Welcome to KYA Basketball! We encourage all parents and coaches to read through the following information as there are new additions and changes posted to the rules. We would also like to remind coaches, players, and parents that members of the KYA Board of Commissioners and Assistants will be present at the games to assist with any questions, problems or conduct issues. Please be respectful to these people who volunteer their time in helping us have a safe and successful season. Team Formation All 3 rd 6 th Grade Divisions will be formed via a draft. The Head Coach s child and Assistant Coach s child (if applicable) will automatically be added to his or her team. The remaining members of the team will be drafted in one of two ways: (a) players that participate in the Coaches Look will be drafted by name and/or ability as assessed by the coach, or (b) players that do not participate in the Coaches Look will be drawn by the coach at random out of a blind pool after all other players are drafted the identity of these players will be unknown to the coach. In addition, each returning team is allowed to freeze returning players from prior years, subject to the following rule #1: 1. A returning Head Coach from the immediate prior year may keep up to three (3) players from previous year s team, (including the Head Coach s child and the Assistant Coach s child). All other players must be drafted. 2. For new Head Coaches to KYA, the Head Coach s child and the Assistant Coach s child (if applicable) count as the team s 1 st and 2 nd pick and the rest must be drafted. Note: A returning team in the 4 th, 5 th and 6 th Grade division cannot add a new coach or assistant coach WITH a player. A coach or assistant must come from the existing players parents. Jerseys Each player will receive one reversible jersey and it will be distributed to the coaches before the first game. Shorts are NOT provided but are usually available at a discounted price through the uniform vendor. Each player must wear their KYA provided jersey during the game for identification purposes. If for some reason a player cannot wear a KYA jersey, the VP of KYA Basketball or a KYA Basketball Commissioner must approve the shirt or jersey the player wears. All uniforms are reversible to white. When teams with the same or similar colors play, the HOME team, as indicated by the scorebook, will reverse to white.
Time Clock 3 rd -4 th Grade: The game will consist of seven (7) minute quarters, five (5) minute halftime and one (1) minute between each quarter. 5 th 6 th Grade: The game will consist of eight (8) minute quarters, with three (3) minute halftime, and one (1) minute between each quarter. A five (5)-minute warm-up period will be provided before each game. The time clock will run continuously except for the foul shots, time-outs, injuries, and any other time the referee deems a clock stoppage appropriate. In addition, during the last two minutes of each half, the clock will stop every referee whistle. Alternating Possessions A jump ball will be conducted to start the game. Thereafter, alternating possessions will be utilized for ensuring quarter changes and jump balls. Scoring If the court is marked, the 3-point shot is allowed and counted as such during the entire game. Otherwise, all shots made, excluding free throws, are 2 points. Free throws are worth one (1) point and free throw distances are twelve (12) to fifteen (15) feet (measured from the backboard) at referee discretion. The referee will determine the free throw distances at the beginning of each game. In the absence of a referee determination, all free throws will be fifteen (15) feet, as measured from the backboard. *Only 6th Grade Boys will use regulation size ball, ALL other groups will use 28.5" ball. Fouls and Penalties 1. For common (non-shooting) fouls, the ball is taken out-of-bounds until the 7th team foul. 2. Bonus: One-and-one situation (1 free throw is attempted, if made, player attempts a 2nd free throw) is in effect during the 7th, 8th, and 9th team fouls per half. Double Bonus: Two free throws are awarded for any foul after the 9th team foul. 3. Players are allowed 4 fouls. On the 5th personal foul, the player is disqualified from the game. Technical fouls count toward a player's fouls. 4. Referees, in their discretion, may assess team technical fouls for coaches encouraging play or behavior not covered in the rulebook that runs counter to the spirit of the rules or good sportsmanship, or is not in keeping with the expectations of a recreational youth sports basketball program. 5. Lane violations will be five (5) seconds
