I N T E R N A T I O N A L S K A T I N G U N I O N Communication No. 2134 OLYMPIC WINTER GAMES 2018 ENTRIES/PARTICIPATION FIGURE SKATING TEAM EVENT INCLUDING CLARIFICATIONS RELATED TO THE FIGURE SKATING TEAM EVENT AND REPLACEMENTS/SUBSTITUTIONS FOR MEDICAL REASONS 1. Qualified Team Entries According to the Team Event Qualification System for the Figure Skating Team Event, the following Teams have qualified for the Figure Skating Team Event at the 2018 Olympic Winter Games, in PyeongChang / KOR (in order of qualification): Teams also qualified for individual events with (see ISU Communication 2119) # NOC/ISU Member Points Pair Men Ladies Ice Dance Skating 1 Canada 6084 2 Russia 5924 3 United States of America 5055 4 Japan 4345 5 China 4231 6 Italy 3801 7 France 3652 8 Germany 2806 (9)* Spain 1858 b* b* 10 Israel 1521 a* 11 Republic of Korea 1397 a* a* Israel has not qualified for the Ladies individual event. They can use the additional athlete quota (see paragraph 2 below) to complete their Team. Republic of Korea has not qualified for the Pair Skating individual events. They can use the additional athlete quota (see paragraph 2 below) to complete their Team. b* Spain has not qualified for the Ladies and Pair Skating individual events. Consequently, they are not considered as a Team. However should a late replacement be made (ESP is 2 nd stand-by in Pairs), the Team would qualify and therefore the last team currently qualified, Team 11, Republic of Korea (KOR) would no longer be qualified for the Team Event. 1

Stand-by Team Entries Teams qualified for individual events with # NOC/ISU Member Points Pair Men Ladies Ice Dance Skating 1 Australia 1320 c* 2 Ukraine 1124 c* 3 Czech Republic 1069 c* c* If participating, Australia, Ukraine and/or the Czech Republic could also use the additional athlete quota (see paragraph 2 below to complete their Team, as they are currently only qualified for three (3) individual event disciplines. 2. Confirmation and Entry Procedure As per the above-mentioned Qualification System (Paragraph 3.2 see link under point 7.), the Qualified NOCs/ISU Members are herewith officially informed and must enter their Skaters/Couples by respecting the entry deadlines applicable for the 2018 OWG. NOCs/ISU Members with Teams who have qualified Skaters/Couples in an individual OWG competition/discipline (the qualified Skaters/Couples ) in Ladies Single Skating, Men Single Skating, Pair Skating, Ice Dance) and who have chosen to compete in the Figure Skating Team Event, must list the respective qualified Skaters/Couples of such discipline also as entries for the Figure Skating Team Event and may not enter different Skaters/Couples for such discipline. Also, the same NOCs/ISU Members must have their Skaters competing in all the competitions/disciplines of the Figure Skating Team event for which they have entries in the individual OWG competition/discipline. This means that if for example an NOC/Member has only one entry for a discipline/competition, this Skater or Couple may not choose to skate only the individual OWG competition and skip the Figure Skating Team Event competition. NOCs/ISU Members who do not have qualified Skaters/Couples in an individual OWG competition/discipline (Ladies Single Skating, Men Single Skating, Pair Skating, Ice Dance), may benefit of an Additional Athletes Quota in order to enter into the Figure Skating Team Event 1 Skater/Couple to complete the team. If applicable, each NOC/ISU Member may benefit of this Additional Athletes Quota for only one discipline of the Figure Skating Team Event. The Additional Athletes Quota of up to 10 Skaters will be used giving preference to the best ranked incomplete Teams according to the ranking of the Figure Skating Team qualification list. The Additional Athletes Quota beyond the above-mentioned 10 Skaters cannot be exceeded and if not sufficient, the lower ranked incomplete Teams according to the ranking of the Figure Skating Team qualification list, may in such case not be able to complete their Team. NOC/ISU Members having Skaters in a discipline qualified for the respective individual OWG competition/discipline but who chose not to enter such Skater(s) into the individual OWG competition/discipline, may not benefit of the additional Athletes Quota. The Minimum Total Element Score requirement as per ISU Special Regulations Single & Pair Skating/Ice Dance 2016, Rule 400 A/B, paragraph 5, shall apply for Skaters/Couples of this Additional Athletes Quota for the Figure Skating Team Event. The Minimum Total Technical Score must be achieved on or before the final entry deadline (January 29, 2018). 2

