ROBBE & BERKING Star Class European Championship Flensburger Segel-Club (FSC) Gluecksburg August 07-12, 2018 NOTICE OF RACE The Organizing Authority (OA) is Flensburger Segel-Club (FSC) in conjunction with the International Star Class Yacht Racing Association (ISCYRA). The host fleets are the Gluecksburger and Kieler Star Fleets. www.stareuro2018.de Principal Race Officer: Claus Otto Hansen (FSC) (IRO) 1 Rules 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 No national prescriptions will apply. 1.3 RRS Appendix P will apply. 1.4 STCR 35.5 changes RRS 44.1 to a One-Turn Penalty. 1.5 RRS Appendix T will apply. 1.6 The program with the Schedule and Information about the regatta will apply. 1.7 If there is a conflict between languages the English text will take precedence. 2 Advertising 2.1 Boats may be required to display event advertising on the forward part of the hull. 2.2 Boats and their crew shall comply with RRS 80 and WORLD SAILING Regulation 20, Advertising Code. 3 Eligibility and Entry 3.1 Entries are open to all active, life and isolated skipper and must be eligible in accordance with STCR 26.1. Crews must comply with STCR 26.2. Boats must comply with STCR 21. 3.2 Entries shall be submitted on the Official Online Entry Form no later than July 17, 2018, to the ISCYRA Central Office. Entry link: https://2018euro.starchampionships.org/entry 3.3 Entries received after July 17, 2018, will be subject to a late-fee and must be approved by ISCYRA European Continental Committee. 3.4 Only skippers and crew eligible to compete under the WORLD SAILING Eligibility Code, Regulation 19, are eligible to compete in this regatta. 3.5 For the purpose of RRS A, Scoring: A competitor is not considered an entry until: (a) All fees are paid, and (b) Inspection of boat is completed. 3.6 STCR 31.1.4 (support boats) is strictly enforced. Support boats must be registered via email at the Race Office before the event. race@fsc.de. 3.7 The person in charge shall either have a valid driving license of the DSV, Sport Sailor License, or a valid official license prescribed or recommended for the sailing area. Member of other national federations shall have an adequate driving license of their national authority. 4 Entry Fee 4.1 The entry fee of USD 450.00 includes the Star Class fee, boat and trailer parking, launching, hauling, and invitations to social events for skipper and crew. 4.2 Entry fees are due at time of entry, but not later than July 17, 2017, and payable via credit card on the website checkout form. 4.3 The late entry fee of USD 500.00 will be assessed entries received after July 17, 2018, given conformance to NOR 3.3. 4.4 The fee is not refundable, even if the entry is cancelled later on or the boat does not show up. Entry fees will only be refunded if the entry is rejected.

No more than three (3) races per day will be completed. 6.3 If no more than 3 races are completed, two races may be scheduled on the last day. 7 Inspection 7.1 Inspection of boats will take place at FSC. Each participating boat shall have a valid Measurement Certificate, in the name of the current owner, and a Weight Certificate. Only boats that have completed registration, paid all entry fees, and passed the inspection check procedure by 10:00 hours, August 9 nd, 2018, are entitled to race. The International Jury may order that a boat be re-checked during the regatta. 7.2 Teams shall demonstrate compliance with team weight limits in accordance with STCR 31.1.3 prior to end of inspection. Teams may be re-weighed during the event at the discretion of the Organizing Authority. Please identify yourself by ID Card or Passport. 7.3 Each boat shall display the sail number and national letters as indicated on the Official Entry Form and approved by the Measurer. 7.4 No first-time Measurement can be offered. 7.5 Bow numbers or stickers will be assigned and given to each participating boat. They shall be affixed to the hull according to the Sailing Instructions 8 Sailing Instructions The Sailing Instructions will be available online on www.starclass.org at June 15, 2018 or will be available at the Regatta Office while checking in. 9 Venue Attachment A shows the location of the regatta harbor and the racing area 10 Courses 10.1 Courses and Formats will be according to STCR 34, Format B. 10.2 An offset mark at the weather mark will be used. Exceptions will be described in the Sailing Instructions. 10.3 A gate at the leeward mark will be used. Exceptions will be described in the Sailing Instructions. 11 International Jury and Penalty System 11.1 An International Jury will be appointed according to RRS 70.5, whose decision will be final. 11.2 The penalty for breaking a Class Rule may be less than disqualification. 12 Scoring 12.1 The Low Point System, RRS A, will apply, modified so that a boat s series score will be the total of her races scores with her worst score excluded if more than four (4) races are completed. 