Clayton Little League Baseball Local Rules - 2016 T-Ball 1. No official score will be kept in T-Ball. 2. A continuous batting order will be used throughout the season. The batting order for a new game will begin with the batter following the last batter of the previous game. Teams may modify the batting order one (1) time during the regular season. 3. All players will play in the field in the TB division. Teams will play with the regular number of infielders and all other players will play in the outfield. Catchers are not used in T-Ball. The pitcher shall play on or adjacent to the pitching rubber until the ball is hit. 4. Games may be played with only 8 players if necessary. 5. Coaches shall rotate players between all positions (infield and outfield) to the extent possible and no player shall play a single position more than one inning per game. The only exception will be first base due to safety reasons (if and only when there are not enough players capable of safely catching a thrown ball). 6. The maximum number of batters in one inning will be the maximum number of batters by the team with the most players. For example, if Team A has 12 players in a game and Team B has 8 players, both Team A and Team B can bat 12 players (4 players will hit twice for Team B if three outs are not achieved) in their offensive inning prior to rotating into the field. 7. If three outs are achieved prior to all players batting, the batting team will rotate into the field following the third out. 8. Four (4) coaches are allowed on the field of play. Two offensive team coaches will be allowed in the infield to assist batters and to pitch. Two defensive team coaches will be allowed on the field and shall be located beyond the base paths in the outfield area. 9. It is strongly recommended the ball be pitched to the batter by the coach in lieu of using the tee. After a maximum of three unsuccessful pitches (regardless of ball or strike), the tee must then be used to either put the ball in play or to achieve an out. When the tee is used after 3 unsuccessful pitches, 2 additional swings off the tee will be allowed before an out is called. If the coach elects to use the tee only, 5 total swings will be allowed before an out will be called. NOTE: In lieu of the coach pitching, the sling arm machine may be used at a distance of 40. If utilized, there will be two imaginary 48 diameter circles at the pitching area, one on each side of the pitching machine. is hit. A batted ball hitting the pitching machine or coach feeding the pitching machine results in a dead ball and the batter and all runners on base will be awarded one base. 10. For safety reasons, a catcher will not be utilized. 11. Stopping of base runners is determined by one of the following: 1) the lead runner is stopped or put out at the base he/she is advancing towards; 2) possession of the ball in the infield; or 3) after runner has advanced one extra base on an overthrown ball to a base. When possession of the ball by an infielder has occurred, unless the lead runner is more than half-way between the bases, he/she must return to the previous base. 12. On balls hit into the outfield, runners may continue to advance until play is stopped per above. 13. Runners are only allowed to advance only one additional base for overthrown balls to a base. If the ball remains in fair territory, the additional base is not automatic and the runner can be thrown out if advancing. The intent is to encourage the players to make a play instead of just stopping play. 14. No on-deck circle will be used. All offensive players other than batter must remain in the dugout. 15. Bunting is not permitted. 16. Walks are not allowed. 17. There will be no infield fly rule. 18. Runners are not allowed to tag-up. 19. No throwing of bats. First offense will result in a warning. Additional offenses by any player on the team will result in the batter being called out. 20. Players cannot slide head-first into any base, only on a return to the base. 21. The time limit is one hour per game. Coaches have latitude under mutual agreement to finish incomplete innings after the one-hour period. New innings cannot be started after the one-hour limit. 22. The home team has the ultimate responsibility for making sure the field is prepared for the game as well as raking the field and making sure all trash is picked up after the game. However, the visiting team is also required to help with these items. 23. Teams should be at the field 30 minutes prior to game time. 24. Only players, coaches and official scorekeeper are allowed in the dugout. 25. Head coaches are responsible for the conduct of the players, parents and coaching staff. 26. Protests are discouraged and will generally not be ruled favorably if presented to the Board. All disputes during the course of the game should be resolved between coaches, with the first line of appeal being to the division coaches coordinator, next to the division VP. Once the dispute or protest has been ruled upon by an appropriate league official, this decision is final, the game shall commence, and no other recourse is available. 