CHICAGO FESTIVAL OF THE HORSE Dear Exhibitors and Trainers, It is my pleasure to welcome you to the highly anticipated 2017 Chicago Festival of the Horse Equifest Show Series at Lamplight Equestrian Center. This year, Lamplight is excited to offer three weeks of top competition at one of the most distinguished show facilities in the United States. Our ongoing efforts to enhance the facilities guarantee everyone, both competitor and spectator alike, will enjoy one of their best equestrian experiences of 2017 at Lamplight. RULES AND REGULATIONS This show is a regular member show of the United States Equestrian Federation. Every class offered herein is covered by the rules and specifications of the current USEF rule book and will be conducted and judged in accordance therewith. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. ENTRIES: Entries close June 30, 2017 for ALL THREE SHOWS and should be postmarked by that date in order to avoid late fees. New Entries made after this date will be charged a one time late fee of $50 per horse. Entry blanks must be completed, signed, and accompanied by an open check in order for numbers to be issued. Current Coggins certificates should accompany each horse. STABLING FEES MUST BE PAID BE- FORE STALLS WILL BE ASSIGNED. FOREIGN EXHIBITORS: All fees must be paid in US Funds with checks drawn on a US Bank. LAMPLIGHT DOES ACCEPT DEBIT and VISA and MasterCard CREDIT CARDS. OFFICE/ADM FEES: All horses, showing and non-showing, will be charged an office fee of $50 per show week in addition to their stall or day hauler fee. STALLS: Upper stalls are $300, back barn and tents are $250. Stalls are of permanent and/ or temporary construction, with doors; 11 x11. Hay and bedding will be for sale on the show grounds. BEDDING CAN BE PREORDERED BY CONTACTING Allen Rheinheimer @ 317-847- 5986 or Email showjumps@sbcglobal.net. FEED AND BEDDING: Can be ordered through the show office. STALL FEES MUST BE PRE-PAID IN ORDER FOR STALLS TO BE RESERVED; this may be done by sending an official entry form or via the stall reservation form ALONG WITH STALL PAY- MENT. NON-NEGOTIABLE PAYMENTS: There will be a $75 charge or 15% of check amount, whichever is greater, for all returned checks. Accounts will be given 3 days to be paid in full by cash or cash equivalent or they will be reported to the USEF. Lamplight reserves the right to bar from future competitions any competitors that have issued bad checks PREVIOUSLY. REFUND POLICY: Until July 14, 2017 all stall and entry fees are fully refundable if proper notice is given to show organizer (email, fax, or call). After July 14, 2017 stall fees are, in general, not refundable unless show organizer grants a special exception. Entry fee refunds will be decided on a case by case basis; but in general entry fees are not refundable unless special circumstances can be shown. USEF FEES: All Exhibitors are required to pay the $16 USEF Drug/Adm. fee; plus a $7 per horse USHJA Zone Support fee. Non-Members of USEF or USHJA will be required to pay a show pass fee in order to participate, unless they are entered only in opportunity classes. SCHOOLING: Jumping will be permitted only when medical personnel are present on the grounds. Hunter Rings will be available for schooling the day prior to the shows. Schooling schedule to be posted outside of show office. MANDATORY HELMET RULE It is compulsory for all persons at Federation licensed hunter/ jumper competitions when mounted anywhere on the competition grounds, to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials) SEI (Safety Equipment Institute) standards for equestrian use and carries SEI tag. It must be properly fitted with harness secured. 3

RULES AND REGULATIONS DOGS: Dogs MUST BE ON A LEASH AND UN- DER CONTROL AT ALL TIMES. Owners of Dogs that disrupt a competitors round will be required to pay the affected horses entry fee in said class. Dog owners failing to comply with USEF rule 1301.7 may be subject to penalty and/or warning cards issued. DOG OWNERS ARE SOLELY RESPONSIBLE FOR ANY DAMAGES, CLAIMS, LOSSES OR ACTIONS RESULTING FROM THEIR DOG S BEHAVIORS. COGGINS - All Illinois Equine (horses, ponies, mules, etc.) 12 months old and older participating in an advertised equine event ( Advertised equine events means a show, rodeo, exhibition, trail ride or horse fair, excluding sales or auctions, that is posted or media promoted ) must be accompanied by a negative test for equine infectious anemia/e.i.a. (Coggins/CELISA) conducted within the previous 12 months. A health certificate IS NOT REQUIRED FOR ILLINOIS EQUINE. HEALTH PERMITS - The Illinois Department of Agriculture now requires permits for all horses traveling to competitions in Illinois from out of state. Permits can be obtained by calling the Illinois Department of Agriculture s Bureau of Animal Health at (217) 782-4944. The phone line is staffed 24 hours a day, seven days a week. Electronic permits also will be issued through the department s website at www.agr.state.il.us. IMPORTANT EQUINE HEALTH INFO The state of Illinois requires that all horses entering the state provide a negative Coggins test within one year of entry as well as a