Periodically, the City Council reviews and updates this fee schedule for respective Parks and Recreation activities and reservation fees. As it has been several years since this has been completed, our Parks and Recreation Department has been analyzing activity costs for our recreation programs and comparing that to our estimated revenues to identify the break-even point. Additionally, we sampled other communities with like activities to review their respective fees. We also made comments as to additional considerations that may be of value when setting fees, such as an overriding community benefit. Included with this memo is an updated fee schedule for activities and reservations. Additionally, we are including the table that was presented at the work session that contains our activities estimated break-even point, market sampling information, relevant information, and current and proposed fees (both in-city and out-of-city). At the work session, Council did provide some respective guidance related to creating equity for some of the increases. These adjustments have been reflected in the updated fee schedule. FINANCIAL IMPACT: The new fee schedule will be implemented in time for most of the fees to be reflective in the next fiscal year. RECOMMENDATION: It is recommended that the City Council adopt Resolution No. 5715, a resolution establishing reservation and activity fees for the Parks and Recreation Department. RESOLUTION NO. 5715 A RESOLUTION AMENDING RESOLUTION 5336 AND FIXING PARK AND RECREATION FEES TO BE CHARGED BY THE CITY OF KALISPELL S PARKS AND RECREATION DEPARTMENT AND DECLARING AN EFFECTIVE DATE. WHEREAS, the Kalispell City Parks and Recreation department organizes and administers various recreation programs for the citizens of Kalispell, as well as other residents of the Flathead Valley, that provide recreational benefits and opportunities that are in the best interests of the City, its residents and visitors; and WHEREAS, the Kalispell City Parks and Recreation department charges user fees for the recreational programs to defray a portion of the operational costs of the programs; and WHEREAS, the fee schedule of the Kalispell City Parks and Recreation recreational programs is reviewed from time to time by the City Council so that the fees may be determined to be appropriate and fairly set; WHEREAS, the City Council has fully considered a new user fee schedule proposed by the Parks and Recreation department staff and finds that this schedule, set forth as Exhibit A attached hereto, is in the bests interests of the City. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION 1. The Kalispell City Parks and Recreation fee schedule, attached hereto and fully incorporated herein as Exhibit A, shall be and is hereby fixed as the valid and enforceable fee schedule of the Kalispell City Parks and Recreation Department for those services provided and described therein, to become effective immediately and to remain effective until later amended or repealed.
