Letter from the ERYHA President Welcome Parents and Players to the Elk River Youth Hockey Association! The Elk River Youth Hockey Association (ERYHA) is comprised of dedicated and hard-working players, parents, coaches and volunteers. The ERYHA Board of Directors goal is to make the association the best it can be. Please feel free to contact any Board Member with your feedback regarding this Guidebook or any aspect of ERYHA. Your comments and suggestions are always welcome and will only improve our association. Mission Statement Our association seeks to provide a community and volunteer driven program to promote the growth and development of our players. Our association works to promote a fun, fair, and safe environment that maximizes participation and improves players skills while developing sportsmanship, teamwork and selfconfidence. Affiliations The ERYHA is a member of District 10 of Minnesota Hockey and USA Hockey. We adhere to the D10, MN Hockey and USA Hockey rules on conduct, teams, equipment, penalties, officials, and playing rules. ERYHA Board of Director Policy Elected Board of Director positions are voting members with exception of the President who only votes in the event of a tie. For any situation that occurs, we will follow the appropriate procedures and take the necessary disciplinary actions abiding by the Elk River Youth Hockey Association Policy/Procedure Manual, and in accordance to the Minnesota Hockey Handbook. The membership has put faith in each of us, be electing us to hold a position on the Board. We have taken a vow to represent Elk River Youth Hockey Association in the best manner we possibly can. The best way is to follow the policies, procedures and guidelines that enable our Association to function as a whole. It is very imperative that every board member attends every regular board meeting scheduled. If a director misses three (3) regular board meetings consecutively, the board members in attendance will review their position. This may result in an impeachment. Commitment is a key word when elected by the membership and representing Elk River Youth Hockey Association. If you feel you are unable to fulfill your obligation as a director, you may submit a resignation to the board at the next regular scheduled board meeting. ERYHA Reserves the right to make any approved changes to the handbook with notice given to the membership via the ERYHA website. Monthly Board Meeting The ERYHA Board strives to meet monthly on the third Wednesday evening of each month and attendance is required. Meetings start at 7 p.m. (Monthly Gambling Meetings at 6:30 p.m.) unless noted otherwise, and membership is welcome to attend. Notice in writing to a Board member is encouraged for time on the agenda, however, open forum limited time will be provided. The meeting place is ERHS Community Room #105 but meeting locations may vary (please refer to website calendar for changes). Sub-committees and task forces of the Board, as well as the Executive Committee of the Board, meet as required to conduct business in a timely manner between Board meetings. Please see our website calendar for details. All ERYHA Board members and coaches are subject to background checks/screenings as required by Minnesota Hockey Rules. 8

ERYHA Board of Directors meeting shall be run according to Roberts Rules of Order. Conflicts of Interest Any ERYHA Board member that may have a potential conflict of interest where their actions or relationships present the potential for improper personal gain or advantage, or will have an adverse effect on the interests of the ERYHA, shall report such incidents to the ERYHA President for further review and determination. Board of Directors Election Process The ERYHA election ballot for all voting board members is to be finalized at the scheduled March ERYHA meeting by the close of the nominations. The nominations must be accepted via email or in person by the March meeting annually. Once the ballot is finalized, there will be no write in votes accepted by the ERYHA at the Annual Member Meeting in April. The finalized ballot will be posted on the website for view by all members. All board positions will be open to all ERYHA members with the exception of the Treasurer, which will require a vetting process for nomination acceptance. ERYHA Background Screening All personnel of ERYHA are subject to the screening standard adopted by Minnesota Hockey. See MN Handbook, www.minnesotahockey.org for additional information as well as SafeSport Handbook for more detailed information The intent of these rules is to reduce the risk of a MN Hockey player becoming the victim of sexual or physical abuse. SafeSport Training will be a registration requirement for every ERYHA volunteer by ERYHA for the season. SafeSport training is required for all parent(s)/guardian(s), board members, coaches, managers, event chairs & event assistants. The training is free of charge and is valid for two years. 9

