[DP] The notation (DP) in a rule in the SI means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification. [NP] denotes that a breach of this rule will not be grounds for a protest by a competitor. [SP] denotes a rule for which a standard penalty may be applied by the race committee without hearing. 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing, 1.2 FF Voile national authority prescriptions in ATTACHMENT 3 will apply. 1.3 If there is a conflict between languages the English text will take precedence. 1;4 Helmets and impact jackets are mandatory 1.5 With the respect to the NF S 52-503 norme, Wichard system are prohibited (NOR 11.2) 2 (DP)(NP) CAMERAS AND ELECTRONIC EQUIPMENT At the request of the organizing authority, Kiteboards shall carry cameras, sound equipment or positioning equipment. 3 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice boards of the Jury s bungalow, located on the parking. 4 CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted 30 minutes before it will take effect, except that any change to the schedule of races will be posted within one hour after the last kiteboard finishes the last race of the day, on the day before it will take effect. 5 SIGNALS MADE ASHORE AND AFLOAT 5.1 Signals made ashore will be displayed on the race office mast located onto the rescue post, on top of the dune. 5.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 20 minutes in the race signal AP. This changes Race Signals. 5.3 When flag AP over H is displayed ashore, kiteboards shall not leave the beach. This changes Race Signals. Page 1 /6

A maximum of 4 races will be sailed back to back without a return ashore. 7 RACING AREAS & OBSTRUCTIONS Attachment 1 shows the racing area and the limit of areas that would be safe for Hydrofoil Kiteboards. The OA may lay small buoys along the line of the continuing obstruction. Kiteboarders should review the requirements of RRS 20 Room to tack at an obstruction. 8 THE COURSES 8.1 The diagrams in Attachment 2 show the courses, including the approximate angles between legs, the order in which marks are to be passed or rounded, and the side on which each mark is to be left. 8.2 Courses will not be shortened. This changes RRS 32. 8.3 Legs of the course will not be changed after the preparatory signal. This changes RRS 33. 9 MARKS 9.1 The rounding marks of the course will be white conical inflatable buoys, with the Montpellier Metropole wording 9.2 All marks shall be left on port, with the exceptions: * marks of the starting (SI 11)and finishing (Si 12)lines * Track 3A and Track 3B : gate marks :Mark 2A to be left on starboard and Mark 2B to be left on Port * Track 4A and Track 4B : Mark 3 to be left on Starboard 10 FORMAT OF RACING Page 2 /6
The event will be divided in two phases: a qualifying phase in whole fleet and a final phase with kiteboards splited in 2 fleets: Gold Fleet and Silver Fleet: 10.1 Qualifying phase During the first 2 days of the event; competitors will compete in one fleet. At the end of that phase, competitors will be ranked according to SI 16 Scoring. They will keep their total of points when entering in the Final phase. 10.2 Final phase: During the 3 rd and the 4 th days of racing, competitors will be allocated in two fleets. The competitors with the best rankings in the qualifying phase will race all the races of the final phase in the Gold fleet, competitors with the following ranks of the qualifying phase will race in the Silver fleet. Both fleet will have the same number of competitors; except in case of ties or / and an odd number of competitors, the ties and the largest numbers will be allocated to the Golf Fleet. At the end of that phase, competitors will be ranked according to SI 16 Scoring. All points gained in the final phase will be added to the total of points kiteboards were having when entering in the Final phase. The kiteboard with the lowest total of series scores wins and the others shall be ranked accordingly. At the end of the event, all competitors of the Gold Fleet will be ranked ahead of the Silver Fleet s competitors. 11 THE START 11. 1 Races will be started by using rule 26 with the warning signal made 5 minutes before the starting signal, altered as follows : Minutes before starting signal Visual signal Sound signal Means 5 Red Flag UP One Warning signal 4 Red flag DOWN, Yellow flag UP One Preparatory signal 1 Yellow flag DOWN One long one minute 0 Green flag UP One Starting signal 11.2 Black Flag will be displayed before or with the warning signal. RRS 30.4 will apply at each start. This changes RRS 30.4 11.3 To alert competitors that a race or sequence of races will begin soon, the orange starting line flag will be displayed with one sound signal at least five minutes before a warning signal is made. 11.4 A kiteboard that does not start within 5 minutes after her starting signal will be scored Did Not Start without a hearing. This changes RRS A4 and A5 11.5 The starting line will be between a staff displaying an orange flag on the committee boat at the starboard end, and the course side of the port-end starting mark 12 THE FINISH (SP) (NP) 12.1 The finishing line will be between a staff displaying an orange flag on the committee boat flying a blue flag at the port end, and the course side of the starboard-end finishing mark. 12.2 Kiteboards that have finished racing shall sail clear of the finishing area. 13 PENALTY SYSTEM 13.1 Penalties will be according to RRS 44 Page 3 /6
