1. ORGANISER The Boxing Federation of Russia, an AIBA Member Federation, has been entrusted with the organisation of the AIBA Youth World Boxing Championship St. Petersburg 2016, and has created a specifically appointed Local Organising Committee (LOC) for the event. AIBA 2.1. Competition Officials The Championship is a 3-Star Category A event and will be officiated by 24 world-class International Technical Officials and 30 top-level Referees and Judges. All Competition Officials have been certified and appointed by AIBA. 3

3. REGISTRATION FOR THE COMPETITION All registrations for Team Delegations will have to be processed through the AIBA database (https://www.aiba-database.org/nf). The database is open for registrations from Friday, September 16, 2016. Exceptions will not be granted. 3.1. Participating Boxers The AIBA Youth World Boxing Championship 2016 is an Open tournament. Men boxers between the age of 17 and 18 according to their year of birth (born between January 1 st, 1998 and December 31 st, 1999) are eligible to participate in the competition. The weight categories are the following: 46 kg - 49 kg, 52 kg, 56 kg, 60 kg, 64 kg, 69 kg, 75 kg, 81 kg, 91 kg, 91+ kg. 3.2. Team Officials Each Team Delegation can have the following number of Team Officials: 1 Team Manager 1 Team Physician 1 Physiotherapist Number of coaches according to the table below: o 1 3 Boxers: Up to 4 Coaches o 4 7 Boxers: Up to 5 Coaches o 8 10 Boxers: Up to 6 Coaches 4

3.3. Coaches Each Boxer will be entitled to be accompanied to the ring by up to three (3) Coaches. However, only two (2) Coaches may mount the apron of the ring and only one (1) may enter the ring. All boxers must be accompanied by at least one AIBA 3-Star certified coach at ringside during the bouts. All Coaches allowed to work in the Field of Play (FOP) must be AIBA certified (1 to 3-Star). If a team does not have an AIBA 3-Star coach, please raise this at the Technical Meeting, so that appropriate arrangements can be made. Any coach at National level, who has not certified through AIBA, will not be allowed to access the FOP. 3.4. Extra Officials AIBA will not accept the registration of Extra officials. Please liaise with the LOC regarding this matter. See also article 10.2 of this document for other accompanying National Federations members. 4. VISA & ENTRY REQUIREMENTS The Organiser guarantee entry to the host country for all participants within the Team Delegation, providing the complete applications are submitted prior to Sunday, October 16. Russian Federation applies a different visa policy depending on your nationality. Please find below the different categories of passport holders. These details are provided for information only and are subject to changes. In case of doubt, we advise you to consult the nearest embassy or to request a confirmation from the Organiser by email at visa@rusboxing.ru 4.1. Countries with no visa requirements The passport holders of the following countries do not need visa to enter Russian Federation, for a stay of 30 days or less: Argentina; Armenia; Belarus; Bosnia and Herzegovina; Brazil; Venezuela; Guatemala; Israel; Kazakhstan; Kyrgyzstan; Columbia; Republic of Korea (South Korea); Cuba; Moldova; Mongolia; Nicaragua; Peru; Serbia; Tajikistan; Thailand; Turkey; Uzbekistan; Ukraine; Uruguay; Fiji; Montenegro; Chili; Ecuador In the event the passport holders of the above countries wish to stay more than 30 days, they must apply for visa in advance at the Russian Embassy of their country. 4.2. Countries with visa requirements and with a Russian Embassy USA and European Countries (except GB and Ireland, and not listed in the section 4.1 above) must apply for visa with visa invitation letters at the Russian Embassy of their country. Canada, Great Britain, Ireland, South American countries, Asian Countries (not listed in the section 4.1 above), and others countries with a Russian Embassy on their territory will need to get a visa support (telex) number from the Russian Ministry for Foreign Affairs first and then apply for visa at the Russian Embassy of their country. 5

