Regulation 807/2015 Rules for Playing Online French Roulette The Legal Framework for Online Gambling and Betting (RJO), approved by Decree-Law no. 66/2015 of April 28th, states in article 5 (3) that the implementing rules of online gambling and betting shall be laid down by the monitoring, inspection and regulatory entity. Pursuant to article 48 of Decree-Law no. 66/2015 of April 29th, the monitoring, inspection and regulatory entity announced the start of the procedure on its Internet website, specifying the subject matter and how contributions could be made to the drafting of the regulation. In the scope of its regulatory consultation procedure, contributions were received from various interested parties. The rules that are adopted take into account the contributions that were made in the scope of the said consultation. Therefore, under the combined provisions in article 5 (3) and article 48 of the RJO with paragraph b) of article 7 (3) of Decree-Law no. 129/2012, of June 22nd, as amended by Decree-Law no. 66/2015 of April 29th, the Gambling Commission, at its meeting of July 17th, 2015, decided the following: 1. To approve in the form of a regulation the basic rules for operating and playing the game of chance French Roulette, when engaged in remotely, by means of electronic, computer, telematic and interactive media, or by any other means, hereinafter referred to as "online", which constitutes the Annex to this deliberation and forms an integral part thereof. 2. The operator may, in the compliance, development and use of the powers granted by the attached Regulation, establish specific rules for playing online French roulette. 3. The establishment and amendment of the specific rules referred to in the previous number requires prior approval from the Gambling Regulation and Inspection Service. 4. The rules contained in the attached Regulation and the specific rules referred to in no. 2 shall be published and made available permanently and free of charge by the operator on its website. 5. The Regulation shall enter into force on the day of entry into force of the Regulation laying down the technical requirements for the technical system for gambling. November 13th, 2015. ANNEX 1 - Online French roulette is a game of chance, in which players bet against the operator in a number, a set of numbers and colour. 2 - The French roulette game is operated and played in real time in a virtual environment that reproduces the features and equipment used on a physical table and simulates the operations and its functioning, including the roulette with a cylinder and bowl, the representation of a ball which is set in motion inside the cylinder until it stops on one of the numbers on the wheel, and the rectangular board with an area for placing bets. 3. For the purposes of the rules set out in this Regulation, the following definitions shall apply: a) «Bet», the amount of chips or credits representing money expressed in euros that the player stakes during a game on one or several betting wagers; b) «Maximum bet», maximum value expressed in euros, which the player can bet on each wager during a play; c) «Minimum bet», minimum value expressed in euro, which the player can bet on each wager; d) «Play», operations that begin with the placing of the bets by the players and proceed with the ball being released and stopping on a number, and end with the collection of losing chips and payment of prizes to the winners; e) «Game session», uninterrupted period of time between the start and end of the player's access to the game of French roulette; 4 - Single or multiplayer roulette can be used to operate and play French roulette. 5 - In the case of multiplayer roulettes, each player individually bets against the operator and all are linked to the outcome of the play that is simultaneous and common to all participants. 6 The graphical and visual representation of the roulette and the game's equipment shall include the following characteristics: a) The roulette wheel shall contain 37 numbers, evenly spaced; b) Each number shall be alternately placed on a red and black background, with the exception of numbers 0 and 00, which shall have a white or green background; c) The numbering shall be in the clockwise direction, with the following sequence: 0-32 -15-19 -4-21 -2-25 -17-34 -6-27 -13-36 -11-30 -8-23 -10-5 -24-16 -33-1 -20-14 -31-9 -22-18 -29-7 -28-12 -35-3 -26;
d) A board marked with the betting options, with a space reserved for 0, and the remaining 36 numbers sequentially arranged in three columns of twelve, and after the rectangles for the numbers 34, 35 and 36, three rectangles for placing bets on the columns, as well as spaces for placing bets on a dozen, column, even, odd, low, high, black and red; e) A display where the latest winning numbers and respective colour are displayed. 7 - A player can place an individual or combined bet on any of the following bets: a) Multiple wagers on: i) Straight - 1 number; ii) Split - 2 numbers; iii) Street - 3 numbers; iv) Corner - 4 numbers; v) Line - 6 numbers; vi) Dozen - 12 numbers lined up from 1 to 12, or 13 to 24, or 25 to 36; vii) Column - 12 numbers, lined up from 34, 35, or 36; viii) Split dozen - 24 numbers; ix) Split column - 24 numbers; b) Single wagers on: i) Even - the 18 even numbers; ii) Odd - the 18 odd numbers; iii) Low - numbers 1 to 18; iv) High - numbers 19 to 36; v) Red - red numbers; vi) Black - black numbers. 8 - Under the terms to be defined in the specific rules, the operator can also employ the use of 'call bets' for sets and series of numbers based on the sequence of numbers on the roulette wheel, including: a) Series 0-2-3 or neighbours of zero or series (voisins du zero) bets on the 17 roulette numbers between 22 and 25 (22, 18, 29, 7, 28, 12, 35, 3, 26, 0, 32, 15, 19, 4, 21, 2, 25);
