Notice of Race 18 th to 21 th of May 2017 La Baule, France The notation «[DP]» in a rule in the NoR means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification. 1. RULES The regatta will be governed by: 1.1. The rules as defined in the Racing Rules of Sailing (RRS) 2017-2020, including appendix B and F ; and the Racing Rules of Sailing for fast boats published by World Sailing (Flying Phantom), 1.2. National prescriptions translated to foreign competitors, see appendix national prescriptions, 1.3. Regulation of the FFVoile, including FFVoile board decision on the 26 th of June 2015, related to technical rules and safety for foiling supports. 1.4. If there is a conflict between languages, the French text will take precedence. 2. ADVERTISING Boats may be required to display advertising chosen and supplied by the organizing authority. If this rule is broken, World Sailing Regulation 20.9.2 applies. [DP] 3. ELIGIBILITY AND ENTRY 3.1. The regatta is open to all boats of: 3.1.1. Moth International and Flying Phantom classes 3.1.2. Foiling windsurfs and kites RSX Neilpryde
3.1.3. Foiling paddles 3.2. Eligible boats may enter by completing the form, together with the required fee by the website not later than the 5 th of May 2017. 3.3. Late entries will be accepted under the following conditions, see part 4 of the NoR. 3.4. All French participants (each member of the crew) with a FFVoile (French Sailing Federation) licence must present the following when they register: - their valid FFVoile competition licence or their valid FFVoile membership licence accompanied by a medical certificate of competition aptitude issued less than one year before the date of the competition as well as parental consent for those participants under 18, - if necessary, the authorization to display advertising, - measurement certificate. 3.5. Overseas participants (each member of the crew) who don t have in their possession a FFVoile (French Sailing Federation) licence must present the following when they register: - proof that they belong to a National Authority that is a member of ISAF, - measurement certificate, - proof of valid civil liability insurance where the cover must be a minimum of 1.5 million Euros, - a medical certificate of competition aptitude issued less than one year before the date of the competition as well as parental consent for those participants under 18. 3.6. The following restrictions on the number of boats apply: maximum of 40. 4. FEES 4.1. On the last scheduled day of racing no warning signal will be made after 4.30pm. 6. SAILING INSTRUCTIONS The sailing instructions will be available at registration. 7. VENUE Appendix A shows the location of the racing area. 8. THE COURSES The courses to be sailed will be W/L courses or raid. Speed runnings may be hold. 9. PENALTY SYSTEM For the Moth Class, RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 10. SCORING 2 races are required to be completed to validate the regatta. 11. SUPPORT BOATS All supports boats will have to follow the rules issued. The organizing authority may refuse registration and accept it after at its discretion. 12. RADIO COMMUNICATION Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. 13. PRIZES Prizes will be given as follows : 1st, 2 nd and 3rd of each class. 14. DISCLAIMER OF LIABILITY Competitors participate in the regatta at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury ordeath sustained in conjunction with or prior to, during, or after the regatta. 15. FURTHER INFORMATIONS By taking part in the FOILING BAY, a competitor gives automatically without permission and compensation to the organizing authority and partners, the right to show, use and produce pictures, interviews of himself, crew or boat.

ANNEXE PRESCRIPTIONS FEDERALES FFVoile Prescriptions to RRS 2017-2020 translated for foreign competitors FFVoile Prescription to RRS 25 (Notice of race, sailing instructions and signals): For events graded 4 and 5, standard notices of race and sailing instructions including the specificities of the event shall be used. Events graded 4 may have dispensation for such requirement, after receipt of FFVoile approval, received before the notice of race has been published. For events graded 5, posting of sailing instructions will be considered as meeting the requirements of RRS 25.1 application. (*) FFVoile Prescription to RRS 64.3 (Decisions on protests concerning class rules): The jury may ask the parties to the protest, prior to checking procedures, a deposit covering the cost of checking arising from a protest concerning class rules. (*) FFVoile Prescription to RRS 67 (Damages): Any question about or request of damages arising from an incident involving a boat bound by the Racing Rules of Sailing or International Regulation to Prevent Collision at Sea depends on the appropriate courts and cannot be dealt by the jury. (*) FFVoile Prescription to RRS 70. 5 (Appeals and requests to a national authority): The denial of the right of appeal is subject to the written authorization of the Fédération Française de Voile, received before publishing the notice of race. This authorization shall be posted on the official notice board during the event. (*) FFVoile Prescription to RRS 78.1 (Compliance with class rules; certificates): The boat s owner or other person in charge shall, under his sole responsibility, make sure moreover that his boat complies with the equipment and security rules required by the laws, by-laws and regulations of the Administration. (*) FFVoile Prescription to RRS 86.3 (Changes to the racing rules): An organizing authority wishing to change a rule listed in RRS 86.1(a) in order to develop or test new rules shall first submit the changes to the FFVoile, in order to obtain its written approval and shall report the results to FFVoile after the event. Such authorization shall be mentioned in the notice of race and in the sailing instructions and shall be posted on the official notice board during the event. (*) FFVoile Prescription to RRS 88 (National prescriptions): Prescriptions of the FFVoile shall neither be changed nor deleted in the notice of race and sailing instructions, except for events for which an international jury has been appointed. In such case, the prescriptions marked with an asterisk (*) shall neither be changed nor deleted in the notice of race and sailing instructions. (The official translation of the prescriptions, downloadable on the FFVoile website www.ffvoile.fr, shall be the only translation used to comply with RRS 90.2(b)).
(*) FFVoile Prescription to RRS 91(b) (Protest committee): The appointment of an international jury meeting the requirements of Appendix N is subject to prior written approval of the Fédération Française de Voile. Such authorization shall be posted on the official notice board during the event.
