Notice of Race (Amended and Restated as of 4/3/17) J/22 Class North American Championship July 20-23, 2017 Organizing Authority: Fleet 73 and the Buffalo Yacht Club 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 The following prescriptions of US SAILING will apply, see attachment A. 2. ADVERTISING 2.1 Advertising shall conform to the current ISAF Regulation 20 and the Class Rules. 2.2 Boats may be required to display bow numbers and sponsors advertising of the event in accordance with ISAF regulation 20.These items will be chosen and supplied free of charge by the Organizing Authority (OA) at registration. 3 ELIGIBILITY, ENTRY and FEES 3.1 This regatta is open to all J/22 boats as defined by the Class Rules and possess an IJ22CA valid measurement certificate. Membership in the Class Association and participants National Sailing Organization (US SAILING in the United States) is required for all owners and skippers. Measurements can be made on a prearranged prescheduled basis. 3.2 Entries shall be submitted through Regatta Network (available via www.j22na.com) and must be received by the Buffalo Yacht Club (with payment of the registration fee) no later than June 30, 2017 to avoid a late entry fee. Entries will be accepted up to the close of the check-in period with the payment of the late entry fee. 3.3 Regatta Entry Fee is $350.00 prior to June 30, 2017. When the primary helmsman is 29 years age or less (prior to July 23, 2017) the entry fee will be $275.00. 3.4 Late Entry Fee (after June 30, 2017): $425.00 and $350.00 for helmsmen aged 29 and under. Entry fee includes: registration, launching and retrieval, docking and trailer parking. 3.5 The entry fee will include 3 social tickets for beverages and food as listed in the schedule at 4.1. All J/22s are welcome to join in on an informal basis. Generally there are three races per night. Sailing instructions may be found at Buffaloharborsailingclub.org. Please contact Patrick Weisensal, in advance, if interested in participating: (716) 725-4953 or pweisensal@gmail.com. 5 MEASUREMENTS and CREW WEIGH INS 5.1 All boats shall be in possession of a valid IJ22CA Measurement Certificate. First-time measurements will be available prior to July 17, 2017 by appointment only. Contact Chris Doyle at (716) 479-3295 (Email: J221026@roadrunner.com). 5.2 Skipper and crew weigh-ins will be conducted during the registration hours listed in paragraph 4.1. 5.3 All competing boats shall schedule their measurement and equipment check online by July 14, 2017, for verification of conformity with the International J/22 Class Rules, at this link: http://www.slottr.com/sheets/5138702. Directions for the measurement process will be provided to all entrants prior to July 14, 2017. 5.4 Sails shall be dropped off for measurement at the BYC clubhouse during inspection hours. Additional instructions to be announced. 5.5 In accordance with RRS Appendix G3, a boat chartered or loaned for this event may carry national letters or a sail number in contravention of the Class Rules. 5.6 During the regatta, checks on conformity with class rules, including measurement requirements, may be performed at any time. 5.7 Only one suit of sails may be used for the entire regatta. The sails for each boat shall be measured and stamped by the Organizing Authority. 5.8 The Jury has the discretion to grant permission for the replacement of damaged sails and equipment. All claims of damage to measured-in equipment requiring replacement shall be made in writing to the race committee. Replacement of equipment and sails will be permitted only with the written approval of the Race Committee. Replaced equipment and sails will be required to pass a measurement check. 6 SAILING INSTRUCTIONS 6.1 Sailing instructions will be available at the time of registration and will also available at regattanetwork.com. 7 VENUE Page 2 of 8

7.1 Racing Area, Racing will take place on Lake Erie; Buffalo, New York. 8 THE COURSES 8.1 The course to be sailed will be windward-leeward. 8.2 Offset marks and leeward gates will be used. 9 PENALTY SYSTEM 9.1 For penalties in Part 2 of the RRS, Rules 44.1 and 44.2 shall apply. 10 SCORING 10.1 Four races are required to constitute a Championship. 10.2 When fewer than six races have been completed, a boat's series score will be the total of her race scores. This changes rule A2. 10.3 When six or more races have been completed; a boat's series score will be the total of her race scores excluding her worst score. 