32th Annual Gaylord Sheppard Memorial Soccer Tournament Presented by the New Mexico Rush & Duke City Soccer League RULES OF COMPETITION ELIGIBILITY THE 32nd Annual Gaylord Sheppard Memorial Soccer Tournament (GSMST2017) is open to all currently registered USYSA, US Club Soccer, ODP, AYSO, and SAY boys and girls teams. Up to FOUR (4) guest players may be added with the completed guest player approval form from the corresponding state association. The following maximum roster sizes will be allowed for U13-19, (22) players may be registered on the team but ONLY (18) players may be rostered to play in each match. The corresponding maximum roster figures (in parenthesis) are as follows for these age groups U11/12-8v8 (16) and U9/10-7v7 (12). The maximum roster size INCLUDES any and all guest players. No player may play for more than one team in the GSMST2017 in any one weekend; dual registered players must declare in writing which team they are playing for IF both of their teams are registered in the GSMST2017. Current soccer year (2017-2018) photo pass-cards for EACH player and coach must also be presented to the referee prior to each match. The age of all players shall be determined according to Rule 204 of the US Youth Soccer s Policy on Players and Player Rules. TEAM CHECK-IN ALL teams must provide a team representative on Friday, November 10, 2017 from 5:30PM to 8:30PM at the GSMST2017 Headquarters Hotel the Albuquerque Marriott Pyramid North located at 5151 San Francisco Rd. NE, Albuquerque, NM 87109 to check in the U9-U13 age group teams for the tournament, and on Friday, November 17, 2017 from 5:30PM to 8:30PM, again at the GSMST HQ Hotel, the Albuquerque Marriott Pyramid North, to check in the U14- U19 age group teams for the tournament. At CHECK-IN, teams will be required to present the following: 1. Proof of Approval of the team s participation from the team s USSF member (USYSA, US Club Soccer, AYSO, etc.), consisting of individual Player Registration Forms and Medical Release Forms, 2. Approved Printed Tournament Roster, 3. Laminated current soccer year (2017-2018) photo pass-cards for EACH player and coach, issued by the team s USSF member (USYSA, US Club Soccer, AYSO, etc.),

4. Proof of Permission to travel for teams from outside of the USYSA Region IV, Foreign teams must present the following: 1. Passports of Proof of Entry into the USA as required by the United States of America, 2. Individual Player and Coach Photo Identification Cards, 3. The completed form from its Provincial or National Association approving the team s participation in the GSMST2015. GUEST PLAYERS POLICY GUEST players MUST be USYSA (NMYSA) registered members for ALL USYSA (NMYSA) member teams, For US Club Soccer, AYSO, and SAY teams, their team s guest players MUST be registered members of their own respective organizations. Cross-organizational guest playing (such as an AYSO registered player guest playing for an USYSA (NMYSA) team or vice versa) WILL NOT be permitted. If a player wishes to guest play for an USYSA (NMYSA) team and is not currently registered with an USYSA (NMYSA) team, he/she can register as a House player with their local USYSA (NMYSA) league in order to guest play with an USYSA (NMYSA) team. LAWS OF THE GAME FIFA Laws of the Game shall apply with the following exceptions: Unlimited substitutions shall be from the midfield line with the consent of the referee as follows at any stoppage: The modified rules for the U9-U12 small-sided matches can be found in the current DUKE CITY SOCCER LEAGUE Metro Coaches handbook located at www.dukecity.org MATCH SCHEDULES EACH team will be scheduled to play a minimum of THREE (3) matches, if possible. The type of schedule depends on the number of teams in the age group bracket. U13/14 Halves 30 30 5 U15/16 Halves 35 35 5 U17/19 Halves 35 35 5 TIES will stand in ALL matches except in Semi-final and Championship matches. In semi-final matches, there is NO overtime and the winner is decided by Kicks From The Mark (KFTM) in accordance with the FIFA Laws of the Game. In Championship matches, ties will be played off in TWO (2) EQUAL 5-minute overtime periods. A Golden Goal, where the first team to score wins, WILL NOT be used. If a tie still exists at the end of BOTH overtime periods, the winner will be determined by Kicks From The Mark (KFTM) in accordance with the FIFA Laws of the Game. DISCIPLINE FOR MISCONDUCT ANY coach or player sent off the field by the referee (RED CARD) for misconduct shall be suspended from the following match. The offending coach or player must leave the field for the remainder of the match and move to a distance where he/she cannot be heard by anyone involved with playing or coaching that match, and must refrain from communicating with either team. No substitution will be allowed for an ejected player. ONE (1) point shall be deducted from the team s point total for EACH red card issued to a player or a coach. The photo pass-card shall be held by the referee and turned over to the field marshal. The photo pass-card may be retrieved after the completion of their next scheduled match in the GSMST2017, and then the player or coach is eligible to return to the field. Red cards will be reported to that team s home state association. Upon written request, the tournament will honor all suspensions and disciplinary actions taken by the team s home league and will communicate with the appropriate league and state authorities information, and discipline administered during the tournament. Matters involving referee assault or abuse will be referred immediately to the host state association. Coaches are responsible for the conduct of their players and spectators at all times during the tournament. POINTS SCORING TOURNAMENT Points shall be awarded thus: 1. THREE (3) points for a win, 2. ONE (1) point for a tie, 3. ZERO (0) points for a loss, In the event of a forfeit, THREE (3) points shall be awarded for the forfeit win, and ZERO (0) points to the forfeiting team. In the event of a tie in total points, placement for out-ofbracket play will be determined in this order:

