Presidents Report March 2011 G day and welcome to the March 2011 Edition of The Bulletin Firstly I would like to thank a few people, Craig Pitt for running around the Autocross Track with the grader supplied from his work. This was done just before the Autocross which was run by Chris Hall, Rod Hall and myself. (because I was an on, off on again codirector ie; wasn t working, was working and then wasn t) Thanks to all those that performed official duties on the day or half day as this enabled the event to run very smoothly, and from all accounts it was a great day. Thanks to all those that have volunteered to do phone books. We have managed to get back into this after a year off. We will make some good money out of this -29 c / big book 9 c/ little book that s right 38 c per drop. This has slowed us down a bit but not as much as the B*#%!^t paperwork. All deliveries have to be recorded. It would not be quite so bad except that the paperwork is only half correct wrong numbers in streets in the wrong areas. Thanks to all those doing the books! If anyone can help out next week or next weekend please ring or SMS me on 0408 033 895. Also, to those doing books, persevere with the paperwork. If we and PDC get it write this year, then the next time it will be a breeze BUT they (PDC) had better look at our changes, otherwise even I, the The Phone Book King won t be doing their paperwork!! It was very frustrating this arvo, I was only making about $15/hr for the club, that mighty big difference to doing the mineshaft we call the city and cracking $600 for the day! Just remember it is good money for the club but the best part it comes completely from outside the club competitors aren t dipping into their pockets it s actually subsidising the club and motorsport. Motorsport :- Uplands stages was postponed until the 16 th of April but the downside this is that I have heard that not all officials had been notified, if true this would be regrettable as we expect better for volunteers. The Grand Prix is on the 24 th & 27 th of March. Even at this high level, organisation of officials has been poor. Letters sent and received advising of pick-up of credentials after they have already been picked up! The weekend after the club night sees one of our major events take place. Our Hillclimb at Mt Leura. If you can help on Saturday or Sunday the 2 nd or 3 rd of April please contact Barney Haddon or Rod Hall. 3 weeks after this on the Easter Weekend we are participating in the running of the re-enactment of the Grand Prix at the Airport which happens on the Sunday. There will be a a show and shine and other displays happening beforehand The club seems to be very busy at the moment perhaps too busy! Basically help is needed :-!. Phone books. 2. Thanks to Clare Bennett, Les Noonan, Rod Hall and Ian Brain for attending the meeting with the Council on Wednesday 16 th. I couldn t be there as I was in Hamilton. The outlook for the club looks a little more positive and if we do have to move the time scale involved looks like it will be a lot longer than 3 years. That s about it, we will be helping with F1 car running around Sturt St on Sunday, but that is about all for now as on tired phone book flinger needs some rest before work tomorrow. See you all at the club Noel Peers (President ) Treasurers Report February 2011 Hi all, BAS was submitted early February and will see a refund of $99. Most direct debits have been transferred to the new account and hopefully there will only be a few cheque presentations to be made before the old account to be shut. Payment for Armco was received from Ararat Car Club on Feb 7. Thanks to everyone for a successful day on Feb 13 for Come & Try and the Autocross. We need to sort out a process for S2-30 day licenses. I have some money for CAMS but no paperwork to go with it. An invoice was received in Feb for the Seemore Stages Rally from last year s event in May and an amount of $1960 has been paid to AASA. Our next fund-raiser is the phone books which have come our way again at the last minute so hopefully everyone can pitch in and make the load a bit lighter for Noel asap. Sadly the Challenge of Clubs has not happened this long weekend so some other fund-raising will be needed to keep on track. I looked at a new stove at Good Guys over the weekend. Gas cooktop (6 burners) and electric oven. It is a Technica and the quote is $1800. Club Account balances are healthy but some substantial payments will be coming out to CAMS for affiliation($715), track license($850 each for Ballarat & Mt leura) and events etc. Catch you soon, Clare March 2011 TheBulletin 3

Cams Ignition At the Grand Prix CAMS Spead Read - March 2011 CAMS is offering ticket holders for the 2011 FORMULA 1TM Qantas Australian Grand Prix the chance to participate in the young driver safety program, CAMS Ignition. CAMS Ignition gives pre-learner and learner drivers the opportunity to drive a vehicle and to learn important skills about driver safety, awareness, attitude and behaviour that they will be able to draw upon once they obtain their probationary drivers licence and make the transition to driving on their own. CAMS Ignition emphasises the importance of parents or guardians in the learning to drive process and asks that parents or guardians participate in the program with their young driver. CAMS will be running two Ignition Program sessions per day from Thursday 24th March to Saturday 26th March, and one session on Sunday 27th March at the Grand Prix at Albert Park. The sessions are free of charge for ticket holders of the