Moved: Secretary Seconded: Northern Zone Rep Motion Carried 4) Minutes of Previous Meetings SSQ (QSCA Inc.) State Meeting Minutes August 2016. MOTION: That the minutes of the QSCA Inc. State Meeting as read be accepted as a true and accurate account of the meeting held 8 th August 2015. Moved: Super Sedan Assn Seconded: Northern Zone Rep Motion Carried Business Arising from QSCA Inc. State Meeting Minutes August 2015 a) Pg6. Motion1- Motion regarding Dual registrations was taken to National Board not approved. It is surmised that going forward there will be no dual registrations allowed at all. b) Pg1. f) Clarification of the size of bar #18 as it forms part of the roll cage. This will be taken to the technical meeting and advised the size to be written into the spec book. c) Pg1. g) One day Licences Pam Franz spoke to this Qld issued the most one-day licences last season with 82 compared to all other states only issuing 5-10. From 1/9/16 you will be able to apply on-line with Speedway Australia right up to Race meeting Clubs need to be aware of this new procedure. 9:20 am Trish Writer, Nely Cornelissen & Terri-Anne Rowe d) Pg2. m) E85 Fuel this has been taken to National body and the reply is that more information is needed. Someone needs to come forward with more research into this item to present further. 4) Minutes of Previous Meetings Cont. MOTION: That the minutes of SSQ (QSCA Inc.) Committee of Management Phone meetings (24.8.15, 21.9.15, 19.10.15, 16.11.15, 18.1.16, 22.2.16, 21.3.16, 18.4.16, 16.5.16, 23.6.16, 18.7.16) & Executive Meeting 11.8.16 as read be accepted. Business Arising: Committee of Management meeting - Jim Cowley thanked the Committee of Management members for their time each month on the phone meetings. - It was decided that after approval by the COM that the COM Minutes would be distributed through to the Club Secretaries. - Discussion raised and held regarding the allocation of Titles re Super Sedans and Modified Sedans for 2017 respectively. Points raised as follows:- Super Sedans *COM was not aware of the Media Blackout in existence when the Title was approved there. No mention of this was made on the EOI forms. This will now change. Toowoomba management did compromise on some items of the media blackout. * South Burnett The new technology has the disadvantage of keeping bums OFF seats SSA live streaming for free for the 1 st year - who is going to compensate the host clubs for the loss of income through the front gate? There should be negotiation with the tracks to get a % of the total amount from the sale of per view State/National Titles. Allan Jennings said that there has been other classes that are investigating obtaining a % of the proceeds of per view events as they are the intellectual owners of the class. Legal opinion is being sought. * Streaming of a Title event what about the support classes and down time? * How do you determine how many spectators didn t come to the track because of live streaming? Modified Sedans *Incomplete/ongoing at this stage. * BIS were originally offered a 2 night event the Kings Royal would have been the next weekend so due to the clash was not suitable. *BIS is noted for cutting laps/ features due to time is the Qld Title going to be run in full? Assurances given that the Title event will be run in full. * All members need to be considered when deciding where titles are allocated. 5) Acceptance of Reports MOTION: That the Committee of Management reports as tabled be accepted. Moved: Super Sedan Assn Seconded: South Burnett Motion Carried NB Report as printed in booklet from Patricia Writer Southern Zone Rep is the incorrect one The correct report is attached to these minutes. Trish gave a verbal summary of her report. 