If still unresolved, grievance can escalate to a Tribunal. Tribunal request form would be provided by the PC; team must complete and return within 30 minutes. Subjective scores are not eligible for Tribunal. Audio/video recordings are not allowed as evidence.

Advancement to State Finals With the return to the two region format and splitting Division 1 into a separate regional event, the initial expectation was the Top 3 teams in each problem advance. This assumption was based on expectation that the number of teams participating in each problem would be equivalent. Adjustments were made to the advancement numbers to reflect any disparity in team participation between regions. Capacity limitations at the State Finals venue is also a factor in determining advancement numbers. General advancement guidelines for 2015-2016 <4 teams, case by case evaluation 4-12 teams, top 3 advance >12 teams, top 4 advance

Teams Without Competition This year, the one bracket in Problem 4 Division 3 will not be competitive. This circumstance is addressed by the DELCAPS by-laws which requires these teams be judged as usual, but also assessed by the PC and a DELCAPS board member. These teams will not get an automatic advancement, but receive special evaluation for the following requirements: Good faith effort at a long-term problem solution in keeping with the Spirit of the Problem and must have score-able components as specified by the long term problem requirements Identifiable and score-able style elements as specified by the problem requirements or as free choice items Good faith effort at a Spontaneous problem solution If the Ocean team advances, non-advancing teams in River that have a structure that holds more weight than the single Ocean team may also be determined qualified to advance.