The Minimum Total Element Scores for the Olympic Winter Games 2018 as published in ISU Communication 2097 are as follows: MEN SP 25.00 FS 45.00 LADIES SP 20.00 FS 36.00 PAIR SKATING SP 20.00 FS 36.00 ICE DANCE SD 19.00 FD 29.00 (SP=Short Program SD=Short Dance FS=Free Skating FD=Free Dance) If a NOC/ISU Member has 2 or 3 entries in an individual OWG competition/discipline then the NOC/ISU Member must declare the Skaters/Couples to compete in the Short Program/Short Dance of the Team Event latest at 10:00 a.m., local time on site of the OWG, the day before the beginning of the first Short Program/Short Dance of the Figure Skating Team Event. For the 5 Teams qualified for the Free Skating/Free Dance of the Figure Skating Team Event the NOC/ISU Member must declare the Pairs competing for the Pair Skating Free Skating immediately (latest about 10 minutes) after the conclusion of the Ladies Short Program of the Team Event in order to ensure that the Team composition of all Teams are known before the beginning of the Free Skating/Free Dance. The NOC/ISU Member must declare the Skaters/Couples for the Men, Ladies and Ice Dance Free Skating/Free Dance latest at 15:30 (after the Pair Skating Free Skating). 3. Confirmation of Team Entry by NOC/ISU Member The NOCs/ISU Members of the qualified Teams announced as per paragraph 1 above, are requested to confirm their participation with the attached Entry Form on or before December 14, 2017 to the ISU Secretariat. 4. IOC Athlete Replacement Policy (in case of injury and/or illness) Contrary to the ISU Events for which the ISU Rules for substitutes/replacements apply, in the case of the Olympic Winter Games the IOC Late Athlete Replacement Policy applies exclusively. Consequently, in case of urgent medical reasons, the IOC Late Athlete Replacement Policy for the PyeongChang 2018 Olympic Winter Games applies (see Attachment) and as agreed between the IOC and the ISU, the corresponding deadlines as per ISU Communication No 2119, point C, apply. Accordingly, for entries related to the Figure Skating Team Event as a whole, it is possible to make athletes replacements only up to one hour before the Team Leaders confirmation meeting for the Figure Skating Team Event, scheduled for 10:00 a.m. on February 6, 2018. After that time/date a replacement for the Team Event is not any more possible. Teams with only one Skater/Couple qualified for the individual discipline will therefore have no possibility to bring in a substitute Skater/Couple for the Team Event after that deadline, e.g. replace an active skater/couple due to injury or sickness after the Short Program with a substitute Skater or a similar, even in presence of a medical certificate. Any replaced athlete will not be able to be re-accredited after the replacement. 5. Exchange of a Skater/Couple between the Short Program/Short Dance and Free Skating/Free Dance of the Team Event The option of an exchange is only given to Teams, who have more than one qualified Skater/Couple for the individual Events(s) (Men Single Skating, Ladies Single Skating, Pair Skating or Ice Dance). Only 2 spots can be exchanged after the Short Program (Man or Pair, Lady or Ice Dance or 2 individual skaters), per Team. Any exchange within the Team Event (after the Short Program/Short Dance) has no consequences for the participating of such Skaters in the Individual events. 3

Clarification of Replacement versus Exchange of a Skater/Couple As per the above explanations, a Skater s/couple s replacement is a complete withdrawal of an original entered Skater/Couple due to medical reasons who will be replaced with a substitute entered Skater/Couple into the same position as the withdrawn Skater/Couple via the IOC Late Athletes Replacement Policy. A replaced (withdrawn) Skater/Couple will have to return the ID-pass, cannot stay any longer in the Olympic Village and is to be considered as an inactive withdrawn athlete. Such a replacement is final. The exchange of a Skater/Couple during the Figure Skating Team Event is only possible for teams with more than one qualified competitors in a discipline. In such a case one skater can skate the Short Program/Short Dance for the Team while the Free Skating/Free Dance segment will be skated by another skater/couple. Consequently an exchange is not a replacement. 