6) Presentation of Financial Reports. Discussion held points/ questions raised * South Burnett amount for Transponder sundries? Response Zip ties, and lost /broken transponders average of 5 lost per year never found or unable to be repaired. * Charlton Raceway - Track measuring tool? Response SSA had 8 made and sold one to each state. If the tool is used correctly i.e.: screwed down properly it is more accurate than a tape measure. Video making the rounds on Facebook is not accurate and because of this going forward the track measuring tool will not be lent out to drivers to take to their pit if they wish to use it will be done in the scrutineering area with an Official. Allan Jennings advised that what happened at Bundy has happened many times and is mostly due to the fact that the measurements are taken when the cars are sitting on uneven ground which may give a small over track measurement. * Pam Franz spoke on -change to other banking facilities from ANZ to mainly Bendigo Bank due to lower fees, interest calculated on all accounts, - Car registration numbers similar but decrease in income due to the reduced cost by $15 re the spec books. - Interest rates are pathetic at the moment and approx. $1000 less in interest was earned. - Bank balances verbally read out. MOTION: That the Treasurer s Report as tabled be accepted and endorsed. Moved: Pam Franz - Treasurer Seconded: Lockyer Valley Motion Carried Meeting adjourned for Morning tea Break 10:30 am Meeting called back to order 10:55 am 7) Inward and Outward Correspondence Not available. 8) Acceptance of Speedway Sedans Australia Board Meetings Minutes Speedway Sedans Australia Inc. Board Meeting Minutes 19 th & 20 th September 2015, 28 th & 29 th May 2016 MOTION: That the minutes of the Speedway Sedans Australia Inc. Board Meetings held 19 th & 20 th September 2015, 28 th & 29 th May 2016 as read be accepted for discussion. Moved: Rockhampton Seconded: Caboolture Motion Carried Business Arising from Speedway Sedans Australia Inc. Board Meeting Minutes September 2015 and May 2016. - NIL 9) Class Technical Advisory Committee Reports (CTAC) - Acceptance of Reports - General discussion held regarding how CTAC works or is supposed to work. General consensus that the CTAC representatives are not communicating with the drivers. *Gympie CTAC reps not doing the job to benefit all drivers changes to National 4 s rules, specs changed with no consultation to most of the registered drivers/owners. Clarification of rules. Response Write a letter to the State Body (SSQ) with these concerns and it can then be raised with the relevant appointed CTAC - REPORTS - No reports received from Super Sedans, Street Stocks. Production Sedans Allan Jennings, National 4 s Bevan Burton, Modified Sedans Gary Pagel, Junior Sedans Wayne Moller. All reports as tabled with Committee Reports MOTION: That the CTAC reports as tabled be accepted. Moved: Super Sedan Assn Seconded: South Burnett Motion Carried 10) Agenda Item Associate Affiliation for Promoter run Tracks Allan Jennings spoke to this To charge promoter run tracks $200-00 + GST per year which would allow them notifications of Sedan related information as all other affiliated clubs get. They would have NO voting rights and could not register cars. MOTION: That an Associate Affiliation of promoter run tracks be accepted at $200-00 + GST per year. They will receive notifications of Sedan related information No voting rights, and cannot register cars Moved: Vice President Seconded: Lockyer Valley Motion Carried 11) Agenda Item Bundaberg Speedway Sedan Club Inc. a. Questions and concerns regarding the outcome at the Queensland Modified title held at Carina Speedway on the 11 th /12 th of June 2016 Response by Jim Cowley Chasing weather all weekend, we have learnt from it and can now go forward in a positive way. Procedures are in place unfortunately did not get put into action in the correct way on that night. Discussion Why should drivers be penalised because officials missed the due process applied to having passengers at a Title? The rules allow it it should not be taken out of Titles. Response Allan Jennings will take this matter to the next Board meeting on Qld s behalf. 12) General Business * Titles Kaye Arthur spoke to consideration of changes to wording of Title documentation to adopt same structure/wording as the National body. NB: Changes to the Titles information comes from information/documentation currently to hand from the National body. 1. Speedway Sedans Australia use the terminology Title Manager MOTION: To change the wording of Title documentation wording Title Co-ordinator to Title Manager to be in line with the current National body terminology Moved: Maryborough Seconded: Lockyer Valley Motion Carried 2. Ambulance documentation from Speedway Sedans Australia under the heading Promotor/Club to supply the following: - a fully equipped state based ambulance for all title practice and racing must be available Discussions held leave as is currently on SSQ documents. 