event and registrations are first-in, best-dressed! For more information on the AGP sessions or to register, please email ignition@cams.com.au Proposed BLCC Book In the last 18 months a dedicated group of members have been working on documenting, copying, collating and recording a tremendous amount of material related to the history of our club. They have met regularly with past members and now have the basis for the creation of a valuable historical book covering the 60 years of our clubs existence. The principle members of this group have now put out the call for people that may be able to contribute to publication by way of volunteering to complete the sorting of this material which is in an electronic form and physical documents, and the publication of the various sections, ie decades and specialist Motorsport areas, people with experience in IT would also be very useful, however any assistance would be gratefully accepted. 4 TheBulletin March 2011

Ethanol Blended Fuels CAMS Spead Read - March 2011 Ethanol Blended Fuels (or E85 if you like ) With the emergence of fuels with high ethanol contents and consequential high octane numbers and oxygen contents, there has become a need for the CAMS fuel regulations to evolve to properly cater for them. Recently the Board of CAMS introduced some revisions to Schedule G which has recognised Ethanol Blended Fuel as a unique sub-set of what CAMS defines as Commercial Fuel. Schedule G contains CAMS general requirements regarding fuel. It may be helpful to look up Schedule G online now and read it alongside this article. For a fuel to be legally used on the road, it must comply with the Fuel Quality Standards Act (2000) as published by the Australian Government. This Act guarantees a minimum level of quality and limits some of the fuel ingredients which could be detrimental to the environment. This is essentially the principle that CAMS has adopted with its definition of Commercial Fuel, along with it having to be a fuel available to the public from a recognised fuel company. Please note that no mixing of such fuels is permitted, nor are any additives allowed. Commercial Fuel is broken down into a number of different types. These consist of Pump Fuel, Liquefied Petroleum Gas, Diesel and now Ethanol Blended Fuels. The last of these fuels (often referred to as E85 ) has an ethanol content of between 70% and 85%. Of course if your category allows Commercial Fuel, you are free to use Ethanol Blended Fuel or any of the other sub-sets of Commercial Fuel. It is possible for a category to be restricted to one or more of these types of fuels upon application to CAMS. Pump Fuel is perhaps the most common of these restrictions, and this is defined as follows: 2.1 Pump Fuel: A Commercial Fuel (as defined above), with a maximum ethanol content of 10%. Pump Fuel shall be available for sale on demand from a roadside retail bowser outlet at each of at least five separate service stations in each of at least three Australian States. A mixture of Pump Fuels with the same hydrocarbon profile is permitted (eg, brands of unleaded petrol (ULP) may be mixed; 10% ethanol-blended fuels and ULP may not be mixed). If your category is limited only to Pump Fuel, then please be aware that you won t be able to use E85 or similar as it does not comply with the Pump Fuel definition. Only the lower 10% ethanol content fuel complies. Conversely, for competitors in many categories, the availability of these fuels will be seen as a very positive thing as it is widely available, high performance and comparatively low cost. There are a few issues of course: fuel consumption is higher for ethanol-blended fuels compared to normal petrol and some fuel systems will need to be upgraded to ensure they are compatible with the high ethanol levels in the fuel - please consult an expert regarding this issue. Please note that while Commercial Fuel includes a broad range of fuels, some specialist racing fuels do not comply and these are mostly captured under the separate Unleaded Racing Fuel definition. We do expect to see a greater uptake of Ethanol Blended Fuel in a wide variety of competitions. However, before you decide to head down that path and tune your car to suit this fuel, please double check it is permitted under the fuel regulations that are applicable for your category, group and/or event. Ideally this would be a competitor who would gather other BLCC competitors to travel to and compete in events to ensure we have a team. This would involve ringing around, twisting arms cajoling offering huge sums of folding stuff. This could even be a small group of like minded individuals. Rather than have 1 person to do all 4 of the CVAC events this could be 4 different people coordinating 1 event each, but if you would like to do all 4 feel free. This person could advise where the tracks are, where and when supps are available, how to get there for the out of town ones. Would also involve organising a meeting point for the BLCC team to meet so they can travel in convoy if desired. Doing it for the club The are often tasks that need completing or some work that needs to be done around the club. More often however we are a time poor lot and there are many other things going on. This does not have to mean that there is nothing that you can do for the club. Many of us have skills that are useful and can be be easily utilised. Computer or IT skills, communications, design, carpentry, driver training fund-raising you name it there is always at some time or another something useful that you can do that does