Flying Eleven Sailing Association of Australia, Incorporated Constitution and Class Restrictions

Part A - Constitution 1. Name and Burgee 1.1. The full name of the association shall be: Flying Eleven Sailing Association of Australia. 1.2. The Association Burgee shall consist of a blue Flying Eleven insignia on a white background. 2. Objects 2.1. The objects of the association are to promote and further the interests of the Flying Eleven Class throughout Australia and to represent the interests of owners of Flying Eleven boats in Australia as follows: 2.1.1. To keep State Associations informed of the developments concerning the Class and any proposals concerning Class Restrictions. 2.1.2. To organise the Australian Championships and to coordinate the programme for State Association events held in Australia. 2.1.3. To encourage interstate competition for the Class. 2.1.4. To encourage interest in the Class outside Australia with the aim of development as an international Class. 2.2. The Association shall seek to achieve its objects by fostering participation in organised training and competition where success will be achieved by the skill of the helmsman and crew, and never by intentional variations of design or construction of the boat. 3. Affiliations The Association may affiliate with any organisation or Association which will assist in the promotion or advancement of the objects of the Flying Eleven Sailing Association of Australia and of sailing generally. 2 Constitution and Class Restrictions 7/11/2004

4. Membership 4.1. Only properly constituted Flying Eleven State Associations recognised as such by the Yachting Association of that State shall be eligible for membership. 4.2. Any such State Association desirous of admission as a member shall: 4.2.1. Make written application to that effect to the Hon. Secretary. 4.2.2. Lodge six (6) copies of its current Constitution and by-laws with the Hon. Secretary at the time of application. 4.2.3. Accompany such application with the prescribed Joining Fee and first year Affiliation Fee as applicable at the time. These monies will be refunded should the application not be successful. 4.3. Applications for membership lodged in accordance with Clauses 4.1 and 4.2 above shall be circulated to all existing members within one (1) calendar month of the receipt by the Hon. Secretary. Acceptance of membership shall be by postal vote (registered mail) which shall close two (2) calendar months after the date on which the application was circulated. Acceptance shall require a majority of the total voting rights of all member State Associations. Non-receipt of a postal vote from any State Association shall be regarded as a vote or votes in the affirmative. 5. Fees 5.1. A joining fee shall be determined by the Association at the Annual Meeting shall accompany an application for membership. 5.2. Each and every member shall pay an annual affiliation fee which shall be determined by the Association at the Annual Meeting and shall be due and payable on the 1 st February of each year. 5.3. Each and every member shall pay a boat registration fee which shall be determined by the Association at the Annual Meeting for each boat on the member s register as at the 31 st December of each year and such fee shall be due and payable on the 1 st February of the following year. 3 Constitution and Class Restrictions 7/11/2004

5.4. Any member failing to pay such annual affiliation and boat registration fees by the 1 st May of the year in which the fees are due and payable shall cease to be a member of the Association but may be automatically readmitted upon payment of all arrears provided the period of lapsed membership does not exceed twelve (12) calendar months. 6. Resignation Any member may terminate membership by forwarding a written resignation to the Hon. Secretary. 7. Office Bearers 7.1. The Association shall have the following Office Bearers who shall be elected at the Annual Meeting: President Vice-Presidents Hon. Secretary Hon. Treasurer Hon. Measurer Hon. Registrar Hon. Handicapper 7.2. Vice-Presidents shall be elected on the basis of one for each member State Association. 7.3. The duties of any two (2) of the Office Bearers may be combined in the one (1) officer except those of President and a Vice-President. 7.4. The Vice-President from the member State Association in which the Annual Meeting is convened shall be deemed to be the Senior Vice-President. 4 Constitution and Class Restrictions 7/11/2004

8. Executive Committee and Powers 8.1. The Office Bearers shall form the Executive Committee of the Association and shall hold not less than three (3) meetings during the period between consecutive Annual Meetings for the purpose of conducting the business of the Association. 8.2. A quorum for Executive Committee meetings shall be constituted by any three (3) of the Office Bearers of which one (1) only may be a Vice-President. 8.3. The Executive Committee shall have power to: 8.3.1. Deal with all routine matters concerning the organisation and administration of the Association. 8.3.2. Authorise the Hon. Treasurer to make payment of monies not exceeding $500.00 for any single item. 8.3.3. Fill an Office falling vacant between consecutive Annual Meetings up to a limit of two (2) such Offices at any one time. 9. Duties of Office Bearers 9.1. President 9.2. Vice-Presidents 9.3. Hon. Secretary The President shall preside at all meetings of the Association at which he is present. He shall not have a casting vote. The Senior Vice-President when available shall perform the duties of the President whenever the President is absent. Should the Senior Vice-President not be available then any Vice-President who is available shall perform the duties of the President. The Hon. Secretary shall: 9.3.1. Keep minutes of all Association meetings and circulate copies of the same to all delegates and Office Bearers within four (4) weeks of such meetings; maintain a Minute Book of all such meetings. 9.3.2. Maintain a list of the Association members together with an up-to-date record of the delegates from each member body. 5 Constitution and Class Restrictions 7/11/2004

