School Route Plan Windy Ridge Elementary School 1 EXECUTIVE SUMMARY HNTB Corporation was retained by Orange County Public Works to conduct a School Route Plan Study for Windy Ridge Elementary School located at 3900 Beech Tree Drive, Orange County, Florida. This study is being performed as a part of the County s School Assessment Program to identify safe routes for children to walk and bicycle to school. Based on the results of the analysis, field observations and engineering judgment, the following recommendations and conclusions were developed: 1. Pedestrian and bicycle access to the school is safe and efficient. 2. Vehicles currently park on the north side of Beech Tree Drive between the bus loop entrance and Watercrest Place to avoid using the carpool lane during the afternoon departure. It is recommended that a No Parking sign be installed at this location to prevent vehicles from obstructing right turning buses into the bus loop. 3. At the intersection of Beech Tree Drive and the bus loop entrance, provide a curb ramp at the south end of the crosswalk across Beech Tree Drive. 4. Two crossing guards are in place on Beech Tree Drive at the bus loop entrance during school arrival and departure hours. It is recommended that the crossing guards be properly equipped with high-visibility retroreflective safety apparel and a paddle so that road users and pedestrians can recognize them and respond to their signals. 5. The School Crosswalk Warning signs on Beech Tree Drive at the bus loop entrance do not meet current MUTCD standards. They should be replaced with S1-1 panels and the appropriate diagonal downward pointing arrow (W16-7p) plaques. SCHOOL pavement markings should be considered as a supplement to the School Advance Warning signs on Beech Tree Drive. 6. Consideration should be given to modifying the sidewalk at Beech Tree Drive/Willow Park Drive and Hutchinson Morley Road to allow pedestrians to cross Willow Park Drive in front of the sign and provide a safer crossing. The existing School Crosswalk Warning signs on Willow Park Drive should be updated with the appropriate S1-1 signs and supplemented with diagonal downward pointing arrow (W16-7p) plaques. 7. At the intersection of Beech Tree Drive/Willow Park Drive and Hutchinson Morley Road, the supplemental SCHOOL plaques on the School Advance Warning (S1-1) signs for the crosswalks across Willow Park Drive and Hutchinson Morley Road should be replaced with AHEAD (W16-9p) plaques. Consideration should be given to installing SCHOOL pavement markings as a supplement to these signs. 8. At the intersection of Beech Tree Drive and Bellington Drive (East), provide a School Advance Warning (S1-1) sign with an AHEAD (W16-9p) plaque for the crosswalk across Beech Tree Drive supplemented with a SCHOOL pavement marking. 9. The crosswalk markings at the northwest corner of the intersection of Beech Tree Drive and Bellington Drive (East) are worn and should be restriped.

INTRODUCTION HNTB Corporation was retained by Orange County Public Works to conduct a School Route Plan Study for Windy Ridge Elementary School located at 3900 Beech Tree Drive, Orange County, Florida. The purpose of this study is to identify safe routes for children to walk and bicycle to school. The analysis methods used in conducting this study are consistent with those set forth in the Manual on Uniform Traffic Control Devices (MUTCD 2003), the Manual on Uniform Traffic Studies (MUTS) and Orange County guidelines and procedures. Figure 1 shows the location of Windy Ridge Elementary School.