Certificate of Veterinary Inspection (Health Certificate) signed by a licensed veterinarian within 30 days of entry. Horses originating within the state of Illinois are required to have a Certificate of Veterinary Inspection within 150 days. It is additionally recommended that all horses be vaccinated for Equine EHV-1 (either modified live or killed vaccine) no sooner than 7 days and no later than 120 days prior to entry and that the date of vaccination be noted on the Certificate of Veterinary Inspection. This paperwork must accompany the horses upon arrival and be available throughout their stay. ARENAS: All arenas are at least 250 by 150 with a limestone base and Limesand footing. MOTORHOMES & RV s: A limited number of RV hookups will be available at $300. Please call 630-945-6040 by July 1st to reserve! Hookup fees are non-refundable. JUMP ORDER: A rotating jump order will be established for all classes over fences. Starters have the authority to scratch entries who are not timely. COURSES: Will be posted at least 30 minutes prior to each class. At management s discretion a dotted line may be put into effect to restrict the size of the courtesy circle in hunter classes. POLING: Manual poling and the use of bamboo offsets i s p rohibited a t a ll t imes o n t he s how grounds. PRIZE MONEY: Prize money won will be credited to each horses account and the balance owed paid upon checkout. All Owners of horses winning over $600 MUST PROVIDE PROPER TAX ID NUMBERS AND COMPLETE AN IRS W-9. PRIZES: All hunter class winners will receive a trophy and ribbons through 8th place. Prize money will pay to 6th place: 1st 30%, 2nd 22%, 3rd 15%, 4th 13%, 5th 10%, 6th 10%, unless otherwise specified. P rize m oney w ill be subtracted from balance due on entries. Remaining credit balance will be mailed to owner within 30 days. NO PRIZE MONEY WILL BE PAID UNLESS THE OWNER S SOCIAL SECURITY NUMBER IS LISTED ON THE ENTRY BLANK. PHOTO AND VIDEO RIGHTS: It shall be a condition of entry to these shows that show management may utilize any photo or video of any exhibitor or their horse shot during the competition for any purpose whatsoever, including, but not limited to: advertising, websites, or results publication. SCHEDULE CHANGES: Show management reserves the right to change, cancel, or combine classes; make course alterations and do all things necessary to compensate for excessive or inadequate entries. 4

RULES AND REGULATIONS CAVEAT: Due to uncertainty classes with $25,000 or more require 15 entries; less than 15 the class may have $10,000 in prize money with a $350 entry fee. classes with $15,000 require 15 entries; less than 15 the class may have $7,500 in prize money with a $300 entry fee. classes with $7,500 require 15 entries; less than 15 the class may have $5,000 in prize money with a $250 entry fee. all Hunter Classics with prize money require 6 entries or the classes may be combined or cancelled. all Jumper Classes with prize money require 6 entries or the class may be cancelled. JR/AO Jumpers require six in each section or the sections may be run together and pinned separately. Show Licensee: The USEF Licensee for this show is Lamplight Equestrian Center, Corp. City of Wayne Fees: Please note that the City of Wayne, IL, charges an amusement tax of $12.50 per horse, Per show, to all exhibitors. This fee will be collected by the horse show via the horses entry blank. Unlicensed drivers will not be permitted to drive motorized vehicles per USEF Rules. Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/ or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/ or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. DIRECTIONS TO SHOW GROUNDS: From Chicago: I-90 (Kennedy Expressway) West to Rt. 59 (Barrington, IL) / Rt.59 South to Stearns Rd. (West Bartlett, IL) / Stearns Rd. West (right turn) to end (Dunham Rd.) / Left turn onto Dunham Rd. / 1/8 mile Lamplight is on the right. From St. Charles Hotels: Rt. 64 East (Main St./North Ave.) to Kirk Rd. North. Kirk Rd. turns into Dunham Rd. Continue North. Lamplight is on the left approximately 1.5 miles after Army Trail Rd. SHARPS CONTAINERS: Competition management shall place a minimum of one sharps container per each competition, whether or not stabling is provided. Additionally, at least one sharps container per fifty occupied stalls in barns housing competition horses. It is the competition management s responsibility to replace such containers when full and dispose of them properly. Competition management may fine any individuals including trainers, owners, exhibitors, or their agents up to $100 for improper disposal of needles or other sharp disposable instruments. HUNTER DIVISIONS HUNTER DIVISIONS Courses to simulate fences found in the hunting field, such as: brush, wall, aiken, coop, gate, and rails. Classes to be judged on performance and soundness unless otherwise noted. A dotted line may be put in the course. Eight ribbons will be awarded in all Hunter classes. In each section a Champion and Reserve Champion will be awarded based on points. Hunter prize money will be distributed to the top 6 horses (unless otherwise stated) as follows: 30%, 22% 15%, 13%, 10%, 10%.
