2017 Guide to tinsley island station This Supplement is published each year to provide the membership of St. Francis Yacht Club with current information about Tinsley Island, including detailed information about the Island and its facilities. If there are any changes to Tinsley Island rates or regulations following the printing of this Supplement, they will be publicized in the Mainsheet and at stfyc.com. Information such as houseboat rental companies is always subject to change and will not be updated until next year s Supplement is published. The Rules and Regulations adopted by the Board of Directors shall prevail over any conflicting information given in this Supplement. Please familiarize yourself with Section 6 of the Rules and Regulations, which pertain to Tinsley Island. The Board of Directors and the Tinsley Island Committee encourage you to visit Tinsley Island. It is a unique, affordable facility, a resort setting in your own backyard. TINSLEY ISLAND MANAGER The Island Manager is Ross Schiveley. Ross and his wife, Sharon, live yearround in the home behind the Lighthouse. Ross s office is located next to his home behind the Lighthouse. The Island Manager is responsible for the docks, operation and maintenance of the Island. When the Dockmaster or Port Captain are not available, Ross can always answer your questions regarding the docks or dock service. He can be reached at 209-607-3199 or ext. 7799. DOCKMASTER The Dockmaster oversees day-to-day dock operations, rule enforcement, the boat washing team and the West Dock water toy program. This position is also responsible for all dock facilities, dry storage and providing service to members and guests who use those areas. The Dockmaster serves as a landbased rescue/emergency contact as needed. PORT CAPTAIN The Port Captain is Greg Wettersten. When on the Island, Greg Wettersten can be found aboard his houseboat, Bases Loaded, which is the closest houseboat to the west side of the Lighthouse. During the summer season, in the Port Captain s absence, the Dockmaster will serve as the Duty Port Captain and can be located through the Island Manager s office behind the Lighthouse. The Island Manager is also available to assist. 2017 6 3

TINSLEY ISLAND LAUNCH SERVICE The Launch: Thomas V. Allen Jr. The Tinsley Island launch is a complimentary service that runs between King Island and Tinsley Island. It is a 36-passenger twin pontoon boat with a full hard top. The regular launch schedule is listed below; all additional launch runs except for medical emergencies are $50 for between the hours of 7:00am and 10:00pm. Please contact the King Island Management for a daily, yearly or event-specific parking pass prior to boarding the Tinsley Island launch. ISLAND ACCOMMODATIONS Reservations for Island accommodations may be made in accordance with Section 6.5.6 of the Rules and Regulations in the Membership Directory. LIGHTHOUSE AND FIRST MATE S QUARTERS RATES The First Mate s Quarters is a large room with bath adjacent to the bunkhouse that sleeps four or five. Members can register at the Lanai Bar e-registration station or by going to tinsley.stfyc.com once connected to the Island s WiFi. ISLAND USE RATES For the purpose of applying the Island Use Rates, a day will be charged for an overnight stay or, in the case of day use only, any part of that day. DOCKING RATES Docking rates will be applied based on a per-night basis that begins at 10:00am. Any boat on which an occupant uses the Island facilities and/or if the boat is present more than two hours will be charged for the night. MEMBER BOATS Sail and power boats at the dock Summer Season (May 1 through September 30)...$0.62/foot (overall) per night Winter Season (October 1 through April 30)...$0.35/foot (overall) per night Minimum Charge for Summer Season....................$16/night Sail and power boats on moorings In outside channel....................................$16/night Tie-Up Charges Side Tie or Stern Tie performed by Dockmaster, Island Management or Staff........................$20/occurrence PENALTY CHARGES Penalty for Unattended Boats Beginning on the day of arrival, any member s boat left unattended for 45 consecutive days will be charged $500. Once penalized, a member s boat will again be subject to the above 45 consecutive day terms. A member s boat shall be considered attended if it is visited by the member owner or member owner s spouse. Penalty for Unoccupied Boats Summer Season Member s boats left unoccupied for 21 consecutive days during the Summer Season will be charged double the normal rate beginning on day 22 until the boat is occupied. In addition, there will be a one time charge of $500. Once the member s boat is occupied, the normal rate will resume and is again subject to the above 21 consecutive day terms. During Summer Season a member s boat shall be considered occupied if it is occupied overnight by the member owner or member owner s spouse or by another adult member of the Club. However, the member owner or member owner s spouse is still held to the rule (6.7.2.2.1) of visiting their boat every 45 days. GUEST BOATS A guest boat is any occupied boat or houseboat at the Island with no member aboard. This includes a non-present member s boat occupied by their adult child. Sail or power (at the dock)...............................$85/day Sail or power boats (on a mooring)........................$32/day HOUSEBOAT RENTAL Members who do not have a boat or whose boat is not suitable for overnight use at the Island are encouraged to look into renting a houseboat and bringing it to the Island. These boats are roomy, comfortable and easy to handle. Some marinas will deliver the houseboat to the Island and pick it up afterward. There are some marinas that also rent small boats for fishing or water skiing. This is an excellent way to use the Island for a family or several couples. 2017 6 7