EXISTING CONDITIONS Windy Ridge Elementary School is located in west Orange County on Beech Tree Drive approximately 0.60 miles northeast of the intersection of CR 439 (Conroy Windermere Road) and Hutchinson Morley Road. School Route Plan Windy Ridge Elementary School 5 Vehicular, Pedestrian and Bicycle Volumes Two-hour turning movement counts were conducted at the intersections of Beech Tree Drive with Bellington Drive (West) and with Bellington Drive (East). The counts were conducted from 8:00 to 9:00 AM and 2:30 to 3:30 PM to coincide with the morning arrival time and afternoon departure time of students at the school. Pedestrian, bicycle, automobile and bus traffic were recorded separately for this count. Tables 2 and 3 summarize the results of these counts. More detailed information can be found in the Appendix. School Route Plan Windy Ridge Elementary School 7 3. QUALITATIVE ASSESSMENT Windy Ridge Elementary School is located on Beech Tree Drive, approximately 0.60 miles northeast of the intersection of CR 439 (Conroy Windermere Road) and Hutchinson Morley Road. The school serves children who live in adjacent neighborhoods within the area located south of Florida s Turnpike, bounded by CR 435 (Apopka-Vineland Road) to the west and Conroy Windermere Road to the south. Most of the school zone falls within the two-mile walk zone of the school. Orange County currently provides bus service for children that live north of the school, east of Apopka-Vineland Road, and for the residential areas located southeast of the school. Figure 2 illustrates the school zone boundaries, two-mile walk radius and existing bus stops for Windy Ridge Elementary School. Figure 3 is a School Route Plan map of the area within the two-mile walk limit indicating existing sidewalks in areas where school bus service is not provided. This area is the focus of the qualitative assessment. The school route plan area was reviewed by a registered professional engineer to evaluate vehicle, pedestrian and bicycle flow patterns to determine what improvements are necessary, if any, to improve the safety and efficiency of the children traveling to and from school. General Pedestrian and bicycle access to the school is considered safe and efficient. Some of the existing School Crosswalk Warning assemblies, specified later in this report, do not meet current MUTCD standards. They should be replaced or updated with S1-1 sign panels and the appropriate plaques as necessary. Beech Tree Drive/School Circulation Many of the students arrive to school via bus or private vehicles. They arrive over an extended period of time in the morning. Buses access the school through the Cypress Landing subdivision via Bellington Drive and Beech Tree Drive. Buses also utilize the intersection of Conroy Windermere Road and Hutchinson Morley Road while approaching the school. Pedestrian and bicycle traffic to and from the school predominantly occurs from the east using the sidewalk along both sides of Beech Tree Drive. They utilize the sidewalk on the north side of the bus loop to access the school. There is a sidewalk from the Westminster Landing subdivision that provides access to the northwest corner of the school property, directly from the subdivision. Children were observed to walk or bicycle to school through this sidewalk connection. A majority of the pedestrians and bicyclists are accompanied by parents. Parent pedestrians wait on both sides of Beech Tree Drive to meet their children and walk home with them from school. Parent pedestrians were also observed at the northwest corner of the school property. Overall, pedestrian and bicycle access to the school is generally safe and efficient. Sidewalks along the major routes to the school are provided on both sides of the roads, except within the Windermere Wylde and Willow Wood subdivisions. No sidewalks are provided in the Windermere Wylde subdivision located to the west of Hutchinson Morley Road. The houses in this neighborhood are widely spaced and there is an open storm water drainage system. These features are not conducive to the installation of sidewalk.

School Route Plan Windy Ridge Elementary School 10 Sidewalks are provided on one side of the roads in the Willow Wood subdivision located at the intersection of Beech Tree Drive/Willow Park Drive and Hutchinson Morley Road. No worn paths were observed on the yards without sidewalk. Children were observed walking in the street to the nearest sidewalk then continue on their way to school. No conflicts were observed as the streets in this neighborhood are cul-de-sacs or dead-end streets with very low volumes. The school internal circulation of vehicles during the morning and afternoon hours appears to be adequate. No conflicts were observed. School buses and carpool vehicles access the school via separate entrances, both of which are on Beech Tree Drive. The buses access the school through the bus loop located to the south of the school, whereas the carpool entrance is on the west side of the school. The westernmost driveway is the primary access to the parking lot and the parent pickup/drop-off area. Carpool vehicles circulate around the parking lot to the west side of the school where the children are dropped off and picked up. Staff members and safety patrol students do a good job of organizing the arrival and departure of the students. A passing lane is provided for motorists to maneuver around parked vehicles waiting for drop-off and pick-up. Carpool drivers then complete the circle and exit through the western driveway. During the pick-up period, carpool traffic in the driveway backs up to the school entrance on Beech Tree Drive. Carpool vehicles queue along northbound Beech Tree Drive while they wait to enter the school parking lot to pick-up students. This condition has a duration of approximately 10 to 15 minutes. No major conflicts were observed as Beech Tree Drive is a low speed-low volume residential street that serves only the immediate neighborhoods. Once the students are dismissed, the carpool line moves rather quickly. No vehicles were observed to back up to the carpool entrance/exit in the morning. Parking is prohibited in front of the school along the south side of Beech Tree Drive. In the afternoon, some parents were observed parking in a vacant lot in front of the school and walking to the school crossing at the bus loop entrance to pick-up their children. Parents were also observed parking to the east of the school along the north side of Beech Tree Drive and along the west side of Watercrest Place and walking to pick-up their children. These practices were not observed to create any significant safety concerns, with the exception of vehicles parked too close to the bus loop entrance. It is recommended that a No Parking sign be installed on the north side of Beech Tree Drive between the bus loop entrance and Watercrest Place to prevent vehicles from obstructing right turning buses into the bus loop. Buses access the school via the easternmost driveway and drop-off/pick-up children at the front of the school building (south side). Adequate stacking area is available. Nineteen (19) buses were observed to stage along the bus loop in dual lanes. There is also efficient circulation and minimal conflicts with pedestrians or other vehicles. The bus loop is solely for use by buses from 8:15 to 8:45 AM and 2:30 to 3:15 PM, as indicated by a Buses Only sign. Carpool traffic is allowed to access the bus loop for drop-off and pick-up during the nonrestricted hours. There is currently standard signing at the bus loop exit to indicate that it is to operate as exit and vehicles should not enter at this location.