10.4 Nine (9) races are scheduled, with a maximum of 11. Three (3) races a day are scheduled, with a maximum of four (4) per day if determined in the sole discretion of the Race Committee. 11 SUPPORT BOATS 11.1 Personal support boats will not be allowed. 11.2 Penalties for infringing NOR 11.1 may be applied to the offending support personnel and/or the boat or boats being supported. A penalty applied to a boat shall be applied to the race nearest in time to the incident. 11.3 For the purposes of the rules governing this competition, a support boat includes any boat that is under the control or direction of a person who is providing or who may provide physical or advisory support to an athlete, including the gathering of data that may be used at a later time. 12 LAUNCHING AND BERTHING 12.1 All boats that enter the hoist area parking lot after 1300 on Thursday, July 20 th must launch within 1.5 hours of entering the area (subject to the hoist availability). 12.2 All boats are to be afloat by 2100 hours on 20 July 2017. 12.3 Boats shall be kept in the assigned spaces in the harbor. Fenders and mooring lines will be required. 12.4 Bow numbers will establish the priority or order of berthing assignments, haul out order, and other items, at the discretion of the OA. 13 HAUL-OUT RESTRICTIONS 13.1 Boats must be in the water before 2100 hours on 20 July 2017 and shall not be hauled out during the regatta except with, and according to, the terms of written permission of the Race Committee. 14 DIVING EQUIPMENT AND PLASTIC POOLS 14.1 Underwater breathing apparatus (including snorkels) and plastic pools or their equivalent shall not be used around boats between the preparatory signal of the first race and the end of the regatta. 15 RADIO COMMUNICATION 15.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 15.2 A boat may contact the Race Committee on the VHF radio in the case of an emergency or if retiring from and/or not intending to sail a race. 16 PRIZES Page 3 of 8

16.1 Prizes will be awarded for first through fifth place. The first place winner will be the 2017 J/22 North American Champion. 16.2 Additional prizes will be awarded to the lowest scoring Youth boat (whose helmsman is aged 29 or less prior to July 23, 2017); and the lowest scoring Masters boat (whose helmsman is aged 60 years or older (prior to July 23, 2017). 16.3 Other prizes may be awarded at the discretion of the organizing authority. 17 DISCLAIMER OF LIABILITY 17.1 Competitors participate in the regatta entirely at their own risk. See Rule 4, Decision of Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 18 INSURANCE 18.1 Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $300,000 USD or the equivalent. Proof of such insurance shall be provided at or before registration. 19 PHOTOGRAPHY and VIDEO RIGHTS 19.1 All marks, pictures, audio and video recordings, graphic logos and service names contained herein or produced during the Regatta by or on behalf of the BYC are the properties of the BYC and IJ22CA. No rights are granted to use pictures, graphic logos and service names without permission. 19.2 Competitors give absolute right and permission for video footage or photographs of themselves or their boat to be published in any media for press, editorial or advertising purposes. 20. The following prescriptions of US SAILING will apply: 1.1 After RRS 67 add: US Sailing Prescribes that: (a) A boat that retires from a race or accepts a penalty does not, by that action alone, admit liability for damages. (b) A protest committee shall find fact and make decisions only in compliance with the rules. No protest committee of US SAILING appeal authority shall adjudicate any claim for damages. Such a claim is subject to the jurisdiction of the courts. (c) A basic purpose of the rules is to prevent contact between boats. By participating in an event governed by the rules, a boat agrees that responsibility for damages arising from any breach of the rules shall be based on fault as determined by the application of the rules, and that she shall not be governed by the legal doctrine of assumption of risk for monetary damages resulting from contact with other boats. 