Paradise Point Houseboat Rentals is about four miles east of Herman & Helen s Marina. They have large houseboats but they expect you to pick up and return them to their marina. We include this company for your assistance only and make no recommendations with regard to the company listed, except to make reservations early. This is a very popular way to enjoy the Delta. Paradise Point is located just south of Eight Mile Road at the first bridge after leaving Interstate 5. Telephone 209-952-1000. TINSLEY ISLAND SNACK BAR AND BAR There is a snack bar located at the Lanai Bar that operates June 1 through September 30. You should provision for your weekday meals and weekend meals except during hosted weekends. Tinsley Island Snack Bar Hours Friday: 12:00 noon 12:00 midnight Saturday: 8:30am 12:00 midnight Sunday: 8:30am 4:00pm TINSLEY ISLAND TOILERS The Toilers is a volunteer group of members (and non-members) who get together several times during the spring and summer to work on the Island. This group has been responsible for constructing many of the facilities on the Island. In addition, those interested in helping, but who don t have the time to participate in the work parties, participate as Toiler Benefactors and make contributions in the form of money, materials, furniture and equipment. Those participating in all or part of a Toiler Weekend receive transportation to the Island from King Island, all meals, and lodging in the Bunkhouse, or 50% off lodging in the Lighthouse. For those who have their own boats at the Island, the docking and other Island fees are waived for the weekend. Both Friday and Saturday evenings include an informal cocktail party and camaraderie. The Toilers generally work a little Friday evening, a full day Saturday and try to finish up fairly early Sunday afternoon. Even though they schedule a full weekend, they welcome any time you can spare. Construction skills are nice but not required. Culinary skills are welcomed. Any willing hand is appreciated. This is an enjoyable way to meet other members and become acquainted with the Island. EMERGENCY COMMUNICATIONS If you need to get an emergency message to someone at Tinsley Island, call the Island Manager at 209-607-3199. 8 6 2017

SPECIAL NOTICES The speed limit is 5 MPH when within 200 feet of a vessel at a dock. In addition, a boater is always responsible for the wake, regardless of distance. Please be considerate of members using the Club moorings or who are anchored in that area of the slough by controlling your wake. Members, staff and others use the small, Little Venice Yacht Club dock, across the San Joaquin River near Light 11. Please be advised that the 5 MPH rule applies when there is a boat at the dock, even though the area is not posted for 5 MPH. The Sheriff gives expensive cautions. IMPORTANT REMINDERS This section is intended to highlight a number of the key Rules in place for Tinsley Island. A complete list of Rules can be found in Section 6 of the Rules and Regulations of StFYC. Alcohol No member, guest or employee shall serve or provide alcoholic beverages to any person under the age of twenty-one (21) years. Berthing Berthing Assignments Berthing at all docks is available on a firstcome arrival basis, except as provided in Rule 6.3.1.2. Docking Plans for berthing assignments may be implemented at Club Events, or other specifically designated times. Berth Rights The right to a berth ceases upon departure. Exception: A boat leaving the Island may hold its berth for up to 48 hours, by prior arrangement with the Island Manager, Dockmaster or Port Captain. Docking fees remain in effect during the boat s absence. The 48-hour exception may be suspended during Club Events. Large Boat Maximum Length at Docks Large powerboats may not exceed 105 feet length over all (LOA). Large powerboats may not exceed 65 feet LOA on West Dock or 76 feet LOA on North Dock. Large powerboats in excess of 76 feet LOA are restricted to outside of Main Dock. Large sailboats may not exceed 76 feet LOA. Large sailboats in excess of 65 feet LOA are restricted to Sail Dock and outside of North Dock, west end. Houseboats may not exceed 76 feet LOA on North Dock and are restricted to the first 105 feet of outside dock from the west end. Houseboats may not exceed 65 feet LOA on West Dock and are restricted to the first 120 feet of dock, starting in front of the gangway and proceeding immediately north. Dinghies, Small Boats, other watercrafts and equipment, may not be berthed or tethered to the bow or stern end of any boat that is bow or stern tied to any dock. Cell Phones The use of cellular telephones is restricted to the interior of boats, houseboats, and private rooms in the Lighthouse. Pay telephones are available at King Island and various marinas in the area. In case of emergency, contact the Island Manager, Dockmaster or Port Captain. Children A person under 21 years of age on the Island must be accompanied by and in the care, custody and control of a responsible adult. 2017 6 9

