They were beaten, stripped naked and subjected to water torture in an unspecified form. They were later released only to be re-arrested on Feb 11, 2010 by a 1 am raid, after which they were held incommunicado and delivered by airplane to Mexico City. Page 1, 2, 12 _ 34 daciones// Rec 034 Mar 21, 2010 Santa Catarina, Nuevo León Municipal police arrested two people. While they were being transferred to Escobedo there was a shoot-out with bodyguards, two of whom were killed, and one of the arrestees was wounded. SEMAR was called and they airlifted the arrestees to a hospital. One arrestee was taken into the hospital, but the other was kept in the SEMAR helicopter, which flew away. The whereabouts of the second arrestee were unkwn until the following morning when he was found dead in a vacant lot in San Nicolás de los Garza, Nuevo León. The body evidenced multiple trauma with various instruments, and prolonged asphyxia due to upper airway obstruction, consistent with an individual who had been tortured. Page 17

Victim 1, his wife and their 3-year-old daughter were also present. Victim 1was subjected to beating and asphyxiation by plastic bag, some of which was seen by his daughter. He and Victim 4 were later transferred to naval facilities in Manzanillo, Colima, where V1 was beaten, asphyxiated with plastic bags, subjected to electrical shocks and threats that he would be raped, if he did t give information. He was eventually taken to Mexico City by airplane. Page 1, 2, 6, 10, 23-24, 28 _ 71 daciones// Rec 071 May 22, Saltillo, Coahuila Between 8:30 and 9 am elements of the Mexican Navy appeared in a home belonging to the son of the victim, and beat the son demanding to be told where the father was. The son took them to the father s house, and the SEMAR members burst in and proceeded to beat both father and son. The father was detained for 10 days, during which he was punched and kicked in the stomach and back, and his buttocks were repeatedly beaten with a board. He was also wrapped in a blanket, put face down, and asphyxiated with a plastic bag while ather struck the soles of his feet. Pages 3, 4, 10-11 10 Rec_010 Jun 4, 2010 Nuevo Laredo, Tamaulipas The victim was sleeping in his home when around 5am, his wife woke him up saying that she had heard ises. He stood up and saw about five SEMAR members already upstairs. They threw him against the wall, hit him in the back, threw him to the floor, and blindfolded him with tape. He was transported to ather city, where he was blindfolded with a bandage, undressed, and beaten. They got him wet and gave him electric shocks on various parts of his body including the tongue, suffocated with a plastic bag and hit him around 50 times on the buttocks with a board. Eventually he was transported to Mexico City by airplane. 5, 12, 40-41, 43, 64-2-

