JACKIE ROBINSON 9UA & AA WILLIE MAYS 10UA & 10UAA League Rules (Revised 2017 ( Season) Jackie Robinson 9 AA Refer to White Handbook Willie Mays 10 AA Refer to White Handbook Note: all regular season games may alter from white handbook after the VP and coaches meeting, but all nonwhite handbook rules will be presented to executive board for approval. All AABC qualifying events will be white handbook. The following rules are for A and AA. Teams will be fined $150 each time they cancel a league scheduled game with less than ONE week's notice. They were all given the opportunity to provide blackout dates. There is too much work that goes into the scheduling and cancelling of everyone involved. This is effective immediately. Let me know if you have questions. Umpires: There will be a zero tolerance for fans or coaches yelling at umpires. The umpire will throw the manager out for misconduct to him if it be from the fans or coaches. Should this become an issue with a team s fans or coaches the umpire in chief should notify the VP. Roster: Note: FABC would like to keep the AA roster to 12 (in ages 9-10), this will allow most teams that want to be AA the opportunity to fill a team, and keep others from stacking. (10 players for an AA team is acceptable) Jackie Robinson and Willie Mays A (9&10u) Each Team will be comprised of 11-13 players. 2 of these players will be protected (optioned players) Jackie Robinson and Willie Mays AA (9&10u) Each Team will be comprised of 11-13 players. (optioned players only) coaches can pick up from try outs if parents agree to play AA. All tryout pickups will have a contract, so that other teams cannot recruit players from a coach player agreement. It will be signed by parents and coach the day of draft and a copy emailed to league VP. Try outs and coaches snake draft from appropriate age group (9 and 10), Kids may opt to play up. No 2-year commitment, coaches draft every year. Note: Draft will be held @ KB Dillions in back room (date to be determined), We will have kids up on monitors. As those kids are removed and assigned to teams the Secretary or board member will add them to the team they were drafted to. This will allow the coach to send an email or call his team after draft.

Try outs may have to be indoors. Most likely we will have to separate the venue for time. Division Designation Teams designated by age division shall be defined as follows: 10-year-old teams will be classified as one or more 10 year olds on a roster. 10 year olds shall be defined as a player who by date of birth, will move to the next league (Pee Wee Reese) the following year. A 9 year old team will consist of all first year classification players and defined as a team of players who by date of birth, will remain in the Willie Mays league for the current playing season and the next. Note: See handbook or website for proper age classification. Levels of Play Inter-division play to be approved by league VP. For all AA and single A teams. Team Dugout Designation All Divisions Third base dugout is reserved for the home team and the first base dugout is reserved for the visiting team. Except for tournament play, first come first serve. Score Keeping All coaches should get a login and build their team on fabc.us and report wins and losses to VP. Home team shall keep the official book and pitch count. Visiting team shall run the score board. Both team mangers shall sign the official book and the Pitcher Eligibility Tracking form at the conclusion of the game. The official scorekeeper shall remain neutral and not divulge information unless asked to do so by the umpire or either coach. Note: This is the back up to not having an official scorer. However, in the case of question of official scorer error, home team book will be used to settle the error. Equipment All Leagues Home team is responsible for providing the game balls. Game balls will be Bownet. Diamond will be used in all AABC events. Note: If an A team needs equipment (Coaches helmets, batting helmets, catchers gear, T) a request must be put in with coach s application (This will allow FABC to buy the proper amount of equipment needed). There is no guarantee that the color of

Participation Rules equipment will match your team colors. If equipment is not returned after the season the coach will be sent an invoice for replacement cost. If equipment is not returned or payment is not met, that coach may be ineligible to coach. Note: In A ball play every effort should be made to allow all players the opportunity to play at every position. (9u & 10u A) All players shall play at least half of the game. For example, all players shall play at least 2 innings of a four or more inning game and 1 ½ innings for a three inning game. This rule shall apply throughout the season, but shall not apply to city tournament, nonleague and/or state tournament games unless deemed by the rules of the governing organization. Note: Failure to comply with the above rules may result in suspension of coaching and forfeiture of games in question. Line Up/Game Roster/Substitutions (9u & 10u A) All team members shall bat in the order submitted to the official score keeper. All team members present for games shall be placed on the lineup card. Players that arrive late will be placed at the end of the batting list. At the coach s discretion, any player may be omitted from the batting order for or in the case of injury or illness before game time. Should a player not be able to bat in the order turned in, the opposing team will be awarded an out during that at bat and not for any future at bats where he/she would have appeared in the lineup. Note: A player may come back in his/her order at any time. If any player present is not participating in the game, the opposing coach must be notified. Defensive substitution excluding the pitcher is allowed only at the middle or end of an inning unless an injury, illness or another circumstance warrants a change (restroom break). A Pitcher that starts the game cannot reenter the game at pitcher at any time during regular season play. Once you pull your starting pitcher, he can stay in the game, but in a different position other than catcher. Pitch Count Tracking The official scorekeeper shall be responsible for tracking each of the team s pitch counts, either through the use of the scorebook or the pitching count chart/counter. Each pitcher s pitch count is computed by adding the number of balls and strikes, the number of foul balls hit with two strikes, and the number of fair batted balls. Coaches will also keep track of pitch counts, but at no time shall supersede the official scorekeepers count. It is recommended that coaches track pitches and confer with the official scorekeeper after each half inning. A clicker counter is recommended.

