Quarterly Newsletter - October, November, December 2012 C ITY OF NEW SMYRNA BEACH Issue 4th Quarter The City will be bidding a fond farewell to two elected officials this month as City Commissioners Jim Hathaway and Lynne Plaskett serve the citizens at their last official Commission meeting October 30, 2012. Jim Hathaway was elected Zone 3 City Commissioner in 1994, and has also served five one-year terms as Vice Mayor. He has represented the City on various boards, councils, & committees and is also the current President of the Volusia League of Cities. Mr. Hathaway made the decision to run for Volusia County Council District 3, and was honored to have won the primary election in August; he is looking forward to the run-off election in November. Lynne Plaskett was elected Zone 4 City Commissioner in 2003 and also served as Vice Mayor during her tenure. Lynne formerly served as a member of the Volusia County Council, and has decided she is ready to retire and enjoy her family. She has expressed her willingness to continue to represent the City as a member of the New Smyrna Beach Fire Pension Board and to serve other community organizations as well. CHANGE YOUR CLOCK CHANGE YOUR BATTERY Do you know when to change the batteries in your smoke alarms? To ensure your smoke alarms work when you need them, change your batteries at least once a year. Install a new battery of the proper type & never use rechargeable batteries. Both will be missed and are wished the very best in their future endeavors! We would also like to welcome two new City Commissioner members in November - Kirk Jones and Jason McGuirk, who will be sworn in and participate in their first official meeting November 13, 2012. Kirk Jones is a familiar face to the City as he has served the residents of this community for 39 years; most of that time in the Fire Department as Firefighter/ EMT & Driver Engineer. Kirk also served as a Council member for the City of Edgewater before becoming a resident of NSB. On Sunday, November 4, we will be moving our clocks back one hour. As a reminder, when you change your clock, change your batteries too. It could save you & your family! Jason McGuirk may also be a familiar face as he is the 3rd generation operator of the famous NSB Dairy Queen. Jason has spent the past 10 years committed to improving and enhancing the City by serving on various boards & committees. LOOP to host Redevelopment Tour October 24, 2012 When the Florida Redevelopment Association hosts is annual conference in Daytona Beach this fall, New Smyrna Beach will use the opportunity to highlight several Community Redevelopment Agency (CRA) projects by inviting conference attendees to tour the NSB Waterfront LOOP. In keeping with the conference s theme -- Small Towns/Big Towns- Redevelopment Strategies at Work, the October 24 LOOP tour will begin with a visit to the Flagler Avenue Boardwalk and an overview of the soon-to-open Hampton Inn on Flagler Avenue. The tour will continue down the Historic Westside Community s Mary Avenue to review the completed streetscape project. The tour will wrap up in the Canal Street Historic District where business & property owners will share how CRA incentives have spurred the district s revitalization. Throughout their three hours in the LOOP, participants also will see how the LOOP s marketing initiative ties together the CRA s character districts. Flagler Boardwalk Ribbon Cutting - Projects In The Loop - New Smyrna Beach Commissioners recently celebrated to reopening of the Flagler Avenue Boardwalk. The August 3 ceremony marked the completion of the project that included the repair of an existing seawall, repair of an existing pavilion, a brick courtyard with new stainless steel railing, construction of a new restroom building and showers, and parking lot enhancements. Landscaping, an irrigation system, and turtle-compliant lighting also were installed. The total estimated cost of the project including design and construction was $1.3 million and was funded jointly by the City of New Smyrna Beach and the County of Volusia through the City s CRA. Esther Street Ground Breaking City and County officials recently broke ground on the final phase of the Esther Street Beachfront Park and Stormwater Improvements Project. The final phase of improvements will provide 45 designated off-beach parking spaces a few blocks north of Flagler Avenue -- one of Volusia County s most popular beach ramps. The project also will include a playground, walking trails, pavilions, restroom facilities and a volleyball area. Drainage improvements for the beachfront site will reduce flooding in the North Atlantic Avenue area and include milling and resurfacing of the roadway along North Atlantic Avenue from Flagler Avenue to Crawford Road. The projected cost of these final phases of construction is estimated at $1 million and is funded jointly by the County of Volusia and the City of New Smyrna Beach through its Community Redevelopment Agency (CRA). The Florida Department of Environmental Protection and the City s general fund also are contributing to the overall cost of the project. The anticipated completion date is January 2013.
City of New Smyrna Beach MORE PROJECT UPDATES Page 5 Riverside Park Improvements Project: This project is about 90% complete and includes amenities such as: refurbishing the seawall, floating dock, new wood boardwalk and sidewalks, and new park lighting. This project is expected to be completed by the end of September 2012. Before Construction New Seawall Cap, Railing & Sidewalk @ northern end of Project New Floating Dock Washington St Streetscape N Myrtle Ave to US1: This project is now out to bid and will include amenities such as: complete reconstruction of the stormwater system, complete reconstruction of the roadway with new curb, 5 FT sidewalks on both sides of the street from Myrtle Ave to US1, improvements through the Florida East Coast Railway (FECR) right-of-way, landscaping and irrigation, and decorative streetlights. The construction for this project is expected to be complete by June 2013. Washington St Streetscape Project Conceptual Plans
City of New Smyrna Beach MORE PROJECT UPDATES Page 6 NSB Banner Program: This project is to fabricate and install pole banners in several corridors throughout the CRA District and is expected to be installed and complete by the end of December 2012. Wayfinding Sign System Project: This project was awarded to Allied Environmental Signage and construction is expected to be complete in November 2012. Chamber of Commerce Interior Renovation: The first phase of the interior improvement project for the Chamber Of Commerce Building will be completed by the end of September. The project consisted of the historic restoration of the interior finishes in the hallway, board room, office and break room. The men s and women s restrooms were completely restored incorporating new finishes and utilizing the underlying historic finishes wherever possible. The two pair of french doors were relocated back to their original locations between the two lobby areas of the building. In addition to the original scope of work, the hardwood floors on the second floor in the theatre area were sanded and refinished.
City of New Smyrna Beach News & Announcements Page 7 The City of New Smyrna Beach will be hosting it s 38th Annual Halloween Parade & Costume Contest on Wednesday, October 31st, 2012 @ 4:00 P.M. The Parade will start on the corner of Orange Avenue and Canal Street. All participants are encouraged to be there by 3:45 P.M. The Parade will go east on Canal Street to the Chamber of Commerce parking lot for the judging of the costume contest. Various age groups will be judged including adults! Check the City website closer to the date for the exact time. New Smyrna Golf Club: The New Smyrna Golf Club is preparing for the winter season. The greens have just been aeirified and the over seeding of ryegrass will be done on October 24th and 25th. Stop in and shop for the new winter line of apparel which will arrive in the Pro Shop in November. The golf course continues to be open for play every day and the course conditions are great; the only day scheduled to be closed is Christmas Day. Annual memberships are affordable and available; the course welcomes walk-ins, and tee times are booked a week in advance. Tiano s Restaurant is open daily and continues serving the community lunch and dinner.

For more information, call 386-424-2175 Annual Christmas Parade December 1st @ 4:00 p.m. A Tropical Christmas The annual Christmas parade will begin @ Flagler Avenue parking lot and will travel west along Flagler Avenue and the North Causeway, then south on Riverside Drive and will turn west onto Canal Street and end at the Orange Street parking lot. Immediately following the conclusion of the parade, the Boat Parade will proceed along Riverside Drive and in front of the judge s stand in Riverside Park.