3. Titles Facebook page: To have a Facebook page devoted to Qld Titles information only no members join no other posts by anyone -just a page to refer to for information. MOTION: To have a Facebook page devoted to Qld Titles information only Title Manager to publish and administrate page Moved: South Burnett Seconded: Lockyer Valley Motion Carried * Gympie - Paul Gannon spoke to this with input from Travis Barron - South Burnett National Street Stock Title at Kingaroy is the week before the Qld Street Stock Title at Gympie. To try and encourage competitors to do both events to offer a reduced combined nomination fee. Could Allan Jennings take this to the National Body for consideration? Allan said he does not think the national Body would be willing to do this. Discussions held regarding the Nomination fee for one state title per year be free of charge. MOTION: That Queensland accept combined/reduced nomination fee for the National/ Queensland Titles for Street Stocks 2017. Moved: Gympie Seconded: SSQ Technical Assistant Motion Carried * Maryborough Wayne Moller - Suggestion that the Nomination fee for Juniors should be free of charge all the time. Lengthy discussions held. NB: Title events are never charged transponder hire fees of $10 per car. MOTION: That each season one division State Title, on a rotational basis, is to have no nomination fee charged. With the Street Stocks Qld Title to be held at Gympie 2017 being the first division to benefit. Moved: President Seconded: SSQ Technical Assistant Motion Carried MOTION: That nomination fees for all Junior State Titles be discontinued. Moved: Maryborough Seconded: Caboolture Motion LOST * Gympie - Paul Gannon that an information package for Street Stock drivers for encourage attendance at both the Qld Title & National Title be included into the nomination packages and onto the new Facebook title page. Agreed Paul Gannon/Travis Barron to supply information for this to be done. * Charlton Raceway Shayne Lau Re drug and alcohol testing Discussions held - $85-00 per person to process. Particularly 2 nd night of events. Response Alcohol breath testing to be undertaken more often. STATE GENERAL MEETING MINUTES - 13th August 2016- [4]

* Junior CTAC Wayne Moller - The consideration to run Juniors as two separate divisions i.e.: top stars/ Rising stars to be aimed at those cars doing at least 10 second slower laps than winners, and those as their first year in Juniors. Discussions held re seeding, etc. Wayne Moller as Junior CTAC Rep instructed to go back to Junior parents for feedback and present to COM. * Junior Sedans- L Plate for drivers in their first year in Juniors not being enforced. L needs to be marked on the driver s infringement card. Pam Franz to attend. * Stewards Allan Jennings - Not official yet but is in the pipeline that all lapped cars will go to the rear on restarts in heats and finals. * Officials Pam Franz spoke to change of Licencing of Officials with regard to SSA cards are authorized to work with Speedway Sedans Australia divisions only. For other division the official will need to apply to Speedway Australia for the relevant division Red Card to be issued. Meeting adjourned for Lunch Break 12:35 pm Meeting called back to order for holding of AGM at 1:20 pm. Meeting called back to order after AGM at 1:50 pm. 13) Next meeting date & Venue Proposed - 12 th August 2017 in Gympie Meeting closed at 2:05pm 2015-2016 - Southern zone SSQ rep Report I have attended many race meetings this season mainly in my role as a SSQ scrutineer. I have found the quality of racecars that I have seen to be quite pleasing. I have had discussions with some parents of junior drivers who feel they are being victimised by other parents and feel the association is not staying on top of this situation. I believe that we need to become more proactive in this area and show that the association will not accept any forms of abuse whether physical, verbal or on social media. In my role assisting Wayne Moller as the junior CTACC representative I have answered many phone queries on the new injected cars. I conducted a survey on the 14 inch wheel question and collated the returned information for viewing by the CTACC committee. The junior division is in a very exciting time at present and I have enjoyed my time with the CTACC committee but wish to now stand down from this role.
