OVERVIEW Diamond Bar PONY Baseball has five objectives for children playing Shetland Division: 1) Have fun 2) Good sportsmanship 3) Try your best 4) Learn baseball 5) CONTINUE TO HAVE FUN Managers and coaches are encouraged to be supportive of players on all teams, exercise patience and remember that these players are at different levels of skill, understanding and attention span. II. ADMINISTRATIVE A. A manager or coach must not leave a practice/game until parents have picked up all players B. All managers must maintain a coaches notebook containing (1) team roster complete with the player s name, jersey number, parents names, home address, home and cell phone numbers, (2) copy of Shetland division rules, (3) signed medical waivers for each player. C. There are no restrooms at many of the fields. It is the parent s responsibility to make sure players have access to a restroom prior to a practice/game. Managers/coaches must have a witness if assistance is required for a child in an available restroom. D. Be aware of weather conditions. Check the Diamond Bar PONY website (www.diamondbarponybaseball.com) to check if fields are open for play. Do not play or practice on closed fields. Practicing on the black top is permitted, and as a precaution, have the kids wear sneakers not cleats. E. Players may not move to another team without prior approval of one of the League Player Agents. III. EQUIPMENT A. Mark all team equipment using masking tape and a dry marker. Remove the old tape first. At season end, remove tape prior to turning in equipment. B. Parents should make sure their child s personal equipment (e.g. glove, bat, helmet, hat, or jersey) is properly identified. C. Shoes with metal cleats are not allowed. Shoes with rubber or plastic cleats are recommended. D. Protective cups at this level are not required, however, they are recommended. Absolutely no catcher squats behind home plate without wearing a protective cup. E. Diamond Bar PONY recommends aluminum bats. The bat must be round and not more than 2 5/8" in diameter, nor more than 42 inches in length. Bats manufactured specifically for T ball play, shall not be used. However, wood bats are permitted.

F. The batter, players in the on deck circle, and base runners are required to wear protective head gear. G. Catchers are required to wear proper protective equipment including helmet with mask, chest protector, shin guards and protective cups if they are squatting behind the plate. H. All equipment distributed by Diamond Bar PONY Baseball is the property of Diamond Bar PONY Baseball. Managers must return all equipment to Diamond Bar PONY Baseball after their last game to receive the $100 deposit back. Keep in mind that equipment loss/damage increases registration fees. IV. SPORTSMANSHIP A. Teams are encouraged to have a team banner. B. Players should do a cheer for the opposing team after a game and shake hands to demonstrate good sportsmanship. C. Players should not make fun of, or insult, the performance of opposing players or teammates. D. Infield chatter or taunting (e.g. yelling Swing or Hey Batter ) of opposing batters is prohibited. No attempt should be made to disrupt an opposing batter. Mechanical noisemakers are not permitted at any game. E. Remember that managers/coaches are teaching players about sportsmanship and to play as a team. V. THE GAME A. Each team should have a minimum of seven (7) players to start a game. However, if a team has less than 7 players, they can agree to forfeit the game as a 1 0 loss or agree to play the game with the amount of players present with the score counting as it would in a normal game. The agreement to forfeit or play is made by the team with less than 7 players only. B. Managers must exchange lineups at the beginning of each game. All rosters must be given to the opposing manager and the home team scorekeeper prior to game time with the correct game line up. Once the game has started no changes may be made to the line up, except for late arrivals. Late arrivals must be placed at the bottom of the active batting order. C. Managers should supervise a warm up before each practice/game. D. Field dimensions shall include base paths that are 50 or 60 feet long. The pitching machine must be set 38 feet from the back of home plate. The player fielding the pitcher s position shall take a position always to the rear of the pitching coach, and on the left or right side of the coach pitcher with one foot on the dirt portion of the mound. If a chalked line is not present, both coaches need to agree where the 38ft. line is and mark it with a cleat drawn line. E. Games are limited to five (5) innings unless the home team is leading and does not need its half of the final inning, but no inning may start after one (1) hour and ten(10) minutes and the game must end after one (1) hour and twenty (20) minutes of play. Time adherence is critical on Saturdays, when multiple games are scheduled. F. Each half inning will end when the offensive team scores five (5) runs or the defensive team records three (3) outs, whichever comes first. Games shall be considered over when it is mathematically impossible for one team to catch up in the fifth inning. G. Each team will be allowed to score unlimited runs in the last inning only. Their half inning at bat will end upon the completion of one of the following: 1. The defensive team records three (3) outs.