9.3.3. Circulate and receive voting papers; circulate the results of all postal ballots held by the Association. 9.3.4. Deal with all correspondence as directed by meetings including the signing of correspondence on behalf of the Association. 9.3.5. Within the confines of this Constitution develop and establish procedures as are required to maintain effective administration. 9.4. Hon. Treasurer The Hon. Treasurer shall: 9.4.1. Maintain proper books of account giving full particulars of all monies assets and liabilities of the Association and of all monies received and expended by the Association together with the reasons for such receipts and expenditures. 9.4.2. Collect all monies due to the Association and deposit them in the Association s bank account. 9.4.3. Present at the Annual Meeting a proper statement and balance sheet accurately recording the financial position of the Association together with any books or documents which may be required. 9.4.4. Forward to all member Associations on the 1 st February each year an account setting out the affiliation fee, boat registration fees and any other charges deemed due and payable at the date and shall forward a second and final account on the 1 st April if any such fees or charges remain unpaid on the 31 st March of the same year. 6 Constitution and Class Restrictions 7/11/2004

9.5. Hon. Measurer The Hon. Measurer shall: 9.5.1. Be the final authority on the interpretation of the Flying Eleven Class Restrictions as set out in Part B of this Constitution. 9.5.2. Approve the initial measurement of a boat made by a member State Association Hon. Measurer and issue a Measurement Certificate for the same. 9.5.3. Deal with any matters referred to him by Member State Association Hon. Measurers. 9.6. Hon. Registrar The Hon. Registrar shall: 9.6.1. Control the allocation and issue of boat numbers to member State Associations. 9.6.2. Maintain an Australian Class Register by boat number of all Flying Eleven boats registered with the Member State Associations. 9.6.3. Maintain a record of all Flying Eleven boats for which Measurement Certificates have been issued. 9.7. Hon. Handicapper The Hon. Handicapper shall: 9.7.1. Allocate handicaps to each and every boat entered in an Association event and such allocations shall be final. 9.7.2. Maintain a record of handicaps allotted and race results for all Association events. 7 Constitution and Class Restrictions 7/11/2004

10. Financial Arrangements 10.1. The funds of the Association shall be held in a bank account titled Flying Eleven Sailing Association of Australia. 10.2. Signatures to cheques and/or withdrawals from such account shall be the Hon. Treasurer and any one (1) of the President, Vice-Presidents or Hon. Secretary. 10.3. The financial year of the Association shall be the twelve (12) months period commencing the 1 st December and ending the 30 th November in the following year. 11. Annual Meeting 11.1. The Annual Meeting shall be the governing body of the Association meeting once in each calendar year at the time and venue of the Australian Championship. 11.2. Each member State Association shall be represented by a delegation of no more than four (4) delegates. 11.3. Each member State Association shall be entitled to one (1) vote and further votes on the basis of one (1) vote for every batch of twenty boats registered in the member State Association 11.4. A minimum of two (2) member State Association delegations and one (1) Office Bearer shall constitute a quorum. 11.5. Motions shall be resolved by a majority of votes except as provided for in Clause 4.3 of this Constitution. Any motion shall lapse in the case of a deadlock. 11.6. No Office Bearer shall be entitled to vote on any motion by virtue of his being an Office Bearer. 11.7. The meeting shall elect a Chairman from the delegates present should no presidential Office Bearers be present. Such a Chairman shall assume all the rights and responsibilities granted to the President as an Office bearer for the duration of the meeting. 8 Constitution and Class Restrictions 7/11/2004

