Minister for Sport, Tourism and Major Events, John Eren 2018 Eureka Rally On behalf of the Victorian Government, welcome to the major events capital of Australia and proud home of the 2018 Eureka Rally. Victoria lives and breathes sport, and no one puts on a show like we do. We re home to some of the biggest events in the world including the Australian Formula One Grand Prix, Melbourne s famous Spring Racing Carnival and the Australian Open tennis. While competition is important, one of the best things about the Eureka Rally is the camaraderie and enjoyment experienced by everyone involved. Hosting the Eureka Rally and doing it so well is part of what makes Victoria the sporting capital. Events like these draws visitors from far and wide, keeping our bars, restaurants, and hotels busy, while boosting our visitor economy. They also provide an opportunity to shine the spotlight on our world-class sports and entertainment venues. That is why we re proud to support the 2018 Eureka Rally and help stage this fantastic event here in Ballarat. Introduction Welcome and thank you for your interest in the 2018 Ballarat Courier Eureka Rally! The event is set to be a great opening round of the 2018 seasons for both the CAMS Australian Rally Championship and the Focus On Furniture and Bedding Victorian Rally Championship. Ballarat is a great base with ample accommodation and all the services that a rally team may need to seek out. It has all that a capital city has to offer, but not only is it far easier to get about in, it is a beautiful provincial city to visit as well. The service park and rally hub are located at the Ballarat Airport, on the edge of the city with easy access to special stages in the surrounding forests. Saturday will feature four compact stages with little break between them in the Wombat Forest to the east of Ballarat. Sunday will involve less liaison distance to link four stages looping south of Ballarat. Thanks to the Department of Environment, Land, Water and Planning for access to the great forests and to the Shires of Moorabool and Golden Plains for access to their roads. The event is fortunate to have the considerable support of The Courier local newspaper, Ballarat City Council, Ballarat Regional Tourism and the Victorian State Government among a host of further event sponsors and partners. The Victorian rally community is excited to continue to host a round of the ARC, and a large pool of friendly, dedicated and committed volunteer officials is looking forward to delivering an event to be proud of. The purpose of this Guide is to provide useful information for those new to Ballarat, or involved in and around the event that are not participating directly in competition, such as service crew, media, sponsors, stakeholders and contractors. Article 3. Rally Course and Itinerary For detailed Rally Itinerary see Appendix I, and for overall Rally map see Appendix II. Article 4. Servicing and Refuelling Servicing by other than driver and co-driver can only occur within the Airport Service Park. In the Service Park, cars may only be washed by use of a sponge from a bucket. Where oils, solvents and degreasing fluids are used all residues must be securely contained and not be allowed to come in contact with the ground. The use of pressure cleaners is prohibited, as per Article 11 of Supplementary Regulations. Breaches noted by an official of the rally may result in fines to the associated competitor. There will be a volunteer operated car wash immediately before the In Control each time rally cars return to the Service Park. It is highly recommended that all service crews supply and have available a working fire extinguisher within the vicinity of their service area. Up to two service crew members may assist during refuelling. Engine is to be switched off. Driver and codriver to be out of car or if in car with seatbelts unfastened. It is recommended that service crew wear fire resistant clothing, gloves and goggles and deliver fuel to car by syphon or pump. No other work other than refuelling may be performed on the car in the Refuel Zone. Driver and Co-driver may work on the car outside the Refuel Zone. Refuelling in the Service Park must be conducted in the designated Refuel Zone after the Out Control. For map, see Appendix III. Access to the service park will be restricted to registered service vehicles only. Trucks are advised to enter the Large Service Vehicles area via the Competitor access route, between the two Service access routes, that passes the Rally Hub and Tyre Trucks Area. Service vehicles must comply with the access shown by the red arrows on the Service Park map only while the rally is in progress from 8.30 am to 8.00pm on Saturday 3 March and from 8.00 am to 5.00pm on Sunday 4 March. Use of competitor only lanes by service vehicles during that period without the approval of the Service Park Manager and noted by an official of the rally may result in fines to the associated competitor. Due to the heritage listing of the Service Park, log crossings are to be used to cross old concrete gutters. Trailers may be parked in allocated service bays or in the designated area in the south west corner of the Service Park. Non registered service vehicles may be parked in the Spectator Parking Area shown on the Service Park map. Competitors will be advised of their allocated service bay before arrival at the Service Park. The bar at the adjacent BLCC Clubrooms will be open at the conclusion of recce on Friday night and at conclusion of competition on Saturday and Sunday. 