WHAT IS AT STAKE? Population : 12 M of inhabitants Most of the trips : less than 5 km Cycling trips = only 1,6 % in 2010 Issues for the Ile-de-France Region: public health, improvement of the safety of trips, public cost control, Economic development Target of the Regional Sustainable Urban Mobility Plan (PDUIF) : + 10% of the daily cycling trips by 2021

THE NEW REGIONAL CYCLING PLAN July 2016 : «Guidelines report on regional cycling plan» a new ambition, a global approach and a large consultation September 2016 : Regional Cycling Conference October 2016 : Call for inputs https://www.iledefrance.fr/plan-velo-regional/contribuez 2017 : New regional cycling plan voted in May

THE NEW REGIONAL CYCLING PLAN Increase the trips up to 3 times by 2021 100 M allocated by the Region for setting up this plan 4 priorities 1. Cycling : a daily mode of transportation 2. Addressing the needs of users and areas 3. Offering more and new services 4. Promoting Cycling

NEW REGIONAL CYCLING PLAN Cycling : a daily mode of transportation Cyclists : 650,000 trips per day or 1.6% of all trips in the Paris region Target to reach : 2 million trips per day by 2021 Measures : Investment efforts Parking Strengthening cycling network Fixing the urban discontinuation issue identified in the regional scheme Secured parking stations and «Veligo» Parking and public transports

NEW REGIONAL CYCLING PLAN Addressing the needs of users and areas Developping a real strategy to increase the use of cycling Focusing the efforts of the developpement of the regional and local network Promoting cycling Development of tools to assess and monitor the results with associations Promoting cycling to the regional staff and other public administrations

NEW REGIONAL CYCLING PLAN Offering more and new services One of a barrier to tackle : lack of space to implement bike parks In addition to the VELIGO stations, implemented by Ile-de-France Mobility: implementation of bike parks in public areas, near schools, around carpooling carparks Vianavigo: a planner for bike Cycle path planner and digital services E BIKES sharing of long term rental Increase the number of bike repairs shops

01 - - Cycling promotion in «Ilede-France» E-bike long term rental Details of the project Planning

ACTION PLAN E-bike rental Spring 2019 : Deployement of 10 000 long term rental E- bikes o Open to everyone o But with preferential targets : car driver and motorised two-wheelers If the service is successful : Possible addition of 10 000 E- bikes + 500 cargo-bikes This new service will be manage with a public service delegation contract

TYPE OF E-BIKE Connected e-bike GPS/ GSM Tracker integrated in each bike : fight against car theft, to facilitate maintenance and monitor the use of the service E-bike rental A sturdy e-bike Main goal : Two operations of preventive maintenance each year An universal e-bike Available to the gresteast number of users For every kind of trips : dense area or rural areas Identification Need to be easily recognized

SERVICE ORGANISATION E-bike rental Main challenge : marketing the service for the whole region (12 000 square kilometers) Example : e-bike in Nantes Inhabitants need to have access to the same information, to a rental contract and maintenance if necessary Example : e-bike in Rennes

SERVICE ORGANISATION E-bike rental «Maison du vélo» (place devoted) Private partners (with other main commercial activities) Need to adapt the rental model of E-bike to the regional urban context. Therefore : 4 ways to rent an E-bike Computerised bicycle rental system Mobile renting points

L AVIS DES FRANCILIENS E-bike rental 8 x E-bikes accidents rate is 8 times lower than motorised twowheelers 41% Of franciliens don t have a bicycle 0,8 per km Reduction of health expenses due to physical activity 9 kms Average distance travelled with an E-bike 71% Of subscribers decrease the use of their own car (source : ADEME 2016)

THE PUBLIC OPINION E-bike rental Experimentation phase : - Duration : 6 months - Renting cost : 40 euros / month 50% should be refunded by the employers (negotiation in process) Subscription and payment will be done through the Navigo website (The website which sells the public transport pass) After a period of 6 month, the subscription is no longer available After 6 months, there are alternative solutions for subscribers who want to keep an E-bike renting solution (leasing, low-interest loan for the users)

PRESENTATION VELIGO VELIGO is a secure parking solution for bikes closed to the railways stations o Veligo parks are now in service in almost 170 railways station in the Region o Open 24 hours a day, 7 days a week o Video surveillance Easy to use : o Annual subscription (30 /year) o Open the secure park with the Navigo Pass o Possibility to book your bike rack in advance 2638 bike racks are now in service in the Île-de-France Region Overall Investment : 13,2M Ile-de-France Mobilités contribution: 9,6 M

PRESENTATION VELIGO

PRESENTATION VELIGO Targets : Develop the service closed to the 400 railways stations Create a shared identity for users Integrate different modes of transportation (Bike + train) Define common standard of quality (clean, safe, accessibility of information)

INTEGRATION OF NEW SOLUTIONS AND SERVICES VELIGO The VELIGO service will now provide : Electric dock for charging (10% of capacity) Bicycle pump for an easy maintenance Additional bike racks at the entrance of the VELIGO park New subscription solution available on the Website (secure payment) New model of bicycle parks (with smaller capacity : 8, 10, 12, 16, 24 emplacements)