12. Powers of the Association Subject to the provisions of this Constitution the Association shall have power to: 12.1. Make legislation to govern Flying Eleven racing within Australia and to repeal, alter or add any such legislation. 12.2. Admit and remove member State Associations in accordance with the provisions of this Constitution. 12.3. Set or alter all fees and charges payable by member State Associations. 12.4. Regulate its own proceedings; provide for service of notices and credentials of Member State Association delegates. 12.5. Provide trophies for the Australian Championship and fix the date and venue for such Championship. 12.6. Appoint a Race Committee which shall control the Australian Championship. 12.7. Amend the Constitution, Class Restrictions and Australian Championship conditions in a manner hereby provided. 13. Alteration to Constitution and Class Restrictions The Constitution and Class Restrictions of the Association may only be amended, repealed or added to in the following manner: 13.1.1. A Notice of Motion shall be lodged in writing with the Hon. Secretary. Only Member State Associations may propose such motions and they shall not require a seconder. 13.1.2. The Hon. Secretary shall within fourteen (14) days of receipt of such Notice of Motion forward copies of the same to member State Associations for consideration. 13.1.3. A period of one (1) month shall elapse from the date of forwarding the Notice of Motion to the member State Associations after which time the Hon. Secretary shall forward to the Member State Associations by registered mail the necessary postal voting papers in respect of the motion. 9 Constitution and Class Restrictions 7/11/2004

13.1.4. The postal vote shall close two (2) months after the date on which the voting papers were issued. Failure by any Member State Association to lodge a vote or votes with the Hon. Secretary by the due date shall be regarded as a vote or votes in the affirmative. 13.1.5. Postal voting rights shall be in accordance with Clause 11.3. 13.1.6. No amendments to Notices of Motion shall be allowed. A member State Association may only propose an amendment by submitting a Notice of Motion which shall be dealt with in the manner herein prescribed. 13.1.7. Any alteration to the Constitution resolved in accordance with these procedures shall become effective on the 1 st July following the date of resolution. 14. Measurement of Boats 14.1. Each boat which conforms to the Class Restrictions as set down in Part B of this Constitution may be issued with a Measurement Certificate. 14.2. Each item stipulated in the Class Restrictions which is found to conform to the measurement requirements shall be marked in the manner prescribed in the Class Restrictions. 14.3. Letters relating to each measured and approved item shall be endorsed on the Measurement Certificate which in the case of initial measurement of a boat shall be signed by the Hon. Measurer. 14.4. Any subsequent changes or modifications to a boat or any of its items shall be referred to the Member State Associations Hon. Measurer for approval. If such changes or modifications involve the marking of new letters, the Measurement Certificate must be forwarded to the member State Association Hon. Measurer for endorsement. 15. Sailing Rules 15.1. All races conducted by or on behalf of the Flying Eleven Sailing Association of Australia shall be sailed under the current Racing Rules and Safety Regulations of the controlling Yachting Authority of the State in which the event is to be held. 10 Constitution and Class Restrictions 7/11/2004

15.2. The entry of a boat to an Association event shall be accepted only if the boat is covered by a current measurement Certificate and is registered with a Member State Association in accordance with the Constitution of that State. 15.3. The time limit and method of lodging protests shall be clearly defined in the Sailing Instructions for the event. Protest flags shall have a minimum size of 150mm x 100mm, be red in colour and flown in the standing rigging of the boat. 15.4. The Australian Championship shall be sailed over Olympic type courses of approximately nine (9) nautical miles on waters approved by the Association. PART B (APPENDIX 1 TO THE CONSTITUTION) MEASUREMENTS AND RESTRICTIONS Effective January 1991 NB: Diagrams shown are not to scale

1. PREAMBLE 1.1. The Flying 11 is a one design, sloop-rigged, round bilged, restricted class open type sailing skiff. 1.1. Alterations which would outdate existing boats will not be allowed. 1.2. The officials at any race conducted by the Association may reject the entry of a boat which, in their opinion, has not been constructed in accordance with the objects of the Association, and that this rejection may be made even though the boat complies with all the existing restrictions of the class. 2. THE HULL 2.1. The hull must be moulded from timber ply, fiberglass or foam reinforced fibreglass and no other materials may be used. The hull must be made on a Flying 11 Sailing Association of Australia approved mould and built to the design plans and specifications of the Flying 11 Sailing Association of Australia. 2.2. Forward decking is optional. The sum total area including decking, knees, gussets and breasthook fitted at gunwale level shall not exceed 0.354m sq. 2.3. The boat must be sufficiently buoyant to be able to be bailed out when righted after a capsize. The top of the buoyancy devices are to be positioned not less than 125mm below the gunwale line and the total buoyancy shall be not less than 85 litres with not less than 28 litres both fore and aft. 2.4. The length of the forward tank shall not exceed 1300mm. The length of the aft tank shall not exceed 685mm, both measured from inside the hull, parallel to the waterline. 2.5. Length of the hull overall shall not exceed 3430mm excluding fittings when measured parallel to the waterline. 2.6. Beam measurements are to be taken from outer skin to outer skin at the gunwale and are as follows:- At Section 5, 2157mm from outside transom,1066 ± 13mm At Section 2, 787mm from outside transom, 1307 ± 13mm At no point shall the beam exceed 1333mm. 2 Measurements and Restrictions 7/11/2004