b) Series 5-8 (tiers du cylindre) bets on the 12 roulette numbers between 27 and 33 (27, 13, 36, 11, 30, 8, 23, 10, 5, 24, 16, 33); c) Orphan series (Orphelins) bets on the eight numbers which are not included in bets on the series 0-2-3 and 5-8 (17, 34, 6 and 1, 20, 14, 31, 9); d) One number and its neighbours: i) One number and two neighbouring numbers; ii) One number and four neighbouring numbers; iii) One number and six neighbours; e) End numbers bet on numbers which have the same end number. 9 - Bets are placed by the player in the respective areas of the board reserved for the bets. 10 - Each player can bet on any of the wagers referred to in rule 7 and, as part of each wager, on any of the possible combinations. Diário da República, 2nd series - No. 232 - November 26, 2015 34365 11 - The minimum stake for each wager is established by the operator. 12 - The maximum stake for each wager is determined according to the amount of the minimum stake, in the following proportions: a) For each multiple wager: i) Straight: up to 30 times the minimum bet; ii) Split: up to 60 times the minimum bet; iii) Street: up to 90 times the minimum bet; iv) Corner: up to 120 times the minimum bet; v) Line: up to 180 times the minimum bet; vi) Dozen: up to 360 times the amount of the minimum bet; vii) Column: up to 360 times the amount of the minimum bet; viii) Split Dozen: up to 720 times the amount of the minimum bet; ix) Split column: up to 720 times the amount of the minimum bet; b) In each of the simple odds: up to 540 times the amount of the minimum bet.
13 - The operator may choose not to take bets on 'split dozens' and 'split columns', and can establish in the specific rules a maximum betting limit per player for the combined wager total. 14 - Bets on numbers, set of numbers and winning odds continue to belong to the player and result in the following prizes: a) Multiple wagers: i) Straight: 35 times the stake; ii) Split: 17 times the stake; iii) Street: 11 times the stake; iv) Corner: 8 times the stake; v) Line: 5 times the stake; vi) Dozen: 2 times the stake; vii) Column: 2 times the stake; viii) Split dozen: half of the stake; ix) Split column: half of the stake; b) Single wagers (even, odd, high, low, red and black): amount equal to the stake; 15 - In the combined bets referred to in Rule 8, winning bets are only those incorporating the winning number from the play, and are paid under the terms of the rules provided for in the preceding paragraph. 16 - In the case of multiplayer roulette, the time period for placing bets is defined by the operator, and it applies simultaneously to all players and shall clearly be indicated by a timer or through sound or text announcements, or by the expressions place your bets and no more bets, respectively, or equivalent. 17 - In the case of individual roulettes, the player can launch the ball after placing the bet. 18 - The winning number is marked on the board. 19 - Next, the chips for bets on losing wagers are collected and the winning bets paid. 20 - A player wins if his/her stake matches or includes the number or colour on which the ball has stopped, and loses his stake if it does not match or include the winning number or colour in the play.
21 If the ball lands on 0, all bets on single wagers and all multiple wagers which do not include these numbers are losing bets, except for those on straights, splits, streets and corners that include those numbers. 22 - Plays are considered to be void when a valid winning number is not selected due to breakdown or malfunction. 23 - Bets placed are returned to players in the event of cancelled plays. 24 - For the purposes of rule no. 22, plays are not void when failures, malfunctions or interruptions occur in the communications network or in the equipment used by the player to participate in the game and that make it impossible for him, after the placing of the bet, to visualize the outcome of the play. 25 - In the cases referred to in the previous rule, the play and the bet placed are valid: if the bet is a winning bet, the winnings are paid to the player; if it is a losing bet, it is collected. 26 - The operator must provide the player with a display option that allows access to all the essential elements of the latest play in which he has participated, including the outcome and amounts bet. 27 - The operator must provide the player before, during and after the game session with clear, objective and adequate information on the rules of the game, the amounts bet, winnings and losses, as well as complaint procedures. 28 - At the end of each game session, the operator shall provide the player with information about the amounts bet and the respective profits or losses. 29 - The beginning, duration and end of each session is defined by the player. 30 - Without prejudice to the provisions of the previous rule, the operator may invite the player to terminate the game session, when: a) On an individual roulette, the player does not place any bets during a period exceeding three minutes. b) On a multiplayer roulette, a player does not place bets for more than 5 consecutive plays. 31 - As provided for in the previous rule, if a player does not voluntarily end the game session, the operator shall advise him that the session will be terminated if no bet is placed during the next minute or the next play, respectively. 32 - The operator may provide French roulette demo applications on its website with the same characteristics as used in the operation, but without the use of money. 33 - Demo applications may only attribute a free extension to the game according to the score obtained, which cannot be substituted or converted into money, game vouchers, goods or services of any nature or kind.