not involve actually doing car stuff. So if you can only cook one barby in a year or do up a page for the Bulletin, service a JDP car or deliver phone books we will value your contribution. I have never been too shy to express my own opinion; anyone who knows me knows that. Today will be yet another one of those times at which I need to further vent my feelings of frustration. I know, by personal experience that we cannot all offer the time to do much for the club. I do what I can because I can, but after awhile you start to notice (and so do others) that there are those who seem to think that our club is run for the convenience of the few. It is the usual few that I find myself saying good-bye to after various events, and are the last to leave. It is obvious to those few that there are an increasingly larger number of folks that are gone before the dust has settled. If you feel uneasy with these comments, hang back after the next event and we will have a chat. Ballarat Festival of Motoring 20 25 April 2011 Ballarat hosts motor race revival at Easter The 50 th anniversary of a unique International motor race meeting will be celebrated in Ballarat over the Easter weekend, 2011. The Ballarat Festival of Motoring will commemorate the running of the Victoria Trophy race held on 11 th and `12 th of February 1961 at the Ballarat air field. Over that memorable weekend Ballarat in central Victoria reverberated to the sight and sound of Formula 1 racing cars racing in an International race meeting organized by the Melbourne and Ballarat branches of the Light Car Club of Australia. The meeting was graced by the presence of BRM, Lotus and Cooper factory cars driven by Formula 1 stars Dan Gurney, Graham Hill, Ron Flockhart and Innes Ireland and supported by local open wheeler stars Stan Jones, Lex Davison, Austin Miller, Bib Stillwell, Alec Mildren, Jon Leighton and John Roxburgh. They were backed up by a program of racing which included touring and sports car legends Norm Beechey, Bob Jane, Bryan Thompson, Harry Firth, John Fish, Jim McKeown, David McKay and Murray Carter. Thousands of motoring enthusiasts from all over Australia are expected to attend the five day Ballarat Festival of Motoring celebration, which runs from 20-24 April. Events will include an Historic motor show, a reunion dinner with many of the 1961 drivers present and appropriate guest speakers, a show and shine display at the Ballarat Polo field on Easter Saturday. The highlight will be the track activities at the Ballarat airfield on Easter Sunday April 24, including regularity runs and parade laps using as much of the 1961 track as is possible. In addition, a section of the airfield has been set aside for timed sprints. These events are open to CAMS certified historic racing and sports cars of the period. Great support has been received from the Ballarat community, particularly the City of Ballarat council and the Ballarat Light Car Club, so visitors can be assured of a warm welcome for the celebrations. The organizing committee is headed by local Ballarat motoring identity John Emery together with Gary Grant, former organizer of the famous Geelong Eastern Beach sprints, supported by a number of experienced motor sport organizers. Western Link Road The Ballarat Western Link Road would connect the Western Highway near the Ballarat Airport and the Midland Highway to the south of Sebastopol. It would serve new developments at the Airport precinct and residential developments in Ballarat West and would be approximately 16 kilometres long. Recent studies have identified a preferred alignment that is two lanes wide in each direction from Glenelg Highway to the Western Highway in the north, and one lane wide in each direction from Glenelg Highway to Midland Highway in the south. However, transport modelling has shown that the ultimate road configuration as described above would not be required until 2031. Upland Stages Postponed Seemore Stages Postponed Organisers of the Seemore Stages Rally decided to postpone the event due to prescribed burning by DSE in the area of the event which would lead directly to the loss of roads within the route and unpredictable risks for competitors, officials and spectators being in the forests during the times of the burns. Joint Clerk of Course Ian Crook said that the team recognised the responsibilities of local DSE teams to conduct these burns as part of their regular program and to implement the recommendations of the recent Royal Commission. Other Victorian Rally Events have recently experienced difficulties in arriving at routes and roads for rallying as DSE increases the extent of prescribed burning, said Ian, and we expect that this may go on for some time as DSE executes its duties in forest management and fire risk management. The organisers are understood to have already applied to DSE for a Permit to run the same event on April Sport Sub Committee Notes Folks, we have a couple of important events coming up that need some people to be officials and also need some infrastructure Mt Leura State Round Hillclimb 2nd & 3rd April at Camperdown. Needs more corner marshals. Needs someone to tow down a trailer with the heavy steel stuff (Stakes, fire extinguishers etc) EARLY Saturday morning. Trailer provided, Needs someone to tow down the BLCC BBQ/Catering trailer mid Saturday morning. Potentially need someone to bring these 2 trailers back. Need a car trailer and tow vehicle to be recovery. Could be a competitor s once their car is off. Easter Sunday Grand Prix Reenactment 24th April Need numerous offi