4.2 Remote Refuels Saturday Refuel is at Blakeville and Sunday at Napoleons. See appendix IV for instructions to travel to and from the remote refuels and for maps of each refuel. Article 5. Testing Testing will be per 4-hour session (a maximum of 8-hours testing is permitted per driver), conducted on Thursday 1 March 0800hrs 1200hrs and 1300hrs 1700hrs. It is a condition of testing that at least two VIP rides are given if requested. Testing location and other arrangements will be issued via email to the crews who paid for testing with their entry. Any crew intending to conduct their own passenger ride/s must adhere to the CAMS Motorsport Passenger Ride Activity Policy referred to in Article 8. Article 6. Welcome Function A Welcome Function will be held on Thursday 1 March at 1800hrs upstairs at City Oval Hotel, corner Mair and Pleasant Streets, Ballarat. This will include introductions to key officials of the Event and an informal question and answer session. There will be an opportunity to socialise afterwards including meals and drinks. Attendance by drivers and co-drivers is not compulsory. Article 7. Reconnaissance Reconnaissance will be conducted on Friday 2 March in accordance with Regulations and a Bulletin containing a recommended schedule and advice on moving between stages not covered by the roadbook. Article 8. VIP Ride Day VIP rides will be conducted in association with Testing on Thursday 1 March. All passenger rides will adhere to the CAMS Motorsport Passenger Ride Activity Policy which can be found here http://www.cams.com.au/get-involved/events/passenger-activity. All passengers, whether VIPs, media, team members (except the co-driver) or others, must report to the designated sign-on area and complete the required documentation before commencing their ride. Article 9. Media The Media Centre will be located adjacent to the Rally Office in the Rally Hub of the Service Park. For map see Appendix III. Eureka Rally will be utilising the CAMS Media Accreditation system. All media wishing to attend the event may make their plans known via email to james@crammondmedia.com. Upon arrival at the Event, Media personnel must sign on at the Rally Office in the Service Park showing their CAMS ID and Vest. Once signed on maps, documents and accreditation will be issued. Any VRC competitor approved for Regional scrutiny are reminded that Turbo and supercharger sealing must be conducted at official ARC scrutiny on event and to also note that Regionally scrutineered vehicles may be subject to further inspection by the Chief Scrutineer at the Event. 10.1 VRC - Saturday 24 February All VRC only (i.e. excluding those cross-entered in the ARC) competitors must present their vehicles for official scrutiny and turbo sealing at: Pedders Suspension, 878 Burwood Highway, Ferntree Gully on Saturday 24 February between 1300hrs and 1600hrs. 10.2 ARC - Friday 2 nd March All ARC competitors must present their vehicles for official scrutiny and turbo scrutiny at Pedders Suspension 1005a La Trobe Street, Ballarat, shown on the Ballarat Locality Map (Appendix V) on Friday 2 nd March between 1500hrs and 1800hrs according to a schedule to be published in a Bulletin. Event Start The Event will start from the junction of Sturt and Camp Streets. Crews and their vehicles must enter the Assembly Area in Camp St from Mair St, as shown on the Ballarat Locality Map (Appendix V), and report there between 0830 and 0845 Saturday 3 rd March. Crews are asked to remain in the area until their start time, which will be published in a Bulletin. First car will start at 0930. There are toilets close by and breakfast will be available from Fu Man Lou Restaurant in Camp St. The closest off street parking is between Mair, Grenville and Curtis Streets as shown on the locality map. Article 14. Event Finish The podium finish will be held in the Service Park at the Rally Hub. Crews will be directed to a holding area prior to going through the finish arch. Upon conclusion of each podium presentation, crews and their vehicles may need to attend post event Scrutineering if instructed by the ARC Technical Manager or Chief Scrutineer. Remaining cars are likely to be released from parc ferme 30 minutes after the last car finishes. 14.1 Post Event After Party The After Party will be held on Sunday 4 March commencing at 1800hrs at the City Oval Hotel, Mair St, shown on the Ballarat Locality Map (Appendix V). All competitors, service crew, family, officials, sponsors and friends are welcome to attend. Meals will be available. As all officials will be issued with a drink voucher, it should be a lively affair. Article 15. Accommodation Go to http://www.visitballarat.com.au/stay-a-while to find your Ballarat accommodation. It s pretty safe to say that Ballarat is the only part of Australia where accommodation options range from a caravan to a castle. There are several choices on the caravan front, but only one Kryal Castle, where it makes sense that you have the choice of a king or queen size bed. Between these two extremes, Ballarat and surrounds has more than its fair share of places to stay. There s the very swish, and very old, Craig s Royal Hotel as well as awardwinning motels, B&Bs and apartments scattered around town and in the surrounding regions 10