1.2 After RRS 76.1 add: US SAILING prescribes that an organizing authority or race committee shall not reject or cancel the entry of a boat or exclude a competitor eligible under the notice of race and sailing instructions for an arbitrary or capricious reason or for reason of race, color, religion, national origin, gender, sexual orientation, or age. 1.3 APPENDIX R Procedures for Appeals and Requests This appendix is a US Sailing prescription. See rules 70 and 71. This appendix replaces Appendix R as adopted by the International Sailing Federation for the purpose of creating a two-level appeals system. The US Sailing Appeals Committee acts as the national authority under rule 71. An association appeals committee may act as permitted by rule 71.2 and shall act as required by rule 71.3, subject to further appeal as provided in rule R7.1(a). Frequently Asked Questions (FAQ) on the appeals system and their answers, including advice on how to prepare an appeal, can be found on the US Sailing website. R1 WHERE TO SEND AN APPEAL OR REQUEST R1.1 All appeals and requests shall be sent to the Race Administration Director at US Sailing, at either P.O. Box 1260 or 15 Maritime Drive, Portsmouth, RI 02871, or by e-mail to RaceAdmin@ussailing.org. R1.2 Except as provided in rule R1.4, the director will forward an appeal of a decision of a protest committee or a request by a protest committee for confirmation or correction of its decision to the association appeals committee for the place in which the event was held. However, such an appeal or request arising from an event conducted under the procedural rules of the Intercollegiate Sailing Association or the Interscholastic Sailing Association will be forwarded to the association appeals committee for the ICSA and ISSA. R1.3 The director will forward an appeal of a decision of an association appeals committee, a request by an association appeals committee for confirmation or correction of its decision, and a request for an interpretation of rules to the US Sailing Appeals Committee. R1.4 The director will forward an appeal of a decision of a protest committee acting under rule 69.1, an appeal of a decision of a protest committee of a US Sailing national championship, and a request by such a committee for confirmation or correction of its decision to the US Sailing Appeals Committee. R2 TO APPEAL OR MAKE A REQUEST R2.1 To appeal, (a) no later than 15 days after receiving the written decision being appealed or a protest committee s decision not to reopen a hearing, the appellant shall send an appeal and a copy of the decision to US Sailing. The appeal shall state why the appellant believes the committee s decision or its procedures were incorrect; Page 5 of 8

(b) when the hearing required by rule 63.1 has not been held within 30 days after a protest or request for redress was delivered, the appellant shall, within a further 15 days, send an appeal with a copy of the protest or request and any relevant correspondence. The appeals committee to which the appeal is forwarded shall extend the time if there is good reason to do so; or (c) when the protest committee fails to comply with rule 65, the appellant shall, within a reasonable time after the hearing, send an appeal with a copy of the protest or request and any relevant correspondence. If a copy of the protest or request is not available, the appellant shall instead send a statement of its substance. R2.2 The appellant shall also send, with the appeal or as soon as possible thereafter, all of the following documents and information available: (a) the written protest(s) or request(s) for redress; (b) if the appeal is from a decision of an association appeals committee, the written decision of the protest committee and the appeal to the association appeals committee; (c) a diagram, prepared or endorsed by the protest committee, that shows (1) the positions of all boats involved at relevant times, and their tracks; (2) the course to the next mark and its required side; (3) the speed and direction of the wind; (4) any relevant mark, obstruction or zone; and (5) if relevant, the depth of the water and the speed and direction of any current; (d) the notice of race, sailing instructions, any other documents governing the event, and any changes to them; (e) the names, mailing addresses and e-mail addresses of the parties to the hearing, the chairman of the protest committee and, if relevant, the chairman of the association appeals committee; and (f) any other relevant documents. R2.3 To request confirmation or correction of its decision, a protest committee or association appeals committee shall send to US Sailing a copy of its decision and all relevant documents and comments (see rule R2.2). R2.4 To request an interpretation of the rules, a club or other organization affiliated to US Sailing shall send its request to US Sailing. The request shall include assumed facts and be endorsed by an officer of the club or organization. A US Sailing committee is considered to be an organization affiliated to US Sailing. R3 