Pitch Counts and Pitching Rules Note: if a coach is found to be guilty of over pitching during the game, the player and coach will be removed from game. The coach will also be suspended for the following game. If a coach does it on a 2 nd offense, he will be suspended for 3 games. On the 3 rd offense a board meeting will be held during his 5-day suspension on if he will be allowed to coach on FABC for the following year. When interleague is in play (9 vs 10) the older age pitch count will be. Jackie Robinson (9u A & AA) Once a player is removed from the mound for pitch count total, the pitcher may not return to the mound. It is also encouraged to not allow a pitcher to catch after max pitch count has been met. The pitching mound will be 46 feet from home plate and be 4inches with a rubber above home plate. No player shall exceed more than 70 pitches in one game. Time limits/length of Play Jackie Robinson and Willie Mays Games shall be 6 innings unless one hour and 30 minutes has been played. Drop dead play is in effect until school is out, then it will be 1hr 45min and finish the inning. In the event a coach calls time with 10 minutes or less on the clock, the clock will be stopped. Defensive Play and Dugout Rules Mercy Rule (A) play only A team may have a manager and 2 assistants in the dugout. Coaches may be on the first base coach s box and third base coach s box while their team is batting. One coach may be outside of the dugout on a bucket while their team is on defense. All other coaches must remain in the dugout. (AA) play only A team may have a manager and two assistants in the dugout. Coaches may be on the first base coach s box and third base coach s box while their team is batting. All other coaches must be on a bucket or in dugout. A 10 run advantage after 4 innings, (3 ½ if the home team is ahead by 10 runs) or an eight run advantage after 5 innings (4 ½ if the home team is ahead by 8 or more runs) shall complete the game. Terms of Play (A) Each half inning shall consist of 3 outs or a maximum of 7 runs scored. Whichever occurs first., Gil (AA)

Visits to the mound Each half inning shall consist of 3 outs. Overthrows A coach may make one trip to the mound per pitcher without having to make a pitching change. A coach may also make a visit to check on the welfare of a pitcher in the event there is a reasonable cause to check the welfare of a pitcher because of suspected injury as a result of play. Note: This only applies during regular season play. The AABC handbook shall apply during tournament and post season play. Note: In the event that the coach makes the decision to make a pitching change while the batter has a current ball/strike count and the batter is walked by the new pitcher, the pitcher who was replaced will be charged with the at bat. Play is dead if the ball that is overthrown leaves the playing field, enters a dugout, or another player not currently involved in the play interferes with play. Each runner shall advance one base beyond the base earned prior to stopping the play. It is at the umpires discretion to the base earned prior to the stoppage of the play. Infield Fly Rule Base running (AA) The infield fly rule will be in effect White Handbook Rules Speed of Play (All Leagues) Coaches should make every effort to speed up play in all leagues whenever possible. This means the teams should be taking the field quickly. Umpires will also carry ball bags to ensure faster speed of play on a passed ball or if a wild pitch is thrown with no runners on first and second. Note: Courtesy runner for catchers is allowed with 1 or more outs Warm up Pitches (All Leagues) Each Pitcher entering the game for the first time will be granted eight initial warm up pitches and five pitches when returning to the mound after the end of half inning of play. Infield

Pregame infield may be taken as long as both teams have 10 minutes and infield is completed five minutes before game time. Home team takes infield first. Post Season Play (AA) A division qualifying city tournament will be played to determine the regional qualifier. The seeding for this tournament will be based on head to head competition then record vs like opponents and then to runs. Any team who has no plans on going to AABC post season most notify the VP that they will not be moving on, should they win. It will then be decided if that team will be eligible for city. Note: Any single A team can participate in the city tournament for Regional play. All single A leagues will have an end of year tournament played by white handbook rules. Note 2: Season for A or AA does not need to end just because we had a tournament for teams to play in regional events. AABC Rule Precedence Any rule not covered in the above content will then revert to the AABC Handbook of Rules and or/major League Baseball. Consult post season rules beyond the city tournament for more information on AABC rules. There will be no smoking by any coach, assistant, parent or fan inside the ball park. Smoking needs to be kept to the parking lot.
