Danville Ciy Manager Ron Sco and Ciy Engineer Earl Coffey. They explained ha boh Georgeown and own were recommended o hem by KYTC due o he fac ha boh communiies had recenly implemened Road Dies (boh in 2012) and had similar raffic movemens, downown size, similar business access on main roads, ec. o Danville. Ciy Engineer Coffey explained ha he goal was o selec communiies for comparison whose ciizens would have asked similar quesions ha Danville had been receiving based on heir environmen and economic condiions. Analysis of Business Owners Views of Road Die Ciy of Danville officials provided us a lis of businesses o conac in boh own and Georgeown. Of he 53 businesses lised o inerview, only 15 businesses chose o respond o our reques o ake he elephone survey (a 28% response rae) 3 ; he amoun of businesses conribuing o he resuls of he survey mus be aken ino accoun while reviewing he analysis provided. This sudy will combine he elephone survey resuls from boh own and Georgeown due o similar economic indicaors, similar survey resuls, and low survey response. Overall, according o he responses gahered by he elephone survey, he implemenaion of a Road Die in own and Georgeown was perceived o have affeced he communiy in a negaive manner, bu no due o is on local businesses and he communiy economy which seem o have been largely unaffeced by he Road Die. Business Qualiy I is ineresing o noe he difference beween how businesses hough ha he Road Die would affec heir business and how he change has acually affeced business. This can be sudied hrough he comparison of quesions 1 and 8 from he elephone survey. Quesion 8 addresses wha sor of (posiive, negaive, or none) business owners hough he Road Die would have on heir own business before i was implemened. Going ino he implemenaion of he Road Die, he majoriy of respondens perceived ha here would be eiher a negaive (40%) or here would be no eiher way (46.7%). asked how he Road Die has affeced business, he resuls lean more owards he change having no (60%) and a negaive view of he Road Die lessened (26.7%). Percepions of of Road Die on responden s business Posiive Negaive ne/neural Percepions of on business: before implemenaion Percepions of on business: afer implemenaion 13.3% 40% 46.7% 13.3% 26.7% 60% Percepion of Truck Deliveries Business owners/managers were nearly unanimous ha he Road Die did no affec he abiliy of rucks o make deliveries o heir businesses one way or anoher. 93% of respondens indicaed ha making deliveries was neiher more nor less difficul han before he Road Die was implemened. One responden even said ha i made he environmen more convenien for ruck deliveries. Cusomer Access, Parking, and Visis One imporan concern abou he poenial of a Road Die in a communiy is cusomer access o businesses ha are direcly adjacen o he roads ha are resriped. In his survey abou 14% of business owners indicaed ha cusomer access o heir businesses had improved as a resul of he Road Die, anoher 14% repored ha cusomer access was now more difficul, and he remaining 82% repored ha he Road Die had no changed cusomer access one way or anoher. 6

Similarly, 21% of business owners repored ha parking was now more difficul for cusomers as a resul of he Road Die while 14% repored ha parking was acually more convenien for cusomers. The remaining 65% repored ha cusomer parking was no affeced eiher way. Business owners/managers were also asked if hey believed ha heir overall number of cusomers had been affeced by he Road Die in heir communiies. Here, 20% believed ha cusomer volume had increased as a resul of he Road Die, while he remaining 80% believed ha cusomer volume had no been affeced. In sum, he resuls of his survey seem o indicae ha here is lile worry ha a Road Die will negaively affec eiher cusomer access or cusomer visis o businesses locaed adjacen o resriped roadways. Cusomer Safey In erms of safe access o businesses afer he implemenaion of he Road Die, he response is a resounding yes. Among he responses o Quesion 4, wo-hirds (67%) of business owners expressed ha heir cusomers perceived business access as being safe. The oher one-hird repored a neural response while no business owner repored access o heir business as unsafe as a resul of he Road Die. While his is a posiive response, i should be noed ha hese are he percepions of he business owners and no he cusomers hemselves. Percepion of Traffic 7

