Trinity Landing Transportation Impact nalysis Prepared for Lutheran Services Carolinas New Hanover County, NC pril 7, 217 1. Introduction The proposed Trinity Landing development is to be located on Masonboro Loop Road in New Hanover County, North Carolina. The development is planned to consist of 22 senior adult housing dwelling units and amenities including a 7,35 square foot restaurant, a 2,15 square foot convenience market, a 9 square foot beauty spa, and a 6,9 square foot wellness center. The development will utilize one (1) access point on Masonboro Loop Road. Figure 1 presents the preliminary site plan. Figures 2 and 2B show the site location map and vicinity map, respectively. DVENPORT was retained to determine the potential traffic impacts of this development and to identify transportation improvements that may be required to accommodate the impacts of both background traffic and new development traffic. The following intersections were included in the study: Masonboro Loop Road at Trailing Vine Lane Per coordination with the WMPO, two development scenarios were analyzed in this study: one with amenities open to the public, and the other with the amenities open to the Lutheran Services Carolinas community, their residents, and their guests. The above-mentioned intersection was analyzed for the following scenarios: 217 Existing Conditions 22 Future No Build Conditions 22 Future Build-Out Conditions with amenities Open to the Public 22 Future Build-Out Conditions with amenities open to the Lutheran Services Carolinas community, their residents, and their guests 22 Future Build-Out with Improvements (as necessary) The build-out analysis year for this project was assumed to be 22. The M (7 am 9 am) and PM (4 pm 6 pm) weekday peaks were studied. The WMPO, County, and North Carolina Department of Transportation (NCDOT) were contacted to obtain background information and to ascertain the elements to be covered in this Transportation Impact nalysis (TI). 2. Existing Conditions 2.1 Inventory field investigation was conducted by DVENPORT staff to determine the existing roadway conditions in the study area. Table 2.1 presents a summary of this review. Figure 3 illustrates the existing lane geometry. Table 2.2 below contains the dates these counts were conducted. Schools were in session at the time of traffic counts. Figure 4 shows existing M and PM peak hour volumes. 3. pproved Developments and Committed Improvements 3.1 pproved Developments pproved developments are developments that have been recently approved in the area, but not yet constructed. Per the WMPO, County, and NCDOT staff, there are no approved developments in the vicinity of this project. However, a 1% annual growth rate was applied to account for any growth in the area. 3.2 Committed Improvements Committed Improvements are improvements that are planned by NCDOT, a local municipality, or a developer in the area, but not yet constructed. Per the WMPO, County, and NCDOT staff, there are no committed improvements in the vicinity of this project. 4. Methodology 4.1 Base ssumptions and Standards In general, the analysis for this project was conducted utilizing commonly accepted NCDOT standards. 4.3 Trip Distribution Site trips for this proposed development were distributed based on the existing traffic patterns and engineering judgment. The directional distributions for the primary site trips are as follows, with the amenity uses open to the public: 5% to and from the north on Masonboro Loop Road 5% to and from the south on Masonboro Loop Road The directional distributions for the primary site trips are as follows, with the amenity uses not open to the public: 4% to and from the north on Masonboro Loop Road 6% to and from the south on Masonboro Loop Road The directional distributions for the pass-by site trips are as follows, only with the amenity uses open to the public: 5% to and from the north on Masonboro Loop Road 5% to and from the south on Masonboro Loop Road The site trip distributions are shown in Figures 5 and 5C, and the pass-by distribution is shown in Figure 5B. 4.4 Future No Build Traffic The 22 future no build traffic volumes were computed by applying a 1.% compounded annual growth rate to the 217 existing traffic volumes. Figure 6 shows the 22 future no build traffic volumes for M and PM peaks. 4.5 Total Traffic with menity Uses Open to the Public The 22 build-out traffic volumes were obtained by summing 22 future no build volumes and site trips due to the proposed project. Site trips are shown in Figure 7 and Pass-By trips are show in Figure 7B. The resulting build volume totals for M and PM peaks are shown in Figure 8. 4.6 Total Traffic with menity Uses NOT Open to the Public The 22 build-out traffic volumes were obtained by summing 22 future no build volumes and site trips due to the proposed project. 5. Capacity nalysis 5.1 Level of Service Evaluation Criteria The Transportation Research Board s Highway Capacity Manual (HCM) utilizes a term level of service to measure how traffic operates in intersections and on roadway segments. There are currently six levels of service ranging from to F. Level of service represents the best conditions and Level of Service F represents the worst. Synchro Traffic Modeling software was used to determine the level of service for studied intersections. ll worksheet reports from the analyses can be found in the ppendix. 5.2 Level of Service Results The results of the study are discussed by intersection below: Masonboro Loop Road at Trailing Vine Lane The eastbound approach of this unsignalized intersection currently operates at LOS C in the M and PM peaks. In 22 future no build conditions, it is expected to remain unchanged. With the addition of site traffic, with amenity uses open to the public, the westbound approach is projected to operate at LOS F in the M peak and LOS E in the PM peak. With the addition of site traffic, with amenity uses NOT open to the public, this intersection is projected to operate at LOS F in the M peak and LOS E in the PM peak. The LOS E/F condition is typical for stop-controlled approaches onto major streets like Masonboro Loop Road, and the delay is expected to be short-lived. Based on turn lane warrant analysis, a 1-foot northbound right turn taper turn lane on Masonboro Loop Road is recommended for build-out in both conditions of amenity uses open and not open to the public. This turn lane was included in the analysis of both scenarios with and without the amenity uses open to the public. 6. Summary and Conclusion The proposed Trinity Landing development is to be located on Masonboro Loop Road in New Hanover County, North Carolina. The development is planned to consist of 22 senior adult housing dwelling units, a 7,35 square foot restaurant, a 2,15 square foot convenience market, a 9 square foot beauty spa, and a 6,9 square foot wellness center. The development will utilize one (1) access point on Masonboro Loop Road. If the amenity uses are open to the public, the trip generation indicates that the proposed development is expected to generate a net total of 1,57 trips per day with 63 trips in the M peak and 93 trips in the PM peak. If the amenity uses are NOT open to the public, the trip generation indicates that the proposed development is expected to generate a net total of 757 trips per day with 42 trips in the M peak and 51 trips in the PM peak. DVENPORT was retained to determine the potential traffic impacts of this development and to identify transportation improvements that may be required to accommodate the impacts of both background traffic and new development traffic. Per the developer s plan and commitments, a northbound right turn into the site is desired. Based on turn lane warrant analysis, a 1-foot northbound right turn taper is recommended for build-out in both conditions of amenity uses open and not open to the public. In conclusion, this study has reviewed the impacts of both background traffic and proposed development traffic, and has provided recommendations to accommodate future traffic.
