It was decided that any club who, in the 13 January 2017 to 18 February 2017 period, conducted a Calendar event and had not paid the umpire(s) directly, that they would be requested to forward the usual 10% of the total adult player registration fee to VPCI. It was also decided that multi-day events like the long-standing St Kilda Winter Tournament and the recent Dove Twilight Tournament may be put on the Calendar and use the Mypetanque on-line registration site, but the VPCI levy would be independently negotiated and that these kinds of events will be responsible for their own arrangements with respect to umpires. VPCI will not pay the umpires fee of $100 per day as for normal 1-day or 2-days (adjacent) Victorian State Calendar Events. 6. Business Arising from the Previous Minutes 6.1 2016 AGM No discussion required. 6.2 2017 State Super 4 Qualifying Events It was felt that a decision was well overdue on this. The dates of 13 March, 25 April and 13 May were confirmed as the days for playing the Qualifying Rounds, while the venues were Camberwell, Weird or Mt Macedon, and St Andrew s Beach respectively. The final decision as to Weird or Mt Macedon was left to Graeme McIntyre and Peter Wells to decide. Only the 60+ Teams are required to attend on the last date. It was also agreed that Peter Wells would contact Andre Deramond before making the final decision to ensure no other dates had been suggested and accepted previously by all Teams. 6.3 Current List of State Umpires Now available on the PFA website. 6.4 Current List of State Coaches Now available on the PFA website. 7. Other Business 7.1 Rod Deakin s offer to assist VPCI Committee Rod Deakin has offered to act as the VPCI financial book-keeper until a Treasurer is appointed. This was accepted, and authorised by the meeting, and Rod thanked for this offer. 7.2 Confirm Aileen Hebblethwaite as new VPCI Committee Member The meeting confirmed Aileen Hebblethwaite, St Kilda Petanque Club, as a Member of the VPCI Committee, effective immediately. 7.3 PFA Interference with VPCI PFA had been sent a copy of the 18 February VPCI Special General Meeting Minutes. Their response is attached (Attachment 1). Most Committee Members indicated that they would be able to attend the proposed 12 April, 7.00 pm meeting with PFA, but that the venue of Caulfield Petanque Club was unacceptable, and a neutral venue would be requested. Terry Barter offered Camberwell Petanque Club. It was agreed that a document would be prepared to address the specific questions raised by PFA and delivered well before the meeting date. 7.4 2017 Calendar Issues/Handling Dissent by Member Clubs The committee discussed how in future to handle any public announcement made by a member club in direct opposition to a VPCI Committee decision. It was noted that the most recent 2012 Model Rules (available on the VPCI website), that we are bound by, preclude any financial penalty. Page 2
It was decided that, in any further such instance, and after seeking guidance from PFA, the approach of the VPCI Committee would be: Following the 1st such case: A reprimand to the member club concerned. Following the 2 nd such case: A suspension of the member club concerned. Following the 3 rd such case: Exclusion from VPCI of the member club concerned. It was also agreed that Max Chaperon would seek to have a meeting with representatives of all Metropolitan clubs in order to discuss any outstanding issues. 7.5 2017 Shooting Qualifying Event This was not discussed. 7.6 Mypetanque Rankings (see Attachment 2) While it was noted that most players seem happy with the current Victorian Player Ranking (VPR) scheme (no player has complained, so far), the National and State Director of Coaching, Patrick Dufresne, indicated that the VPR scheme did not provide the necessary information to make the best selection choices for State and National representative teams. It was decided that Patrick, in consultation with Luc Bernhard, would put together a proposal that would best suit the Coaches/Selectors, taking into account their specific objectives in terms of the use of particular tournaments, the weighting and timing and importance of such tournaments, and with the task of producing an on-going list of the top 10 players at any one time in the 4 separate Divisions of Men-Open, Men-60+, Women-Open and Women-60+. The committee also appreciated the written advice on aspects of ranking and rating provided by Jean Claude Dufroux. Peter Wells would also approach Jeff Langdon to see if the PFA Portal data could be updated to include the date-of-birth of all players to enable the 60+ players to be readily identified. 