Northern Virginia Fastpitch All-Stars Tournament Coach s Information Packet INTRODUCTION Welcome to the 2017 NoVA Fastpitch House Softball All-Star Tournament. The tournament provides a venue for All-Star teams from Northern Virginia Fastpitch softball House/Recreational leagues to play an end of season tournament. It is a two day event on the Father s Day weekend. Our format consists of each team playing two (2) games on Saturday, and based on the game results, teams will be seeded for Sunday and will play one (1) or more games. Game schedules, maps of the fields, and rules are attached and will be posted at http://www.brycsoftball.org/allstars/. First, Second and Third place of the Championship Bracket will receive individual and team trophies. T-shirts will be available for purchase at the Wakefield Park venue, unfortunately the vendor could not set up at all locations. There will be no concessions available this season, so please ask your parents to bring lots of water and snacks for their players. The tournament will be run under ASA rules, which means the umpires will check helmets, bats, and catcher s equipment prior to the game to ensure they meet ASA standards. Helmets must have face guards and chin straps. Also, some older bats may not have the ASA logo on them and might not be allowed to be used. Please check you equipment before you arrive. Should it rain Friday afternoon or night, we will need parent volunteers from the 9:00 am games to help get the fields ready. They will been additional help for the field prep volunteers already identified. There have been several years where we have had late Friday downbursts and it was only through the help of parents that we were able to get enough fields ready to play all games in on Saturday. During the tournament, we will have field directors at the Wakefield (12 & 18u), Wakefield Forest ES (10u) and Canterbury Woods ES (8u) venues. Canterbury Woods Elementary School (8u) 4910 Willet Dr, Annandale, VA 22003: From the Beltway: West on Braddock Road for 2.1 miles, take right into Woodland Way. Woodland Way dead ends at Queen Elizabeth Blvd and Canterbury Woods ES. 2017 ALL-STAR TOURNAMENT RULES Tournament Set Up: 1. Each team will play two (2) games on Saturday. 2. Teams will be placed in brackets by blind draw. Leagues with multiple teams entered will be drawn first to ensure that they are entered in different brackets. 3. Seeding for Sunday will be determined by the won/loss record after games on Saturday. The tiebreaker will be head-to-head, runs against, run differential, runs scored, and coin toss. If more than two (2) teams have the same record, head-to-head will not be used. 4. Softballs will be supplied by the tournament. 5. Each team is responsible for cleaning their dugout/surroundings at the end of each game. 6. All teams must identify two adults who can help with field preparation Friday late afternoon. This is to help get fields ready in case of excess rain. 7. Teams must submit, to the Tournament Director, a roster listing all players who may play in the tournament no later than one (1) week prior the tournament. If a team does not submit a roster, the team will be disqualified from playing and will not be reimbursed the registration fee. Player/Team Eligibility: 1. No varsity players will be allowed to participate. 2. Players must have participated in at least 50% of the House league season. The season consists of games played within the same league and for those House programs using interleague games, games played between different leagues. Games include both regular season and post season. Leagues with only one team in an age group must play other house teams during their regular season to qualify. 3. A player may not play in any other fastpitch softball tournaments during the weekend of the House All-Star Tournament. 4. Teams cannot have more than four (4) players who also play on select or travel teams. 5. All players must be from the same House League. 6. No travel or select teams. Teams must be formed from within a house league with all players that are eligible invited (see rules 1-5 above). 7. The Tournament Director will disqualify any team found to have formed more than four (4) weeks prior to the tournament or has played tournaments against select or travel teams. Playing tournaments or games against other house All-Star teams does not disqualify a team. Disqualified teams will not be reimbursed the registration fee, or any other fees/monies collected. 8. Only HOUSE teams from Virginia may play. Game Rules: 1. ASA rules will apply unless changed below. Age limits are defined by the ASA rules. 2. 3. Roster must have at least eleven (11) players on Saturday. For teams with less than eleven (11) players, the missing spots in the batting order through the 11 th position are an out. Roster must have at least nine (9) players on Sunday. For teams with less than nine (9) players, the missing spots in the batting order through the 9 th position are an out. 4. An injured player may be removed from the lineup without penalty as long as the lineup still has at least eleven (11) players on Saturday (rule 3 above) or nine (9) players on Sunday (rule 3 above). Injured player can t return to game from which she was removed. 