TRANSPORTATION & MOBILITY VISIONING MEETING August 23 24, 2017

Project Team

1999 South Lakefront Framework Plan In 1999, the Chicago Park District authorized framework plans for three historic parks: Jackson, Washington and South Shore Cultural Center; which became known as the South Lakefront Framework Plan. The framework plan s purpose was to define the changing needs of these parks, to provide a plan to enhance each of the park s commitments to serving the neighboring communities and to preserve the intended historic character. The plans served as a guide to future improvements within the park, many of which have been completed or are presented for discussion today.

Updates to the Framework Plan

Planning Process & Schedule WE ARE HERE 1 2 3 4 Discovery Gather public input to gain insight about the planning area s existing conditions and projectable future conditions including urban, social and environmental changes. Visioning Develop the vision, planning principles and goals, and program for the study area through public input and group discussions. Scenarios Based on the established planning vision, develop conceptual alternatives and design recommendations. Review with public to gather feedback. Framework Plan Based on public feedback, develop plan following the preferred direction from the Scenarios phase including final layout and programming recommendations.

Comments Polling and Comment Results from June 2017 Framework Plan Community Meetings

Purpose and Need The purpose of the transportation project is to improve traffic circulation within and adjacent to Jackson Park in accordance with the updated South Lakefront Framework Plan, which includes the proposed Obama Presidential Center plan and Golf Course merger and improvements. The specific needs to be addressed include: Reduce the effects of automobile traffic within Jackson Park by consolidating roadways and improving vehicular and bicycle/pedestrian circulation Improve safety for bikes, pedestrians and automobiles following Complete Streets and Vision Zero guidance.

Transportation Improvements

Roadway Closures Cornell from 59th to Hayes Midway Plaisance (eastbound) between Stony and Cornell Marquette Drive from Stony to Richards Northbound Cornell from 67th to 65th

Initial Alternatives Studied 1. Signal timing and access modifications only. Does not meet traffic demand caused by closing roadways and limits access to key destinations. 2. Tunneling Cornell Drive under the OPC site. To accomplish the goal to re integrate Jackson Park, a tunnel of sufficient length would be cost prohibitive. 3. Realigning South Lake Shore Drive to the west around the Harbors. Does not meet traffic demand caused by closing roadways and limits access to key destinations. 4. Closing roadways and improvements to maintain mobility. The work in progress concepts shown today for your input.

Transportation Improvements Improve LSD, Hayes and intersections to accommodate diverted traffic Reconfigure traffic flow and safety in the area where Midway meets Stony Improve Stony Island balancing needs for people walking, driving, taking transit, biking, and parking Construct underpass to improve neighborhood access to Lakefront Construct underpass to connect golf course and improve operations on Jeffery Reconfigure Cornell and Stony 65th to 67th to accommodate closure of northbound Cornell

CMAP modeling incorporates regional population, transportation, and land use trends to develop baseline traffic data for comparison.

Pedestrian, Bike, and Transit Improvements Transportation improvements will be designed using Complete Streets and Vision Zero philosophies to balance safety and convenience for all modes of transportation. Pedestrian Improvements ADA accessible sidewalk and crossings Curb extensions Pedestrian refuge islands High Visibility crosswalk markings Multi use path roadway underpasses, including 67 th and South Shore Drive Re establish connectivity across the Clarence Darrow Memorial Bridge Bike Improvements Will utilize Streets for Cycling 2020 Plan as a basis for improvements which may include on and off street improvements Multi use path roadway underpasses, including 67 th and South Shore Drive Re establish connectivity across the Clarence Darrow Memorial Bridge Transit Improvements Roadway improvements will accommodate transit operations CDOT will work with Metra, the CTA, and other partners to maintain or improve transit connections to Jackson Park and the surrounding neighborhoods.