2.7. Depth measurements are to be taken from the gunwale level to the outside of the skin at the keel, and are: At the transom 330 ± 13mm At Section 4, 1700mm from outside transom, 444 ± 13mm. 2.8. Gunwale width shall not exceed 70mm measured from the outside of the hull skin at the sheerline. 2.9. Saxboard shall not exceed 25mm measured from the inside of the hull skin at the gunwale. 2.10. The transom shall be perpendicular to the waterline. The outside skin shall not project beyond the transom. 2.11. The deadwood if continued to the transom will be at the deepest parts, which, at the transom will be no more than 90mm and taper to nothing at the keelson. The underside of the deadwood shall be a straight line. 2.12. Bilgerunners shall be no longer than 915mm and not exceed 19mm x 19mm in thickness. They shall be positioned parallel to the keelson near the transom. 2.13. Bowsprits, bumpkins or similar projections outside the hull are not allowed. This restriction does not preclude the use of a device solely designed to prevent a spinnaker sheet from slipping over the stem. 3. BALLAST AND WEIGHT 3.1. Minimum hull weight, including all fixed fittings, e.g. rudder brackets, mast step, genoa block track, cleats is 38.6kg. 3.2. No ballast shall be carried, except that if any weight is required to bring a boat up to minimum weight it shall be permanently fixed at not more than 50mm below the sheerline. 3.3. The centreboard shall not weigh more than 5.44 kg. 4. CENTREBOARD AND RUDDER 4.1. When the centreboard is in its lowest position that part below the outer skin at the centreboard case, must fit within the full size drawing shown on Sheet 2 of the Plans. 3 Measurements and Restrictions 7/11/2004

4.2. When the rudder is in it lowest position that part below an extension of the line of the outer skin of the hull at the keel must fit within the full size drawing shown on Sheet 2 of the Plans. 5. RIGGING 5.1. The boat shall be sloop-rigged. 5.2. That the shrouds or their extensions shall intersect the external surface of the mast at 3350 ± 25mm from the gunwale line. 5.3. The method of staying the mast is optional except that the position of side stays shall be fixed. 5.4. The spinnaker halyard attachment shall be located on the mast at 3810 ± 25mm measured from the gunwale line at the mast to the top of the sheave, or where the halyard block is attached to the mast by a strop the measurement will be taken from the top of the attachment point. 5.5. Hiking boards and/or trapezes are not allowed. 6. SAILS 6.1. All sails shall fall within the outlines shown on the sail plan and shall not exceed the dimensions shown there on. The measurements shall be taken using the minimum tension necessary to remove the wrinkles. The luff, leech and foot of all sails shall be fair curves. 6.2. Mainsail 6.04 m sq. A maximum of four (4) battens of optional length are allowed in the mainsail, in the positions and within the tolerances shown on the sailplan and approximately at right angles to the leech. 6.3. A double luff mainsail is not allowed. 6.4. The luff of the mainsail shall be set within two 25mm wide painted black or contrasting bands spaced 4220mm max. apart on the mast. The uppermost edge of the lower band shall not be more than 460mm above the gunwale level at the mast position. The tack of the mainsail shall at all times be located at or above the upper edge of the lower band and shall not be capable of being hauled below this level. 4 Measurements and Restrictions 7/11/2004

6.5. The foot of the mainsail shall be set between a 25mm wide painted black or contrasting band on the boom and the normal tack attachment, and shall not be capable of being hauled out beyond the inner edge of the contrasting band on the boom. The inner edge of the band on the boom shall be located 2080mm max. from a line extended down from the aft edge of the sail track on the mast. 6.6. Genoa 2.51 m sq. No battens are allowed in the genoa. 6.7. The roach on the foot of the genoa shall not exceed 130 mm over two thirds of its length and it shall be a fair curve. 6.8. Spinnaker 4.46 m sq. Lines may only be attached to the spinnaker at the three corners. Spinnaker launchers or chutes are not allowed. 6.9. Sails, once measured and stamped, shall be accepted as measuring in, even though they may have subsequently stretched. However, after substantial alterations, it is required that sails be re-measured. 7. SPARS 7.1. The spars and rigging shall conform with all the dimensions shown on the general arrangement plan. (Sheet 1 of Plans) 7.2. The major diameter of the mast and boom (including track) shall not exceed 90mm. 7.3. Fairings and rotating masts are not allowed. 7.4. The spinnaker pole shall not exceed 1830mm in length when in situ, measured from the forward edge of the mast to the inside bearing point of the spinnaker brace. 7.5. Masts and spars must be made of aluminium and/or timber except that mast sections above hound height may be glass reinforced fibre. 8. REGISTERED NUMBERS ON SAILS 8.1. The mainsail shall have displayed on both sides the registered number at approximately two-thirds the height of the mainsail above the boom. 8.2. Numbers shall be placed at different heights on the two sides to avoid confusion owing to the transparency of the sail. 5 Measurements and Restrictions 7/11/2004