In he commens porion of he survey, many respondens conveyed a general view ha he sysem generaed more raffic in heir owns. One responden srongly advised ha Danville mainain he curren road plan and claimed he Road Die was he wors hing ha happened o he communiy. Anoher reieraed he same message, reporing ha people ofen ignore urning lane rules. Thus, i seems ha business owners perceive a negaive in erms of an increase of raffic in heir communiies, bu no in erms of heir business produciviy or cusomer volume. Analysis of Economic Indicaors While many business owners in each own we surveyed said hey feared he Road Die would have a negaive impac, he objecive daa does no seem back up hese claims. These resuls show ha negaive economic aciviy in eiher communiy can be aribued primarily o he recession (which hi primarily in 2008-2009) and no he Road Die (which occurred in 2012 in boh communiies). There is no evidence ha he Road Die in each ciy had a major economic impac on eiher communiy in erms of unemploymen raes and payroll ax revenues. In fac, he unemploymen rae in boh communiies has been below he sae average for he las several years. As we saw in he previous secion, many people in own and Georgeown also said hey have seen lile o no on heir businesses as a resul of he Road Die. The recession obviously had a significan impac on boh economies, bu boh economic communiies appear o be rebounding quie well. This suggess ha he Road Die has no had a negaive (in he aggregae) in eiher communiy and furher suggess ha i would no hur business aciviy in Danville. 8

Unemploymen In all, here is lile evidence ha he Road Die has made a significan impac on he economy of he wo communiies surveyed. In fac, boh own and Georgeown have relaively similar unemploymen raes oday compared o unemploymen raes before he Road Die. This suggess ha he Road Dies ha occurred in boh Georgeown and own in 2012 have no had a large impac on he economic communiy in eiher ciy. Insead, he saisics show ha boh communiies are on a pah o reurning o he unemploymen raes hey had before he recession. As of 2013, hey are close o he unemploymen hey had en years ago. In 2004, own s unemploymen rae was 5.5% compared o 6.1% in 2013. Also, he unemploymen rae in Georgeown was 4.6% percen in 2004 and was repored a 6.5% in 2013, bu has declined since is high unemploymen rae of 9.6% in 2009. I should be noed ha hese figures represen overall aggregae indicaors in boh Sco Couny (Georgeown) and Hardin Couny (own). Thus, i is possible ha job losses occurred wihin he businesses direcly adjacen o he Road Die roads while jobs were being creaed in oher pars of he each couny. The micro-level daa required o objecively evaluae ha possibiliy, however, is unforunaely no available. I should be noed, however, ha he elephone surveys revealed lile evidence from he business owners ha hey had o downsize or lay off workers as a resul of he Road Die. On he conrary, more han four ou of five business owners indicaed ha heir business produciviy and revenues were more or less unaffeced by he Road Die. Payroll Tax Revenue The payroll ax revenues of boh communiies have improved by a significan amoun comparing before and afer he Road Die implemenaions in boh communiies. To compare, he ax revenue for own in 2011 was $841,013.48 and in 2013 i had increased o $958,314.15. 4 Georgeown s ax revenues were $7,753.39 in 2011 and oaled $9,364.42 in 2013. 5 This improvemen from 2011 o 2013 is very likely a resul of he coninued economic growh as Kenucky (and he Unied Saes as a whole) coninue o climb ou of he economic recession of 2008-2009. In summary, ax revenues increased in boh communiies from 2011 o 2013, suggesing ha he economic healh of boh hese communiies does no seem o be heavily damaged by he Road Die implemenaion of 2012. 4 Source: own Chamber of Commerce. 5 Source: Georgeown Payroll Commission. 10

Conclusion This paper analyzed elephone survey responses and economic indicaors from boh own and Georgeown in order o examine he s of he Road Die on he businesses in hese communiies. Responses from business owners indicae ha he Road Die has had lile o no perceived of businesses, bu i had negaive s on he communiy in erms of an increase in raffic congesion. Afer he Road Die was implemened, however, business owners perceived heir cusomers o have safe access o heir businesses as well as convenien parking access. Economic indicaors, when analyzed, sugges ha he Road Die did no derimenally affec eiher unemploymen raes or ax revenues in eiher communiy. The boom line resuls from his sudy are ha he Road Die did no seem o harm businesses in eiher own or Georgeown, bu he businesses owners personally did no like he change regardless of he on heir businesses, largely o a perceived increase in raffic. Indeed, abou 60% of business owners who compleed he survey repored he Road Die as eiher slighly or very negaive in erms of is on he overall communiy (and abou 20% seeing a posiive on he communiy and anoher 20% seeing no on he communiy). Tha being said, we should repea ha he healh and vialiy of businesses in hese communiies did no seem affeced one way or he oher by he Road Die implemenaion. Thus, if he Ciy of Danville decides o recommend a Road Die o KYTC, local businesses and he economy may no be srongly affeced, ciizen and pedesrian safey may improve, bu business owners (and possibly oher ciizens as well) may noneheless be unhappy wih he resuls. 11