Investigation of ERYHA Board of Director Members Please visit ERYHA s website under the Resources > Policies area for ERYHA s Grievance Policy Upon receipt of notification of either a Grievance Report or a SafeSport violation Report submitted via USA Hockey s SafeSport website, the President shall immediately authorize an investigation of the incident. ERYHA Board members may conduct this investigation of a third party designated by the ERYHA Board of Directors. The investigating party shall provide a written report on the status of the investigation within ten (10) days to the President of ERYHA. Sanctioning of ERYHA Board of Director Members Upon proof of violation of any ERYHA policy, the violator will be permanently banned or suspended from all ERYHA programs. The policies in this article are subject to any contrary requirements in Minnesota State law or local law applicable to Minnesota Hockey Affiliates. ERYHA Player Registration Policy Player Registration Policy ERYHA directly follows MN Hockey s Handbook on registration; see the section entitled Youth Rules and Regulations Section II. Eligibility Provisions of the Minnesota Hockey Handbook Please see the ERYHA Residency Map at http://www.elkriverhockey.org/residency ERYHA Late Registration Policy There is a $25 fee for late registration; this late fee should not apply to Mite/Jr. Gold registrants. If a player attempts to register after High School tryouts are complete, that player may be placed on any team at the discretion of the Level Director. ERYHA Player Move-Up Policy For the Elk River Youth Hockey move-up policy, please view the Player Move-up Policies document, in the Resources area of the ERYHA website. ERYHA Player Refund Policy If a player quits after teams are formed, fees will not be returned but additional payments for the season will be cancelled, if account is up to date. If the player has not participated in any ERYHA activities for the season: o Fundraising fees will be refunded in full if all fundraising items are returned in original condition or if the buyout option was used. Exception: once food items have been distributed to individuals they cannot be legally returned and must remain the responsibility of the member. o The USA Hockey fee will NOT be refunded. o If a player has participated in tryouts or initiation skates and has not participated in any practices or games. This includes players who have participated in tryouts, but for whom ERYHA does not have a team for them to play on. o Registration fees will be refunded with the following conditions: All ERYHA equipment has been returned to ERYHA in good condition. Any outstanding negative balance to ERYHA will be subtracted. Fundraising responsibilities will remain the responsibility of the member. 11

ERYHA Player Injury Credit Policy For the Elk River Youth Hockey Injury Credit Policy and procedure, please review the ERYHA Player Injury Credit Request Policy, located in the Registration area of the ERYHA website. ERYHA Team Policy Team Definitions Controlled Scrimmage ERYHA directly follows MN Hockey s Handbook on definitions for controlled scrimmages; see the section entitled Youth Rules and Regulations Section VIII. Playing Rules, subsection N. Exhibition Games and Controlled Scrimmages of the Minnesota Hockey Handbook Game Two teams on the ice in any other fashion than defined as a controlled scrimmage with a referee will be considered a game. Team Rostering Credentials ERYHA directly follows Minnesota Hockey s Handbook; see Article 4 Membership Individual Sustaining Members (Page 14) as well as the section entitled Team Credentials Package (page 69) Number of Players & Coaches ERYHA follows District 10 s Handbook on number of players; Refer to Part F,G of the Section Hockey Playing Rules Substitute Goalie ERYHA follows District 10 s Handbook on substitute goalies; Refer to Section entitled Substitute Goalie (Page 35). ERYHA Individual Team Checking Accounts Policy The only team that is allowed to maintain their own checking account is the AA- Bantams, due to the VFW sponsorship. If the AA-Bantams elect to do so, they must fill out Form #9808. If a direct sponsor donates towards a team, this money will go into the ERYHA general fund, the Treasurer will then give the team a check for that amount. When obtaining an individual checking account, Form #9808 states the criteria. That being: o The team o The bank o The account number o The name(s) on the signature card o The date opened o The date closed o Confirmation that a year-end statement was submitted to the parents Confirmation that a year-end statement was submitted to the travel director, with a copy of Form #9808. Form #9808 was designed to help keep team accountants honest and to keep ERYHA Board of Directors informed. 13

ERYHA Team Tournament Planning ERYHA provides for three (3) tournaments for each team at any travel level, Squirt/U10 through Junior Gold/U15, with the exception for AA Bantams who will be provided with four (4) tournaments. If ERYHA is hosting a tournament for the level of an individual team, it is mandatory for the Elk River team to participate and that tournament counts as one of the number of tournaments listed above. All tournaments that an ERYHA team participates in, whether held in an indoor arena or played outside on natural ice, must be sanctioned by MN Hockey. Any out-of-state tournaments require prior approval by the District 10 Director. Please refer to D10 Tournament Policy for the most current information. ERYHA Tournament Budgeting Tournament budgets will be organized and managed by level, based on the number of teams declared and the number of tournaments each team is allowed to attend, using the following budget guidelines: Level / Team Budget Amount [1] Junior Gold A $1500 Junior Gold B/U16 $1300 Bantam and Peewee AA $1200 Bantam and Peewee AA $1200 Bantam A/B1/B2 $1000 Peewee A/B1/B2/C $1000 Squirt A/B1/B2/C $1000 Girls U15/U12/U10 A/B $1000 Mites $0 [1] Budget Amounts accommodate for any and all registration and/or gate fees Example: A Peewee Level Director declaring 5 teams, (AA, B1, 2 B2s, C) would have a budget of $15,600 to put towards Peewee tournaments for all 5 teams, figured out as follows: Team Budget Total 14