12.2 Seven (7) races are scheduled, of which four (4) completed races are required to constitute the championship. 13 Berthing Boats shall be kept at their assigned places in the Gluecksburg Yacht Harbor and the club area of the FSC. 14 Haul-Out Restrictions Boats shall be afloat by 10:00 hrs. on Wed. August 9, 2017 and shall not be hauled out during the regatta except with, and according to the terms of prior written permission of the International Jury. 15 Diving Equipment and Plastic Pools Underwater breathing apparatus and plastic pools or their equivalent shall not be used between the time the boats are afloat and the end of the regatta. The hull may be cleaned at any time by swimming or keelhauling using ropes, cloth or other equipment designed for that use. 16 Radio Communication via VHF 16.1 Except in an emergency, a boat shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. This shall apply from the time she leaves her mooring for the first race of the day until racing for the day is complete. 16.2 The Race Committee may choose to make VHF radio communications to the fleet on a channel to be announced. It is strongly encouraged that each boat have a VHF radio on board capable of receiving these communications. 17 Team and Private Support Boats Boats shall receive no outside assistance from any support boats, including towing, once she has left the dock for the day until the finish of the last race of the day, except in the case of emergency and/or towing supplied by the OA and available to all participants. 18 Prizes 18.1 The OSKAR MEIER PERPETUAL TROPHY will be awarded to the winning crew. 18.2 Series prizes will be awarded to the skipper and crew finishing first through eight. 18.3 Junior's Trophy will be awarded to the best scored skipper under 30 years old at the date of the first race. 18.4 Senior's Trophy will be awarded to the best scored skipper above 65 years old at the date of the first race. 18.5 Daily prizes will be awarded to the skipper and crew finishing first in each race. 19 Disclaimer of Liability The responsibility for the decision of the person in charge to participate in a race or to continue with it is solely with him, to that extent he also takes the responsibility for his crew. The helmsman is responsible for the qualification and the correct nautical conduct of his crew as well as for the suitability and the transportsafe condition of the registered boat. In cases of Force Majeure or on grounds of administrative orders or for safety reasons the organizer is entitled to make changes in the realization of the event or to cancel the event. In these cases, there does not exist any liability for compensation of the organizer to the participant. In case of a violation of obligations that do not constitute primary respectively material contractual duties (cardinal obligations), the liability of the organizer, no matter because of which cause in law, for material and property damages of all kinds and their consequences that arise to the participant during or in connection with the participation in the event resulting from a conduct of the organizer, his representatives, servants or agents, is restricted to damages that were caused will fully or grossly negligent. When a violation of cardinal obligations occurs, in cases of simple negligence the liability of the organizer is limited to foreseeable, typically occurring damages. To the extent that the liability for damages of the organizer is excluded or restricted, the participant also relieves the staff employees and representatives, agents, servants, sponsors and individuals who provide or drive salvage, safety or rescue vessels or assist with their use from the individual liability for damages, as well as also all other individuals who were instructed to act in connection with the realization of the event. The effective Racing Rules of WORLD SAILING Racing Rules of Sailing (RRS), the Star Class Rules (STCR) as well as the regulations of the Notice of Race and the Sailing Instructions are to be complied with and are expressly recognized. All Skippers shall be required to complete a liability waiver and present at registration. The law of the Federal Republic of Germany applies. 20 Insurance Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of EURO 2.500.000 per event or the equivalent. 21 Media Rights Competitors give absolute right and permission to the FSC, the International Star Class Yacht Racing Association (ISCYRA) and the event sponsors to use, publish, broadcast or otherwise distribute for promotional, advertising or any other purpose, any images, videos and sound recorded items during the event of persons and boats free of any charge, 22 Further Information Flensburger Segel-Club e.v. Camping fee 15, - per night, including electricity (230V, AC) and sanitary facilities at the camp site. It is to be paid without being asked at the registration office while registering. The place is available from Sun 01.Aug. 2018. Binding bookings are not possible.