Defense All defenses are allowed, including zone, double or triple teaming the ball. Backcourt Defense Backcourt defense may be played in the 4th quarter ONLY. ***EXCEPTION- At the start of the 4 th quarter or anytime during the 4 th quarter, if a team is ahead by 14 points or more, that team may NOT play backcourt defense unless the lead falls to 7 points or less. Time-Outs Each team will receive 2 one-minute time-outs per half, and 1 one-minute time-out per overtime period if applicable. Unused time-outs will not carry over to the second or to the overtime periods. Players or coaches may call time-outs. If a coach or player calls time out when all time outs have been exhausted, the team will be issued a technical foul and a player from the other team will attempt two (2) technical free throws and gain possession of the ball. Minimum Playing Time Each coach should submit a roster to the scorekeeper at least five (5) minutes before game time. The roster should include the name and the jersey number of each player who is present. Each player whose name is on the submitted lineup must play at least two uninterrupted quarters. An uninterrupted quarter means that the player must start and finish the quarter without being removed at any time during the quarter. Note: Players that have not arrived should be scratched from the lineup. If a player arrives after the lineup is submitted, the coach should inform the referee and the scorekeeper during the next time-out. If a player arrives during the first quarter, then that player must still play at least two uninterrupted quarters. Exceptions to Minimum Playing Time 1. If the late player arrives after the first quarter ends, the coach is only obligated to play the late player in one (1) uninterrupted quarter during the game. 2. If the late player arrives after the (3 rd ) third quarter begins, the coach is not obligated to play the late player during the game. 3. If the player becomes ill or gets injured the minimum playing time rule is not enforced but the coach must notify the referee and the opposing coach and get their agreement that the child is not able to play the required two uninterrupted quarters. 4. The VP of Basketball or a Commissioner may allow exceptions to the Minimum Playing Time Rule if, in his or her sole discretion, circumstances require that an exception be granted. *If it is discovered that a coach purposely leaves a player s name off the lineup (even though that player is present) in order to avoid having to play that player, or fails to play each player at least two uninterrupted quarters will result in the coach being suspended for the next game. Continued misuse by the coach of this rule may result in the dismissal of the coach.
Substitutions Players that have fully satisfied the Minimum Playing Time rules above may be substituted for as follows: 3 rd - 4 th Grade: During the 3rd and 4 th quarter only 5 th - 6 th Grade: During the 3 rd and 4 th quarters The quarters in which the player plays MUST be indicated in the official score book. The scorebooks will be monitored in order to ensure the Minimum Playing Time rule is being adhered to. Overtimes No overtimes will be played during the regular season games. Tournament overtimes will be three (3) minutes in length, and the clock will stop with every referee whistle during the last two (2) minutes. All overtime games will begin with a jump ball and then will go to the alternating possession rule. Forfeit Any team that cannot field five (5) players within five (5) minutes of the scheduled game time, or five (5) minutes after the finish of the previous game, whichever is later, will forfeit the game. Provided enough players are present, the two coaches may elect to play 4 on 4 or, borrowing from the opposing team only, 5 on 5. The clock will run continuously and the referees will call the game as normal in all other aspects. In such event, the game is still recorded as a forfeit. All forfeited games are scored 8-0. Practice and Activities KYA will secure one practice, half court, per team, per week with Keller Independent School District, EXCEPT FOR HOLIDAYS, BLACKOUTS AND OTHER DAYS THE PRACTICE GYM IS NOT OFFERED BY KISD. In the event a gym is unavailable, each coach must secure his or her own practice facility. All practices will be 1:15 in length. No team may have more than three activities per week (including practices, games, parties and other team activities), unless authorized in advance by the VP of KYA Basketball. An additional 30-minute period before or after each activity for the purpose of briefing/de-briefing is allowed.
