Foreword Welcome competitors old and new to The Phoenix Stages for what we hope is another friendly but competitive days rallying. The venue is a disused airfield offering a varied mixture of good, medium and poor quality concrete runways and tracks. We hope this event offers an enjoyable days motor sport with a challenging and slick event along with a good social side. Supplementary Regulations Announcement The Eastwood & District Motor Club will organise a National B permit Single Venue stage rally on Sunday 6th August 2017, at Fulbeck [Airfield Disused] Lincolnshire Jurisdiction The event will be governed by the GSR of the MSA Ltd (incorporating the provisions of the International Code of the FIA), these SR s and any instructions the promoting club may issue for the event. Authorisation MSA permit number ; Eligibility The event is open to all fully elected members of the promoting club, and members of clubs within the following Associations: ANEMMC, EMAMC & ANCC The event is a round of: the following Championships The Roadrunner Phoenix Awards ANEMMC Stage Rally Championship supported by Pantry Catering & Slicks Tyres - MSA Permit number 61/2017 Alexander Calder Financial EMAMC Single Venue Stage Rally Championship - MSA Permit number 60/2017 The ANCC CHONKA MOT Stage Rally Championship and Legend Fires Ladies Cup- MSA Permit number : 30/2017 Licences All competitors must produce a valid Competition Licence of National B Status or above, Club Membership card and where applicable Championship Registration Cards. Please note MSA Non Production fee is 67 H22.1.2 Start & Finish The event will be held entirely within the confines of Fulbeck Airfield, with no mileage on the public highway, It is proposed to run the event on former runways and perimeter tracks giving a combination of sealed and loose stages with approximately 45 miles. Over 8 Stages, timed to an accuracy of less than 1 minute. Scrutineering, Noise and Documentation will be between 16.00 hrs and 18.30 hrs on Saturday and 07.30 hrs and 08:45 hrs on Sunday. Any competitor not signed on 30 minutes before their start time may be excluded. First car will start stage 1 at 09:00 hrs. Classes The event will consist of 6 classes as follows: Class 0 * Cars upto 1000 cc Class 1 * Cars from 1001 cc to 1400 cc Class 2 * Cars from 1401 cc to 1600 cc Class 4 * Cars over 2001cc Class 3 * Cars from 1601 cc to 2000 cc Class 5 * All cars with 4 wheel drive Turbo assisted cars will have cc increased by the ratio of 1 to 1.7 as per MSA guiding. Rotary engine cars will also receive the same increase. The Organisers have the right to amalgamate classes as they see fit. All cars must comply with MSA tyre and vehicle regulations for rallies with special stages. All cars must comply with the MSA GR s relating to registration and road fund licence. registration documents and MOT certificate where applicable must be produced. MSA logbooks must be produced at scrutineering

Entries The entry lists open on publication of these SRs, and closes for seeding on 29th July. If places remain entries will be accepted up to Thursday 3rd August but will not be included in the seeded entry list.to assist seeding drivers are asked to give their best previous results starting order will be based on this information alone. Entries are selected on a first come, first served basis and the organisers reserve the right to refuse an entry. The maximum entry for the meeting is 70 plus 5 reserves The minimum is 30 the minimum for each class is 4. Should any of the above minimum figures not be reached the organisers reserve the right to either cancel the meeting or amalgamate classes as necessary. Acknowledgement of entries will be sent within 7 days of receiving the entry. Entries will not be accepted until payment has been received. Refund of Entry Fee Withdrawal of accepted entries must be made in writing and received by the Entries Secretary on or before the First closing date. Entries cancelled before the closing date will have NO fee deducted, entries cancelled after closing date may have 5 administration fee deducted. Competitors who fail to arrive may not be eligible for a refund. Refunds will be at the organiser s discretion. If the organisers had to cancel the event, the entry fee would be returned in full. Stage Plans and Time Cards Stage Plans and Time Cards will be issued on completion of documentation. Detailed sketch maps of each stage will be supplied to competitors. The official notice board will be located at signing on and later in results. Any notice on this board signed by an official of the rally will have the same force as these regulations and it is the responsibility of competitors to acquaint themselves of any such notices. Information Official advertising plates may be supplied by the organisers, to be displayed on the vehicle. Competitors must supply black numbers on white background for each side of the car, all identification must be kept in legible condition throughout the competition. All such identification must be removed on completion of competition including retirement. Leaving the venue and exit from the venue will be at the lunch break and after the finish of the event only. Fuel Competitors are only permitted to use fuel that conforms to the definition of pumped Fuel in the 2017 MSA Year book or fuel that complies with FIA Appendix J, Article 252,art 9