7.7 Using Separate Tournament Divisions based on Ranking It was decided, after trialing this at the 2016 Championship Mixed Doubles, this ranking concept may be used (with adequate notice to all clubs) in events with sufficient numbers of Teams in any Division (the number of 16 or more was taken to be a guide) but that only 2 Ranked Divisions (not 3) would be used in future. 7.8 Caulfield Coaching Centre The Committee expressed its annoyance at PFA in setting up this Caulfield Coaching Centre with little or no consultation with VPCI (the clubs, not just this Committee). The use by this centre, of equipment funded by the VPCI Committee without the curtesy of a simple request to do so was felt inappropriate. The committee agreed to take this matter up with PFA at its 12 April meeting. 7.9 Future Coaching Activities Patrick Dufresne agreed to provide a program for Victorian players. 7.10 Future Umpiring Activities Danny Green noted that there was an umpires meeting on Saturday 4 March to which all umpires had been invited. It was also agreed that each member club should strive to have 1 accredited umpire in their membership, and also aim to have 1 person in the club liaise with Patrick Dufresne, State Director of Coaching, to acquaint themselves with aspects of coaching and to be nominated as a club educator in this area. Danny reminded clubs that a request for an umpire should be made at least 2 weeks in advance. Page 3
7.11 Future VPCI Meeting Dates/Venue Terry Barter offered the Camberwell Petanque Club rooms as a venue for future VPCI Committee Meetings. It was decided to have these meetings generally on the 2 nd Monday of each alternate month commencing at 7.00 pm. The committee thanked Terry for this offer. 7.12 Expenditure Authorisation Motion: That the VPCI Committee authorises Rod Deakin to make the following payments: (a) An amount to clear all financial transactions in the period of 13 January 2017 to 18 February 2017; estimated at $34 to be paid to Caulfield Petanque Club (b) $100 to be paid to each Victorian player and each Victorian coach traveling to the 2017 Trans-Tasman Tournament. This will be paid upon Rod Deakin receiving their direct banking details. Attachment 1: PFA Correspondence 24 February 2017 To The VPCI Committee The Petanque Federation Australia board acknowledge receipt of the minutes of the VIPC SGM held on the 18th February and is very pleased to see that the VIPC has a new committee and is now able to function properly again. The PFA Board of Directors will be pleased to meet your committee, in order to clarify the roles of the PFA and a State League, to ensure there are no further misunderstandings between us. The PFA board has 7 members, only 3 of them are resident in Victoria, the other 4 are from Tasmania and WA. We believe it is essential that all 7 PFA board members attend this meeting as they all have different areas of responsibility. PFA is a not for profit organization and cannot justify the travel costs of the 4 interstate board members for the sole purpose of attending this meeting. However, all the Board Members will be in Melbourne for the Easter Carnival and would be able to attend the meeting then at no additional cost. That being the case we propose the meeting be held at Caulfield Petanque Club on Wednesday the 12th of April at 7.00pm, if that is convenient to the members of your committee. Prior to that meeting we would appreciate it if you could provide us with clear and succinct details of the matters which you claim were significant and unwarranted interference in the functioning of the VIPC by PFA. In addition we would also like a clear statement of what actions undertaken by PFA you suggest were unlawful. We look forward to meeting you all on the 12th April and feel sure we will be able to resolve all our problems and re-establish a good working relationship between both our organizations, for the benefit of Petanque in Victoria. Attachment 2: VPCI Player Ranking Scheme VPCI Player Ranking Scheme 2015 The VPCI Player Ranking scheme has been designed simply to show how some of the better petanque players in Victoria are performing. There is no intention at present that these rankings will form the basis of selecting representative teams. Ranking is done for both men and for women separately. Players not from Victoria are omitted from any event in this ranking scheme, but could be included at a later stage on a State-by-State basis if requested. The Ranking scheme works this way: for each Club-Hosted Triples tournament on the Victorian Calendar (and for other tournaments where Victorian players attend in significant numbers and where we have the overall results) there is a base score of 100 points awarded for each player who comes 1 st. For