27. Make-up games will be scheduled on the next open day, which may include Wednesday or Sunday when open field times are available. Games will be scheduled by the division VP. Teams must play their games as prescribed by the division VP. Preferences for out-of-town players or players with other conflicts will not be a governing criteria for the scheduling of make-up games. Machine Pitch 1. The home team will keep the official scorebook. 2. A continuous batting order will be used throughout the season. Every player present must play at least one inning per game in the field and no player shall sit out two consecutive innings. 4. Games may be played with only 8 players if necessary. If playing with 8, a catcher must still be utilized. 5. Coaches shall rotate players between all positions (infield and outfield) to the extent possible and no player shall play a single position more than two innings per game. The only exception will be first base and catcher due to safety reasons (if and only when there are not enough players capable of safely catching a thrown ball). 6. No corrections/changes can be made to speed or arch during an inning only after a complete inning. 11. Each batter will get a maximum number of 5 pitches (regardless of whether the pitches are balls or strikes) or three swinging strikes with no walks. Exception is foul ball on last pitch. Local Rules Minors and Majors 1. A continuous batting order will be used throughout the season. The batting order will begin with the batter following the last batter of the previous game. Teams may modify the batting order one (1) time during the regular season and one (1) time before or during the regular season tournament. 2. All players will play a minimum of 2 innings (6 outs) per game in the field. 3. The game will be called a complete game when the home team is leading by 10 runs after 3 ½ innings and after 4 innings when the visiting team is winning. 4. There will be a 6-runs per offensive half of inning per team for the first 3 innings. There will be no run limit after 3 innings. 5. Games will be scheduled for 2-hour time periods. A regular inning should not be started after 1 hour 45 minutes. Innings started under this criteria should be completed, even in the event that completion of the inning exceeds the 2 hour scheduled time period. 6. It is mandatory that you provide a pinch runner for your catcher with two outs. This should be a substitute player: if a substitute is not available then your last batted out should be utilized. The special runner rule will not apply during the CLL regular season. 7. A regular season game will be considered a complete game if it reaches the time limit criteria. 8. Coaches (including managers) are restricted to the dugouts and base coaching boxes during the game. Coaches are not allowed on the field of play when the ball is live, and may enter the field of play only when the umpire has approved their entry during a timeout. 9. Coaches shall not coach outside the dugout (ie, from the bleachers or sidelines). 10. The pitching rules will be as prescribed in the 2012 Little League Rules, including pitch count criteria. This will include all make-up games. 11. In the event a team loses a player during the course of the game, an automatic out will not be charged to the team when the departed player comes to bat. 12. A game can be started and played with 8 players. The team without a ninth player will not be charged an out when the ninth batting position comes to the plate. 13. A warning will be charged for the first occurrence of slinging the bat. The second offense may constitute an out, and is solely the judgment of the umpire. 14. If a player refuses to bat at each occurrence to the plate, each at bat will be considered and out. 15. A baserunner will be called out for leaving the base early, following the issuance of one warning per team. This modification is provided to speed up games. (Rule 7.13 is referenced for coaches for all-star tournament play). 16. Intentional walks are not permitted in Minors or Majors. 17. All equipment should be in accordance with Little League Rules. The umpires, coaches, coaches coordinator, and any vice president, and president shall have the authority to waive what are deemed to be minor deviations during the game if 1. such deviations do not create a safety hazard during the game in play and 2. such deviations are in the best interest of the player(s) during the course of the game. All minor equipment deviations, if allowed, should be corrected prior to the team s next game. Under no circumstance will the use of an illegal bat be considered a minor deviation. 18. Protests are discouraged and will generally not be ruled favorably if presented to the Board. All disputes during the course of the game should be resolved between coaches and umpire, with the first line of appeal being to the division coaches coordinator, next to the division VP, next to the league VP, next to the President, and finally to the Board. Any dispute that cannot be resolved between the coaches and umpire on the field, will be put in writing prior to be ruled upon by the coaches coordinator or any other prescribed league official. Once the dispute or protest has been ruled upon by an appropriate league official, this decision is final, the game shall commence, and no other recourse is available. 