FEES R3.1 If the appeal or request is being made to an association appeals committee (see rule R1.2), US Sailing charges no fee for forwarding that appeal or request. However, an association appeals committee may charge a fee, in which case the association appeals committee will send a notice to the appellant (or, for a request, to the protest committee) stating the fee, to whom the fee is payable, and the address to which the fee must be sent. R3.2 If the appeal is being made to the US Sailing Appeals Committee (see rules R1.3 and R1.4) by a member of US Sailing or another national authority, US Sailing charges a fee of $25. The fee is $75 for all others. R3.3 A fee of $25 is charged for a request for an interpretation of the rules, but there is no fee for such a request from a US Sailing committee. There is no fee for a request from an association appeals committee for confirmation or correction of its decision. R3.4 If a fee is required for an appeal or request, it must be received before the appeal or request will be considered. For appeals and requests made to the US Sailing Appeals Committee, the fee can be paid by check to US Sailing or electronically as described in the Appeals FAQ. R4 NOTIFICATION OF THE COMMITTEE WHOSE DECISION IS BEING APPEALED Upon receipt of an appeal, the appeals committee shall send a copy of the appeal to the committee whose decision is being appealed, asking it for any documents required by rule R2.2 not supplied by the appellant. R5 COMMITTEE RESPONSIBILITIES R5.1 Protest Committee Page 6 of 8

A protest committee whose decision is being appealed shall supply the documents requested under rule R4 and any facts or other information requested under rule R5.4. If directed to do so by the appeals committee, it shall conduct a hearing, or reopen the hearing, of the protest or request for redress, or conduct a hearing to consider redress. R5.2 Association Appeals Committee (a) The association appeals committee shall send to all parties to the hearing, and to the committee whose decision is being appealed or reviewed, copies of all relevant documents, comments and clarifications it has received, except those supplied by that party or committee. (b) The association appeals committee shall send its decision in writing to all parties to the hearing and the protest committee. (c) An association appeals committee shall consider an appeal it has refused to decide if directed to do so by the US Sailing Appeals Committee. R5.3 US Sailing Appeals Committee The US Sailing Appeals Committee shall send to all parties to the hearing, to the protest committee and to the association appeals committee whose decision is being appealed or reviewed, copies of all relevant documents, comments and clarifications it has received, except those supplied by that party or committee. R5.4 Inadequate Facts; Reopening An appeals committee shall accept the protest committee s finding of facts except when it decides they are inadequate. In that case it shall require the protest committee to provide additional facts or other information, or to reopen the hearing and report any new finding of facts, and the protest committee shall promptly do so. R6 COMMENTS The parties to the hearing, the protest committee and, if relevant, the association appeals committee may make comments on the appeal or request, on any of the documents listed in rule R2.2, and on any clarifications received under rule R7.2(d). Comments shall be sent in writing to the appeals committee no later than 15 days after the party or committee receives the document. The appeals committee need not consider comments sent after that time or comments on comments. R7 PROVISIONS IN ADDITION TO THOSE OF RULES 70 AND 71 R7.1 Right to Appeal or Request Confirmation or Correction (a) A party to a hearing may appeal an association appeals committee s decision. (b) An association appeals committee may request confirmation or correction of its decision (see rule R2.3). R7.2 Other Provisions (a) No member of the association appeals committee shall take part in the discussion or decision on an appeal or a request for confirmation or correction to the US Sailing Appeals Committee. (b) An appeals committee may direct a protest committee to conduct a hearing to consider redress for an appellant or other boats. (c) The US Sailing Appeals Committee may direct an association appeals committee to consider an appeal it has refused to decide. (d) An appeals committee may seek clarifications of rules governing the event from organizations that are not parties to the hearing.
