Participation: Invited National Federations from countries bordering the Pacific Ocean that are Federation members of the Asia, Pan America, Oceania Judo unions and the International Judo Federation (IJF). Furthermore, at the 1999 Pacific Rim Congress, it was agreed upon that the President of the host country would be allowed to offer Special invitations to countries close to the hosting country, even if these countries do not border the Pacific Rim. 5. Divisions: The competition will feature eight (8) weight categories for both male and female junior contestants and seven (7) weight categories, plus an Open weight category for both male and female senior contestants. Junior Male: - up to and including 55 kg - over 55 kg and up to and including 60 kg - over 60 kg and up to and including 66 kg - over 66 kg and up to and including 73 kg - over 73 kg and up to and including 81 kg - over 81 kg and up to and including 90 kg - over 90 kg and up to and including 100 kg - over 100 kg 1

Duration: Junior Male - 4 minutes Junior Female - 4 minutes Senior Male - 5 Minutes Senior Female - 5 Minutes 7. Entries: Each participating National Federation may enter one (1) competitor in each of the weight categories and the open weight category for juniors and seniors for both Men and Women. The League de Judo de Nouvelle-Calédonie may enter 2 (two) competitors in each of the weight categories and in the open weight for both Men and Women. 8. Competitor s Ages: There is no minimum age for the competitors, junior athletes must be under 20 2
9. Closing Date for Entries: years of age in the calendar year 2011. The presidents of the National Federations are reminded that any Federation which enters a competitor who has not attained the age of majority is responsible in obtaining authority from contestant s parents. (1) Preliminary Entry by numbers. Submission of the number of competitors and officials no later than May 1, 2011 (2) Final Entry by name of competitors and officials for submission no later than June 1, 2011 10. Entry Fees: Each competitor is required to pay an entry fee of US$ 25.00. Where a competitor participates in his/her weight division and in the Open Weight, she/he is only required to pay US$ 25.00. Note: The Entry Fees must be paid only to Mr. CHE Kuong Hon, General Treasurer, Pacific Rim Judo Federation 11. Nationality: Competitors must be of the same nationality as the national federation, which has entered them. Each competitor is required to show his/her passport in order to confirm nationality. 12. Insurance: Each competing team shall be responsible for its insurance and civil liability insurance during the championships. The Pacific Rim Judo Federation and the Ligue de Judo de Nouvelle-Calédonie decline all and any responsibility in these matters. 13. Ceremonies: Competitors are required to attend the opening and closing ceremonies, respectively, in judogi or in the official tracksuit of their nation. It is expected that each delegation will have a uniform appearance during said ceremonies. 14. Awards: First, second and third place winners will be awarded medals and certificates, and fifth place winners will be awarded certificates. 15. Certificates: A Certificate of Participation will be given to each participating contestant, official and referee. 16. Method of Competition: Competition will be conducted in accordance with the Code of the Pacific Rim Judo Federation, which provides: 3
(1) Competition System: In case of 7 or more competitors, IJF repechage system will be adopted. In the case of 6 competitors, elimination system with round robin in two pools of three (3) competitors will be adopted. Semi-finals will be the winners of Pool A vs. Runners-up of Pool B, and the winner of Pool B vs. Runners-up of Pool A, and the losers of these fights are equal bronze winners. The final will be between winners of the semi-finals. In case of 5 or less competitors, round robin in a single pool will be adopted. If only 3 competitors in a category, gold and silver will only be awarded. (2) Seeding Gold Medalist of the 2010 World Championships in Tokyo, Japan. Gold Medalist of the 2009 Pacific Rim Championships in Taipei. (3) Pool Winners: Higher number of wins If 1 equals, then higher value of wins. If 2 equals, then winner of their fight in the pool. If more than two competitors equal in 1, 2 and 3 then these competitors will fight again. (4) Withdrawal If a competitor withdraws from competition in a pool, all scores received for or against the contestant(s) will be cancelled. 17. Judogi: The Blue and White judogis will be used in this competition. Judogis fitting the description of allowable color, texture, marking and fit as stated in the IJF rules will be allowed in these competitions. 18. Hanging Flag: Each National Federation must submit to the Organizing Committee a hanging national flag (1.20 m x 1.80 m) and a cassette tape or compact disc of its national anthem for use in the victory ceremony. 20. Training Camp: Address : Salle Omnisports de l Anse Vata, NOUMEA Participants for the International Training Camp held on July 18 th -20 th must pay USD 35$ per person per day. (including the accommodations, 3 meals mightday and local transportation). Training schedule and other venues: To Be Decided 21. Referee: There will be 10 IJF licensed referees appointed by the Continental Unions whose hotel and meal expenses will be borne by the Organizing Committee. 10 Referees will be invited from the Pan American Union, from Asia, and from the Oceania Region. Apart from these 10 referees, one IJF licensed referee, whose travel, hotel and meal expenses will be borne by their Federations or at their own expense, may accompany each delegation. The uniform of the referee will be black coat, gray slacks, white short sleeve shirt, dark tie, and dark socks. 22. Transportation: Local transportation between New Caledonian La Tontouta International Airport and the official Hotels will be responsible by the Organizer. The shuttle bus will also be provided by the Organizer between the competition venue and the official hotels. 24. Visa: In order to ensure the smooth issuance of visas, each country/region is asked to contact the nearest caledoniejudo@mls.nc 2 month, prior to departure at the latest. The Organizing Committee of the PAC Rim Championships will send necessary documentation upon request, such as an invitation letter. Information for the documentation must be provided without delay. Each country is also asked to pay attention to the validity of passport for each delegation member. (Please note that the validity of passport must not be less than 3 months since the day you enter New-Caledonia.) List of the countries which it visas is obligatory: Vanuatu, Fiji, Samoa (Apia), Chinese, Chinese Taipei, Vietnam, Indonesia 25.