19. The home team will keep the official scorebook. 20. The home team will be responsible for preparing the field for the game and raking the field after the game. Not performing this duty will result in the automatic forfeit of the game. 21. Local Rules Juniors 1. The Juniors will have inter-league play. The rules for inter-league play will be determined by a council of leagues and will be applicable for all inter-league games. The rules contained herein are for games played within CLL, and should be generally consistent with inter-league play rules. 2. A continuous batting order will be used throughout the season. Games will be scheduled for 2-hour time periods. A regular inning should not be started after 1 hour 45 minutes. Innings started under this criteria should be completed, even in the event that completion of the inning exceeds the 2 hour scheduled time period. 3. It is mandatory that you provide a pinch runner for your catcher with two outs. This should be a substitute player, if a substitute is not available then your last batted out should be utilized. Selection of Players General The Board will supervise all evaluations, drafts, and player assignments. The respective league vice-presidents, coaches coordinators, and players agents will be responsible for the organization and execution of the evaluations, drafts and player assignments. The vice president of each respective division will conduct the evaluation and the draft. In the event the vice president is a coach within the age group, a vice president from another division will assume the leadership of the evaluation or draft. Any disputes between the coaches during the draft will be resolved by the coach s coordinator and the vice president in charge of the draft. The vice president of the draft will have the final decision-making authority on draft day. In the event that there is a dispute following the draft or assignment of players, any requests for further dispute resolution will be placed in writing and appealed to the Board. Appeals to the Board are strongly discouraged. The intent of the establishment of all teams is to provide a balanced and competitive atmosphere for all players, parents, and coaches who participate in Clayton Little League. All participants in the selection of players are expected to participate in a manner that is consistent with this goal. Machine Pitch and T-Ball All players will enter the selection pool each year in these divisions. Prior to the draft all prominent players (returning players to the league, experienced players, etc) will be ranked by the coaches and league officials. Coach s children and other direct family members will be given priority to remain on the same team, if desired. Players will be assigned at random, with older players assigned first and younger players last. All players will be assigned to a team. Following the assignment of players, coaches will review assignments of each team. Trades or adjustments may be made on the day of the draft in order to achieve balanced talent among each team. Any player not registered on draft day will enter a waiting list. These players will be assigned on a first-come basis, and with approval of the Board. The last day to assign new players to a team will be two weeks prior to the first game. CLAYTON LITTLE LEAGUE LOCAL OPERATING RULES 11

Minors, Majors and Juniors All players will be reevaluated and redrafted each season. Each team will have a minimum number of 10 players and a maximum number of 13. For Minors and Majors, an evaluation will be conducted that will feature infielding, throwing, and hitting. Outfielding will be evaluated if time allows. The evaluation will be conducted as follows: All players will participate in the evaluation. Each team (manager) will be provided an evaluation form and will rate the players in an honest and unbiased manner. Players will be ranked on a scale of 1 to 5 (1 least favorable and 5 most favorable) for infielding, throwing, and hitting. At the end of the evaluation time frame for each age group coaches will be required to turn in their evaluation form, this will be tallied and averaged based on each individual coaches grading. The player will be given and overall score. Coaches are encouraged to take notes on a separate sheet of paper. The evaluation scores will be compiled by League officials on the night of the evaluations. At the draft, all head coaches will be provided with an aggregated average ranking of the players for their use in the draft. Players who made all-stars the previous year, either with CLL or with another league, will be indicated to all coaches to the extent this information is known. Players will be broken into three categories by their aggregated scores: A, B, and C. A Player: Typically a player who receives a score of 4 or 5, can pitch and/or catch, and generally is expected to be of all-star caliber. It is expected that 20 to 25% of the players in the league will fit into this category. B Player: Typically a player who receives a score of 2, 3, or 4, and who may have advanced skills in some areas of the game but may need more work in others. It is expected that 50 to 60% of the players in the league will it into this category. C Player: Typically a lesser developed player, either from lack of prior experience or lack of physical skill/development. It is expected that 20 to 25% of the players in the league will fit into this category. CLAYTON LITTLE LEAGUE LOCAL OPERATING RULES 12