cials. Have got 6-8 key officials. Need as many scrutineers available to join Noel Peers and Chris Hall. Need a couple of car trailers with tow vehicles to move grandstands etc. Need to be there early Sunday morning. Need a couple of timekeepers. Some gophers. Liner upperers etc. Need some people with current CFA qualifications to man our Firetruck. Sports Sub Update With the postponement of the Seemore Stages Rally which was part of the BLCC Club Trials Championship the new date will still be part of the CTS. CVAC/ RD 3 Autocross on 1st May is looking like just being a BLCC Autocross Round but don t give up on 16. This was to have been the date of Round 2 of the AASA Club Series Victoria and the Seemore Stages Series. As things stand now, it is likely that Round 2 will be cancelled so that the postponed Round 1 can be conducted on April 16. CTC Series Competitors: Early Entry This year, the general lack of rallies is causing events to fill up fast. To make sure you get a run, you will need to enter quickly when entries open. The Sport Sub Committee has decided not to remove events from the CTC Series if someone misses out,unless they have entered within 10 days of entries opening for that event and been refused Sport Sub Committee Rod Hall (Chair) Barney Haddon, Ben McKee, Darren Wythe (Rally Liason), Damian Faulkner, Steven Richards, Wayne Sleep, David Marmo, Peter Marmo, Ben Divis. Meetings: Wednesday night immediately prior to monthly committee meeting. Leaving the complex after Scrutineering If a competition vehicle needs to leave the motor sport complex, you must remove your numbers so the Police or Vic Roads don t nab you. Also the vehicle needs to be represented for scrutiny upon its return before continuing competition. CH and H Plated Cars From December 1st 20?? A small fee of $5 will be charged for new and renewal registrations. Chris Hall will collect this when he signs your form. Special use vouchers will also cost $5. These vouchers must be used when you drive your car for any purpose other than a BLCC calendared event. The BLCC recently became a member of the Association of Motoring Clubs. The AOMC is working closely with Vicroads on the scheme to introduce a 90 day log book (with a 54 day option). In order to have an input and to be kept informed of the latest news we needed to join this club. Well done Keith, a very interesting story well told. The Phone Book Fling is well under way, I hope those that are able have flung some books. It is very satisfying to know that when you flop that book down another 38cents goes to the club. My area, Mt Helen has grown by about!00 books since we first started. Proposed Members Business Register I was pondering how I was going to find someone to complete the removal of a huge amount of Wisteria from my side fence. I considered the phone book for a moment and as I did so I thought about who in the BLCC might know someone from the club who knew someone? I was then prompted to think about the amount of useful information that could be collated into a list of useful business / skills / hobbies that people have, do or run. To this end I thought I might put my idea out there, I will collect a list of members (proposed to me) of people who are likely to be useful to other members. I do not propose that there be any discounts or freebies just a list of people and their field of expertise. So, if you make stickers, weld up roll cages, are an expert in suspension, electronics, gardening, office supplies, sell bolts, make trailers, are a retired business man willing to offer advice, are an expert in IT or lay cement than you should be on this list. Both events were conducted as an initiative of the Light Car Club of Australia in conjunction with the Ballarat chapter of the LCCA. I think we were known as the LCAA Ballarat Branch. This was the predecessor of the Ballarat Light Car Club. The 1961 meeting also attracted the then leading Australian drivers and the cream of the racing cars in the country. The significance of these meetings has not been celebrated since then until now. The 2011 Easter Weekend will see a variety of activities to suit every motoring enthusiast who would like to be part of this celebration. This celebration will take form of a series of promotional and community events at the Ballarat Mining Exchange from Wednesday April 20 to Saturday April 23. Details of these events which includes Mayoral welcome and opening, Mens Health Checks, peoples Choice Motor Show Car and Motorcycle Awards are all available on the website which will have a link from our website www.blcc.net.au. Saturday the 23rd will see a Show and Shine at the Polocross facility next to the airfield just up the road from BLCC c Autocross track and Clubrooms. Saturday evening will see a Formal Reunion Dinner with a focus on those who were involved in the 1961 Race. Sunday April 24th (which is Easter Sunday) is where we BLCC get really involved. There will be a timed 400m sprint on the Ballarat Airstrip for Historic racing and sports cars of the type that competed in the 1951 and 1961 events. We are running this part of the festival. Damian Faulkner is the Clerk of Course and many others are in his immediate support team scrutineering, timing, marshalling cars and spectators, being officials as the cars get squirted down the 400m track. Please feel free to take part in any of these events and please put you hand up to help on the Sunday if you can. This is a great promotional activity for our club and gives us an opportunity to show what we do well run motor sport.