7. Additional Athletes Quota for the Figure Skating Team Event Independently of the IOC Late Athlete Replacement Policy and possibility of exchange during the Team Event as outlined above, there is the possibility of an Additional Athletes Quota for the Figure Skating Team Event for a restricted number of NOCs. As per D.3.1 of the Qualification System for the XXIII Olympic Winter Games the NOCs/ISU Members who do not have qualified Skaters/Couples in an individual OWG competition/discipline (Ladies Single Skating, Men Single Skating, Pair Skating, Ice Dance), may benefit of an Additional Athletes Quota and enter into the Figure Skating Team Event one (1) Skater/Couple. If applicable, each NOC may benefit of this Additional Athletes Quota for only one discipline of the Figure Skating Team Event. However, the Additional Athletes Quota for the Team Event cannot be used for replacements or exchanges as outlined in points 2, 3 and 4 above. The Additional Athletes Quota of up to 10 Skaters will be used giving preference to the best ranked incomplete Teams according to the ranking of the Figure Skating Team qualification list. The Additional Athletes Quota beyond the 10 Skaters cannot be exceeded and if not sufficient, the lower ranked incomplete Teams according to the ranking of the Figure Skating Team qualification list, may in such case not be able to complete their Team. NOCs having Skaters in a discipline qualified for the respective individual OWG competition/discipline but who chose not to enter such Skater(s) into the individual OWG competition/discipline, may not benefit of the additional Athletes Quota. The Additional Athletes Quota is only available to complete a Team to participate in the Team Event. The Additional Athletes Quota places are not valid for the individual events. For full details related to the Figure Skating Team Event and in particular to the confirmation of participation and entries to the Figure Skating Team Event, please refer to the Qualification System for the XXIII Olympic Winter Games, PyeongChang 2018 as approved by the ISU and IOC (see link to ISU website under: http://isu.org/docman-documents-links/isu-files/event-documents/olympicgames/2018-pyeongchang/qualification-systems/7566-qualification-system-figure-skating-v11/file) 8. Starting Order Judging System/Result Determination Medals/Awards Technical Officials Panel of Judges Please refer to the above-mentioned Qualification System. 4

9. Deadline of Nominations for the Figure Skating Team Event February 6, 2018-10:00 (Team Leaders Meeting) Final confirmation of Skaters/Couples participating in the Team Event. The confirmation includes all skaters/couples available for participation in the Team Event. With respect to the exchange possibility within a Team the following dates and deadlines apply to confirm the names of skaters/couples (possibility of exchanges) who will skate for the Team in the segment in question. February 8, 2018-10:00 February 10, 2018-10:00 February 11, 2018-13:15 February 11, 2018-15:30 Nomination by name of the Skaters participating in the Men Single Skating and Pair Skating Short Program Team Event. Nomination by name of the Skaters participating in the Ladies Single Skating and Ice Dance Short Program/Short Dance Team Event. Nomination by name of the Skaters participating in the Pair Skating Free Skating Team Event. Nomination by name of the Skaters participating in the Men Single Skating, Ladies Single Skating and Ice Dance Free Skating/Free Dance Team Event Skaters/Couples, who suffer an injury or sickness after the deadlines mentioned above - replacement deadline and the deadline for entering the name for a segment cannot be replaced or exchanged and their place, need to remain empty. 10. Representation at Team Leaders meetings - Important It is of significant importance that NOCs/ISU Members, qualified for participation in the Team Event, are represented at each of the announced Team Leaders Meetings on site. Please allow sufficient time as it may take up to 24 hours to process a LAR. 2. The date and time are subject to change. It will be updated if there is any change. 3. This Appendix along with the Late Athlete Replacement policy are published on both the http://extranet.olympic.org and the https://extranet.pyeongchang2018.com and it will be updated whenever necessary. All NOCs will be notified by PyeongChang 2018 Sports Entries when there is a release of a new version.