8.3. The shape and size of the numbers shall conform to the pattern of the Association as shown on Sheet 2 of the Plans. 8.4. The numbers shall be black. 8.5. Mainsail and genoa shall be white sails. 8.6. The spinnaker may be any colour or colours. 9. CLASS INSIGNIA 9.1. The Flying 11 Insignia is coloured blue and made to the pattern and size shown in Sheet 2 of the Plans. 9.2. The Insignia shall be positioned on the mainsail approximately one-third the way up, near the leech. 10. OTHER MARKINGS 10.1. Colour patch is optional. If used, it shall be positioned in approximately the centre of the mainsail. The colour patch shall not occupy an area greater than 1500 cms sq and it s design must have the prior approval of the Registrar, who after approving, will register it. 11. SAILING RESTRICTIONS 11.1. A minimum crew of two must be carried. 11.2. For a race event to be conducted over a series the helmsman must be nominated and not changed during the series. 11.3. A hull may not be substituted for another hull during a series of races (except in case of damage and then only with the approval of the Race Committee). 11.4. Only one spinnaker may be carried on the boat whilst racing. 11.5. Boats and crews shall comply with the Sailing Safety Regulations applicable to the class in each State. 12. RUDDER AND FIN 12.1. Rudder and fin must fit within the outlines shown full size on the Flying Eleven Sailing Association of Australia drawing (sheet 2 of the Plans). 6 Measurements and Restrictions 7/11/2004

13. SAIL MEASURING METHOD MAINSAIL N.B. The luff and foot must be set between the black or contrasting bands on mast and boom, which are 4220 and 2080 respectively. 1. Leech shall not exceed 4620, measured in a straight line from top of bolt rope at head to end of bolt rope at clew. 2. Measurement through centre of sail between head and centre of foot shall not exceed 4460. 3. Head measured at right angles to the luff shall not exceed 100. 4. Width of mainsail at 1/4 height 1835. 5. Width of mainsail at 1/2 height 1430. 6. Width of mainsail at 3/4 height 850. The cross widths are to be established by folding the leech into half and quarters and marking the folds. The luff is to be folded and marked similarly. The cross widths are measured between the marks and include the bolt rope. 7. A maximum of four (4) battens of optional length are allowed in the mainsail and spaced 950 ± 30 from the clew, along the leech. 8. Leech must be a straight line between aft edge of head board and top batten. JIB 1. Maximum luff measurement is 3210. 2. Maximum leech measurement is 3100. 3. Maximum foot measurement is 1675. 4. Measurement between centre of foot and head shall not exceed 3210. 5. Foot shall be a fair curve. 6. No battens are allowed in the jib. 7 Measurements and Restrictions 7/11/2004

SPINNAKER 1. Maximum luff and leech measurement 3555. 2. Maximum foot measurement 2515. 3. Maximum measurement along centre fold of sail 3960. 4. Sail folded with luff on leech and peak placed on tack and clew, cross width 990 maximum. 14. EXOTIC MATERIALS (Resolution passed in 1986). The Association bans the use of exotic sail cloth. The task of the National Measurer is to classify whether materials are exotic or not. The rule of thumb shall be that if the cost of doing the job with the new material (when sourced from normal trade or retail outlets) is more than 50% greater than that of the most common alternative, then the material is exotic and shall not be used. 15. SAFETY REQUIREMENTS Safety checks will be conducted at Championship events. 1. Name, registered number and club name to be displayed on transom at least 50mm high of contrasting colour. 2. Buoyancy vests must be worn. 3. Yachts must have a 38mm dia. metal tow ring at the bow. 4. Towline, (main sheet may be used if it can be unbent). 5. Mainsail must have a halyard or lock which can be released on the water. 6. Centreboard and rudder must be able to be secured. 7. Rudder pintle or pins must have securing devices (split pin or similar). 8. Paddle of minimum 388 cm sq in size. 9. Bailing bucket of minimum 2.2 litres. The AYF Safety Regulations (Addendum B, Part 2) also apply to all races conducted for Flying 11 s. 8 Measurements and Restrictions 7/11/2004
