Conflict of interest declarations From FAI Code of Ethics A possible conflict of interests is any situation in which a person s judgments or decisions on matters affecting FAI might be influenced by relations that person has (or is on the point of having) with other persons or organizations that might be affected (positively or negatively) by his/her judgments or decisions. The conflict of interests becomes real when the person fails to reveal the potential for conflict and then expresses an opinion or makes a decision in favour of, or against, the person or organization concerned, or accepts any benefit from that person or organization. Conflicts of interest may arise as a result of direct personal relations, or indirectly, through the interests of a closely related third person (parent, spouse, partner, dependent etc).

June - No replies from Korea re. 2010 test or WPC 2011 Q sent 31 Mar. Reply 13 May (Seo accident / changing government) - after that nothing. 16 June WAG 2011 formally abandoned by FAI. 17 June - Notice of Himalayan Paramotor Yatra distributed (FAI cat 2 event) 12 Aug - Informal meeting at EMC 2010, Sywell. Everyone present asked to consider bidding for replacement WPC 2011 before the Plenary and pass the message on AL1 quorum at championships problem. 1 Sept Notice of approaching deadlines sent to Delegates 10/9 Colibri diploma, 29/9 Agenda, 20/10 S10 Amendments, 29/10 S10 final proposals.

Flying Aces / airsports.tv : Paramotor crash video. FAI media agreement / Flying Aces. Deal seems much improved. Secretariat to produce terms & conditions and registration system. Accounting / budget. ASC s no longer responsible for their own budgets; ASC Tax buried inside. ASCs opinion mostly against. WAG 2013 bidding starts imminently. Some other issues. Proposal: Organizers must provide the full terms and conditions to all competitors, in English, at least six weeks prior to registration failed. New suggestion: "the insurance company must confirm in writing that the insurance meets the minimum required by the competition rules". Continental records. ASCs can now define their own continents. ASC s lose control of their budgets and can only recommend them to EB ASC budgets all normalized to calendar years. ASC budgets to be provided 2 years in advance. CIMA withdraws its statutes amendments. Major reshuffle of FAI constitution: Statutes remain General Conference territory, Bylaws now controlled by EB. -- Absolute majority for choice of Plenary location? New members: Active : Azerbaijan, Ecuador; Associate : Mali; Temporary : Syria, Iraq Departing members: Kenya resigned, Jordan may be expelled for non-payment? 15

Members: Italy upgraded for 2 years in deal over WAG Turin sanction fees. WAG: will probably go back to 4 year cycle. IWGA World Games 2013 Cali, Colombia - 25 Jul - 4 Aug 2013. Parachuting 'canopy piloting and PG accuracy. 36 'best of best competitors per sport + 20 officials. 6 indoor aero-moddelers as a demonstration sport. Value? CIMA President s presentation at FAI General Conference, Dublin o CIMA reserves are more or less constant. o Increasingly difficult to find Championship organizers because of the cost. o An organizer s biggest single expense is the cost of Jury & stewards, would be a significant development if CIMA could pay this cost. o CIMA would like to purchase some hardware, notably inflatable pylons, timing equipment and more automated flight analysis and scoring software. 25 Options: o We have ideas to increase revenue, notably the introduction of a ranking scheme for Paramotors similar to the CIVL model - BUT this is a complex work and volunteers will be reluctant to develop this for free while they see 1/5 th of potential income going to Secretariat. Result: No progress. o If we stay still, only way to maintain income is to increase sanction fees, leading to even less desire by organizers to organize or pilots to compete. Result: CIMA is quickly bankrupt. o If we do not increase sanction fees, CIMA will be running at a loss. Result: CIMA is quickly bankrupt. No additions to FAI staff can solve these problems

October - CIMA Sanction fees review Bureau recommends: Convert CIMA accounts from CHF to Euros Charge Cat 1 championship sanction fees at a fixed rate per competitor or team leader. 31

Championships calendar : Make sure we know what is happening at least 3 years in advance. Reduce organizers costs by: Being more careful in the selection of Stewards & Jury. Aim to pay CIMA officials travel expenses. Buy equipment such as timing systems and giant inflatable pylons. Make a maximum effort towards the automation of scoring systems. 33

(continued) Raise income for CIMA by: Sanctioning Category 2 championships. Introducing elective teams at Cat 1 championships. Eventually introducing a World Ranking system, the CIVL model being a very good example. Other: Make sure championships are properly filmed. Introduce small medals for team members. Is this in line with global FAI Strategy? Yes. 34

7. Delegate reports. In order not to lose momentum, all delegates were asked to load their reports on the CIMA wiki in advance of the meeting. 8. Change of name of the Commission from FAI Microlight Commission to FAI Microlight & Paramotor Commission" The acronym remains CIMA. This was put to CASI in 2010 but it was observed there is no record in any CIMA Plenary minutes of this decision having already been taken. Suggestion: Discuss and vote. 36

9. Inclusion of Microlight Autogyros within CIMA's remit. Proposal accepted at 2009 Plenary Item 18. S10 Amendments, proposal 2a, Autogyro classes, José Luis Esteban, ESP Delegate Jan 2010 - Formal proposal to CASI distributed by Secretariat. 7 Oct 2010 - CASI meeting; FAI Rotorcraft commission (CIG) objected. CASI recommendation: CIMA and CIG should co-operate to find a solution. 21 Oct 2010 - Letter sent to CIG President asking why they object. 4 Nov 2010 Letter from CIG stating this was all a complete surprise. Suggestions Reconfirm 2009 proposal. Establish an idea of how many countries have them competing now in national microlight comps. 37

That Category 1 championship sanction fees shall be charged at a fixed rate per competitor or team leader.