Awards Two Awards will be presented for each class as follows: 1 st Overall 1 st lady Driver* 1 st in Class 2 nd Overall 1 st Lady Co driver* 2 nd in Class 3 rd Overall 3 rd in Class No competitor may win more than one award other than those indicated by *. The organisers reserve the right to distribute/alter the awards at their discretion. Presentation of Awards The awards will be presented following the event on the venue. Any award winning crew must be present to receive their award, otherwise the award may be withheld but without affecting the final results. Membership All competitors requiring EDMC Membership can obtain membership forms via the Secretary of the Meeting. Results Results will be made provisional as soon as possible, after the finish of the last stage and if no protests have been received within 30 minutes will be made final. Marking and Penalties Marking and penalties will be applied as written. Except as modified below: Completing less than the required laps (Maximum); Completing more than the required laps (Time Taken); Reversing back up to or turning around and returning to a split, reversing after passing a stop line (Exclusion); Intentionally causing an obstruction on the event (Exclusion); Smoking, failure to wear a crash helmet, seat belt or FHR on stage or not being seated in the car while in motion on a special stage (Exclusion); Misuse of emergency medical aid system ie SOS/OK/ YELLOW FLAG (Exclusion); Having an unarmed fire extinguisher whilst on a special stage (Exclusion); Leaving the venue after 8am on Sunday morning and before completion of, or retirement from, the event. (Exclusion); Speeding in the service area/access roads to/from service (Exclusion); Competitors who strike bales, cones; boards and tyres or any other stage furniture which define splits, merges and chicanes will be penalised. (30 seconds per incident); Shortcutting will be penalised. (30 seconds per incident); Failure to comply with regulations for which no other penalty is specified will incur a penalty at the organiser s discretion. Competitors are warned that all penalties will be strictly imposed based on written reports from judges of fact. Shortcutting For the purpose of this event shortcutting is defined as The placing of a competing vehicle so that one or more road wheels comes into contact with the cultivated grass at either side of the stage route, driving the aforementioned vehicle off the otherwise defined stage route ie through straw bales, road cones or other like barriers, and in doing so drive a course that is not as the organisers intended whether this course is longer or shorter than the intended route and irrespective of whether any gain was made/lost from such a manoeuvre howsoever caused. Arrowing The onus is on the competitor to follow the correct route, which will be marked by arrows. If there is any deviation between the route shown on the stage plan and that shown by the arrows then the arrowed route shall be deemed correct. Note Split junctions and Chicanes may be used, these must be negotiated correctly. You will be required to do two laps of some stages. Safety The YELLOW Flag system will be in operation on all stages in accordance with R24.4.5 R25.6.4 All vehicles must carry an SOS/OK board in compliance with section R25.4 to R25.4.9 Detailed procedure at an incident will be specified in the road book. Unforeseen Circumstances The organisers may delete any part of the course of the competition, and if the competition is stopped before completion, distribute the awards at their discretion

Servicing Servicing will only be permitted in an area designated by the organisers. The behaviour of the Service Crew is the responsibility of the competitors. You are reminded that the service area is not a test track eg testing/warming of tyres is not permitted. It is suggested that all crews should take all reasonable care when working on their cars. If using a jack the use of axle stands is recommended and when working on the fuel systems the battery should be disconnected. All service vehicles are requested to carry a working fire extinguisher. Noise Prior to scrutineering all competing cars must undergo a noise test, carried out by a Judge of Fact, using a noise meter in accordance with MSA requirements. Any car failing to comply will not be allowed to start. In order to preserve the venue for future events, the RLO has found it necessary to impose the following restrictions: Any vehicle that consistently backfires whilst on the venue may be excluded from the event. Timing Special stages will be timed by digital clocks. The organisers reserve the right to use other methods should the digital clocks fail. Timing on stage will be to the last completed whole second, and competitors will be timed as they pass the flying finish line. Times will be entered onto the time card at the stop line. It is the competitor s responsibility to ensure the time card is correctly filled in and handed in when instructed to do so. Should any queries arise regarding a time the organisers reserve the right to use appropriate check sheets to determine the correct time. Alterations etc, must be made at the control in question and be signed by the marshals concerned and signed by the competitor. Organisers times and mileage will be deemed correct. This is a Target Timed event comprising Main Time Controls, Arrival Controls, Stage Starts/Finishes and Passage Controls. Apart from due time at Arrival Control 1 (MTC1), which will be displayed on the notice board at signing on, all other due times for subsequent arrival controls will be issued at the Passage Control following each stage finish control. The organisers will automatically calculate any stage delay times. Competitors will be required to reduce any lateness R32.1.1. In the event of any retirement competitors will be required to close gaps in the running order. Controls will open at the due time of car 1 and close 10 minutes after the due time of last competing car; Competitors reporting to a stage arrival control more than 10 minutes after their due time will be deemed not to have visited that control Time penalties - minimum penalty = target time; Maximum penalty = target time plus 10 minutes. Reporting to an ATC more than 10 minutes in excess of a competitors due time 1 minute per minute over maximum lateness. To be classified, as a finisher a competitor must report to all controls listed in the road book and report to the final control, within the maximum lateness specified with the same crew in the same car which they entered in.

Stage Start Procedure The Starting signal for special stages will either be a flag or a set of traffic lights driven automatically from the start clock. For stages using a flag as the starting signal, the starting procedure will be as R25.7 but with countdowns starting at 15 seconds due to starting intervals at 30 seconds. The starting procedure by automatic traffic lights will be specified in an official instruction. False starts will be penalised 60 seconds per offence. Damage All competitors will be required to complete and sign a damage declaration at the finish of the competition, giving details of any incident they may have been involved in causing damage to persons or property. Failure to supply this form within 72 hours of the finish of the event will be Penalised by a Non Returnable Fine of 100. Judges of Fact All officials, start and finish marshal s radio crews and stage marshals are appointed Judges of fact to observe infringements in the GSRs of the MSA Ltd and these SRs and any instruction the promoting club may issue for the event. Final instructions Final instructions will be emailed or posted to the nominated person no later than Wednesday the week prior to the event.