AA 3 tournaments at $1200 $3600 B1 3 tournaments at $1000 $3000 B2 Red 3 tournaments at $1000 $3000 B2 Black 3 tournaments at $1000 $3000 C 3 tournaments at $1000 $3000 Total: $15,600 ERYHA Level Directors will make every effort to maintain the integrity of their tournament budget by working with the ERYHA board of directors, past coaches and other level directors to make good tournament selection decisions, ensuring ERYHA players are exposed to some of the best and most exciting hockey and tournaments in the state. ERYHA Board will coordinate tournament payments prior to season start In the case where a tournament level budget overage occurs, the ERYHA Board of Directors will need to approve the overage to be paid for from the general fund before any tournament commitment can be made. ERYHA Planning Additional Tournaments In order to participate in any additional tournaments, the team must have a parent meeting to discuss how many more tournaments and how much the additional tournaments will cost each player. The team must unanimously agree in order for the team to seek the additional funding needed to attend the additional tournament(s) A series of more than two scrimmages in a round-robin type setting will be considered the same as a tournament. Teams participating in any unsanctioned tournament will be fined and may be suspended from MN Hockey activities for the balance of that season and the following season. This is not a negotiable penalty. This could result in the entire association being suspended from league play. Any coach or manager who permits this to happen will be immediately removed from his/her position and expelled from the association. ERYHA Teams Attending Tournaments You must have your team credentials and registration with you at all times during tournament participation. 15

It is a MN Hockey rule that any team that does not have a properly completed team roster and credential package is not allowed to participate in the tournament. Birth certificates are not needed for any tournaments sanctioned by USA Hockey Investigations of individual member Grievance and/or SafeSport Violation Reports 1. Please visit ERYHA s website under the Resources > Policies area for ERYHA s Grievance Policy Upon receipt of notification of either a Grievance Report or a SafeSport violation Report submitted via USA Hockey s SafeSport website, the President shall immediately authorize an investigation of the incident. Sanctioning of ERYHA Members Upon proof of violation of any ERYHA policy, the violator will be permanently banned or suspended from all ERYHA programs. The policies in this article are subject to any contrary requirements in Minnesota State law or local law applicable to Minnesota Hockey Affiliates. ERYHA Teams Participating in the State Tournament Any team, who is participating in the Minnesota State Tournament at their level, will be invited to a Minnesota State Participant banquet provided by ERYHA. The banquet will be held prior to the Minnesota State Tournament(s) and information will be sent accordingly. ERYHA Coach Pay Reference ERYHA will pay Non-Parent Head Coaches $3,000 per season and Non-Parent Assistant Coaches (up to 3 max.) $1000 per season; plus, added expense report(s) for hotel expenses to the association. It is up to the coach to hand in an expense report to the Treasurer for reimbursement. 16

Parent Head Coaches (Squirt/10U level and above) get paid $500 with no hotel reimbursement. If two people co-coach a team, the total paid is $500 so they would split and each get $250. An exception to this rule is if a parent head coaches the top Bantam or Girls team (ex: BAA or U15A), they will be compensated $2000 and $500 for parent assistant coaches (max of 3), this is due to the intensive schedule these teams follow. The ERYHA will reimburse Non-Parent Coaches up to two hotel rooms with a maximum of two nights for each room for out of town tournaments. Additional Incentive: MN State Hockey Tournament qualifier allows a $500 bonus to the Head Coach of that team. ERYHA General Playing Standards 2. ERYHA follows Minnesota Hockey s Minnesota Development Model, outlined in the Minnesota Hockey Handbook on playing standards Refer to Section Minnesota Development Model (Page 70) 3. ERYHA believes and encourages equal playing time. 4. Equal playing time means over the course of the season; all players should play approximately an equal amount of time. This does not mean stopwatches and logbooks are used. It also does not mean play has to be completely equal in each and every game. 5. Parents and skaters need to realize that on a per game basis, penalties will play a large factor in playing time. There may be other factors that contribute to playing time. 6. The coach should explain these standards to players and parents the skaters early in the season. 7. The coach is encouraged to explain to the parents his/her playing time philosophy at the "Parent Meeting". 8. If a player or parent feels that a coach is not following this policy, he or she should discuss this issue with the coach. 9. Any parent should use discretion when contacting the coach and follow item number 6 of the "Code of Conduct for ERYHA Parents and Spectators" as below: 6. Recognize the importance of volunteer coaches. They are important to the development of your child and the sport. Communicate respectfully with them and support them. If you have concerns, please wait an appropriate 17