2. The entire roster of players present for the game shall bat in rotation. Each team will bat the same number of players in the last inning (i.e. if Team A has 12 players and Team B has 10 players. Team B will bat once through the line up and then 2 additional batters will hit in order). This only occurs if the defensive team does not record 3 outs. If the team scores 3 outs, the ½ inning is over. H. To the extent a player leaves before the end of a game, his position in the batting order will be treated as follows: 1. non injury situation: an out will be recorded at that batter s position in the batting order for the balance of the game, unless (i) the manager has notified the opposing manager, Umpire and the official scorekeeper at the beginning of the game AND (ii) the player has been put at the bottom of the batting order. 2. injury situation: to the extent an injury occurs and is reported, batter s position in the batting order shall not be counted as an out if such batter is unable to bat in his next and subsequent scheduled batting appearances. VI. SAFETY A. A player is out the second time he or she throws his/her bat in a reckless manner. The first time will be a warning. This must be enforced to help players understand the safety issue involved. (if an umpire is present, he may warn the coaches before the game and on the first occurrence he may call the batter out for throwing the bat. B. When a team is batting, a coach or parent should supervise players on the bench and assure that the batter in the on deck circle is paying attention in order to minimize the chance of an accident. C. Catchers must wear full protective gear: shin guards, chest protector and helmet with face protector (mask). Catchers must be in the correct position behind the plate while the ball is being pitched. VII. BATTING A. Batting helmets must be worn by the batter and all base runners. B. Players must bat in a continuous order and remain in that order for the entire game. (It is recommended that players sit on the bench in their batting order. This will aid in organization and keep the game moving.) If a batter is found to be batting out of order, the batter that batted out of order is out. This however must be noted prior to the next batter s first pitch by the opposing team. If this is not noticed by the opposing team prior to the first pitch of the next batter, the player that batted out of order is not out. C. Each batter will receive a maximum of six (6) pitches. The batter is out if failing to hit a fair ball after a maximum of six pitches from the pitching machine. A batter is not out on a foul ball (unless it is a legal out according to baseball rules, i.e. caught in the air), foul strike, and/or a foul tip unless it s the six pitch. However, at a date to be determined at the start of the season, reflecting the mid-point of the season, the batter will only be allowed to hit off the pitching machine the tee will not be allowed. D. If a batted ball hits the pitching machine and rolls into foul territory, the ball is dead. The batter is awarded first base and all other runners advance one (1) base. If a batted ball stays in fair territory, the ball is live. E. If a batted ball hits the coach at the pitching machine, ball is dead, no players advance and counts as a pitch. If it is the 6th pitch the batter is out. F. Bunting is not allowed. A batter must take a full swing. (see minimum distance a ball must travel below)

G. There is a minimum distance that a batted ball must travel in order to be a fair ball; this area will be marked with a 10 foot arc in front of home plate. (Remember, home plate is in fair territory so any batted ball that hits home plate first, is considered a fair ball unless it subsequently rolls untouched into foul territory prior to reaching first base or third base.). VIII. BASERUNNING A. A runner who over runs first base may not be tagged out. A runner who rounds 1st base and makes an obvious attempt towards 2nd base does so at his own risk and may be tagged out per the umpires discretion. B. A runner who over runs second base or third base may be tagged out. C. A runner who runs more than five (5) feet out of the base path is out. This is a lower division rule only. D. No lead offs. Players cannot break contact with the base until the batter hits the ball. PENALTY the first illegal lead off shall result in a warning to the team of the runner. The second illegal lead off by the team, the runner shall be called out. E. A runner not in contact with a base will be called out if a batted ball hits him, while he is in front of, or even with, an infielder trying to make a play. If a batted ball hits a runner, after a defensive player has made an attempt to field the ball, the runner is not out and the ball is still in play. If a thrown ball hits a runner, the ball is still live and playable It is not immediately dead nor is the runner out. F. If a runner interferes with a defensive player s attempt to initially field a batted ball, the runner is out. G. Base stealing is not allowed. Base runners are not permitted to steal bases and shall remain in contact with the base until the ball is hit or crosses home plate. If a runner is off the base and the ball is hit, the runner is out and the ball is in play. If the ball is not hit, the runner must return to the base and the ball is dead. H. A play is over once an infielder has complete possession of the ball within the baselines (not the base path) or inside the diamond. The infielder must hold the ball at or above his head for the play to be ruled dead. A player may NOT call time until a play has been attempted. The umpire has full discretion of this interpretation and ruling. The infielder position is defined as 1B, 2B, SS, 3B, P, or C. Outfielders are NOT permitted to render a play dead, but MAY participate in infield play by tagging or forcing a runner out as indicated in Section 10 below. I. There will be chalked 4 foot hash marks between 1st and 2nd base, 2nd and 3rd base, and 3rd and Home plate. These hash marks will be the guidelines for base advancements. If a player passes the hash mark in the middle of the base path before the ball has been declared dead, that player is allowed to advance to the next base. The player only has to have any portion of his body past the hash mark not his complete body to be awarded the next base. If the player has not reached the hash mark, they must go back to the previous base. J. One base on an overthrow does not apply. Players may run and run until time is called by the umpire. K. There is no infield fly rule. IX. DEAD BALL