Electronic Devices The use of any and all types of electronic devices such as, but not limited to: Computers, Laptop Computers, Tablet Computers, Smart Phones, E-Readers, Audio devices and Internet devices shall be confined to a boat, houseboat, Licensed Houseboat or Tinsley Island housing accommodations. All other use is prohibited on the docks and Island, with the exception of using a device for picture taking. (Medical devices are permitted.) Exceptions to Electronic Devices For the purpose of exercising, audio devices, may be used with headsets or ear buds only, while in the exercise room or while walking or running around the berm on the Island between sunrise and sunset. And, for the specific intent of reading only, Tablet Computers and E-Reader devices may be used while in the fenced pool area or any lawn area (except for the lawns between the pool fence and the dining or bar lanai; and the lawns between the stage and the dining lanai) on the Island between sunrise and sunset. Audio is not allowed at anytime except as specified herein. Fueling The fueling of outboard motors, jet skis and other craft is only permitted at the Fuel Dock. Generators The use of generators is prohibited at all docks, unless authorized by the Island Manager, Dockmaster or Port Captain during power outages. Generators may be used on the moorings located outside the island. Locker Storage There are a limited number of lockers in the Lanai Kitchen area. Only one locker space per member family is allowed. Members may check out one locker through Island staff beginning on March 1, on a first come, first served basis. All member locks must be removed by November 30 (unless a member s boat remains docked or arrives at the Island during Winter Season). Pets Prohibition All pets are prohibited on the docks and Island from sunrise to sunset on Fridays, Saturdays, Sundays and Holidays of the Summer Season and during all Club events on the Island such as Couples Cruise, Stag Cruise and all Family Cruises. At other times, pets are allowed on the Island only in the area north and west of the North Bathhouse to the barge landing. When traveling between its yacht and the prescribed area, a pet must take the shortest possible route using only the berm top and pathways. Pets are not allowed in Island lodging facilities at any time. Guests are not allowed pets. Leash Pets must be on leash and under direct control when off boats. Clean Up Pet owners must properly clean up after their pets. Dog Island Members who bring pets are encouraged to use Dog Island across the lagoon from the west side of the Island. Pets are welcome on Dog Island during all daylight hours. Members are required to clean up after pets with the bags and trash receptacle provided there. 10 6 2017

Power Supply The power available on docks has a limit. During periods of high dock usage, as determined by the Island Manager, Dockmaster or Port Captain, power outlets may be restricted to one per boat. Refrigerator Storage Space is limited in the Club s refrigerators. Please be considerate of your fellow members, both in use of space and in maintenance of your cold food items and leftovers. A single door section of the refrigerator that is located next to the Lanai galley sinks is identified and reserved for weekend and day use. This section is available on a first come, first served basis Repairs and Maintenance Members are expected to remove their boats from Tinsley Island for repairs and maintenance. Quiet enjoyment by others is to be observed at all times. Tinsley Island Management, in its discretion, may restrict repair and maintenance personnel access to the Island or preclude or restrict said personnel from bringing power tools and equipment on to the Island, docks or members boats. Sewage Discharge Discharging of any raw sewage, untreated or treated by any means whatsoever into the lagoon is strictly prohibited. Any violation shall be grounds for immediate removal of the member, the member s children and/or guests of their boats from the Island. Further, the member and their boat(s) shall make no further use of Tinsley Island or San Francisco Club Docks, for one year from date of violation. For seasonal Island pump out programs or pump out services, please contact Septic Brothers at 209-329-0768 Smoking Smoking, including E-smoking devices, is prohibited in the fenced-in pool area, lanai dining area, the kitchen, the barbecues and any food preparation area. Smoking is also prohibited in the Lanai bar area but only when the bar is staffed and food is being served. The Lanai bar area is defined as the area that is paved or covered immediately adjacent to the bar. Lanai bar area restrictions may be implemented during Club Events. Stern Tying and Side Tying The Dockmaster, Port Captain and Island Management have the discretion, for safety reasons, to require a boat to side tie. Any boat required to be side tied will also be required, as appropriate and in a timely manner, to become stern tied again. In the event that the member is unavailable to do so and their boat needs to be side tied or stern tied, the member will be charged a fee for the service in accordance with the rates shown in the Tinsley Island Supplement. 2017 6 11