players who come 2 nd, 3 rd, etc., the score is reduced according to the tournament rank by a formula (see below) down to 16 th place where the base score is set to 16.7. For all other players (if any) a participation score of 15 is awarded. From this, scores are adjusted depending on the significance of the tournament and by the number of players in a team, as follows: Base scores are multiplied by 0.8 for a Regional event, 1.0 for a Club-hosted event, 1.28 for a Victorian State Championship event and by 1.6 for a PFA/National/International event. In addition, the scores are further multiplied by 1.25 for a Doubles team event, and by 1.5 for a Singles event. Just to be totally clear, the winning score for various events are (broadly designed so that the 1 st place score for a Doubles event is the 1 st place score for the Triples in the next higher ranked tournament type): Regional Triples 80 Regional Doubles 100 Regional Singles 120 Club Hosted Triples 100 Club Hosted Doubles 125 Club Hosted Singles 150 State Event Triples 128 State Event Doubles 160 State Event Singles 192 PFA/Nat/Int Triples 160 PFA/Nat/Int Doubles 200 PFA/Nat/Int Singles 240 This ranking scheme commenced in late January 2015 (where we have full results). As an example, for the Victorian Shooting Championship that was conducted on 31 March, the above multiplying factors were 1.28 (a State Championship) and 1.6 (as a Singles event) which meant that Christian Lucette and Kate Mangan each received 192 points. Also, for this particular event only, the participation score only was allocated to players who did not meet the PFA shooting qualification. For the mathematically minded, the equation used to determine the base score for a player with final position R in an event is 300/(2 + R), for R = 1 to 16. Yes, pretty arbitrary and someone is very welcome to suggest another way. After each tournament for which scores are provided (and it is up to the Tournament Organiser to provide these scores through the www.mypetanque.com website or some other electronic means) a player s ranking score is determined by the average score of all the tournaments in which they have participated (except for those who have competed in less than 5 tournaments in any 12 month period, where their total score is divided by 5). Finally, the ranking provided for players who have competed in at least 10 tournaments in a 12-month period is the average of their best 10 scores. After 12 months an event score will be removed from the list of scores retained to determine this average. This scheme is not meant to be fixed in stone; if you have any ideas to make it more representative of player performance please let us know. Additional ranking notes. Late in 2016 separate Divisions were introduced into the Championship Mixed Doubles Tournament, such that Teams could select a Division in order to play with Teams of a similar strength. For this Doubles event a somewhat arbitrary scheme was introduced such that on the date of registration the restrictions were placed on Teams such that: Division 1 Open to any Teams to register Division 2 Restricted to Teams with a player ranking sum no greater than 100. Division 3 Restricted to any Teams with a player ranking sum no greater than 50. This then lead to the question of exactly how to reflect the results from these separate Divisions in the Victoria Player Rankings scores. The Ranking score at the conclusion of the Championship Mixed Doubles Tournament was recalculated based on a variation the calculation on page 1 of this document, as (R = Division Tournament Rank: Division 1 Ranking score based on normal equation of 3*160/(2 + R); yielding 160 for 1 st place in Division 1, etc. Division 2 Ranking score based on an adjusted equation of 3*160/(6 + R); yielding 68.6 for 1 st place in Division 2, etc. Division 3 Ranking score based on an adjusted equation of 3*160/(12 + R); yielding 36.9 for 1 st place in Division 3, etc. The idea here is to award players in doing well in the lower Divisions, but then try to ensure they move up to a higher Division for future Tournaments that are separated into 2 or more Divisions (by Ranking scores). Attachment 4 2016 Summary of Financial Activity 01 January to 31 December 2016 Victoria Petanque Clubs Inc. has a Bendigo Bank account and all payments are made using electronic funds transfer (EFT) to payee bank accounts. Monies are usually received electronically, but occasionally the VPCI receives cheques and cash, in such cases email is exchanged with the Treasurer to establish a proper accounting of funds. Payments from the VPCI account by EFT are either authorized by the Committee or are made after the receipt of an invoice.