Juniors will be evaluated and drafted on the same day, and without the use of shared scoring. While many coaches should know the majority of the players at this level, sharing information regarding all-star status, playing baseball for middle or high school teams, and other general knowledge will be shared with newer coaches by the official conducting the draft. It is the intention of all of the drafts to produce reasonably balanced teams that will be competitive with one another throughout the season. For example, in Majors and Minors it is the intent for all teams to have 2 to 3 A players, 2 to 3 C players, and the majority B players. While no draft system can be perfect in assuring this goal, re-drafting each year and sharing ratings are measures implemented to assure balance between teams, new and experienced coaches, and to avoid stacked teams. Players registering after the draft will be placed on a waiting list. A blind draw will be used to assign these players to teams after the draft; priority for assignment will be on a firstcome basis. Under no circumstance will a manager be allowed to recruit players for his/her team. If it is determined that a manager has deliberately asked a player(s) not to attend the evaluation period in effort to strengthen the team s roster will lost the privileges to coach at any level for the remainder of that baseball season. Players whose primary league is not Clayton Little League (including Middle School players) will be placed in a hat a drawn after all other players are assigned. In the event that enough slots are not available, registrants whose primary league in not Clayton Little League will not be allowed to join a team and their money will be refunded. Immediate family members will be assigned to the same team, unless requested otherwise. The fist two players assigned to each team will be those of the manager and first assistant coach, as applicable. In the event that the manager and first assistant do not have players, players of comparable evaluation as the other teams will be assigned to these teams as approved by the division VP and a majority of the managers. All other players will be subject to the draft. The son/daughter of a potential second assistant coach will be subject to the draft. In the event the player is not selected to the desired team, then a trade should be implemented or the requesting team will find another second assistant coach from its drafted roster. Managers shall draw numbers to decide the selection they shall have in the draft. In the first round, manager 1 selects first, manager 2 second, manager 3 third, manager 4 fourth, etc. The order of selection will be reversed in the second round, and again in all subsequent rounds. Special Notes If an assistant coach has a son/daughter (player), that player will have to be picked in the round in which they ranked. Ex: Assistant Coaches kids ranks a B, the team would have to select that player as their first round pick in the B round Teams may pick out of the rankings if they choose but will forfeit picking again at the previous level. Ex: If the draft is in the A round and a team picks a B player, the team forfeits their A pick in that round. The team that forfeited the A pick will not have rights over any other team in subsequent rounds if enough additional A players are not available. The son/daughter of potential 2 nd assistant coach will be subject to the draft. In the event the player(s) is not selected to the desired team, then a trade should be implemented which has to be approved by the division VP Players that do not evaluate are automatically given a C ranking unless otherwise graded by coaches based on their knowledge of player. Players not attending the evaluation will be drawn from the hat, unless such players are known A players. Immediately following the draft, trades will be allowed to balance team and to assure that family members and/or neighbors are assigned together, if applicable and if needed. All trades must be completed by 6 PM on the Monday following the Sunday draft, and are subject to the approval of a majority of managers and the division vice president. Trades should be used on a very limited basis, and are generally discouraged. All registered players whose primary league is Clayton Little League will be assigned to a team on the day of the draft. 8, 10, and 12 year-old players may be approved to play-up at the division above their age level in accordance with Little League Rules. The League reserves the right to ask any player to remain in his/her normal age division if the majority of coaches in the upper division believe that this is in the best interest of the player. Players who play-up may be eligible for all-star selection at their Little League age level, as determined by the Board each year and if allowed by Little League International. Play-up players who play down for all-stars are expected to be limited in number, and the intention of the Board to allow a limited number of players to play down on the respective age group all stars will be communicated by the Board to all coaches within the league prior to final approval of all-stars. The League reserves the right to ask 8-year olds to remain in coach pitch if the majority of Minors division coaches believe that this is in the best interest of the player. Each roster must be provided to the Board for official approval. No rosters may be changed following approval of the Board. CLAYTON LITTLE LEAGUE LOCAL OPERATING RULES 14