1. Winner of head-to-head match, 2. Greatest total goal difference limit (4) per match, 3. Most goals for limit (4) per match, 4. Least total goals allowed limit (4) per match, 5. FIFA Kicks From The Mark (KFTM), if possible, 6. A coin toss. The match report including scores, cautions, and ejections will be filled out and signed by the referee and turned in to the referee coordinator at the site where the tournament is played. The scorekeeper at the site will compile and report the results on Gotsoccer, and on the field scoreboard, and also keep a copy in the scorebook. FORFEITS IF a team is unable to field SEVEN (7) players (for teams playing 11v11), SIX (6) players (for teams playing 9v9) and FIVE (5) players (for teams playing 7v7), FIFTEEN (15) minutes after the scheduled match time, that team will forfeit that match. Since the purpose of the tournament is to play the matches and the tournament hosts a large number of out-oftown/state teams that may be unfamiliar with the venues or because there may have been last minute changes that were not properly communicated, the Tournament Director will consider the reasons for the team s tardiness before declaring a forfeit or allowing additional time before declaring a forfeit. If a team forfeits a match without a justifiable cause, it will be disqualified from Semi-final and Championship matches. ANY TEAM USING AN INELIGIBLE PLAYER WILL FORFEIT THAT MATCH; ALSO ANY TEAM USING AN INELIGIBLE COACH(es) WILL FORFEIT THAT MATCH, AND THOSE COACHES WILL NOT BE PERMITTED TO COACH IN THE REST OF THE TOURNAMENT. CONDUCT NO animals, alcoholic beverages, verbal abuse, or physical abuse will be allowed on any of the fields or in the parking lots. No smoking (including but not limited to E-cigarettes) will be permitted near the fields. No coach, bench personnel, or spectators are to enter the field of play during a match, PARTICULARLY if an incident occurs on the field. Coaches and substitutes may enter the field ONLY when indicated to do so by the referee. Only the team captains or coaches of the team may address the referee before, during, and after a match, and then only for the purpose of information, and not to question the referee s decisions. This applies from the time the referee arrives at the field until he/she leaves, not just during the matches. Under NO circumstances should anyone ever touch a referee. Instead of addressing the referee, attendees are to write down their concerns and give them to one of the field marshals or any

tournament officials. Participants are to be properly chaperoned at all times, including while at the hotels. Under NO circumstances will destructive, threatening, or out-of-control behavior will be tolerated. Violations of these guidelines can result in barring the offending person(s) from the fields, suspension or cancellation of matches, or ejection(s) of person(s) and/or entire teams from the tournament. All serious infractions will be reported to the respective state associations immediately. The team representative will be required to provide a signed conduct form indicating that ALL of their participants and spectators have been properly informed of these conduct guidelines. GAME BALLS BOTH teams should be prepared to supply a game ball for the referee s approval. The game ball shall be provided by the HOME team. If they do not have a ball that is acceptable to the referee, the VISITOR team may provide the game ball. The VISITOR team may request that the game ball be solid white or white & black. PLAYERS EQUIPMENT HOME team is designated as the first team listed on the match schedule. For matches with no teams listed (e.g. a Championship), the team whose name is listed alphabetically first in the match schedule will be the home team. Both teams must bring two sets of uniforms to each match. The referee will determine if there is a conflict and the home team will be required to change. A player s uniform shall consist of a shirt, shorts, socks, shin-guards, and appropriate footwear. Teams must wear uniquely numbered shirts. Goalkeepers shall wear colors that distinguish them from the other players. Appearance of players is a vital extension of the game. Players must wear shin-guards, with socks pulled up over them and shirts tucked in at the start of each half of play. Hard casts covered with a soft material, and soft casts are permitted ONLY with the referee s approval. SUSPENSION OF PLAY IF play is suspended (for inclement weather, field conditions, or other situations beyond the tournament s control), after the completion of the first half, that match shall be considered complete and official. If a match is suspended prior to completing the first half, the tournament committee shall decide how to complete that match (a shorter match, a PK shootout, etc.). There will be absolutely NO REFUNDS whatsoever issued for delayed, suspended, or cancelled matches. PROTESTS

NO protests will be allowed. Decisions by the referees MAY NOT be appealed. Eligibility issues and the interpretation of these rules shall be the responsibility of the Tournament Director and those decisions are final and MAY NOT be appealed.
