0. FOREWORD Only French Federation proposed to organize 2014 World InLine Hockey Championships, at Toulouse in Palais des Sports, a nice venue for all kind of Sports. A temporary rink will be installed during the first fortnight of July in this nice venue with a SportCourt floor. With the result of the survey that CIRILH conducted (deadline on 2013, October 15th), it appeared that we need a solution to receive the maximum of teams. Toulouse Organization Committee sought another rink and proposed "La Ramée". This Gymnasium is Toulouse Hockey Club Homeland ( The floor is a new SportCourt). Despite it is a small rink, CIRILH decided to accept this facility. Before dividing our World Championships into several events, it was the only solution in this year of transition. With two rinks, CIRILH and Toulouse Organization Committee planned to receive 16 Junior Men Teams plus 16 Senior Women Teams during first week, then 8 Junior Women Teams plus 24 Senior Men Teams during second week. The number of Junior Men Teams was incredibly high. CIRILH required that organizers accept 20 Junior Men Teams. To date, we do not have a solution for the Spanish females Teams whose inscriptions arrived the last one, although before the deadline. We are still working on it. 1.GENERAL INFORMATION There will be four events conducted in two weeks. Junior Men Championship: This championship will begin on June 30 th, it will finish on July 6 th. Senior Women Championship: This championship will begin on June 30 th, it will finish on July 6 th. Junior Women Championship: This championship will begin on July 7 th and will finish on July 13 th. Senior Men Championship: This championship will begin on July 7 th and will finish on July 13 th. 2.COMPETITION VENUE The City of Toulouse proposes to the organizers the use of two sites: "Palais des Sports" a nice venue where a rink around 50 by 25 meters (164 by 82 feet) with standard boards will be installed for the championships. The floor will be a SportCourt. "La Ramée" the home rink of Toulouse Roller Hockey. Despite the rink is smaller, the team from Toulouse play on Elite Group on French Elite Championship. PROGRAM Announcement Timetable: Bulletin # 1: envisaged on 2013 October 30 th carried out on November 4 th Bulletin # 2: envisaged on 2014 January 30 th carried out on February 5 th Bulletin # 3: envisaged on 2014 March 30 th Dead Line for Teams Registration was: 2014 January 15 th Competitions: Schedules will be defined by CIRILH according to the hours of availability of the venues. Junior Men Championships: 20 Teams - There will be 6 groups (JMtop8 - A, B, JMq - C, D, E, F) playing a round robin. Group A and B will qualify 6 teams, Group C,D,E, F will qualify 2 teams. These 8 teams will compete for gold, silver and bronze medals by direct elimination, 8 other teams will compete for a B World Cup by direct elimination. Senior Women Championships: 16 Teams - There will be 4 groups (JM- A, B, C, D) playing a round robin to qualify 8 teams competing for gold, silver and bronze medals by direct elimination, 8 other teams will compete for a B World Cup by direct elimination. Junior Women Championships: 8 teams, 2 groups will play a round Robin then 8 teams will compete for gold, silver and bronze medals by direct elimination. Senior Men Championships: 24 Teams - Six groups (A, B, C, D, E, F) playing a round robin. Group A and B will qualify 6 teams, Group C, D, E and F will qualify 2 teams. These eight (8) teams will compete for Gold, Silver and Bronze medals by direct elimination. All other teams will begin new competitions named World Cup B and World Cup C for National teams with first, second and third medals. 7.REGISTRATION RULES Team size : shall consist of no more than 14 players plus 2 goalies. Registration : The 2014 FIRS, the OFFICIAL World Championships for InLine Hockey are open to InLine Hockey Teams from all the National Federations affiliated with the FIRS, provided that they confirmed their entry prior to : 15 January 2014. Senior Minimum Age : is fifteen (15) years as calculated on January 1 st in the year of the Championship. Junior Age : The official FIRS Junior Championship age level for both male and female players is under nineteen (19). In accordance with the information given at Huntington Beach on 2013, July 14th, players born in: 1995, 1996, 1997, 1998, 1999, 2000 are eligible to play in 2014. Nationality : All participating team members will be required to prove appropriate nationality and age on the day prior to the scheduled games by means of a valid passport issued from the country being represented. To be absolutely clear on this subject, there will be no exceptions to the above rule on age. 8. REGISTRATION FEES Entry Fees : According to CIRILH Rules for World Championships the entry fee is one thousand Swiss Francs (1,000 CHF.). The amount of 1,000 CHF is not including transfer fee so you have to add the bank fees. How to make payment : Fees, are to be paid directly to CIRILH, the FIRS In-Line Hockey Committee, in USA dollars or Euros at the international exchange rate at the time of payment. This fee shall be applied separately for each male and female team participating in the World Championships. Payment of the entry fees must be received at least on May 15 th. In case of any problem to pay in time please contact cirilh@icloud.com. 9. WELCOME OFFICIAL LANGUAGE The delegations will be welcomed on behalf of the Organizing Committee upon arrival in Toulouse Blagnac Airport. They will be brought to the host Hotels. The official languages are English and Spanish. Interpretation from and into other languages should be organized by the delegations. All documents will be in English and Spanish. 