RRS 44.1 will be in force such as competitors will have the choice to decide either to take a penalty on the water, or to acknowledge an infringement and to receive a scoring penalty from 20% to DSQ decided by the Jury. In such a case the scoring penalty will replace the One-Turn-Penalty. 13.2 [DP] : [DP] penalties are at the discretion of the protest committee and may be less than disqualification. This changes rule A4.2. 13.3 [NP] : [NP] Penalties for breaches of class rules and RRS 55 are at the discretion of the protest committee and may be less than disqualification. This changes rule A4.2. 14 TIME LIMIT AND TARGET TIME 14.1 The Target time for a race is 30. Failure to meet the target time will not be grounds for redress. This changes RRS 62.1 ( a). 14.2 Time limit for the first kiteboard to finish :is 1 hour. If no kiteboard finishes within that time limit, the race will be abandon. This changes RRS 32.1 14.3 Competitors failing to finish within 20 after the competitor having sailed the course and finished ranked at the mid fleet will be scored Did Not Finish without a hearing. This changes RRS 35, A4 and A5. 15 PROTESTS AND REQUESTS FOR REDRESS 145.1 Protest forms are available at the JURY office located in a bungalow on the car park. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit. 15.2 The protest time limit is 30 minutes after the last kiteboard has finished the last race of the day, or the race committee signals no more racing today, whichever is later. 15.3 Notices will be posted no later than 15 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room beginning, if possible, but not before except specific agreement of both parties, at the time posted on the official notice board. 15.4 Breaches of SI s marked (DP) and (NP) will not be grounds for protest by a competitor. This changes RRS 60.1(a) 15.5 Notices of protests by the race committee, technical committee, or protest committee will be posted to inform competitors under rule 61.1(b). 15.6 On the last scheduled day of racing request for redress or reopening from a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes rules 62.2 and 66. 16 SCORING 16.1 The Low point System A4.1 will apply modified as follows: * Fist ranks 0 7 Point. * The rest without change This changes RRS A4.1 16.2 1 race is required to be completed to constitute a series in Hydrofoil Racing. 16.3 When fewer than 4 races have been completed a kiteboard s series score will be the total of her race scores. 16.4 When from 4 to 6 races have been completed a kiteboard s series score will be the total of her race scores, excluding the worst score 16.5 When from 7 to 10 races have been completed a kiteboard s series score will be the total of her race scores, excluding the two worst score 16.6 When more than 10 races have been completed a kiteboard s series score will be the total of her race scores, excluding the three worst score 16.7 To request correction of an alleged error in posted race or series results, a kiteboard shall complete a scoring enquiry form available at the jury secretary office. 17 SAFETY REGULATIONS 17.1 A Check-out and Check-in Procedure will be organized in front of the sea side park of the kiteboards, under the tent F.ONE 17.2 All competitors must personally sign on the checking list next to their name and sail number a - before going on the water B - and just after coming back ashore either from a retirement of a kiteboard, or every time the Race committee asks the competitors to go back ashore. 17.3 The check out procedure will be open from the lowering of AP Flag ashore. The signing out shall be done at the latest at the time limit to start the concerned race (SI 11.4). 17.4 The check in procedure : after a return ashore either from a retirement of a kiteboard, or every time the Race committee asks the competitors to go back ashore, the signing shall be done at the latest at the protest time limit. This dead line may be, if necessary, extended by the Race committee or the Jury 17.5 A competitor who has not checked out at the start of a race or a group of races, or checked in at the end of a race or group of races, will be scored D S Q without a hearing, at the nearest course to the infringement. This changes RRS A4 and A5 17.6 A kiteboard that retires from a race shall notify the race committee as soon as possible and confirm at Check-In. 18 ADVERTISING (DP) 18.1 The Organizing Authority will supply Lycras, stickers, and instructions. 18.2 Only the event advertising stickers and/or Lycra provided by the OA may appear on equipment and/or may be worn.. Any other event advertising shall be removed. 18.3 Lycra shall be worn over any other clothing while racing. Competitors shall not deliberately cut or tear them. 18.4 Lycra shall be worn whenever going afloat during the duration of the event. 19. REPLACEMENT OF CREW OR EQUIPEMENT 19.1 Replacement of competitor: No subject (single handed kite) 19;2 Substitution of damaged or lost equipment will be allowed without approval of the Race Committee and/or the Technical committee, and without any requests for substitution be made. 20 EQUIPMENT END MEASUREMENT CHEKS 20.1 A competitor or its equipment may be inspected at any time for checking compliance with the safety regulations and requirements of the Class Rules and the Sailing Instructions. On the water, a member of the Technical Committee or the Race Committee may require a kiteboard to proceed immediately to a designated area for inspection there. 20.2 Other sailing equipments will not be inspected. 21 TRASH DISPOSAL (DP) 21.1 Kiteboardss shall not throw any trash either in the sea or/and ashore. Trash may be placed aboard Support Person boats and race committee boats, on the water or in the specific trash can ashore 21.2 in case of infringement; the concerned competitor may be required to come in front of the Jury, and the penalty will be at the jury discretion 22 RADIO COMMUNICATION [DP] Except in an emergency, a kiteboard that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. That restriction applies also to mobile phones. Page 5 /6
23 PRIZES 23.1 Prizes will be awarded according to the Notice of Race. 23.2 All competitors and coaches are reminded to attend the prize giving and closing ceremony. Prize winners who do not attend that ceremony may lose their prize. 24 DISCLAIMER OF LIABILITY Competitors participate in the regatta at their own risk. See RRS4 Decision to Race. The OA IKA, WS, Hydrofoil Pro Tour, any of their officials or representatives or the sponsors or their officials or representatives will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the Regatta. 25 RIGHTS TO USE NAME AND LIKENESS By participating in this event, competitors automatically grant to the organizing authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation.