Disciplinary Action Players who are repeatedly absent from practice and/or are creating an ongoing discipline problem on the team and for the coach may be suspended from playing time or may be restricted from the Minimum Playing Time rules. Before the coach takes any such action he/she must: 1. Have a meeting with the parent(s) of the child to discuss the problem or concern and hopefully resolve the issue. 2. Inform the appropriate Boys or Girls Commissioner, the VP of KYA Basketball and either the President or Vice-President of the KYA Board of Directors of the problem. 3. Upon approval of the Commissioner and the President and/or Vice-President the coach may then restrict playing time. ***These steps must be followed before any time restrictions are instituted. Ejections A player, coach or fan may be ejected by a referee, Commissioner or the VP of Basketball if, in such official s sole discretion, such ejection is necessary based on the circumstances. 1. Player Ejections: If a player is ejected from a game (other than fouling out) in the 1st half, the player will be out for the rest of the game. If the ejection occurs in the 2nd half of play, he or she will be ejected for the remainder of the game and for the 1st half of the next game. 2. Coach Ejections: Any coach/assistant coach receiving 2 technical fouls in one game will be ejected for the remainder of the game and suspended for the next game. 3. Fan Ejections: Any spectator that is abusive to the game officials, KYA officials or otherwise displays poor sportsmanship may be ejected from the stands. That person will be suspended from attending the next game. If ejected, failure to leave the premises promptly may result in the game being delayed and/or forfeited, and local police being called to handle the situation. Any subsequent ejection will result in disciplinary action by the KYA Board of Directors. Clock and Scorebook Each coach will be responsible for providing one person per game for the purpose of maintaining the scorebook (home team) and the time clock (visiting team). The person responsible for keeping the scorebook must indicate the quarters the player is playing. Referee Discretion It is understood that referees will use their discretion in calling violations. KYA s purpose is to promote the highest level of play possible in each grade level without enforcing unrealistic standards.
Determination of Final Standings The final standings and playoff seeding for each division are determined in the following order: 1. Overall record; 2. Head-to-Head competition; 3. Strength of schedule; 4. Average points allowed per game; and 5. Coin Flip. Coaching Information Coaches are required to complete the following: For all Head Coaches and Assistant Coaches: Complete a background check BEFORE the first practice or interaction with the team. (For a list of offenses that would prohibit an applicant to participate as a coach are provided on the kyasports.com website under Basketball at the bottom of the page); For all Head Coaches and ANYONE who serves as a substitute Head Coach at any time during the season: Complete NYSCA Certification for Basketball (www.nays.org) BEFORE the first game in which the coach will serve as Head Coach. For All NEW coaches to KYA REC Basketball- Attend the Coaches Clinic provided by the KYA REC Basketball League. General Rules 1. Absolutely no smoking is allowed in any school or gym. School rules determine if food and/or drinks are allowed in the gym. If they are not, those entering a gym with food or drink will be asked to finish those items outside the gym. If the school allows food and drinks in the gym, please be respectful, clean up after yourself and kids and do not leave your trash in the stands. 2. Only non-marking tennis shoes shall be worn on the playing court. 3. Each individual coach is responsible for the conduct of his/her player, parents and fans. There will be no more than 2 basketball coaches allowed to sit on the bench with each team. Other parents and/or coaches will be asked to sit in the stands. 4. The future of our program is contingent upon the successful safeguard of our gym facilities. Every adult is therefore urged to take corrective action should he/she observe any abusive facility behavior. 5. Games will be conducted in accordance with the National Federation Basketball Rules, with the exceptions as noted here in.
Frequently Asked Questions 1. When and where are sign ups and what is the registration cost? Registration is online only and is normally held from Oct. 1st - Oct. 31st. Current registration fee is $100. An early registration discount may be offered. Go to www.kyasports.com for all general information. 2. When will the games be played? Games are normally played on Saturdays, beginning the 1st or 2nd weekend in January. Exception is during tournament week. 3. Is there a minimum playing time for the kids? Yes, by rule, each child is to play a minimum of 2 complete, uninterrupted quarters in each game, subject to certain Exceptions to Minimum Playing Time set forth in the rules. 4. What are the different age or grade groups? Groups are based on grade level and are as follows: Boys 1st Grade Boys 2nd Grade Boys 3rd Grade Boys 4th Grade Boys 5th Grade Boys 6th Grade Girls 1st and 2nd Grades combined Girls 3rd and 4th Grades combined Girls 5th and 6th Grades combined 5. What size ball do we need and are they provided? Only 6th Grade Boys use a regulation size ball, ALL other groups will use a 28.5" ball. Balls are not provided to individual players or teams. A game ball will be present at the game day facilities for use during the games. 6. Where are the games played? All games are played at Keller ISD facilities and may change based upon availability. 7. Are uniforms provided and when we will we get them? Each player will receive one reversible jersey and it will be distributed to the coaches before the first game. Shorts are NOT provided but are usually available at a discounted price through the uniform vendor. Coaches select uniform colors and team name. 8. What happens if two teams have the same color uniforms? All uniforms are reversible to white. When teams with the same or similar colors play, the HOME team, as indicated by the scorebook, will reverse to white.