10. LOCAL TRANSPORTATION Participants will be provided with transportation service from Toulouse Blagnac Airport to Hotel at arrival and departure at the end of the World Championships. For athletes extra officials officials and team staff only. Service to join "La Ramée" will be explained in the next bulletin. Accreditation Card will be required for access to official transportation service (except arrival day). 11.VISA In order to know if your Country citizens need a visa to come to France please have a look on: http://www.diplomatie.gouv.fr/en/coming-to-france/getting-a-visa/article/foreignnationals-holding-ordinary. COACHES AND TEAMS MANAGERS MEETING There will be a meeting for Junior Men and Senior Women Coaches and Team Managers. There will be a meeting for Senior Men and Junior Women Coaches and Team Managers. Details will be given with schedules at the end of April. 15. OPENING AND CLOSING CEREMONIES 1. There will be an Opening Ceremony on June 30 th and a Closing Ceremony on July 6 th, common for Junior Men and Senior Women National Teams. 2. There will be an Opening Ceremony on July 7 th and a Closing Ceremony on July 13 th for Senior Men National Teams and Junior Women Teams. 3. Details will be given in Toulouse during the meeting. 16. EQUIPMENT The goal cage consists of an iron pipe cage with a rectangular face opening with inside dimension height of 105 cm(41 ) and inside width of 170 cm (67 ) 17.COMPETITION ATTIRE Referees will wear FIRS Jersey provided by CIRILH. Home team (first on schedule) will wear light colour jerseys and away team will wear dark color jerseys as usual. 18.REFEREES INSTRUCTION AND BRIEFINGS Chief Referee will organize an international course for future international referees and a course of revision for the referees going to do the job on the championships. Then the Chief Referee will maintain permanent contact with referees during the competitions. The course will take place at Palais des Sports on June 29 th and 30 th 19. REFEREES PANELS AND JURY OF APPEAL International A referees will be in charge with all games under the supervision of CIRILH Chief Referee Gordon YOUNG with the help of Referees Commission. National Flags Organization Committee will provide participating national flags as well as local institutions for venue decoration and award ceremony. 24. MEDICAL SERVICES, TRAINER Medical Services will be available according FIRS rules. 25. ANTI DOPING CONTROLS Therapeutic Use Exemption (TUE) Any participating athlete requiring a Therapeutic Use Exemption (TUE) shall file the application together with medical documents required to Dr Patricia WALLACE at least thirty (30) days before the Championships. All information and the form to be completed are on FIRS website: http://www.rollersports.org/rollersports/medicine/therapeuticuse.html. Governing Rules The FIRS Anti-Doping Rules shall be applicable during the The World Championships, whereas the World Anti-Doping Code shall apply. ACCREDITATION The accreditation is personal, non transferable and compulsory to have access to the training and competition halls as well as for the official transportation system of the Organising Committee. The accreditation identifies individuals participating in the event and indicates their right to access to the different zones. Controls will be made at the entrance to each area. All participants are required to wear the accreditation card at any time in the competition venue. Pre-accreditation of teams: More information about Accreditation Procedure will be with Schedules information. 27.INSURANCE Accident Insurances Any affiliated organization that is involved with an international match, whether it be a cup, championship, official or friendly match, is not morally or financially responsible for any accidents which may occur during the event. All expenses resulting from such accidents are the responsibility of the injured player or affiliated participant (or their insurers). 28. TELEVISION BROADCAST Before and during the World Champion-ship a promotion campaign will be made by the newspapers, the radios and the TV. MEDIA REPRESENTATIVES AND MEDIA CONFERENCES In the «Palais des Sports» there will be a press room, a press box and a place for the press conferences.