School Route Plan Windy Ridge Elementary School 11 Crosswalks are provided across the entrance and exit to the bus loop and across Beech Tree Drive at the bus loop entrance. However, there is not an ADAcompliant curb cut ramp at the south end of the crosswalk across Beech Tree Drive. Pedestrians and bicyclists use this crosswalk during peak school periods. Consideration should be given to installing an ADA-compliant pedestrian ramp at this location. Two crossing guards control the pedestrian and bicycle crossing for Beech Tree Drive at the bus loop entrance during school arrival and departure hours. Children cross on the north side of this intersection along the bus access and then cross the east approach of the intersection to head east and west on Beech Tree Drive when leaving the school. The crossing guards have no problems crossing the students that walk or bicycle through the intersection. However, they did not have the proper equipment for crossing students. It is recommended that the crossing guards be properly equipped with high-visibility retroreflective safety apparel and a paddle so that road users and pedestrians can recognize them and respond to their signals. School Crosswalk Warning assemblies supplemented with a diagonal downward pointing arrow (W16-7p) plaque are provided on Beech Tree Drive at the bus loop entrance. The School Crosswalk Warning signs do not meet current MUTCD standards. These signs should be updated with the appropriate S1-1 panels and supplemented with the existing diagonal downward pointing arrow (W16-7p) plaques. No curb ramp at south end of crosswalk across Beech Tree Drive Outdated School Crosswalk Warning signs on Beech Tree Drive The sidewalk crosses behind the sign on Willow Park Drive at the intersection of Beech Tree Drive/Willow Park Drive and Hutchinson Morley Road. Consideration should be given to modifying the sidewalk to provide a safer crossing by allowing pedestrians to cross in front of the sign. The existing School Crosswalk Warning signs at the crosswalk on Willow Park Drive do not meet current MUTCD standards. School Crosswalk Warning (S1-1) signs supplemented with a diagonal downward pointing arrow (W16-7p) plaque should be provided for this crosswalk. Sidewalk crossing behind the sign

School Route Plan Windy Ridge Elementary School 12 School Advance Warning (S1-1) signs are provided for the crosswalks across Beech Tree Drive, Willow Park Drive and Hutchinson Morley Road. These signs are not supplemented with SCHOOL pavement markings and some of them need to be updated with the appropriate AHEAD (W16-9p) plaques. The supplemental SCHOOL plaques on the School Advance Warning signs for the crosswalks across Willow Park Drive and Hutchinson Morley Road should be replaced with AHEAD (W16-9p) plaques. SCHOOL pavement markings should be considered as a supplement to the School Advance Warning signs on Beech Tree Drive, Willow Park Drive and Hutchinson Morley Road. The current pavement markings on the school property are in good condition. In addition to the school circulation, the following intersections were observed during the morning school arrival and afternoon school dismissal hours: Beech Tree Drive at Bellington Drive (West) Beech Tree Drive at Bellington Drive (East) The intersections of Beech Tree Drive with Bellington Drive (West) and with Bellington Drive (East) are the primary access points to the school for pedestrians and bicyclists. These intersections were observed during the morning and afternoon hours to assess the operations of children crossing the intersections on their way to and from the school. The following observations were made: Beech Tree Drive at Bellington Drive (West) The intersection is controlled by a yield sign on the north approach of the intersection. Traffic volumes on both streets are low and traffic appears to obey the posted 25 mph speed limit during the school crossing hours. No negative effects to pedestrian and bicycle traffic were observed due to the posted speed limit. The intersection was observed to operate efficiently with minimal queuing or delay during the morning and afternoon school periods. School children are provided a crosswalk across the north leg of the intersection with ADA-compliant curb cut ramps. Sidewalks are provided along both sides of all three legs of the intersection. The signs and markings are in good condition at the intersection. Figure 4 illustrates the existing conditions at the intersection. Beech Tree Drive at Bellington Drive (East) The intersection is controlled by a yield sign on the west approach of the intersection.

Traffic volumes on both streets are low and traffic appears to be traveling at or below the posted 25 mph speed limit. School children are provided a crosswalk across the west leg of the intersection with ADA-compliant curb cut ramps. It is recommended that a School Advance Warning (S1-1) sign with an AHEAD (W16-9p) plaque be provided for this crosswalk supplemented with a SCHOOL pavement marking. Sidewalks are provided along both sides of all three legs of the intersection. The signs and pavement markings are in good condition at the intersection with the exception of the crosswalk markings at the northwest corner of the intersection, which are worn and should be restriped in normal maintenance. It is recommended that a No Parking sign be installed at this location to prevent vehicles from obstructing right turning buses into the bus loop. 3. At the intersection of Beech Tree Drive and the bus loop entrance, provide a curb ramp at the south end of the crosswalk across Beech Tree Drive. 4.
