Miller, City Manager FROM: Diana Chavis, City Clerk RE: Police Commission Report DATE: November 2, 2017 ISSUE(S): SUMMARY: Police Commission Recommendations During the October 13, 2017, Police Commission Closed Session, seven actions were unanimously approved by the Commission while discussing public security and police deployment matters and are being presented to the Mayor and Council for further consideration: 1) Motion to provide the motor events rating matrix to the Mayor and Council and that it be the reflection of the Police Commission. Matrix is attached. 2) Motion to send a letter to the H2Oi event promotor requesting the event be moved from Worcester/Wicomico Counties and the location change be announced by December 31, 2017, so as not to cause any impact on the Town of Ocean City for increased expenses. City Solicitor Ayres is drafting the letter. 3) Motion for Chief Buzzuro, City Manager Miller and City Solicitor Ayres to investigate what is needed to change state law by working with legislators to create legislation for a Special Event Zone, similar to a Work or School Zone. 4) Motion to eliminate the Boardwalk parade for spring and fall cruising events, Cruisin Ocean City and Endless Summer Cruisin. 5) Motion to discontinue rental of the Convention Center and Inlet Parking Lot for spring and fall cruising events. 6) Motion to look into strategically locating temporary speed bumps and elevated crosswalks during H2Oi event. 7) Motion that State Highway Administration provide an expanded CHART system to MD Route 528, Coastal Highway, to aid our Crime Watch system. The attached Action Plan notes all related suggestions presented at the Police Commission level to facilitate discussion of motor events. FISCAL IMPACT: RECOMMENDATION: To be determined. 3.B.a OCEAN CITY MOTOR EVENTS ACTION PLAN Ocean City is a safe, clean and green family resort featuring a world class beach, boardwalk and healthy community for residents and guests. Certain motor event attendees are violating our values and changing our long held reputation as a family resort. Immediate action is required to reverse this undesired trend of lawlessness, civil disobedience and disrespect for our town. PROMOTERS AND SPONSORS A. Request Promoter(s) to cancel or move event off Eastern Shore. B. Take legal action against Promoter to recover increased event costs incurred by Town. C. Enjoin Sponsors in legal action. D. Discontinue rental of Convention Center and Inlet Parking Lot to promoters. E. Discontinue Boardwalk Parades PUBLIC RELATIONS/ SOCIAL MEDIA A.
