AYC TEAM RACE CHALLENGE 24 & 25 September 2016 Organizing Authority: Annapolis Yacht Club Annapolis, Maryland, USA Event Website: www.annapolisyc.com/racing 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS) including Appendix D Team Racing Rules. 1.2 Boats may not protest other boats for breaking sailing instructions (SI) marked [NP] (no protest). This changes RRS 60.1(a). Penalties for breaking SI marked [DP] (discretionary penalty) or for breaking RRS 55 may be less than disqualification if the protest committee so decides. 1.3 The regatta will be umpired in accordance with RRS Appendix D2. Paragraph D2.6, Limited Umpiring will apply. The Two-Flag Protest Procedure specified in paragraph D2.5 will apply. 1.4 Competitors may not protest for an alleged breach of J/22 class rules. This changes RRS 60.1. 1.5 RRS 28.1 is changed by adding: A boat that has finished may not thereafter correct any error to comply with RRS 28. 1.6 The combined weight of each crew shall not exceed 750 pounds (340 kilograms). 2 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board in the AYC Sailing Center. 3 CHANGES TO Any change to the SI will be posted before 0900 on the day it will take effect, except that any change to the schedule of races will be posted by 2000 on the day before it will take effect. 4 SIGNALS MADE ASHORE 4.1 No signals will made ashore. Signals may be flown from the race committee signal boat while docked at AYC's Sailing Center or Clubhouse. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 60 minutes in the race signal AP. 5 BOATS PROVIDED BY THE ORGANIZING AUTHORITY 5.1 J/22 boats will be provided for competing teams and are to be sailed as supplied. Standing rigging shall not be adjusted, unless directed by the umpires or boatswain. Only telltales may be added to boats. Running rigging and fittings shall be used for their intended purposes only. All equipment supplied shall be carried aboard while racing. Boats and rudders may be cleaned only with water. 5.2 Competitors are responsible for inspecting their assigned boats before each race for possible breakdowns and missing equipment. Discrepancies must be resolved immediately. 5.3 Competitors shall not take any additional gear, rigging or equipment aboard their assigned boats except: basic hand tools, adhesive tape, spare line, marking pens, telltale material, watches or timers, hand held compass, shackles or clevis pins, Velcro tape, spare flags, PFDs and personal gear. 2016 AYC TEAM RACE CHALLENGE p. 1 Version: FINAL, Date: 2016-09-22
6 SCHEDULE OF RACES 6.1 The event schedule will be: Date Saturday, 24 September Time 0900 Registration - Sailing Office, Sailing Center 1000 Skipper s Meeting Sailing Center 1100 First warning signal for first race of the day 1600 No warning signal will be made after this time 1800 Dinner at AYC Clubhouse - Skipjack Sunday, 25 September 1000 Warning Signal for the first race of the day 1500 No warning signal will be made after this time 1600 Awards at the Sailing Center - Tent 7 REGATTA FORMAT 7.1 The regatta format and the number of races will be determined by the Organizing Authority, depending on time and current or predicted conditions. The planned format is to sail one or more round robins among all of the teams. 7.2 Initial boat assignments, boat rotation instructions, and the order of starts will be provided at the skipper s meeting. 8 RACING AREA 8.1 The racing area will be in the Severn River near Annapolis MD. See Attachment 1, Race Area. 8.2 Attachment V shows the layout of the regatta venue. 9 THE COURSES 9.1 The course will be a Box course with all marks left to port. 9.2 Courses will not be shortened. 10 MARKS All course marks will be orange cylinders. The Start/Finish mark will be a yellow cylinder. 11 THE START 11.1 The starting line will be between a staff displaying an orange flag on a race committee boat at the starboard end and the course side of a yellow inflatable starting mark. 11.2 Races will be started using the Sound Signal Starting System as described in US Sailing Prescription S to the RRS. 12 RECALLS Individual recalls will be signalled in accordance with RRS/US paragraph S6 modified to require that the X flag be displayed as described in RRS 29.1 or for one minute, whichever time is shorter. The race committee will attempt to hail boats identified as OCS on VHF channel 72. 13 CHANGE OF THE NEXT LEG OF THE COURSE RRS 33 is replaced with The race committee may move marks of the course, however, no mark that terminates a leg of the course will be moved once a boat has started to sail that leg. 14 THE FINISH The finishing line will be between a staff displaying an orange flag on the race committee boat and the course side of the finishing mark. 15 TIME LIMITS AND ABANDONMENT 15.1 If no boat has finished within forty minutes of the start, the race will be abandoned. Boats failing to finish within ten minutes after the first boat that sails the course finishes will be scored points equal to the number of boats entitled to race. This changes RRS 35, 63.1, A4 and A5. 15.2 Abandonment may be signaled orally by the race committee and/or the umpires. Abandoned races may be re-sailed, and if so, a new warning signal will be made as soon as practical. This changes RRS 32 and Race Signals. 16 PROTESTS AND REQUESTS FOR REDRESS 16.1 For protests and requests for redress other than protests under a rule listed in RRS D2, competitors shall inform an umpire or the race committee immediately after finishing. 16.2 The protest committee will, when appropriate, attempt to hear protests and requests for redress while afloat. 16.3 Should a protest or redress hearing ashore be necessary, the time, place and nature of the hearings will be posted on the Official Notice Board no later than 30 minutes after the race committee signal boat docks. 17 SCORING 17.1 The regatta will be scored in accordance with RRS D4. 17.2 Scores will carry over throughout the event. 18 [DP] SAFETY REGULATIONS 18.1 All boats shall carry a VHF radio capable of communicating on channels 9, 13, 16 and 72. 18.2 A boat that retires from a race, or leaves the racing area between races, shall notify the race committee at the first reasonable opportunity. 18.3 [NP] Each competitor shall wear a USCG approved PFD at all times while on the water, except for brief periods while adding or removing clothing. This changes RRS 40 and the preamble to Part 4. Competitors shall bring their own PFD. The PFD shall be worn outside of all clothing except team identification bibs. 18.3 [NP] A boat may not exercise right of way, cross in proximity to, or interfere with reasonable transit of the race area by commercial ships, tugs, or barges. well in advance of a potentially dangerous situation. The US Coast Guard, ship captains, and bay pilots have been encouraged to report any incident they observe. 18.4 The race committee or protest committee may protest a boat for SI 18 based on information received from any source. The protest time limit does not apply. This changes RRS 60.2, 60.3, and 61.3. 19 PRIZES The winning team will be awarded the Inter-Club Challenge Trophy and have their Club s name engraved on the perpetual trophy to remain on display at AYC. They will also be awarded a keeper trophy. Awards will be given for 2 nd and 3 rd place overall. 20 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race.