A. A batted ball that hits a defensive coach, before a defensive player touches it, is declared dead. This should not be a problem as defensive coaches are to be out of the field of play. X. DEFENSE A. Every player should be rotated among all positions as much as possible. B. A single player may not play first base and or pitcher more than a combined three (3) innings per game. C. The player fielding the pitcher s position shall take a position always to the rear of the pitching coach, and on the left or right side of the coach pitcher with one foot on the dirt portion of the mound. Teams are limited to six (6) players in the infield: pitcher, catcher, first base, second base, third base and short stop. D. Teams are limited to four (4) players in the outfield: left field, left center field, right center field and right field. If you are short players, you may cut outfielders to make your 8 players needed to play rule. All players must play 1 inning in the infield before the 4th inning. Teams MUST have a catcher; if you are short you MUST pull from the outfield. E. Outfielders may participate in infield play by tagging or forcing a runner out. F. The four outfielders must remain at least fifteen (15) feet behind the baseline (or on the outfield grass on most fields) until a ball is put in play. Failure to do so will result in a called out reversed to safe. Some field dirt/grass lines vary so please measure it out before each game. G. Players should not sit out two (2) consecutive innings and shall not sit out a second inning until all other players have sat out one inning. H. Players shall not play more than three innings in the outfield. I. Players shall not play more than three innings in the infield. This rule may be adjusted if you are short players. In the case of 8 or 9 players, you are able to play some players in the infield 4 times as long as everyone else has played 3 innings in the infield. XI. COACHING & UMPIRING A. While at bat, a team shall have a pitching coach (to operate the pitching machine), a first base coach, and a third base coach. B. In order to keep the game moving at a good pace, a defensive coach will assist the catcher in returning the balls to the pitching coach after each at bat, not each pitch. The catcher should not throw the ball back to the pitching coach after each pitch. C. The pitching coach will serve as the umpire for all plays, unless a league assigned umpire is present. All calls are to be made by the pitching coach only, not the base coaches. D. Base coaches are not permitted to step into fair territory or physically assist a base runner in any way (e.g. being pushed back to the base after over running it). The assisted runner shall be called out. This is a delayed dead ball situation and time should only be called, by the umpire, when all play has ceased. E. A maximum of three (3) defensive coaches are allowed; other coaches must remain in the dugout. Defensive coaches should be positioned along the outfield foul lines, so as not to visually impede defensive players or base runners, and behind home plate to assist the catcher. Defensive coaches are not allowed in the playing field except during defensive changes.

F. When the ball is put in play, the pitching coach will often need to duck to become inconspicuous, especially on plays in the infield. Players can neither see over a tall adult, nor should they be required to throw a ball over the pitching coach s head to the intended target. If an umpire feels that the pitching coach did not move, he may elect to call the batter out for obstruction. XII. SCOREKEEPERS A. The visiting team will provide an official scorekeeper who shall record at bats, hits, runs, strikeouts in an official scorebook (provided by the league). The official scorer should notify the manager ONLY if concerned about batter out of order, but failure of the scorer to do so has no effect upon the rules. B. A complete game will be considered four innings. Games that end before the completion of a full inning (time limit of 1 hour and 20 minutes) score reverts back to the last completed inning. Last complete innings is the score that is reported. XIII. PROTEST A. There are NO protests in this division. Managers ONLY can call time to discuss a call with the umpire. The umpire has the last say. REMEMBER THE OVERALL GOAL: Mom and Dad, I had fun playing baseball this year and I want to play Diamond Bar PONY again next year.