The process for obtaining a visa to Russia will be as follows: 1. Send a copy of valid passport to visa@rusboxing.ru (passport should be valid not less than 6 months from the date of departure from RF, passport copy should be of passport format, readable, with visible photo, file should be in.jpg (min size 200kb) or.pdf format) 2. The LOC will liaise with the Ministry for Foreign Affairs and issue the Letter of Invitation or the visa support number. 3. Your team delegation will make the visa application at the Embassy. Valid passport copies (of good quality) must be sent to visa@rusboxing.ru Deadline: Sunday, October 16, 2016 4.3. Countries with visa requirements and no Russian Embassy The passport holders of countries which don't have Russian Embassies have to apply for visas in advance in the neighbour countries with Russian Embassy. No landing visa will be provided. The process for obtaining a visa to Russia will be as follows: 1. Send a copy of valid passport to visa@rusboxing.ru (passport should be valid not less than 6 months from the date of departure from RF, passport copy should be of passport format, readable, with visible photo, file should be in.jpg (min size 200kb) or.pdf format) 2. Inform the LOC the name of the city or nearest Russian Embassy where you are going to apply for a visa. 3. The LOC will liaise with the Ministry for Foreign Affairs and issue the visa support (telex) number. 4. Your team delegation will make the visa application at the Embassy. Valid passport copies (of good quality) must be sent to visa@rusboxing.ru Deadline: Sunday, October 16, 2016 5. TRANSPORTATION 5.1. International Transportation All flight information related to the Team Delegation and Extra Officials must be entered in the AIBA Database. The airport of arrival and departure will be the St. Petersburg s Pulkovo Airport (LED). 5.2. Local Transportation Flight information must be entered in the AIBA database Deadline: Friday, October 14, 2016, (23:59 GMT) Local transportation will be provided by the Organisers to and from the airport, to and from the hotel to the competition venue and the training venue. 6

6. COMPETITION & TRAINING VENUE 6.1. Competition Venue The Competition venue Sibur Arena has been in operation since 2013 and is known for being one of the best and most modern sport complexes in St. Petersburg, hosting events such as the tennis tournaments for WTA and ATP World Tours. Training Venue A part of the Sibur Arena will also act as the training venue throughout the Championship. 7. ACCOMMODATION Allocation of single and double rooms required for the Team Delegation must be made known in the AIBA Database as soon as possible. Room rates include full board (3 meals per day). 7.1.2. Payment conditions All Team Delegations must pay their full room charges, at the rates stated above, for the entire Championship Period (November 14 27, 2016) and, if applicable, pre- Championship period. Only on-site CASH payment upon arrival will be accepted. LOC will not be able to accept any other form of payment on site. Team Delegations will not be able to receive accreditation cards and hotel room keys if the payment is not made in full. No deposit will be charged upon registration. 8

7.1.4. Meals Three Meals per day will be served. The daily menus will be done according to the AIBA Dietary requirements. Bookings should be arranged directly with the hotel. 8. COMPETITION SYSTEM The Championship will be run according to AIBA Technical Rules and AOB Competition Rules. There will be no seeding for this event, according to the Appendix C of the AOB Competition Rules. The Official Draw will be conducted by Swiss Timing through an electronic draw. 10. ACCREDITATIONS 10.1. For Team Delegations Members All Team Delegations members (as listed in articles 3.1 and 3.2) who are registered for the event through the AIBA Database within the deadline will receive their accreditations on site after the accommodation payment has been approved by the hotel. 10.2. For Accompanying National Federations Members Each National Federation has the possibility to request up to six (6) accreditations for its internal needs and VIPs, by completing the accreditation request form (in the annex) and sending it back to sport@aiba.org and sfbspb@gmail.com no later than Wednesday, October 5, 2016, (23:59 GMT). 11. OFFICIAL BOXING EQUIPMENT The gloves, bandages and head guards will be provided by the brand Wesing. 12. MEDALS AIBA and the Local Organising Committee will distribute for each of the ten weight categories: - 1 st Place gold medal (1) - 2 nd Place silver medal (1) - 3 rd Place bronze medal (1) - 4 th Place bronze medal (1) 13. AWARDS The Award of the best boxer of the Championship, will be distributed at the end of the event. 14. TECHNICAL VIDEO RECORDING Each National Federation will be allowed to record the bout of its boxers with up to one camera per ring. Two specific locations in the stands will be reserved for these technical areas. Recordings are for technical purposes only and not for public broadcasting, social media included. The access to the two technical video recording areas will be conditioned to the signature of a disclaimer. You will find it attached at the end of this Handbook. The team manager of each National Federation must bring the signed copy to the Technical Meeting. 15. OPENING AND CLOSING DINNER Two (2) Delegates per Team delegation are invited by the LOC to attend these events. Appropriate transportation will be organised. 10

16. INSURANCE All participants are requested to organise their own travel and medical insurance, as the LOC will provide liability insurance for all participants only at the Competition Venue. All other Team Delegations members, media representatives, and other officials are also requested to get their own travel and medical insurance. 17. MEDICAL CARE The LOC will provide medical care and first-aid during the entire Championship Period to any participant who suffers from a sports injury contracted during the bouts or while training. 18. ANTI-DOPING CONTROLS Anti-doping controls will be conducted in accordance with the AIBA Anti-Doping Rules and the World Anti-Doping Agency Code. We would like to remind you that according to WADA regulations, from 2016, blood testing may be conducted during AIBA Competitions. If a participant has a medical condition and needs to apply for a Therapeutic Use Exemption (TUE), the participant is responsible for ensuring that his/her application is submitted through the ADAMS system no later than October 5, 2016.