24 hours before phoning the respective coach to have a constructive discussion regarding your concern. Never address your concern directly in front of the player(s) or in the arena. If you have additional concerns, contact your level director with your issue. If the concerned parent feels that the policy is still being abused, the parent should contact the level director immediately. The level director will discuss the situation with the coach. The level director will then contact the parent. If after contacting the level director, the concerned parent still feels that the policy is not being followed, they will need to file a grievance per the ERYHA handbook. At this point the grievance procedure will go into effect. ERYHA Specific Playing Standards by Participation Level Mites & Mini Mite Level Coaches will provide equal playing time for all players per game. Coaches shall attempt to assemble lines of equal ability. Coaches will rotate players to different positions during the season (the position of goalie may be the exception.) Squirt & 10U Level Coaches will provide equal playing time for all players per game. Coaches shall attempt to assemble lines of equal ability. Bantam A/AA, Junior Gold, Girls 15U &16U Coaches will have discretion to coach and manage the team within the guidelines of the coach code of conduct. Goalie Playing time for Squirts, PeeWees and all Girls levels Scrimmages: goalies will play 50% of each game, and alternate starts District Games: goalies will play every other game throughout the season Tournament Games: goalies will play every other game, alternating game one starts from tournament to tournament, throughout the season District, Region, and State Tournaments: All playing time will be equal except for A and AA PeeWees; the coach will have discretion as to who plays. Practice time will all be equal. Goalie Playing time for B/C Bantam Levels B Level and Below: Each goalie will play 50% of the time during the season, with the coach having discretion as to who plays what games. Goalie Playing time for Bantam A & Junior Gold Levels Coach will have discretion as to which goalie plays during the season, and as to how much each goalie plays throughout the season. ERYHA Awards Minnesota Hockey Awards ERYHA members can submit for MN Hockey s Player Awards Refer to Minnesota Hockey s Players Awards section for instructions and resources These awards are distributed under the following conditions: The recipient is a registered player. The game was in league competition, meaning a sanctioned tournament or a MN Hockey playoff game involving only registered USA hockey teams. This does not include scrimmages or exhibition games. The game was officiated by a registered USA Hockey Referee. Eligible player categories include all players squirt and above. A copy of the score sheet must be supplied with the application. No patches will be awarded for games in which to goal difference is 10 or greater (i.e. 10-2, 12-2, 13-1 etc ). There is a limit to one of each award per player per season. Submission Forms can be found on the Minnesota Hockey website. Please allow 10-14 days for processing. Be sure to include your return address. It is suggested that you keep these awards and hand them out at the year-end team banquet. ERYHA Sportsmanship Awards Awards presented annually by the Twaddle & McLaughlin Family. More information can be found on the ERYHA website. Mood Altering Chemicals ERYHA follows the District 10 Handbook on for guidelines on mood altering chemicals. The penalties for violation of this policy shall be per the Youth Rules and Regulations, Section XIII of the MINNESOTA HOCKEY Handbook. 20

ERYHA Fund-raising Policy Mandatory Fund-raiser ERYHA has one mandatory fund-raiser, which requires the parents to pay in full prior to registering their player(s). This fund-raiser helps to defray ice fees for the association. The ERYHA mandatory fund-raiser does not apply to Jr. Gold players Optional Fund-raisers 1. ERYHA will also offer optional fund-raising opportunities for families to offset their ice-fees. 2. The mandatory and optional fund-raisers may vary from year to year, pending the successes of the sales from the past and budget requirements. ERYHA Inventory Procedure At the beginning of each hockey season, and at the end of each hockey season, inventory will be conducted on the following items: Equipment - This includes goalie equipment and equipment obtained through the Equipment Program. Inventory to be completed by the Equipment Manager. Jerseys: Managers must have their team s jerseys turned based on a schedule determined by the Equipment Coordinator Inventory to be completed and signed off by the Equipment Manager A third team jersey is NOT ALLOWED within ERYHA. Office Equipment - This included computers, printers, copy machines, fax machines, desks, chairs and any miscellaneous equipment owned or leased by ERYHA. All machines must have the serial and/or model numbers checked for verification. Inventory to be completed by the Secretary. 21

A complete inventory must be kept and maintained for insurance purposed by using Form #9809. The original forms will then be given to and kept by the secretary with respective directors keeping a copy for themselves.