Players from the minors may be allowed to be designated as substitute players for the majors. Any team shall have no more than two substitute players. Substitute players are not eligible to pitch when playing as a substitute player in the upper division. Substitute players are intended to help the upper division team maintain a full roster and to provide the substitute player with additional experience. Substitute players should not displace regular roster players; coaches are encouraged to pro-actively communicate with substitute players each week as to the need for their services. Substitute players are not eligible for the all-star team in the upper division. All designated managers and coaches on draft day must be registered coaches with Little League International. Teams that violate this policy are subject to forfeiture of all wins during the season, and subject to disqualification from any post-season tournaments. Regular Season Tournament The regular season tournament shall be single or double elimination, as determined by the local Board of Directors two weeks before the start of the tournament. It is the sole discretion of the Board to shorten the tournament (and declare a champion) in the event of multiple rain days or other events outside the control of the League. This tournament will be subject to the official Little League rules with local amendments. Post Season Tournament (all-star) Teams Post-season tournament teams shall exist at the approval of the Board. These teams represent the league when playing in tournaments. The selection of teams will be in accordance with the eligibility requirement of Little League Official Rules. Selection of Tournament (all-star) Team Manager and Coaches The selection of the manager and coaches will be at the discretion of the Board. The Board will select the manager within two weeks of the last regular season game. The Board will solicit qualifications and interests from all regular season managers. Priority will be given by the Board to managers who have previous post season tournament experience, either as manager or coach. The board may request interviews with candidates, if deemed appropriate. The assistant coaches will be selected by the manager. Priority will be given to other regular season managers, and managers with previous tournament experience. Assistant coaches must be approved by the Board. Selection of Tournament (all-star) Team Players Tournament team players will be selected in accordance to eligibility requirements as prescribed in the Little League Official Rules. Players that are not present at the draft will be eligible for the tournament team if all other eligibility requirements are met. Players will be selected by the following priority: Non-binding ballot of all players within the division, completed at least 7 days prior to the last official regular season game. Priority will be given to the non-binding vote of the players, unless special needs exist for the tournament team as deemed necessary by the manager/coaches. The League intends to field competitive teams in the 7-8, 9-10, 10-11, 11-12, and 13-14 yearold age groups. Priority will be placed on fielding a competitive 11-12 year-old team, which could positively increase the image of the League at a regional and national level. Per Little League rules, players are assigned to tournament teams based on their ages. Players will be selected in-part by players within the respective 7-8, 9-10 and 11-12 year-old divisions which are fielded by Clayton Little League. For example, 10 year-olds who play in the 11-12 year-old division during the regular season should be generally considered eligible for the 10-11 year old team. 10 year-old players who play in the 9-10 year old division will be eligible for the 9-10 year-old team. The exception to the 10 year-old guideline will be: 10 year-old players who play for the 11-12 year-old division may be eligible for the 9-10 year-old team only if approved by the Board and with the concurrence of the majority of 9-10 year-old regular season managers. Such players could only be added if 1. they do not make the 10-11 year-old team, 2. the addition of such players on the 9-10 year-old team would significantly increase its competitiveness, and/or 3. such players could only fill the 11, 12, and 13 selection slots (ie, the first 10 slots would be filled by players in the 9-10 year-old division under the normal selection process including a vote by the regular season players in that division). The Board reserves the right to approve all selections and to make minor adjustments to this guidance, if appropriate. CLAYTON LITTLE LEAGUE LOCAL OPERATING RULES 17