5. If a player plans to leave during a game the coach must notify the opposing coach prior to the game so that the player s absence will not be recorded as an out, as long as the team meets the participation requirements of rule 3 above. 6. Batting lineups must include all players on the team on Saturday, but not Sunday. 7. Unlimited substitutions on defense. 8. Pitchers are limited to 3 innings per game until the 7th inning; 1 pitch counts as an inning. 9. All pitchers are required to wear a face mask (no exceptions). All other positions are optional, but highly recommended for player safety. Catchers are required to wear appropriate catcher s gear which includes a helmet with a mask. 10. Only nine (9) players play defense at one time. 11. Ties are allowed during Saturday pool play. If there is a tie of the first game of a Saturday four (4) team bracket, the winner of the coin flip will play on the winner field. On Sunday, the International Tie Breaker rule is in effect. The ITB Rule -- Starting in the 8th inning, the offensive team begins the inning with the ninth hitter (of that inning) in the batting order placed on second base. The player who is running can be substituted in accordance with the substitution rules. 12. Max five (5) runs allowed for first four (4) innings OR no run limit after one (1) hour, whichever happens first. Please check the time before you start an inning. A 15 run slaughter rule is in effect after four (4). 13. No new inning after 1 hour and 30 mins; game ends at the end of the 7 th inning or at 1 hour and 40 mins, whichever comes first. No drop dead on Sunday. 14. Home team is determined by a coin flip on Saturday. On Sunday, the game schedule will either identify the home team based on seeding, or indicate a coin flip if the two teams are equally seeded. Home team for championship games will be by coin flip. 15. The first team that shows up gets their choice of the dugout. 16. Teams may use a courtesy runner for the pitcher and/or catcher of the previous inning. The courtesy runner will be the last out of the previous inning. The courtesy runner will be the last batted out. If a courtesy runner is needed for both the pitcher and catcher of the previous inning, the runners will be the last two batted outs. The umpire must be informed prior to making substitutions. 17. Teams that are playing the first game of the day must supply a person(s) to help line the fields 30 minutes before the game. 18. Pitching distances: 12u is 40, 18u is 43. 19. Game clock starts at the end of the pre-game conference between umpires and coaches. 20. The game score is the score of the last completed inning. 10u Supplemental Rules: 1. Pitching distance is 35. 2. Stealing home is allowed. 3. No dropped 3 rd strike. 4. Runner is not permitted to take second on a walk. 5. Only one base, per runner, is allowed on a steal per pitch. Runner may not advance upon an overthrow after the steal. Runner is at risk to be put out if she attempts to advance to another base, and may be tagged out while off a base. Crossing home plate is considered being on a base. If runner advances two bases on a steal attempt the umpire will send the runner back to the original base she was attempting to steal during the next dead ball. 6. No new inning after 1:20. Drop dead is 1:30 or 6 innings, whichever comes first. 7. Base runner can leave the base when the ball leaves the pitchers hand (ASA rule). 8. No infield fly rule. 8u Supplemental Rules: 1. There are no requirements for a minimum number of players on the roster. 2. An injured player may be removed from the lineup without penalty and can re-enter. 3. There are unlimited substitutions on defense. This means that batting lineups must include all players on the team that day. 4. If a player plans to leave during a game, the coach must notify the opposing coach prior to the game so that the player s absence will not be recorded as an out. 5. Coach pitchers will use a Louisville Slugger Sling Shot Machine and will pitch to their own team. Speed for the pitching should be set at 28-30 MPH. 6. The Coach-Pitcher must be 35 from the batter while pitching. 7. A maximum of five (5) pitches will be allowed for each batter. A batter taking five (5) pitches without a hit will be called out, but if the batter fouls off the fifth pitch, she gets another pitch. An at-bat cannot end with a foul ball unless the foul ball is a caught fly ball. 8. Ten (10) players play defense at one time. 9. No new inning after 1:20. Drop dead at 1:30 or 6 innings, whichever comes first. 10. On Saturday, home team is determined by a coin flip. On Sunday, home team is the higher seed except for the Championship Bracket where home team is determined by coin flip. 11. Teams may use a courtesy runner for the catcher; courtesy runner is the last batted out. 12. No coaches will be allowed on the field on defense with their team. 13. A four (4) run scoring limit per inning for each team will be enforced except for the sixth or any extra innings. 14. A 10 run, Run-Ahead rule is in effect after the team with the lower score bats four times. 15. No stealing is allowed, sliding is optional. 16.