They were beaten with blunt objects on the buttocks, had water poured on their faces through a piece of cloth to asphyxiate, insulted, stripped naked and taken to an undisclosed location blindfolded. 53-79 68 Rec_068 27 Nov Coyuca de Benítez, Guerrero Two girls, ages 14 and 15, were washing clothes in a river when trucks arrived carrying 45 naval personnel. They took the girls and sexually abused the younger and let her go. They took the 15 year old, put her in a truck, questioned her about drugs forced her to perform sex acts and serially raped her. Pages 1-2 4-6; Page 7 4-5 69 Rec_069 Jan Manzanillo, Colima At 2:40 am approximately 25 SEMAR members burst into the victim s home while he, his wife and children were asleep. They covered the victim s face with his shirt, and took him away in a truck to a naval base in Manzanillo. There he was repeatedly punched in the head, and threatened that his girlfriend would be raped. He was taken to a room where he was thrown to the floor and questioned. His pants were taken down and his buttocks, waist, knees and shins were beaten by an aluminum baseball bat. A SEMAR member suffocated him with a plastic bag over his head until he blacked out. He was also beaten on the ears and testicles. He was driven around town to identify the address of person called "El Gordo," but failed tell them because he did t kw. He was then returned to the naval installation but could t get up because he was bleeding from the buttocks. He was then subjected to further threats to kill his family and rape his girlfriend. Subsequently, he was made to read a statement to a video camera, and later taken by airplane to Mexico City where he was transferred to the Attorney General s offices. Case: 1:09-cr-00383 Document #: 546-11 Filed: 11/30/17 Page 4 of 8 PageID #:3664 73 Rec_073 Jan 20, Manzanillo, Colima Around 3 a.m. about 25 Naval special forces entered a house, threw the victim, still in his underwear, to the floor, and handcuffed and hooded him. The couple s children, ages six, four and two years old were terrorized. The victim was threatened that his family would be sexually assaulted. SEMAR members took valuables, and damaged the home. The victim was put in a van and driven around. He was then taken to the naval base in Manzanillo, and put in a room where, while being threatened, he heard screams of torture. The Semar personnel then pulled him up by an aluminum tube between his arms and hit him 15 or 20 times in the stomach with a stick. They put his head in a plastic bag and pulled it to one side, slapping and punching him while he suffocated. They also put tear gas in the bag on his face. When he asked them for water they urinated on him and kicked him in the back and stomach until he vomited. Afterward they put him upside-down into a drum of water three times while still beating his stomach with a stick. When he asked them to stop beating him they took him to a bed and administered electric shocks to his feet. He was later cleaned up, put before a video camera, and made to read a confession from a cardboard sign stating that he had received 80,000 pesos from the Jalisco cartel. When he refused he was beaten until he passed out. Eventually, after further beatings and threats to his family, he was taken to Mexico City. Both were stripped naked, blindfolded, wrapped in plastic, beaten and given electric shocks. One victim s screams were drowned out with loud music. There his eyes were covered and his hands tied, and they began to slap him on the head while he was questioned. They then hit and kicked him in various parts of his body including the buttocks, and kicked him in the left testicle. They threatened to rape his wife and daughter in front of him, and used a bag of water on his face to suffocate him. He was later transferred to a different facility where he was asphyxiated with a plastic bag. They eventually dropped him off along a deserted street, but kept his vehicle. Page 1 1; Page 12 47-50; page 20 89-91 37 daciones/2013/ Rec_037 Feb 14-16 Colima, Colima 31 police officers suspected of corruption were ordered to report to headquarters in the Dependency of Colima. There they were surrounded by SEMAR personnel, disarmed and transported by truck to the Naval base at Manzanillo. Their hands were tied, they were blindfolded and left for long periods in the sun without food. They were then put into rooms, and taken out one by one and beaten in different parts of the body, especially the buttocks and were verbally assaulted in order to make them confess to having a relationship with a criminal group. Some received electric shocks, and some were suffocated with plastic bags over their faces. They were eventually transferred by airplane to the Deputy Attorney for Specialized Investigation on Organized Crime in Mexico City and held on arraigo. The victim, his partner and their 5 year-old son were vacationing in Huatulco when SEMAR personnel arrested them outside of a hotel. They were put into a Suburban, handcuffed and blindfolded and he was beaten on the legs and head with gun handles while being asked about organized crime. They were taken to a place where there was an airplane. Arriving in Mexico City he was put into a van taken to a naval facility, where his pants were taken down and he was beaten on the buttocks with a board, and on the soles of the feet. He was asphyxiated with a wet rag and also a plastic bag over his face. He was given electric shocks to his testicles, penis and anus. His tormentors threatened to kill his family. These attacks were repeated for days after his arrest. He was taken to an apartment in Mexico City, and later to his home, where several valuable items were taken. Due to the beatings there was blood in his urine and stool. They forced the victim to record a video where he gave names of persons involved in organized crime. He was eventually taken to the offices of the Deputy Attorney Specializing in Organized Crime, where he was made to sign a document without kwing its content. A convoy of about 5 official vehicles arrived, and naval personnel emerged and detained the couple. During a prolonged detention they were stripped naked and tortured, included being blindfolded, beaten on the buttocks, legs, stomach and head. The male was subjected to a wet bag being placed over his face. The female was sexually assaulted while being subjected to verbal abuse by other SEMAR members. Although the captors delivered the child to a family member, while the woman was being tortured they threatened to amputate the child s fingers and arms. The woman was also suffocated with a plastic bag until she passed out. 4, 50, 54, 56, 58, 65-67, 68, 80-81, 85, 92-93-95-6-

Inside the vehicle the woman was sexually molested while traveling to a naval facility. Upon arrival she was further sexually harassed. The next day, she was removed from the room she had been held and could hear screams and moans of pain, which she realized were from her husband. They lasted about 40 minutes. That day she was subjected to extensive torture including repeated asphyxiation with plastic, and electric shocks to many sensitive body parts, until she feinted. She was awakened by cold water and suffocated again with plastic. She was also sexually abused and orally raped. She was later ordered to touch drugs, weapons and vehicles. Pages 4-5 3; pages 15-16 45-48, 50; Page 17 54-55; pages 22-23 79-84; pages 26-28 99-106 The husband was blindfolded, handcuffed, and beaten on the head until he bled. He was taken away to a naval facility, thrown to the ground, beaten, and given electric shocks. People there laughed at him. Later, they poured water on him and hit him again, this time in his genitals. Subsequently, they put his head in a bin full of water and questioned him about weapons and other matters, repeating this twice. Then they suffocated him with a plastic bag over his head twice, causing him to defecate and urinate. After letting him rest they resumed asphyxiating him with plastic, while showing him a paper saying that they had permission to kill him. He could hear his wife screaming. He asked them t to hurt her but they kept putting plastic over his head, and poured water up his strils. They tied him to a chair, threatened to cut off his fingers, asking him where the bosses were. They also ordered him to touch guns, a grenade and a vehicle, and administered cocaine and a tranquilizer to him. -7-

Immediately, they took him to the living room and asked for two people, whom he assured them he had never heard of. They began to beat him and threaten him with death and the death of his family if he did t provide information. They then removed him from the home and transferred him in a vehicle to a place where he was beaten and interrogated about his alleged relationship with members of organized crime. Subsequently, upon arrival at a Navy camp, he was put into a room, in which he stayed two days, during which he received food and was beaten on the soles of the his feet, the buttocks and other parts of the body, while being asked if he worked for the "maña" (slang for Criminal Organization). Later he was moved to the headquarters in the city of, where they continued to abuse him. alternately, beating him with a board and a "bat" on the head and body. They also gave him electric shocks to the testicles and head, among other parts of the body. He remained for six days at the naval base in. Page 1 3; pages 8-9 48-50; page 15 80-82 -8-
